2.1 Impact Assessment Impact Assessment is a key management tool for decision-makers on development projects. It predicts environmental and social impacts of projects at an early stage and presents options for minimising negative impacts through alternative designs or mitigating measures. Impact Assessment is best undertaken at the preliminary phase of the project or development, so that recommendations can be incorporated into the evolving designs. This enables the optimum

solution for the proposed project to be achieved. Following execution of the project, the impact assessment enables continued monitoring of impacts. Impact Assessment should deliver information as objective as possible so it can be used by all stakeholders: the proponent, the competent authority, investors and the civil society.

An integrated process Our multidisciplinary teams take an integral approach to the impact assessment process. Royal HaskoningDHV blends technical expertise in soil, water, air, waste, ecology, legislation, and social expertise, with architectural, engineering, logistics and infrastructure knowledge. Our practical project management experience allows us to guide a project from concept stage, to eventual permitting and approval. Combined with our organisational expertise, in areas such as training, public participation, communication with stakeholders and institutional development, this makes us an excellent partner for the complete process. Key steps delivered • Scope the impact assessment

The scoping exercise ensures that there is a wide consensus on the eventual shape and emphasis of the impact assessment, provides guidance during the rest of the assessment process and partly represents the results of the stakeholder consultations at this stage. • Describe the baseline

As part of the scoping study, an inventory of available baseline data is conducted and missing data identified. When important information is missing, which is required for a proper impact assessment baseline field surveys will be required.

• Identify and assess the impacts

The identification and assessment of the environmental, social impacts are based on:

• Project Description, • Legislative Review and Standards, • Environmental and Social Baseline, and • Concerns and expectations raised by

stakeholders. All impacts will be identified whether they are beneficial or adverse, cumulative, short or long-term, temporary or permanent, direct or indirect, local or strategic. Having determined the likely magnitude of an impact, it is then essential that the significance

is evaluated. Such evaluation may involve comparison with national, international or industry standards. • Define mitigation measures and alternatives

All significant impacts will be considered for mitigation and control through avoidance, minimisation and compensation measures. Measures will be developed for incorporation in the project design, construction or operation phase. Also essential is a consideration of alternatives that are environmentally and socially favourable.

Where the effectiveness of mitigation measures is uncertain, or depends on assumptions about operational procedures, monitoring programmes and/or management procedures will be defined.

• Engage with stakeholders

The impact assessment takes account of stakeholders concerns about potential environmental and social issues. A Stakeholder Engagement Plan (SEP) is usually developed as part of the ESIA. 2.2 Management Planning Our services don’t stop at the delivery and approval of the ESIA report. We further support our clients in the next stages of their project development whether it is in the (detailed) engineering, procurement, construction, operation or decommissioning phase. E&S requirements in procurement process We develop E&S specification to be included in tender documents and review E&S performance of Contractors as part of the tendering process. Development of specific Management Plans When the project moving forward more information is available, which make it possible to develop more specific E&S Management Plans than the ones developed as part of the ESIA. For example while the information available during the ESIA process only allows to develop a Resettlement Policy Framework, information later on available about the exact footprint of the project makes it possible to prepare a Resettlement Action Plan.

Other specific plans we have experience with include: • Occupational Health and Safety Plan • Traffic Management Plan • Waste Management Plan • Biodiversity Management Plan • Monitoring Plan • Emergency Preparedness and Response Plan • Etc. E&S Management System As required by IFC PS1, where environmental or social risks and impacts are identified, the project promotor/sponsor is required to manage them through an Environmental and Social Management System (ESMS) appropriate to the nature and scale of the project. Depending on the stage of development of such an ESMS we provide our expertise in the development and implementation of the different elements of the system.

2.3 Lender’s Advisor Sponsors of large and complex projects worldwide look for finance from specialist investment banks. These projects all have a variety of technical, environmental and social risks, and others which can include stakeholders, organisation and management, as well as political and contractual. Working closely with the investment banks we establish a dedicated team of engineering, social, environmental, economic and legal professionals to perform the due diligence and/or independent monitoring. We use experts from our local offices, if necessary hiring external specialist to complement our own team. We fully understand and have extensive experience in assessing compliance towards lender’s environmental and social safeguards requirements (IFC Performance Standards, EBRD

Performance Requirements, etc.). We are successfully advising financial institutions and private clients on these issues. Our due diligence and monitoring delivers pragmatic, technical advice focused on project content. We emphasise dialogue and communication both within the team as well as externally with project stakeholders. Our reporting identifies and quantifies the risks, and includes the likelihood of occurrence as well as possible mitigation measures. This list can be used for highlighting focus areas for future observation as the project progresses. The report also contains requirements that can be included in the Common Terms Agreement, as a Condition Precedent (CP) or in an Environmental and Social Action Plan (ESAP).

Client: Wapsila, a consortium formed by

Lafarge Africa, Wärtsilä and the IFC

Country: Nigeria Year: 2016

ESIA and RPF for Wapsila Ewekoro IPP The Wapsila Ewekoro Independent Power Producer (IPP) project consists in 310 MW Power Generation Station (comprised of an existing 90 MW power plant and a new 220 MW power plant) and a new ~5 km high voltage transmission line and new substation to integrate the Power Generation Station to the national grid. Royal HaskoningDHV upgraded the ESIAs and Resettlement Policy Framework (RPF) prepared by national consultants to have them to meet IFC Performance Standards and relevant World Bank EHS guidelines.

World Bank) Country: Ghana Year: 2009-2010

Akosombo and Kpong Hydropower stations The Volta River Authority (VRA) owns and operates the Akosombo and Kpong Hydropower Dams in Ghana, constructed in the Volta River in 1966 and 1981 respectively. The reservoir changed the physical, ecological and human environment significantly and affected the livelihood of many local communities. The river ecosystem changed to a lake ecosystem, resulting in the loss of agricultural lands albeit an increase in lake fishery, but also caused the resettlement of 80,000 persons. We prepared the Environmental and Social Management Plan (ESMP) for both dams. The ESMP provides correction and compensation measures to address adverse actual impacts of the dams’ existence and operation to the environment and the communities. The ESMP was prepared together with VRA and relevant governmental and non-governmental organisations. All aspects from river and lake morphology, - ecology, socio-economy, resettlement, public health and occupational health and safety have been incorporated.

Ingula Hydro-Power Project As part of the increased electricity supply plan, Eskom will be constructing a Pumped Storage Scheme in the Steelpoort area, with an installed capacity of approximately 1520 MW. The services delivered consisted of the preparation and implementation of an Environmental Management Plan (EMP) and auditing. In 2015, the Ingula Pumped Water Storage Scheme has encountered specific social issues (resettlement included). A social audit, utilising the IFC Performance Standard 5 as the benchmark, was undertaken to satisfy lender requirements.

Country: Rwanda Year: 2011-2015

Project KivuWatt Lake Kivu is unique in the world due to its stable stratification that traps large concentrations of methane gas (CH4) and CO2 in the deepest layers. The CO2 forms a looming danger for the surrounding areas of Lake Kivu as an eruption of CO2 could cause large scale asphyxiation. The large concentrations of CH4 are a source for sustainable energy production. Project KivuWatt plans to exploit the gas to generate electrical power that is very much needed in Rwanda. As Lender’s Advisor, Royal HaskoningDHV together with TNO Oil & Gas has identified the risks associated with the gas extraction and power generation. Aspects that were assessed are the plant designs, the technology used, lake stability, EPC contracts, the implementation plan and financial model. Furthermore we have reviewed the permits and ESIA to check compliance with IFC Performance Standards.

Year: 2013-2015

Eskom Underground Coal Gasification Project Underground Coal Gasification (UCG) is a process whereby coal is converted in situ into combustible gas that can be used for power generation, and is one of the new clean coal technologies being developed for implementation by Eskom that intends to diversify Eskom’s fuel supply. Royal HaskoningDHV was appointed to undertake the integrated environmental authorisation process, as well as the integrated Water Use Licence, for the UCG pilot project and associated infrastructure in support of co-firing of gas at the Majuba Power Station.

Development Country: Uganda Year: 2011-2015

Western Uganda Mini-hydropower and Rural Electrification Project The project involved a full feasibility study and concept engineering for 10 mini hydropower units with together a total capacity of 12 MW, which means electrification for 72,000 households. For each location a separate Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) has been prepared to enhance the benefits of the small hydro plants for the local communities and reduce the adverse effects. The ESIAs follow Ugandan and IFC regulations.

Country: UK Year: 2012- to date

Hornsea Project One and Two Initially for Hornsea Project One (HOW01) we provided a peer review role for Ørsted during the preparation of the Environmental Statement and consent process. This involved technical review of Environmental Statement Chapters and provision of strategic advice to ensure no overly arduous construction requirements were placed on Ørsted. Since the award of consent for HOW01 have provided a suite of post consent services including ecology surveys, management of intrusive archaeology surveys, technical advice for traffic management, flood management, contaminated land and landscape management. We have worked with Ørsted to fully discharge all Development Consent Order (DCO) requirements for all aspects of the HOW01 onshore infrastructure. We have lead on all consultation requirements with UK regulators both planning and environmental. We have then provided continued consenting and environmental support through construction. This includes additional consents, environmental reporting and auditing of the principal contractor. We have performed a similar role on Hornsea Project Two (HOW02) as well as the provision of a full time secondment to Ørsted’s internal consents team.

Country: Uganda and Tanzania Year: 2016 – Ongoing

Hydropower plant near the Ugandan/Tanzanian border A proposed new hydro power plant situated near the Ugandan/Tanzanian border required an E&S Due Diligence assessment using the IFC Performance Standard and EHS guideline. Physically and economically displaced people are identified as Ugandan and Tanzanian.

Manzini Hydropower A full Social Impact Assessment for a proposed hydropower plant in the Manzini District of Swaziland. The method included both a qualitative and quantitative data gathering and assessment process. Referenced IFC compliant criteria for all social aspects of the project.

Limited Country: South Africa Year: 2015-2016

Central Receiver and Parabolic Trough Solar Technologies Undertook a comprehensive EIA, which included a Social and Economic Impact Assessment for a proposed project that will include the installation of two different solar electricity technologies, namely a 150MW Central Receiver a 150MW Parabolic Trough development and their associated electricity and bulk water infrastructure.

Biofuels Operation This project involved the undertaking of a full ESIA for a potential biofuels operation located in Mozambique. Satisfies the IFC requirements for two particular framework plans: the Stakeholder Engagement Plan (SEP) and the Resettlement Action Plan (RAP)

Client: GDF Suez Country: The Netherlands Year: 2015

Biomass Plant on a Coal Fired Power Plant Site GDF Suez operates a large 600 MW coal fired power plant in Nijmegen, the Netherlands. On the site of this plant two new biomass fired cogeneration plants shall be realised using the site infrastructure. Royal HaskoningDHV has been appointed to prepare the Conceptual Design for the biomass cogeneration plants resulting in the data needed for the permit applications and prepare the EIA and permit application including execution of all environmental studies such as stack emissions, noise, soil and nature.

Infrastructure Fund (EAIF) Country: Rwanda Year: 2014

8.5 MWe PV Solar Plant The project developer Gigawatt Global UA is seeking to finance for the development of an 8.5 MWe grid connected PV solar plant in Rwanda. Gigawatt has approached FMO and the Emerging African Infrastructure Fund for financing this project. As Lender’s Advisor, we conducted a due diligence to identify the risks, including the probability of occurrence, quantification, parties bearing these risks and mitigation measures. This list can be used for highlighting areas for the focus of future observations as the project progresses. 40 MW District Heat Generation Plant Vattenval operates a large district heating network in Nijmegen. The heat for this network is generated by a Waste to Energy plant. For back-up Vattenval decided to build an additional heat generation plant of 40 MW which will come into operation if the regular supplied heat is too low. Royal HaskoningDHV has been appointed to prepare the Basic Design for the heat generation plant, prepare the permit application including execution of all environmental studies such as stack emissions, noise, soil and a BAT assessment. This route crosses the Kurgalsky Peninsula Nature Reserve/Sanctuary both in nearshore waters (2.5 km) and on land (3.8 km). Royal HaskoningDHV acts as Independent Technical and Environmental Advisor (ITEA) and review and provide constructive guidance on the technical, environmental and social aspects related to the implementation of the Kurgalsky Crossing in Russia (landfall). Trans Adriatic Pipeline The Trans-Adriatic Pipeline (TAP) intends to become the first natural gas pipeline to transport gas from the Caspian Sea to Europe. The 870 km pipeline starts at the Greek-Turkish border, cross Greece, Albania, the Adriatic Sea, and come ashore in Southern Italy. Royal HaskoningDHV executed the Land Easement and Acquisition (LEA) process. Together with community liaison officers in the regions we created a personal interface between the local Affected Peoples and the project team. Four main activities were undertaken: completion of a Cadastral project database, Livelihood Restoration Plan including compensation value matrix, Contract and Legal management and GIS/data management. Between 30,000 to 50,000 land owners were involved in communication with us. Our activities ensure that Project Affected Peoples are properly compensated (according EBRD standards) and that agreements with land owners are obtained and respected.

Multiple Offshore Gas Production Platforms Royal HaskoningDHV is the preferred contractor for the preparation of EIAs for GDF-Suez offshore gas production platforms in the Dutch part of the North Sea. Tüpraş Refineries Royal HaskoningDHV was contracted by Tüpraş Refinery to provide environmental consultancy work for all of the four refineries located across Turkey. The scope consists of compliance management system review, soil and ground water quality investigation, monitoring and risk assessment, waste management and contaminated soil remediation. We delivered a mitigation program based on the identified risks from a regulatory as well as an operational point of view. Appropriate training and investment needs were identified and implemented to ensure proper compliance with the regulatory framework.

East Horizon Gas Pipeline (EHGC) EHGC is a gas distribution and marketing company operating the 128 km East Horizon gas pipeline in south east Nigeria. FBN has been appointed as the Mandated Lead Arranger for the financing of a 200 million USD transaction concerning the acquisition of EHGC from Oando. Royal HaskoningDHV was appointed as Lender’ Advisor to assess the Technical, Environmental and Social risks related to the pipeline acquisition. The social challenges were primarily related to the involvement and perception of the local communities along the RoW towards the pipeline project and issues encountered with respect to an incomplete land acquisition process during the construction phase. Recommendations were given to improve the Right of Way management strategy and encroachment prevention. In our LTA report, before financial close, we indicated the technical, environmental, social as well as financial and legal risks and provided recommendations to reduce the risks for the Lenders. End 2013 the acquisition has been concluded successfully with conditions precedent (CP’s) to manage the identified risks.

Tank Terminal Europoort West Tank Terminal Europoort West (TEW) will be built in the Port of Rotterdam to provide transhipment and storage of Urals’ crude oil and other oil products from the Russian Baltic Port of Primorsk. In addition to the onshore terminal with approx. 4 million m3 of tank storage, the project comprises 1500m of deep sea quay walls, 750m quay wall for inland shipping and 6 million m3 of dredging works. A total pipeline length of approximately 165 km was established as part of the Northern Routes (Inland Lines) component of the New Multi-Product Pipeline (NMPP) project. Royal HaskoningDHV conducted the EIA, which included compilation of a Scoping Report, Environmental Impact Report (EIR), Environmental Management Plan (EMP) and Public Participation Process (PPP) for the NMPP project.

Nustar Terminal Expansion Nustar Energy owns a liquid bulk terminal on Sint Eustatius, a small island in the Caribbean Sea. The land available for expansion is situated next to the airport, close to the village and nearby several terrestrial protected nature areas. The island is surrounded by a Marine Reserve due to the presence of sea turtles and has impressive archaeological remainders. Royal HaskoningDHV delivered the EIA Memorandum which was communicated to all the stakeholders. Later on we executed several impact studies, including specific ecological marine and terrestrial surveys, archaeological surveys and a visual impact assessment.

Chad-Cameroon Pipeline Interaction with Lom Pangar Dam The Chad - Cameroun pipeline is a high profile pipeline project with a total length of approximately 1070km. At the time of the initial development, Royal HaskoningDHV performed a review on the studies concerning contingency planning, soil/landscape, fisheries and land ownership / access and the ESIA/ESMP. After ten years that the pipeline existed, a second project started: the Lom Pangar dam planned along a 30 km stretch of the pipeline, which required the pipeline including some infrastructure to be adjusted. We conducted a specific ESIA to verify the interaction between the dam and the pipeline. The ESIA process and reports have been discussed with IFC and their Compliance Monitoring Group for the Chad-Cameroon pipeline. Because of the structured process and communication with IFC, the ESIA report was received well and was smoothly approved.

Sohar Biofuel Refinery Florexx intends to construct and operate an integrated Bio-Fuel Refinery in the Sohar Industrial Port area in the Sultanate of Oman. The proposed refinery will be supplied by approximately 4,000 metric tonnes per day of rapeseed imported via a nearby jetty to silos onshore. A range of products will be produced at the new refining facility including green diesel, green jet fuel, green naphtha, liquefied petroleum gas, animal feed, and sulphur as a by-product. Royal HaskoningDHV conducted the Environmental and Social Impact Assessment (ESIA) for the project, in accordance with Oman’s Ministry of Environment and Climate Affairs guidelines as well as international best practice and IFC performance standards.

Azura-Edo Independent Power Plant The Azura-Edo IPP is a 450MW Open Cycle Gas Turbine power station being constructed near Benin City in Edo State. It is Phase 1 of a greenfield 1,500MW IPP facility located on a 100 hectare site, large enough to accommodate future expansion of the power plant. Greenfield gas turbine power plant in in Edo State. The project dealt with impacts in terms of of economic and physical displacement. Royal HaskoningDHV was appointed as Lender’ Advisor to assess the Technical, Environmental and Social risks of the project. Our E&S Due Diligence report contained an in-depth assessment of the site as resettlement took place. It also contained an Environmental and Social Action Plan (ESAP) that was included in the Common Term Agreement. Regular monitoring visits have been conducted during the whole construction phase.

We collected social baseline data in the project area, developed a Social Impact Assessment (SIA) and managed engagement and consultations with local communities and authorities. Following the collect of this information, we prepared a RAP. The prepared documentation was accepted by the IFC and thus allowed Heidelberg Cement to secure project funding.

The ESIA followed European and IFC international environmental and social safeguard standards, but also Rwandan legislation. This project consists of the collection of urban wastewater in the centre of Kigali, the transportation to the treatment plant via a trunk main and a treatment plant itself. The Water Company of Rwanda (WASAC) is the beneficiary and future operator of the plant. Especially the trunk main will result in involuntary resettlement.

Physical restauration, protection and maintenance works of Saly beach The coastal areas of Saly are currently severely impacted by coastal erosion. The potential increase in sea level rise threatens to impact further the current infrastructure built along the coastline (hotel, fishing village, houses, etc.). Saly, is one of the country's biggest tourist hubs; as such the Government of Senegal is looking to address this issue urgently. Royal HaskoningDHV, in partnership with HPR-Ankh, developed the ESIA and a Resettlement Policy Framework (RPF) to gain national consent and also to obtain financing from the World Bank. The detailed review of the project components and alternatives highlighted early on key constraints which were considered further in the preliminary design. The consortium developed a tailored strategy for responsible parties to manage efficiently health, safety, environmental and social risks during construction and operation of the new coastal defence.

Maldives coastal protection The densely populated island of Fuvahmulah (8,500 inhabitants) is experiencing severe erosion and flooding problems, threatening the safety and livelihood of the inhabitants. Coastal protection works have been designed to protect the island’s integrity. An ESIA was prepared to enhance this design in its environmental and social aspects. The ESIA was an important instrument to compare two viable alternatives: an offshore breakwater protection and an onshore revetment on the island ridge. The design was adapted to create a sustainable solution to protect the island.

Polder development in the floodplains of the Senegal River The Senegal River delta provides an enormous socio-economic potential for the livelihood of the riparian communities as well as a source of biologic diversity and wetlands. The construction of dams and river dikes in the Senegal river in the 1970’s changed the hydraulic functioning of the river by creating a shallow fresh water lake, which got invested by aquatic weeds (typha). Royal HaskoningDHV proposed a concept for the creation of sustainable agricultural lands by building polder systems to eradicate the thypa. An ESIA was prepared to enhance the benefits of the polder project for the local communities. The ESIA followed the IFC safeguards and the legislation of Senegal and Mauritania. The ESIA helped to select the most favourable location for the polders and to share benefits equally among and within the communities in a gender balanced way.

Phase 2 concerns the development of Eko Atlantic City Master Plan itself including environmental and transport infrastructures for about 250.000 residents and 150.000 commuters. Urir Char Cross Dam Project The Urir Char – Noakhali Cross dam (UCNCD) closes off the tidal channel between Urir Char and Noakhali resulting in enhanced accretion of land at both sides of the dam to create agricultural land. The total length of the cross dam with its approach sections is about 10 km the total footprint is about 57 ha. Royal HaskoningDHV delivered a feasibility study for the project including an ESIA and the Resettlement Action Plan (RAP) conform World Bank and Bangladeshi regulations.

Re-opening for Comoé river mouth to sea, Grand-Bassam The Comoé river mouth is closed by sea sediments, since the opening of the channel to the port of Abidjan. Royal HaskoningDHV prepared a feasibility study for sustainable opening of the river mouth by the construction of groins and regular dredging. An ESIA was prepared of the opening river mouth and the maintenance of the opening. The potential for the improvement in the water quality in the inland lagoon and potential increase of coastal erosion east of the opening were important aspects in the ESIA. Another aspect was the indigenous groups in Grand Bassam.

Monontsa pumped storage scheme hydropower dam Eskom had undertaken in 2003 an assessment for the selection of a site that would have the potential to, via the design of a pumped storage scheme, hold an installed capacity of 1000 MW, with dam live volumes equivalent to a 21 hour continuous generating period, starting with a full upper reservoir. Three sites were proposed as probable for the implementation of such a scheme. Royal HaskoningDHV conducted a social and economic risk assessment exercise for the all three sites. Outlined all red flags relating to the potential social and economic impacts that could affect communities. Utilised IFC PS5 as the benchmark.

Anaklia Deep Sea Port Development Anaklia Development Consortium (ADC) is developing a new greenfield port, namely Anaklia Deep Sea Port Development, in the region of Samegrelo – Zemo Svaneti, on the Black Sea coast of Georgia. Royal HaskoningDHV prepared the EIA to gain national consent for Phase 1 of the Project and a Cumulative Impact Assessment in line with IFC Good practice handbook. As this Project may receive international finance, we also developed an Environmental and Social Management Plan (ESMP) and an Environmental and Social Action Plan (ESAP) that details actions that will need to be undertaken by ADC and the Contractors for the Project to comply with EBRD Performance Requirements.

Nador West Med Port Nador West Med (NWM) is developing a major new port and industrial complex 30km from the town of Nador. This involves a mixed cargo port including terminals for containers, hydrocarbons, bulk and Ro-Ro, a service quay and an industrial investment zone. In 2015, Royal HaskoningDHV reviewed future facilities of NWM and energy management procedures and advised on climate change management (adaptation and mitigation) elements that should be integrated in the project preparation. Container Terminal West Africa Royal HaskoningDHV was appointed as the independent environmental and social advisor for the development of a greenfield container terminal in West Africa by the International Finance Corporation (IFC) and the project proponent. The project has significant impact given the greenfield nature of the scheme, resettlement of economic activities and long term impact on coastal ecosystems and species including mangrove and endangered turtles. Important potential impacts identified are changes in coastal processes, land reclamation material sourcing, resettlement and effects on a river ecosystem. Olam would like these projects to be compliant with IFC Performance Standards. Iskenderun Port Expansion Project The existing Iskenderun Port has been included in the Privatization Program for its capacity extension and development of its large portion into a modern container terminal. The privatization was awarded to Limak Investments who approached international lenders to fund the development of the Project. Our included ESIA Scoping study, establishment of baseline study requirements for the ESIA, preparation of Stakeholder Engagement Plan and an EHS legal register, impact assessment and identification of mitigation measures. One of the main features of the Project was the need to dredge a large volume of sediments around 2 million m3 which required a detailed sediment sampling program in order to identify the quality and assess the hazardous characteristics of sediments. The ESIA study was accepted by lenders and necessary financing was obtained for the development of the Project.

Port of Duqm The new Port of Duqm is being developed on behalf of the Ministry of Transport and Communications (MOTC) to provide facilities for commercial, navy and coastguard vessels at a site approximately 450 km south of Muscat in the Sultanate of Oman. As part of seeking the final environmental approval for the construction of the maritime works that commenced in 2007, Royal HaskoningDHV has conducted regular ‘Environmental Construction Audits’ of the construction activities for the marine works package. This has been done through the review and evaluation of the regulatory compliance status of the site, the identification of any corrective actions, in conjunction with the Contractor, which are necessary in the case of non-compliance and consultation with regulatory authority, MECA. This is to ensure that the ‘Final Permit’ can be applied for upon completion of the construction works, so that operational activities can commence upon handover of the contract to the Client. Although the area proposed for the New Lisbon Airport (does not overlap any protected areas, there are several important classified natural areas in the surroundings that required a thorough analysis of ecological impacts. SANRAL P166 Bypass Road – Mbombela Area Objective of the proposed high speed bypass road along the existing P166 provincial servitude is to improve mobility through the Mbombela area. A number of challenges were faced early on in the project due to areas of identified socio-environmental sensitivity. As part of the EIA, Royal HaskoningDHV conducted an extensive public participation process to acquire the inputs of all stakeholders and detailed wetland and biodiversity studies to verify the presence of features of high biophysical sensitivity. Further a detailed Transport Economic Study was commissioned to address certain stakeholders’ queries. The route alternatives identified by RHDHV will allow the road to be developed, thus improving mobility in the areas while avoiding and protecting environmentally sensitive areas.

The SEA focussed on the long distance high way connection between the two countries and in north-south connection. Main potential impacts are related to socio-economic development, illegal mining, logging and poaching and indigenous people. The ESIA study included the collection of baseline information, impact assessment and identification of mitigation measures as well as preparation of an environmental, health and safety (EHS) legal register, stakeholder engagement plan (SEP), environmental and social action plan (ESAP). The ESIA study was accepted by lenders and financial close was made.

Sea-salt farm InfraCo Asia Ltd. and EEE Korea developed together a modern sea-salt farming company in the coastal area of Chum Kriel Commune, Kampot Province. In the environmental and social due diligence the main risks identified was the protection of the mangrove habitat in the area. Following the due diligence the location of the salt farms changed to an area with less valuable mangrove. Royal HaskoningDHV delivered a complete ESIA, following World Bank guidelines and national legislation for the new location. A detailed survey using GIS and field assessment was performed to assess the extent and quality of the mangrove present in the area and to find a good location for the salt farms. The terms of employment, including health and safety, gender differences, payments and working hours have been negotiated between the (migrant) salt farm workers and the company.

Cornubia Mixed-Use Development The development of Cornubia in Durban is about “Breaking New Ground” through the creation of an Integrated Human Settlement that cover aspects such as informal settlement eradication, inter-and intra-settlement integration, urban restructuring & renewal, improved settlement design, poverty eradication, & ecological rehabilitation. These settlements provide living & work opportunities for the broad spectrum of society, from the poorest to the wealthy, in a modern South Africa. Royal HaskoningDHV were responsible for the full scoping and EIA processes for the different phases as well as the water use licence applications and Environmental Management Programmes compilation. All approvals were obtained by 2015 for all phases. We have also monitored and audited environmental compliance by acting as an Environmental Control Officer during the different phases of construction.

4 Our Team Environmental and Social Performance Services is one of Royal HaskoningDHV areas of top expertise with over 350 staff globally. The section gives a short introduction of our key staff having over 15 years of international project experience in delivering such services. They come from a different range of backgrounds including earth, natural and social sciences, engineering, planning, economics, organisational and management development. They all work most of their time on short term and long term assignments outside their respective home country. Martine’s main role is to support the environmental and social performance of her client’s project through all its life cycle i.e. from the feasibility phase (e.g. site selection study, ESIA and management planning) to the construction and operation phase (e.g. monitoring, capacity building, due diligence, management system development and implementation). She has a MSc degree in Environmental Sciences, I strained as a Lead Environmental Auditor (IRCA) and recently completed and executive program on Corporate Social Responsibility. Advising companies worldwide on water, safety, environmental and stakeholder issues is Taco’s main task. He is often involved as expert in ESIA’s and Technical and E&S audits for Lenders in Asia, Africa and Middle East, including water, renewable power plants, natural gas, oil exploration and production, infrastructure and pipeline projects. Furthermore he acts as a project manager of multidisciplinary projects in the energy and infrastructure sector. From 2000 to 2008 he was based in Bangkok where he established and managed the Water and Environment department in our Thailand office. He has ample experience with managing large projects and coaching of staff. Taco also acted as HSE manager at several construction projects. Chris is a Technical Director with more than 25 years' experience in providing technical expertise for Environmental Impact Assessments in the coastal and marine environment, undertaking and managing stakeholder engagement, devising baseline survey and monitoring programmes and developing appropriate mitigation measures. In addition, she has recently produced a coral relocation plan for a port site in the Caribbean. Chris leads diverse portfolio of consulting projects related to environmental permitting and monitoring, baseline studies and EIAs and environmental reviews. Recently, Chris has been developing marine monitoring plans for projects in the Dutch Caribbean to inform the baseline and a post- oil spill monitoring plan.
