Organised by CANSOCANSO – the Civil Air Navigation Services Organisation – is the global voice of air traffic management (ATM) worldwide. CANSO Members support over 85% of world air traffic. Members share information and develop new policies, with the ultimate aim of improving air navigation services (ANS) on the ground and in the air. CANSO represents its Members’ views to a wide range of aviation stakeholders, including the International Civil Aviation Organization, where it has official Observer status. CANSO has an extensive network of Associate Members drawn from across the aviation industry.

Full membership is open to all ANSPs regardless of their legal status. This includes ANSPs that are integrated within government structures and departments. Members that are not separated from their governments are able to sign an article of membership which explicitly recognises that CANSO does not represent the national government of the ANSP’s home State in any way.

The Associate Membership of CANSO is drawn from a wide range of companies involved with the delivery of air traffic services. Membership offers them the chance to network both formally and informally with clients, and key decision-makers across the aviation industry. Associate Members are also encouraged to lend their expertise to our work programmes and help us to continue to improve the delivery of ANS.

Hosted by JCABThe Civil Aviation Bureau of Japan (JCAB) is a governmental agency in the Ministry of Land, Infrastructure, Transport and Tourism. The Air Navigation Services Department is the service provision branch of the JCAB and provides air navigation services within the Fukuoka Flight Information Region (FIR), Our Organization provides a wide range of air navigation services such as ATS, CNS, AIS, flight procedures design, HF communication, flight inspection, visual aids, and aeronautical satellite operation.

Fukuoka FIR is the only FIR in which JCAB is responsible for providing these services. It consists of a vast inland airspace and huge oceanic airspace with an average of about 4000 flights daily in 2012.

Recognizing that air navigation services are a fundamental infrastructure for any state’s social and economical development, JCAB continues to enhance the safety, capacity and efficiency of air traffic, taking into account both environmental impact and cost-effectiveness.

Translating the Region’s Vision of a Seamless Sky into Reality

The Asia Pacific region with its large population and dynamic economies is the new centre of global aviation. Its share of global passengertraffic at over 30% is set to increase further driven by progressive liberalisation of air services and rising demand in air travel. Airlines and airports in this region have invested heavily to meet the projected growth in demand but more aircraft and new or larger airports will be futile if there is no commensurate increase in airspace capacity. How can the region’s ANSPs individually and collectively translate this vision of a seamless sky into reality? What are the challenges faced by the regional ANSPs in delivering seamless ATM and keeping capacity ahead of demand?

Building ANSP Capabilities in the Asia Pacific Region

The transformation of ATM performance for the delivery of seamless airspace in the region requires our ANSPs as organisations to have internal capabilities that are fit for purpose. For this region, time is of the essence as rising air traffic demand and new technology continue to force the pace of change. What are the challenges faced by ANSPs here at the organisational level, for example, in the recruitment, development and retention of human capital and in the financing and deployment of infrastructure and technology? What must be done to build up the essential capabilities of the ANSPs in this region?

Partnering for Success Enhancing ANSP Collaboration, Civil Military Cooperation & Industry Partnerships

The vision of a seamless sky requires ANSPs to work in close cooperation with their neighbours and with their airline and airport partners. For technology to deliver airspace capacity optimally and effectively for international flights it must work seamlessly across national and airspace boundaries and, just as importantly, across the entire aviation value chain. In a region with over 40 ANSPs and hundreds of airlines and airports the task is an immense challenge. How can ANSPs cooperate with their neighbours, with industry partners and with their military to work towards this common vision? What are the success factors and obstacles and what more can be done to foster stronger collaboration and partnerships?
