What is Economic Development? (Short Discussion)

Economic development generally refers to the sustained, concerted actions of policymakers and communities that promote the standard of living and economic health of a specific area. Such actions can involve multiple areas including development of human capital, critical infrastructure, regional competitiveness, environmental sustainability, social inclusion, health, safety, literacy, and other initiatives. The Strong Cities, Strong Communities (SC2) initiative, first announced in July 2011, seeks to strengthen neighborhoods, towns, cities, and regions around the country by enhancing the capacity of local governments to develop and execute their economic vision and strategies, providing necessary technical assistance and access to federal agency expertise, and creating new public and private sector partnerships.

Grants provide funding that enables recipients to strengthen and improve infrastructure.

Grants provide funding that enables recipients to conduct Research and Development Activities.

Grant Funding does not need to be repaid – it is not a loan program. It is investment in communities and businesses.

Grants enables the recipient to broaden its scope and include multiple areas of the local economy – job training, education, small business growth, health, social issues, manufacturing, energy requirements and other needs.

I. Usual Economic Development Grant Opportunities:

Community Development Block Grant (CDBG)The Community Development Block Grant (CDBG) program is a flexible

program that provides communities with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. The CDBG program provides annual grants on a formula basis to 1209 general units of local government and States.

Economic Development Administration (EDA)EDA supports development in economically distressed areas of the

United States by fostering job creation and attracting private investment. Specifically, under the Economic Development Assistance programs (EDAP) Federal Funding Opportunity (FFO) announcement, EDA will make construction, non-construction, and revolving loan fund investments under the Public Works and Economic Adjustment Assistance Programs.

Thoughts, Ideas, and Recommendations

Look at a “Broad View” of Economic Development in your Cities and Counties.

Identify thru a comprehensive community needs assessment the overall services and products that could be of economic benefit.

Establish, as a matter of principle and policy, a “Teaming” relationship between local government entities, non-profit organizations and business/industry.

Work closely with education and training institutions to increase internships and learning opportunities through joint grant participation and involvement of students and other learners.

There is tremendous strength in cooperative agreements between community entities – in obtaining grant programs and in enabling greater economic viability.

Some Examples

Navajo Education Technology Consortium A ten year project – two grants for $18,000,000 A collaborative effort between multiple entities. A Dept. of Agriculture – Energy Enhancement Grant

The Wind Lift Project (WLP) will address Topic 8.6 Rural Development and Research Priority 1 – Development of technologies and services that protect or enhance the environment while promoting economic development. The Project will specifically address the conservation of energy while developing an alternative wind generated energy designed to enhance the economic well being of small rural farms and businesses. The WLP will specifically address the long-term USDA goals to include: (1) Creation of sustainable rural economies; (2) Enhancing the economic vitality of rural areas; and (3) Promoting job creation and income growth in rural areas.
