Explain the concept of bilateral diplomacy and its methods starting from the case study attached in Resources Delimitarea Insulei Serpilor and the debates between Romania and Ukraine. Could this issue have been resolved through bilateral negociations only? Please don't exceed 700 characters.The way Romania and Ukraine settled the maritime delimitations in the Black Sea is subsequent to the framework of bilateral cooperation and is specifically mentioned by the bilateral documents signed by the two parties. By means of negotiations, the two countries set up the principles which govern the bilateral relationship, by signing in 1997 the Treaty of Good Neighbourhood and Cooperation and later, in 2003, the Treaty concerning the Regime of the Common Borders. Further negotiations were conducted to delimitate the continental shelf and the exclusive economic zone in the period 1998-2004. In order to settle the dispute, Romania resorted to the jurisdiction of the International Court of Justice, which had already been acknowledged by the both parties as a means to solve this issue.
