    Maintaining power

    in an emergency.

    Power outages can wreck havoc within a

    facility. Even highly sophisticated distribution

    systems are not immune to the effects of

    natural disasters or provider interruptions. Vital

    internal systems may fail; essential data might

    be lost forever; mission-critical operations can

    be crippled leading to substantial financial losses.

    Back-up sources are designed to instanta-

    neously fill the void. If they fail, or if transfer is

    delayed, serious problems are likely to occur.

    Most systems are designed with a battery to supply uninterrupted

    power while a generator is activated. The critical link in this procedure

    is the automatic transfer switch. As the controlling entity, the switch

    must recognize the power failure and bring the generator on line. Ifthe switch fails to initiate action the system will not function.

    The switch recognizes the failure and senses that the generator is

    ready. In normal operation adjustable parameters are set for a one

    second delay before transfer is made from the dead utility to the

    back-up generator.

    Even new switching equipment requires periodic testing and service.

    A product warranty is valuable protection if defects arise. But service

    and preventive maintenance are designed to avert problems before

    they become serious threats to system integrity.

    Many facility managers can perform periodic testing and regular

    maintenance of their generators but lack the expertise to service the

    automatic transfer switch. As a result most problems occur from

    switch failure.

    Professionally trained technicians should inspect and test central

    power components as well as related equipment a minimum of

    once per year. In the case of medical facilities testing should be

    accomplished much more frequently.

    The National Electrical Manufacturers Association

    (NEMA) recognizes the need for preventive maintenance in

    its Publication ICS23: a maintenance program and schedule should be estab-

    lished for each particular installation to assure minimum downtime (in case of

    distributor power failure.)

    The National Fire Protection Association (NFPA) 110, Standard for

    Emergency and Standby Power Systems, Chapter 6, RoutineMaintenance and Operating Testingdefines electrical preventive meas-

    ures as, The continuing reliability and integrity of the EPSS (Emergency Power

    Supply System) are dependent on an established program of routine maintenance

    and operational testing. Additionally, Section 6-3.5 states, Transfer switches

    shall be subjected to a maintenance program including connections, inspection or

    testing for evidence of overheating and excessive contact erosion, removal of dust

    and dirt, and replacement of contacts when required.

    Many critical electrical systems are not maintained to proper standards. Automatic transferswitches, in particular, are often neglected. The reasons vary. Components might be installed

    incorrectly. Poor design could leave limited access. Facility managers may conduct regular test-

    ing of some, but not all, components of the system. Maintenance costs are deemed excessive.

    Considering the potential devastating effects of system failure, the reluctance to schedule

    preventive maintenance of switches is surprising. The true cost can only be determined when

    weighed against the cost of lost service due to unplanned failure.

    Testing is a vital, but frequently

    overlooked function.

    ASCO Services sophisticated testing

    procedures are designed to eliminate

    costly failures before they occur and cause serious inconven-

    ience. In most cases testing is the only reliable way to

    diagnose potential problems. Transfer switch failures are

    most often caused by control panel malfunctions. Proper

    testing of these devices requires in-depth knowledge of

    procedures and field experience. ASCO Services technicians

    are trained to conduct testing and interpret results.

    Corrective action, if indicated, can then be taken.

    Many facility managers are reluctant to perform certain

    tests because they believe their operation must be shut down

    resulting in costly downtime. In fact, most testing can be

    accomplished with a by-pass switch that allows normal

    operations to continue unaffected.

    Power distribution system failure is often caused by circumstances that

    Preventive maintenance agreements

    offer significant advantages. One of the

    most important is the ability to properlybudget expenses. Two basic contracts are

    available. You can select the one that best

    fits your needs and fiscal constraints.

    Level One Service Agreement:

    Includes annual preventive mainte-

    nance performed at a mutually agreed

    upon date and time. Work can be

    completed during normal business hours or after hours, at yourdiscretion. This agreement entitles you to a discount on parts

    and a reduced hourly rate for any additional labor that may be

    required. Emergency work is not included in this agreement but

    ASCO Services contract holders receive priority on scheduling during

    emergency situations. This can be extremely important during major

    power disruptions.

    Level Two Service Agreement:

    Includes all benefits of Level One Service Agreement, plus, all parts,

    labor, expenses, and emergency service calls provided at no additional

    charge. Emergency service is dispatched 7x24x365.

    Multi-year contracts are also available. These agreements provide

    an effective way to budget in advance and avoid unexpected expendi-

    tures for repairs.

    The most important reason to consider an agreement is the fact

    that preventive care can greatly reduce the chances of emergency

    problems. Avoiding expensive downtime can more than compensate

    for the cost of the contract.

    Preventive Maintenance Check Listfor Automatic Transfer Switches1.) De-energize the switchgear and engine start signal (ASCO 962 and 434

    models do not need to be de-energized.)

    2.) Secure and lockout normal and emergency disconnects.

    3.) Remove the arc chutes and pole covers.4.) Test and re-calibrate all trip sensing and time delay functions in the switchgear.

    5.) Vacuum clean the accumulated dust from the switchgear and accessory panels.

    6.) Inspect for moisture or signs of previous wetness or dripping.

    7.) Remove any grime with an approved solvent.

    8.) Clean and lubricate TS coil and operator linkage.

    9.) Inspect all insulating parts for cracks or discoloration due to excessive heat.

    10.) Inspect all main arcing contacts for excessive erosion.

    11.) Inspect all current-carrying contacts for pitting and discoloration due to excessive heat.

    12.) Inspect all control relay contacts for excessive erosion and discoloration due to excessive heat.

    13.) Inspect and clean all add-on panels and accessories.

    14.) Manually operate the main transfer movement to check proper contact alignment, deflection,gap, wiping action and control; contact operation.

    15.) Check all cable and control wire connections to the transfer switch control and sensing paneland other system components and tighten if necessary.

    16.) Electrically test all power sensing and time delay devices and adjust as necessary.

    17.) Reconnect engine start.

    18.) Re-energize the switchgear and conduct a test bysimulating a normal source failure.

    19.) Prepare and submit a formal computer generatedreport to include a description.

    Paralleling System Preventive

    Maintenance Check List1.) Clean switchgear thoroughly.

    2.) Check all control wiring connections.

    3.) Manually parallel each generator.

    4.) Verify all meters for accuracy.

    5.) Ensure all circuit breakers function properly.

    6.) Perform secondary injection testing on all applicable circuit breakers.

    7.) Annotate all trip settings of circuit breakers.

    8.) Make sure all fused disconnect switches operate.

    9.) Dynamically check all pre-alarms and shutdowns.

    10.) Verify all backup PLC power supplies are operating correctly (if applicable.)

    11.) Check for CPU battery expiration date (if applicable.)

    12.) Check all station batteries.

    13.) Ensure system operates in automatic mode by initiating engine start.14.) Ensure generators share load properly and there is no cross current under no load.

    15.) Check load control, bus optimization and load demand (if applicable.)

    16.) Ensure engines run through cool-down and shutdown accordingly.

    suggestionsKeep a file for each unique product including a maintenance log, OEM

    manual, schematic drawings, control set points and building feeder and

    riser information. Determine your own control set points and record.

    Understand the maintenance benchmarks for each piece of equipment

    in the emergency power system. Be sure maintenance schedule compares

    favorably with manufacturers recommendations.

    Look beyond the surface when choosing a service provider. Do not select

    solely on a cost basis. OEM service is typically more expensive than

    independent or third party service but there may be significant differencesin the level of service and support... particularly in a crisis situation.

    Understand the full implications of any service agreement. Be sure all

    terms are clearly stated.

    Events in Houston, Texas and New York City brought out the

    best in the ASCO Services team. Record rainfall slammed Houston

    in early June turning the downtown business district into a virtual

    inland waterway. The World Trade Center terrorist attack destroyed

    the Twin Towers and devastated the surrounding area in lower

    Manhattan. In both cases ASCO Services personnel quickly moved

    in to lend valuable support and technical assistance.

    In Houston the top priority was restoration of power especially

    to hospitals and financial service organizations. The disaster

    highlighted the advantages of a maintenance/service agreement.

    ASCO Services customers were first in line for emergency repairs

    as technicians worked day and night to return facilities to normal

    operation. Customers were also able to access a complete

    bundled package that effectively saved them time and money.

    ASCO Services acted as a single source providing:

    Assessment of damage to system

    Purchase of required equipment with expedited delivery

    from stock from Automatic Switch

    Repair and installation

    Start-up testing

    The New York tragedy presented unique obstacles for the ASCO Services team.

    Ground Zero was off-limits to all but recognized emergency/rescue personnel. ASCO

    Services was stationed close-by in support of the New York Fire Department and was

    called upon to supply a transfer switch for emergency power during the early rescue

    attempts. The company received a Letter of Appreciation from the NYFD for its

    outstanding contributions to the effort.

    In other nearby locations equipment functioned as required during the loss of

    power that followed the attack. Courtesy visits were made as soon as possible to

    customers attempting to return to normal operation. Service personnel were assigned

    to 2 World Financial Center on a 24-hour stand-by basis for three full weeks.

    We are extremely proud of the work performed by the ASCO Services team.

    We sincerely regret the death and destruction caused by these events. We extend our

    condolences to all who were affected.
