Established in 1954, AKI is the most significant centre of agricultural economics research in Hungary. Its Research Directorate carries out mainly database- and policy analysis-driven research on farming, the agri-food supply chain, environmental management and rural development. The Information Directorate man-ages European Union compliant information systems including the Farm Accountancy Data Network, Mar-ket Price Information System and Agricultural Statistics Information System. AKI’s key research areas are: • sustainable bio-economy and policy evaluation; • natural resource management in agriculture; • resource- efficient agri-food value chains; • rural development and programme evaluation; • development opportunities in freshwater aquaculture. AKI also develops innovative decision-making tools for agricultural stakeholders.

► About AKI

The Institute is supervised by the Ministry of Agriculture (FM) and has a staff of 131, of which 100 colleagues conduct research and information management while the rest are engaged in functional and administration activities. AKI is composed of three Directorates.

General Director: JUHÁSZ Anikó (F) http://orcid.org/0000-0002-1006-680X

Seventeen years of experience in food supply chain and related policy research, especially the relevance of short food supply chains and quality schemes in Hungary. Chief Planner of the Short Supply Chain Thematic Subprogramme of the 2014-2020 Hungarian Rural Development Plan be-tween 2013 and 2014. Project and programme evaluator of Framework 7 and H2020 calls since 2012. Member of the Traditional Food Group of the Hungarian National Committee of the European Organisation for Quality. Member of the Agricultural Markets Task Force (AMTF) in the EU in 2016.

Research Directorate

The Research Directorate carries out database- and policy analysis-driven research on farming, the agri-food supply chain, environmental management, aquaculture and rural development. The results are published in the Institute’s own publications, and in Hungarian and international peer-reviewed journals. The Directorate also assists the practical work of the Hungarian Government by conducting policy analy-ses, especially to support the effective implementation of the European Union’s (EU) Common Agricultural Policy. The results of such analyses are regularly made available to all stakeholders in agriculture and rural areas.

Extensive research experience in agricultural economics, in particular grains and oilseed production, processing and trade, in agricultural policy and market analysis, and commodity futures trading. Information Directorate

On behalf of the Hungarian Government the Information Directorate manages EU-compliant information systems required by both researchers and practitioners. It collects data, processes them and, in accordance with the relevant EU regulations, reports them regularly to the EU. Numerous data sets are published by the Institute either electronically or in printed form. The data provide a detailed picture of the status of the Hun-garian agri-food sector and the economic options available to it, information about which is of particular value to national and regional agencies, universities, other research centres, professional and interest groups and to the stakeholders in the supply chain.

Expert in analysis of non-systemic risks in agriculture (e.g. adverse cli-matic effects) and of risk management tools (insurance, state aid, mutual funds etc.), including the pricing of their services. Has studied the rela-tionships between the effects of climate change, production efficiency, irrigation and environmental factors, and the potential of precision agri-culture information to replace data collection. Has worked on the devel-opment of information systems to serve farmers, government and NGOs. Project experience includes planning and realisation of e-government programmes.

Over ten years of experience in farm economics research, microeconom-ic modelling and related policy analysis. Six years experience in FADN, inc. data quality checks, farm typology and standard results calculation. Between 2014 and 2016 co-ordinated and supervised a national network of extension service helping farmers in subsidy claims and agricultur-al public administration duties. Project experience includes national IT development projects, EU Framework 7 projects and capacity building projects in e-agriculture and agricultural statistics in several countries.

Community Policies of the EU, especially in analysis of the Common Agricultural Policy. Recipi-ent of the Bolyai János Postdoctoral Research Fellowship awarded by the Hungarian Academy of Sciences (HAS) 2011-2014. Project experience includes Jean Monnet projects, Social Renew-al Operational Programme in Hungary – climate change, Strategic Research of the HAS and the Prime Minister’s Office – new rural development. Natural resource management in agriculture

◦ Empirical research experience in microeconomic efficiency and productivity estimations of agri-food production, development of climatic risk management tools for crop producers, exchange rate volatility effects on agri-food production performance, financing and taxation of the food economy in Hungary, Romania and France over 15 years. Has been awarded a research fellow-ship from the Global Development Network Regional Research Competition and a Bolyai János Research Scholarship.

topics such as agricultural employment, cooperation in agriculture, LEADER Programme, inno-vation and agri-environmental issues. Research portfolio includes planning and evaluation of Ru-ral Development Programmes (SAPARD, AVOP, UMVP). Currently the most prominent research areas are sustainable development, environmental questions connection to agriculture and biodi-versity, sustainable use of natural resources, particularly ecosystem services in agriculture, and rural development.

Innovative decision-making tools for agricultural stakeholders

◦ Has spent almost a decade working in different positions in the field of rural development and FADN. Research portfolio includes sustainability assessment, natural resource analysis, Common Agricultural Policy assessment and monitoring, and evaluation of Rural Development Programmes. Expertise in spatial modelling and in data management, statistical and technical analyses. Extensive experience in participating in large-scale science and policy analysis pro-jects, including EU Framework 6 and 7 projects.

• LÁMFALUSI Ibolya (F) http://orcid.org/0000-0001-8141-742X ◦ Over ten years practical research experience at the following fields: effect of changing interna-

tional and domestic financial conditions on the prospects of the agricultural and food industry, proposals for policy decision makers about the possible financial instruments; assessment of taxation policy (especially income tax and value added tax), proposals for changes; analysis of the financial situation and profitability of agricultural and food enterprises.

• ZUBOR-NEMES Anna (F) [email protected] ◦ Three years experience in the field of data management, especially in building databases and

advanced queries in SQL, and is involved in the development of PMP models and complex sta-tistical analysis. Was member of the core development team of the project that developed the Hungarian National Risk Management System. Portfolio also includes advanced skills in spatial modelling and mapping. With the 4M crop model has gained experience in crop yield simulation.

Studies in Agricultural Economics publishes original research papers, review papers, policy analyses and book reviews on agricultural economics, rural development and related topics including: agricultural pro-duction and competitiveness, environmental resource management, agri-food supply chain management, markets and marketing, international trade, econometrics, rural economic geography, rural economy and sociology, and development of information and knowledge based society in rural areas.

Studies in Agricultural Economics is a ‘platinum’ open access journal which means that there are no publica-tion or access fees of any kind. All papers are ‘double-blind’ peer-reviewed prior to publication. The intended audience is researchers, academics, policy makers and practitioners in agricultural economics and rural development, especially in eastern central and south-eastern Europe. Impact factor (CitEc, 2014): 0.18.

Farm Accountancy Data Network (FADN)

The FADN was set up by the European Commission (EC) in order to analyse the incomes and management of agricultural farms and to be able to make comparisons with the help of a unified information system. The Hungarian FADN has a dual role: firstly it has to provide data for domestic analyses and secondly it has to meet the data requirements of the EC.

The Hungarian FADN system consists of ca. 1900 sample farms. The Hungarian FADN makes accrual ac-counting not only for corporate farms but also for individual farms. It means that also individual farms have a calculated balance sheet and profit and loss statement. The sample represents 90 thousand agricultural holdings. The Hungarian FADN covers not only farm-level data, but also sectoral data of important crop, livestock and horticulture sectors.

Market Price Information System (MPIS)

The MPIS also has a dual role. Firstly it fulfils the data requirements of the EC and secondly, being a system of public interest, it provides valuable market information to all kinds of market players in Hungary including producers, processors and other stakeholders as well as for political decision makers.

Price information each commodity (cereals, meat, milk and milk products, fruit and vegetable, wine and poul-try) is regularly published in fortnightly and monthly bulletins and on the Internet and teletext, as well as in various daily and weekly newspapers. While these bulletins only provide indications of price developments, analyses over longer periods of time are also published and from these it is possible to identify the reasons behind the identified market trends.

Agricultural Statistics Information System (ASIR)

AKI runs 17 statistical data collections in the frame of the Hungarian National Statistical Data Collection Programme. The following data are collected: Expected investments and financial indicators for agriculture and food industry, Balance of food products, Fishery, Information reports on agricultural works, Price of pro-duction equipment, Sales of agricultural machinery, Sales of pesticides, Sales of fertilisers, Sales of seeds, Throughput of the slaughter houses, Production of ornamental plants, Buying drug plants, Production of feed products, Food industry capacities.

AKI is also responsible for the annual preparation of Economic Accounts for Agriculture and the forecasts of Gross Indigenous Production in cooperation with the Hungarian Central Statistical Office (KSH). AKI also analyses foreign trade of food products data provided by KSH.

French and German.

Cost and Income Analysis Group

AKI examines and regularly presents cost, price, support and income data for certain products and sectors, the expected changes in these movements, and earnings and income ratios. This requires sector-level data collection and processing from the FADN, and also product-level collection and processing of data from food processors. Each year AKI draws up the standard gross margin values and calculates the coefficients of Hungarian farms according to the EU's newly introduced standard output categories, as required by Eurostat.

Using its own database and data received from others, AKI provides sectoral- and product-level cost and income data, and performs background calculations in support of the Ministry of Agriculture, as well as the Institute's own research programmes.
