Progress on Fair Market Value Tax Issue

• CBAA held a positive meeting with CRA on Nov 30th:• CRA is listening to us and has altered some of its initial and

unfavourable positions• CBAA request to CRA to not apply any new policy for 2012 to 2014

assessments since no real policy existed during that period.• They have agreed to expedite their process to provide some

predictability and provide confidence to BA purchasers

• Next meeting to be scheduled for early January 2017

Update on Flight & Duty Time Advocacy

• CBAA finds four (of ten) proposed regulations unacceptable:• Flight Duty Period• Extension of FDP Due to In-Flight Rest• Unaugmented Long Range Flights• Standby

• CBAA has joined with eight other aviation associations requesting a meeting with Minister Garneau to stop the imposition of 705 regulations on 704 operations prior to their release in Canada Gazette I in spring 2017.

Special Authorization Delegation Project

• The CBAA has made an official request to TC in writing for a Special Authorization delegation from TC to national experts

• This will also include the delegation to administer the PORD submission

• Our goal is to offload these tasks from TC to another party to achieve the same speedy turnaround time as we currently have with CBAA’s Type Rating delegates

International Priorities

• Coordination with IBAC in response to environmental policies related to market-based-measures. Recent representation at ATAG in YUL joint ATAG and ICAO meetings.

• TCO/FAR 129/CAR 701 ICAO standards compliance to become an IBAC led effort to have regulations applied as acceptable means of compliance in lieu of ICAO standards for Europe, the USA and Canada.

• Continued influence at ICAO to ensure BA is treated as a separate sector with different standards than airlines.

Canadian Training Request & Provider Delivery

• CBAA members have long history of working with professional, SIM based, training organizations

• All major ATOs support the Training to Proficiency Program (TTPP) created on 23 Aug 2016 under exemption NCR-033-2016

• The CBAA concluded final consultation with operator members and ATOs to provide a standard training agreement for CAR 604/NCR-003-2016 compliant training that includes :

• Operator specific operational requirements including Special Authorization training/competency certification;

• Operator specific SMS risk mitigation requirements; and• Administration requirements

• Training providers will respond to the standard training agreement with standardized programs to the extent necessary since ATOs will use operator specific scenarios on request-default is standard offering for PCC and TTPP based programs.

• Sample operations manuals for both “no employees” and “with employees” operations

• A system to document compliance with SMS, QA • Review of SMS requirements• Access to the National Aggregate Database, using the

latest internet security protocols, with all data stored in Canada
