Capital Projects

CHALLENGES:

Most funding is regulated by Ottawa’s policy; they proceed at a very slow rate due to their processes, reduced staff, large number of first nations in BC and limited funding for BC.

RECOMMENDATIONS

To have council get effective Leadership Training, including Negotiations.

To have portfolio holder attend Relevant Workshops.

To work towards own source funding so that we’re not limited to what we can do.

Other Challenges:

This includes the RED TAPE of dealing

with the provincial government’s Forest

Lands and Natural Resource Operations

on Land permitting issues.

We will also have to deal with the MARR

– Ministry of Aboriginal Reconciliation

Relations for other land holders along

the Access Road.

Department of Fisheries and Oceans

regarding any water ways – creeks,

river, ocean.

Currently that will include the

Emergency Access Road; Fuel Storage /

Barge Landing Project; and the High

Lakes Project which are off reserve.

CAPITAL ASSETS

FUNDING ISSUES

We get annual subsidy funding for most

of our capital assets from AANDC.

Our assets have to be maintained, but

none of it is funded at 100%,

therefore service fees have to be

charged and paid; even with the

service fees we don’t get enough

funding to properly maintain our

assets.

The other difficulty we have are the

specialty trades that we have to rely

on, at a very high cost and lack of an

O/M Manager who knows all

aspects of managing the program.

Policy DevelopmentCHALLENGES:

To ensure that the policies are cross referenced, and speak the same language, many of them overlap. A huge undertaking.

To introduce and ensure policies are understood and acted on in the manner in which they’re intended.

To interest Council, Administration (Sr. Managers) and staff to read and understand policies & procedures; which ensures that policies are followed as intended.

For people to feel free to ask questions if they require clarity

RECOMMENDATIONS:

To hand out the policies to everyone – will be done by memory stick and binders

To promote policy as assisting and promoting community governance and administration progress.

The MANDATE of Policy Development is to ensure all pertinent policies that affect the Dzawada’enuxw First Nation (DFN) are in place.

Policies and procedures are necessary in order for an organization to run effectively and efficiently.

OTHER WORK

Just to make note of other work that I’ve undertaken, that is not in my Terms of Reference

INSURANCE – getting the DFN insurance for operations, buildings and the social

housing units.

Challenges: Finding other insurance companies that are willing to submit quotes

for this remote isolated location

We actually had three companies submit quotes this year – a first.

HOUSING – I continue to assist housing admin with doing inspections, specification writing, making recommendations to the committee and Lucy.

Challenges: I need a clone

Recommendations: Need a committed housing committee, training program

OPERATION & MAINTENANCE – it is necessary to work with O/M because of the long term aspects of O/M; capital assets eventually wear out which then becomes a capital projects

Challenges: Everyone needs a good understanding of the funding breakdown which is complicated, like with education, they lump funding together.

Work Experience1980 – 2017

- Started off by assisting the band Manger – writing letters

- Once I received my certificate in Architectural Drafting in 1982; I couldn’t stay away from

Kingcome, so I was requested to take on the CMHC RRAP Program, I took the required training,

continued that until I was hired as the housing coordinator.

- Was elected to council in 1986 and 1999

- Volunteered my time to get the first Section 95 homes in1986/1987

- Was then hired as the Housing Coordinator in 1987

- Have also taken on various other jobs as is required in every first nation, did CHR work, work for

finance;

- In 1990 I was asked to be the Acting Band Manager while our Band Manager went on vacation,

he didn’t come back from vacation; I’ve continued to be acting band manager over the years to

this day (for hours, days, weeks, months at a time).

- In 1992 I was off due to having a child however the Band Manager contracted my services

- 1994/95 I returned to work as the housing coordinator

- 1998/99 Housing Coordinator / Post-Secondary Education Program and Boarding Home

Program worker.

- 2005 Housing Coordinator – Capital Projects manager

- In 2008 I requested to get out of housing and was moved into Capital Projects / Policy

Development Manager

2017 I remain as Capital Projects / Policy Development Manager, assisting with Housing, Operation and

Maintenance, Insurance etc.
