AMENDED SCOPE OF WORK DESCRIPTION

Not to Exceed $53,025 unless approved in writing

Below is a step-by-step description of the Scope of Work for the Carbondale & Rural Fire Protection District (C&RFPD) Master Plan Study. We have based this effort on the Scope of Work outlined in the Amended Request for Proposal. Mark Chain Consulting, LLC will be the project coordinator for the project and ensure that other team members will perform their tasks as scheduled and as defined in the Scope of Work and contract documents. The scope of work for each subconsultant is defined in more detail in the lat section of this proposal (Company profiles/Scopes of Work)

Task 1. Pre-Planning. Mark Chain Consulting (MCC) and Lamont Planning Services (LPS) will participate in the pre-planning element to finalize the Needs Determination and final Scope of Work/Study Parameters. This pre-planning element will include close contact with the Master Plan Committee (the Committee) and/or staff as necessary. Final Scope of Work and Executed Contract are the final products of this work element. As part of this process, MCC & LPS will help guide staff and Board members who are serving on the Committee in the advertising for and formation of the Committee.

Task 2. Existing Conditions Analysis. MCC will assist Almont Associates on gathering background information for certain portions of the Existing Conditions Analysis. This will include coordination with local governmental agencies in refining population growth estimates and where that growth may occur. MCC will also provide parcel data background to Almont Associates to help refine property classification data from the County Assessor’s offices at the Macro level.

Task 3. Public Involvement. This is a critical if not the most critical work element of the Master Plan for the C&RFPD. MCC and three other consultants will be involved in providing the Public Involvement work element for the Master Plan. These consultants are: • FootSteps Marketing, LLC• RRC Associates• LPS

Task 3.1 Public Meetings. This Sub-Task will be performed with MCC and Lamont Planning Services. A graphic designer will be engaged to develop a consistent “logo” for the Master Plan Study and develop flyers and posters both hard copy and electronically, for meeting announcements. This will be a onetime work effort to ensure that all materials related to the Plan carry the same theme and are recognized by the public as notification of the process.

Once the pre-planning process is complete and existing conditions inventory is underway, the consultant team proposes to launch the public involvement process. Our proposal for public involvement starts with a minimum of 10 neighborhood/HOA meetings. The purpose of the meetings should be twofold; the first part will be an update for District residents with news about the District highlighting existing conditions, process to date, and outline of the Master Plan Study. This will be a brief but important review for attendees as it is an opportunity to develop a common foundation of knowledge for District residents. The remainder of each meeting will be designed to gather input. The specific format of these first meetings will be developed by the consultant with the Committee.

Once all the data is collected, Forecasts are developed and analyzed, and initial community feedback synthesized, the combined information will be presented back to District residents via five town hall style meetings. The purpose of these meetings are to help residents understand the short, medium, and long term service needs and the fiscal implications of various levels of service and District operations. The goal is for residents to take ownership of their District. (Note: long term data needs horizon to be defined as part of Pre-Planning (e.g. 10 years vs. 20 years).

One Town Hall meeting is proposed mid-way through the Master Plan process as a “check-in” with the Public and progress update. Four Town Hall meetings will occur near the end of the Master Plan process so citizens can review the findings and implementation options prior to review and adoption by the C&RFPD Board of Directors.

Because the Public Involvement task, as requested in the RFP, is an important element of the Master Plan, it is anticipated that up to 160 hours of the work plan will be devoted to this Master Plan task. Roughly 80 hours will be devoted to the 10 community/HOA meetings. Both Mark and Leslie will manage these meetings and work includes meeting preparation, facilitation of the meeting and summary of each meeting. The five Town Hall meetings should require 40 hours of work which will include Mark and Leslie and similar meeting preparation, facilitation and download of meeting results. Finally, in order to organize the content for the meetings, ensure that the attendees are actively engaged and the District is gaining useful information, the consultants and the Master Plan Committee will review together the plan and logistics of all community involvement. We believe 40 hours accurately reflects the time for that work effort.

Task 3.2 Community Surveys. RRC will provide the Community Survey work element after working with staff and the Committee to determine the most cost effective and comprehensive approach. At this point in time, two approaches to the Community survey element are outlined and are presented later in the proposal as part of a menu approach for the Committee to review and select.

One option is a phone survey in order to get a statistically valid sample. An electronic survey can be utilized as a follow up. A second approach is a more detailed paper and mail out survey with additional electronic outreach. Both survey options include design and interpretation as part of the services. The survey will run parallel to the neighborhood/HOA meetings. The survey will be targeted to all of the District’s residents providing a chance to offer feedback in a format that may be more comfortable vs. a public meeting or for folks that cannot attend a meeting. The Service Need Forecast work effort and the various evaluations using the Forecast will also occur during the community outreach process. Please see RRC proposed scope of work on Page 7 or the last section of this proposal. Note: The budget in this amended Proposal includes the higher level of phone survey menu item and one trip for RRC. During the interview process, the possibility of a survey instrument to test citizen opinion on funding options was also discussed.

Task 3.3 Website and Social Media. FootSteps Marketing LLC will provide website and social media planning services. A more in-depth description of FootSteps and their proposed work products are attached on Page 7 or the last section of this proposal. They have provided a menu of work products that include one time costs for website and social media development platform. Optional services for e-mail marketing and communications (one-time cost) and optional recurring services for monthly website and communication services, social media marketing and mass e-mail communications are available and can be determined during the pre-planning task or as part of contract negotiations. The goal of the website and social media element is to 1) have a better electronic infrastructure for all future communications and 2) in the short term to provide another means of outreach to District residents in order to gather their input.

Task 3.4 Community Service Delivery Expectations. Community Survey results, public meeting summaries, and growth projections will be provided to the District, the Committee and Almont Associates. This information will be used along with data help determine an initial desired LOS. Funding the desired LOS and the various options over the five-year ten-year and twenty-year time horizons will be more fully developed in subsequent tasks when the capital needs/facilities and staffing options are forecasted and better defined.

Various Tasks. Coordination with Almont Associates. MCC will work with Almont Associates in determining funding options for Capital Replacement plans (Task 4), Staffing Options (Task 5) and Facility Plans (Task 6)

Task 9. Financial Feasibility.

Task 9.1 Evaluation of the District’s financial options. MCC, in cooperation with Almont will forecast operating, staffing and capital costs for each of the implementation plan options, building each future scenario off of the District’s current budget and revenue sources. The information will use the

District’s most recent budgetary data to produce short-term (five year) and intermediate-term (ten year) under multiple service level options.

Service demand forecasts will be based on project development activity and traffic flow within the District’s service area. One model specification will show the fiscal impacts associated with continued deficit spending by the District (no mill levy increase or additional funding source) and how long the current financial reserves can support deficit spending if identified during the Pre-Planning conferences. Others scenarios will demonstrate what levels of service are possible with additional mill levies or other funding options.

The model will have a high level of transparency, which means that assumptions and the logic of operations will be clearly stated and represented. This will be a tool to educate, not a black box to produce unsupported results.

This task will also include a review of the fiscal impact fee study data.

Task 9.2 Revenue forecasts. MCC will utilize results from the fiscal model to calculate the annual revenues necessary for funding the District and balancing the District’s budget. The District’s desire to maintain an adequate reserve balance for emergencies and unforeseen expenditures will also be incorporated. MCC will translate development activity into assessed valuation and property tax revenue. Growth metrics will also be the basis for projections of service fee revenue. MCC will calculate the mill levy necessary to support alternative service levels. Alternative funding options will also be investigated if necessary.

Task 10. Adoption of Master Plan and Designation of Preferred Option. The Board of Directors is the body that will adopt the Carbondale Fire District Master Plan. MCC and Lamont Planning Services will attend and present the Master Plan along with Almont Associates. The presentation will include an overview of the various staffing/capital replacement and facility options, a proposed preferred alternative and the financial feasibility of the Plan. Other required consultants may attend if necessary. This meeting(s) will be advertised in traditional and non-traditional media in order to get the largest public turn-out possible. All reasonable efforts will be made to present a Plan for adoption by July or early August 2015. Having the Maser Plan finished and adopted by the end of August will allow the Board to take action at a November 2015 election if an election is allowable and if the Board chooses to pursue that option.

Reimbursables. Any reimbursable expenses such as copying, color plotting of 24 X 36 maps and other incidentals will be charged back at cost.

CONSULTANT SERVICES

Mark Chain Consulting, LLC. Mark Chain is the Project Coordinator and will be involved with all tasks and services provided for the Carbondale Fire District Master Plan. He will be the primary liaison between the Consultant team and the Committee, Carbondale Fire Department Staff and the Board of Directors. He will be of the two primary consultants who will attend and facilitate all of the Neighborhood/HOA public Meetings as well as the Town Hall Style Meetings. Mark will also be the lead contact in the Pre-Planning Element. He will also be primarily involved in the following tasks: • Financial Feasibility• Adoption of the Master Plan and Designation of Preferred Option• Helping facilitate and guide the Committee

Mark Chain will assist but not be the lead in the following tasks: • Community Surveys• Existing Conditions Analysis ( demographics/[population growth & gathering

Lamont Planning Services. Leslie Lamont will be involved in a number of the Tasks for the Master Plan. She will be the co – primary consultant along with Mark Chain in the Public Meetings work element and will be heavily involved in the Pre-Planning Task. Leslie will also participate in the following work elements though she will not be the lead consultant: • Community Survey design• Community Service Delivery Expectations• Alternatives Development and Evaluation• Adoption of Master Plan

Leslie will also serve as a second set of eyes and ears for the work that Mark Chain will be doing. She may also be involved in other parts of the Master Plan if

PLAN FOR MAINTAINING A CLOSE WORKING RELATIONSHIP BETWEEN THE CONSULTANT AND THE MASTER PLAN

COMMITTEE

Mark Chain of Mark Chain Consulting, LLC will be the primary contact for the Carbondale Fire District Master Plan Study. His residence and office are located in Downtown Carbondale and he will be working on the Master Plan each week during the life of the project. Mark proposes to be available for a weekly meeting with the Committee, the Chair of the Committee or with Chief Leach as defined during contract negotiation and during the pre-planning phase. Mark will also provide regular status reports on the various work elements at a regular interval proposed by the Committee or the Board. Mark is also available daily by cell phone and e-mail and will respond as soon as practically possible.

Mark Chain Consulting, LLC Mark Chain Consulting, LLC is a Land Use Consulting firm providing consulting services to both the public and private sector clients in Western Colorado. The firm was founded in 2005 and is located in Carbondale, CO. The principal is Mark Chain who has 36 years of professional planning and land use experience.

Organizational Structure. The structure is a one man organization – and so its specialty is direct personal services to its clients. Mark is available on a direct basis to the client, and tailors the services for any particular needs of the project. Mark Chain Consulting (MCC) tailors its services to a particular client for a particular need. For some projects, Mark Chain Consulting manages all aspects of the contract and coordinates with any subcontractors or consultants about timing of submittals, content of consultant reports and interactions with the client. For larger projects, contracts with other specialists or firms to provide specific services or consultant reports.

Capabilities. MCC, though small in size goes to all lengths to coordinate with other professionals, subcontractors and consultants on larger projects so that needs of the client are satisfied. The small size of MCC helps ensure specialized and focused attention to all clients regardless of project size because each client is considered important.

Mark A. Chain

Project Manager. Mark Chain will be the project manager for the C&RFPD Master Plan. Mark will be the direct contact with all/any District personnel. He will also be the primary contact and coordinator for the Committee, all consultants and subcontractors.

Mark received a Masters Degree in Regional Planning from Cornell University in 1977 and has been a land use and city planner in Colorado since the spring of 1978. He has worked in both the pubic ands private sectors over the years. In Boulder, Colorado Mark worked for Creative Land Use, a small land use consulting firm and Henderson Young & Co., which specialized in Municipal Budgetary Analysis. While with Creative Land Use, Mark was extensively involved in the formulation, coordination and writing of the Bolder Community Energy Management Plan, one of the first comprehensive Energy Plans in the Country.

Mark moved to Carbondale in 1983 and worked for the Towns of Basalt and Carbondale as their Planning Director. He set up the first dull-time planning office for the Town of Basalt in 1985. He wrote Comprehensive Plans for each of these communities in the 1980’s and oversaw all aspects of the updated Carbondale Comprehensive Plan in 2000. He was the Planning Director during these high growth years and oversaw the review and development of River Valley Ranch in Carbondale – a 685 unit golf-course community from concept though 45% build out.

After the establishment of Mark Chain Consulting, Mark has predominantly worked as a land use consultant for private developers and has helped them obtain zoning and development entitlements by working with local governmental jurisdictions. Mark has been involved in various aspects of major developments in the Mid-Valley region such as Stott’s Mill in Basalt and Thompson Corner and the Overlook in Carbondale. He also worked as the land use planner for both the Basalt and Carbondale Community Library projects.

Mark is also a partner in Rocky Mountain Group, a firm that assists local Fire District in setting up and establishing Development Dedication Fees. He has helped update the fee structure for the Carbondale & Rural Fire Protection District, Lower Valley Fire Protection District (Fruita) and the and Grand Fire Protection District (Granby).

Mark Chain was a Director of the Carbondale & Rural Fire Protection District from 2006 – 2014 and a volunteer EMT Basic from late 2011 to fall 2014.

Lamont Planning Services

Leslie Lamont has been doing general land use planning work and community facilitation throughout the Roaring Fork Valley for the last 25 years. She currently manages the design review process for the Homeowners Association of Aspen Glen, is a member of the design/development team for Aspen Valley Hospital in the entitlement process with the City of Aspen for the Master Facilities Plan, is a team member for the Fairplay, Colorado Comprehensive Plan and Land Use Code Revisions, was a part of the consulting team for the Carbondale Comprehensive Plan Update, and facilitated the Roaring Fork Transportation Authority Board retreat in 2010. Prior to starting her own firm in 2003, Leslie was a principal planner for Otak, Inc. for two years, a Pitkin County Commissioner from 1995-2000 and a project planner as well as Deputy Director of Community Development for the City of Aspen for six years managing caseload planning for the Department. Leslie’s experience with the City of Aspen and as an elected official included numerous opportunities to interact with a variety of stakeholder groups in the County as well as various staff members, and other elected officials. Leslie completed a charrette training course through the National Charrette Institute, Portland, Oregon in March of 2011.

RRC Associates SCOPE OF WORK

Founded in 1983, RRC Associates is a market research and strategic planning firm based in Boulder, Colorado with a specialization in community development, travel and tourism and an emphasis on resorts and mountain towns. We have 18 persons on staff, representing a variety of disciplines and advanced degrees. The group has been blended to allow us to provide competent and cost effective consulting and information-gathering services to a wide range of clients.

RRC has broad experience collecting and analyzing data related to community feedback, visitor profiles, economic impact, and customer sentiment. As an industry leader, we are experienced in not only acquiring, but also interpreting and presenting, results in formats and with analysis that promote community-wide understanding and decision-making.

Our team will draw upon RRC’s extensive experience with survey-based projects in Colorado and throughout the western United States. We note that there are multiple methods for collecting information and have suggested two proven techniques that we believe to be appropriate for use within the District. The team proposes a combination of either a phone survey, and/or a mail/web-based survey of residents within the Fire District. If the phone technique is chosen, our team will create a statistically-valid survey that will be directed to a random sampling of District residents via telephone interviews of land line and cell phone users. The survey will gather critical information concerning various aspects of current fire and ambulance delivery, as well as household demographics and support for alternatives measured in terms of both financial and preferred services. Various resident cohorts will be identified and tracked through the survey, which will, in part, form the basis of the analysis community preferences. These are likely to include:

1. Residents with a notation of where they live, including whether they arewithin the Town limits of Carbondale;

2. Residents living in the District outside of the Town limits; and3. Residents living in the District outside of the Town of Carbondale but that

have a public water system.

The phone survey will be used to gather preliminary feedback on community opinions. It will be designed to provide an initial assessment of local opinion that can be used to shape other aspects of the overall planning process. Additionally, the phone survey research will be designed to be augmented with a potential second wave of research, should the unanswered questions require a more detailed level of investigation. The second phase of research could use either an additional wave of telephone research, or a mailed survey as described below.

If a mail survey is used as a substitute for the phone survey, or as a follow-up, it would include a cover letter explaining the research goals. A mailback survey with a postage-paid envelope would be provided with the letter. The letter would explain that the survey is designed to provide an opportunity/option for residents to complete their questionnaire online, through a password-protected website, or by mailing the survey back. This would provide an additional user-friendly choice for completing the survey while maintaining the statistical validity of the random sample mailing (and also potentially increasing response rates).

An “open link” to the web survey would also be made available (and can be linked from the project website) for anyone to complete, including, additional people in one household, workers in the area who may be seasonal or temporary residents, etc. Open-link results will be kept separate from the statistically valid responses in order to maintain the integrity of the original sample.

As a result of our multi-pronged approach, we will attempt to reach out to a broad cross section of the community and the surrounding area, and every resident will have opportunity to provide feedback and voice their opinion.

Questions will be drafted based on information gleaned in the public involvement process as well as from the project team/ Master Plan Committee. With input from our team, staff and stakeholders, RRC will create a paper survey of up to four pages in length (including cover letter). We will ask questions about what types of services and facilities residents want, level of current usage, quality and satisfaction levels with existing services and facilities, priorities for the future, and willingness to pay for new services and facilities. These questions will be supplemented with questions about specific, identified community issues, as deemed appropriate.

In order to get the best response rates possible, we would also anticipate that the District would assist with marketing and creating public awareness of the survey through media and other channels, such as local newspapers, website, etc. We would also encourage the District to offer some sort of participant incentive to residents to take the survey, such as a prize drawing.

The survey will be carefully constructed to be easily understood, and the results of overall needs will be tallied, graphed, and summarized in a concise written report.

We have substantial experience in designing surveys specifically for measuring community values and perceptions including planning issues, open space, parks, trails, and other recreation or community investment decisions and desired level of service. Additionally, RRC has been performing work throughout western

Chris possesses a diverse background in public and private planning. A

founding partner of RRC Associates, he specializes in practical applications of research techniques

including survey and qualitative research, modeling and applied analysis to solve problems in

transportation, housing, planning, administration, and business applications. His research and

recommendations have helped to shape the policies, design and marketing strategies of cities,

counties and major resorts. He brings over 30 years of project management experience to the

team, as well as perspective and insight from numerous survey-based studies conducted with

residents, visitors and employers of throughout the Roaring Fork and lower Colorado valleys. Chris

was Principal-in-Charge of RRC’s work on the 2004 Local and Regional Travel Patterns Study, as

well as the 1998 study.

David has diverse experience conducting and managing many types of market research and planning projects for public and private sector clients. With an educational background in urban and regional planning, public administration, and business administration, David works extensively in the areas of survey research, economic and demographic research, and community planning.
