INTRODUCTION Capstone is the application used to report all Title I, D State (Subpart 1) and Local (Subpart 2) outcomes for iGrants Form Packages (FP) 208, 209, 452, and 562. 1. Institution or Project Information – This is a required field. Select grant type and name of

facility or program. 2. Narrative: Significant Program Changes – This is a required field. Describe the location of the

school, community, and group of targeted youth served. Describe any changes to the program from the previous year. This section should be three to five sentences and should address all components of the question.

3. Youth Admissions – This is a required field. Those with facility schools will fill this out based

upon the number of youths who were admitted to the facility during the school year—including those who enroll in school, all youth who enter the facility, and youth who come in on the weekends. For the 452 and 562 grants, enter the number of youths served in both boxes.

4. Average Length of Stay – This is a required field. All grantees must calculate the average

number of days per student enrolled in either your facility school (FP 208 & 209 grants) or the average number of days per student enrolled on your grant (FP 452 & 562). This number should include the number of days per visit each youth was enrolled during the year, which cannot exceed 365 days.

5. Academic Programs – This is a required field. Respond to each question about the youth

enrolled on this grant.

6. Student Demographics – This is a required field. This section has checks and balances, which will make sure certain totals, match other totals as necessary. The number served cannot be more than the unduplicated totals; the number of males and females must equal the number of male and female ethnic responses; the total number of males plus females cannot be more than the unduplicated total. The total number of youth and their ages is auto totaled at the bottom of the page. Note that the individual filling out the report will not see the totals until the form is saved.

7. Additional Questions on Students – This is a required field. Information from this section

comes from CEDARS.

8. Academic & Vocational Outcomes – This is a required field. There are two columns. One column is to report outcomes obtained inside facilities and while youth are enrolled on the grant. The second column is used to report outcomes obtained from the day the youth exits the program until 90 days following. This is so the grantee can receive credit for the youth who study while involved in the program but attend a local school/college to obtain a GED or high school diploma.

9. Smart Objectives – This is a required field. Grantees must report how they did in relation to the Smart Objectives submitted in their iGrants application. Each grantee must cut and paste their original Smart Objective then state what measure was achieved and what timeframe they achieved it in.

10. Academic Performance – This has checks and balances to ensure the number of 90+ youth

for math and reading must match. All outcomes for pre-tests must match the number of pre-test outcomes and the same for post-tests. The number tested cannot be greater than the number served in section 6. The grantees who report an average stay of over 90 days for their youth must explain why they did not test in the narrative box at the end of this section.

Emails Capstone now has email notifications. An email will be sent after each step of the approval/denial process.

• When a user requests Organization Approval via the Workflow tab, an email will be sent to the iGrants District Administrator.

• When the iGrants District Administrator approves or denies the form, an email will be sent to the user with the status.

• When the iGrants District Administrator approves the form, an email is also sent to OSPI iGrants Program Staff.

• When OSPI iGrants Program Staff approves the form, an email will be sent to the iGrants District Administrator and the user.

• When OSPI iGrants Program Staff denies the form, an email will be sent to the iGrants District Administrator and the user.

Track Changes Capstone now has tracks changes. Once a form has been submitted to OSPI for approval, a snapshot of the data is taken. If the form is denied, it is set back to Draft Status. Any changes made after that will be tracked and viewable once the Save All Changes button is clicked. The changes will be viewable on any section in which changes were made by clicking the View Changes button. More information on this new feature is available later in the guide.

ACCESSING THE CAPSTONE APPLICATION To access the Capstone Application:

1. Log into EDS https://eds.ospi.k12.wa.us

2. Select View My Applications

3. Select the Capstone Application

Obtaining an EDS Account If you do not have an EDS account, you can create one by using the Create an Account tab at the EDS sign-in screen or by contacting your District Data Security Manager (DDSM). If you have an EDS account, but do not have access to Capstone, contact your DDSM. A listing of the district security managers can be found within EDS. If you are an ESD employee and do not have access, please have your supervisor contact OSPI’s Customer Support office at [email protected]. Customer Support requires supervisor approval in order to assign the role to your account. The following EDS user roles give access to Capstone:

• iGrants User – This role allows a grantee to fill out the report and send it on to your District Administrator.

• iGrants District Administrator – This role allows the administrator to review the content of the report and to send it to OSPI for review.

Section 3: Youth Admission Information 208 & 209 Grantees Only Validate unduplicated are less than the duplicates and include all youth in the facility.

Section 4: Average Length of Stay Enter the average number of days per student enrollment in the facility within the reported school year. Section 6: Student Demographic Information Include data only on students served with Title I, D funds. The total for each gender must equal the total for the race/ethnicity for that gender. In most cases, the subtotal of both genders is equal to the grand total of unduplicated students served with Title I, D funds in. In some instances, the total of unduplicated Title I, D students will be less than the unduplicated total admissions to the institution.

Section 7: Additional Questions on Students This information is found in CEDARS.

Section 8: Academic and Vocational Outcomes The outcomes reported need to be completed by the student during the reported school year and by students served under this grant and within 90 days after exiting the grant.

Section 9: Outcomes of Smart Objectives Each grantee described one to three Smart Objectives in FP 208, 209, 452, and 562. Copy and paste your objectives that are listed in your corresponding grant application. For each objective, respond to how it was met within your timescale. The measure stated must be quantifiable and match the objective stated. Please review the examples below.

Section 10: Academic Performance Outcomes for Long-term Students in Math and Reading. This section only applies to all students who were in academic courses for 90 or more consecutive calendar days during the reporting period.

SUBMITTING YOUR REPORT When your report is complete, please review to ensure that all sections have been filled in. First, you will need to submit to your EDS Administrator for Org. Review. Please contact this person to ensure that they approve and submit the report for OSPI Review. OSPI cannot approve your report until these steps are taken. If your report is selected for Needs More Work by OSPI, these steps will be required to be repeated for resubmission.

NEW! TRACK CHANGES FEATURE A snapshot of the data is taken when the form is submitted to OSPI for approval. If the form is denied, it is set back to Draft status. If changes are made to the form after it has been denied by OSPI, the user will see a notification at the top of the page. The user will also see a View Changes button on any section with changes that have been saved. See examples below:
