What is RRTS (Regional Rapid Transit System)• RRTS is a new, dedicated, high speed,
high capacity, comfortable commuter service connecting regional nodes in NCR
• RRTS will have stations spaced at an average distance of 5-10 km.
• RRTS will travel at an average speed 3 times of metro system with higher acceleration/ deceleration

• The Plan recommended diverting majority of future growth to rest of NCR areas for ensuring balanced development.

NCRTC Institutional Structure• NCRTC incorporated on 21st August 2013• It has one Nominated Director from each State• Corporate Office setup and started functioning since July’16• Organization development in progress• Finalization of DPRs of various corridors in progress

Institutional Structure for implementation of RRTS• Government has approved setting up High Powered Committee ( HPC) for
each State under the Chairmanship of the Chief Secretary of the respective States with other Secretaries concerned as members.
• This is to assist the NCRTC in taking expeditious decisions during the implementation phase relating to the matters of land acquisition, diversion of utilities and other structures, R&R, integration, TOD, enactment of new statutes etc.
• At National level, important decision of the RRTS related to funding & implementation would be overseen by the Empowered Committee (EC) chaired by Cabinet Secretary

NCRTC Legal Framework• RRTS would be taken up under the Metro Railway
(Construction of Works) Act 1978, and Metro Railways (Operation & Maintenance ) Act 2002 as amended through Metro Railway ( Amendment) Act, 2009
• Land acquisition and R&R required for the Project will be undertaken by respective State Governments
