InordertorunforCouncil(mayor,deputymayor,councilor-at-largeorwardcouncillor)youmust:
Be18yearsofageatthetimeofnomination; BeaCanadiancitizen; Beordinarilyresidentinthecityfor30daysimmediatelyprecedingthenomination
period; NotbeindebtedtoCouncilforarrearsoftaxesorotherchargespayabletothecity; Notbeotherwisedisquali iedundertheMunicipalElectionsAct.
You can seek election for any position on Council as long as you meet the residencyrequirementof30daysintheCitypriortothenominationperiod.

Apersonisnotquali iedtobenominatedasacandidateforcouncillorifhe/she:
IstheClerk,ManageroraDirectoroftheCity; IstheChiefAdministrativeOf icerofanagencyorbodyestablishedbytheCounciltowhich
theyareseekingnomination,ifthatagencyorbodyisrequiredtohaveitsannualoperatingbudgetapprovedbythatCouncil;

1.Obtainanominationpaperandothernominationinformation
ANominationForm(FormCC-1017)canbefoundonlineat[http://www.stjohns.ca/sites/default/ iles/ iles/forms/Candidate_Nomination%20Form_1017.pdf]oratthebackofthishandbook.You can only be nominatedfor one of ice.
2.CompletethenominationpaperforCouncil
Youwillneed at least two quali ied electors to nominateyouasacandidateandsignthenomination paper.
The names of the people who sign your nomination paper must appear on thevoters list andmust be quali ied to vote. Nominatorsmust be present with youwhenyou ileyournominationpaper.

Once the Returning Of icer is satis ied you have met the requirements fornomination, the Returning Of icer will sign the nomination paper. You will beof iciallynominatedasacandidateforcouncil.

Voterslist
For the 2017 Municipal Election, the City will use the permanent voters list, which isestablished and maintained by Elections NL for use in a provincial and/or municipalelection.
WhencanIgetthevoterslist? Once your nomination papers are iled and accepted, the Elections Coordinator willprovideyouwiththevoterslist.
IfyouarerunningforWardCouncillor,theElectionsCoordinatorwillgiveyouacopyofthe inalvoterslistforthewardinwhichyouarerunning.
Whataremyresponsibilitiesregardingthevoterslist?
Thevoterslistcanbeusedforelectoralpurposesonly.Thismeansyoucanusethelistforcampaigningforelection.Personsworkingonyourcampaignandyouragentscanalsouseit.

Youcanbegincampaigningatanytime.
You can campaign on election day, but you cannot loiter or solicit votes around a satellitedrop-offcentreorCityHall.
Whatabout inancingmyelectioncampaign?
TherulesgoverningcampaigncontributionsandexpensesforelectionsheldforpositionsonCouncilare establishedpursuant to theElectionsFinanceBy-Law (By-LawNo. 1506),which is available athttp://www.stjohns.ca/bylaws.nsf/nwByLawNum/1506. A copy will be provided to you in yourCandidate’sKitonceyouhave ilednominationpapers.
HowmuchmoneycanIspendonmycampaign?
Inaccordancewith theElectionsFinanceBy-Law,youcanspendanamountof$10,000plus$1 foreveryvoterlistedonthevoterslistinthewardorat-largeareaforwhichyouareseekingelection.
Istherealimitoncampaigncontributions?
In accordance with the Elections Finance By-Law an individual may, in a calendar year, make amaximumcontributionof $1000 to a candidate. Corporations and tradeunionsmay, in a calendaryear,makeamaximumcontributionof$2,000toacandidate.
AmIrequiredtodisclosecampaigncontributionsandexpenses?

Candidatesareresponsibleforalladvertisementsmadeontheirbehalf.
You can advertise on election day, with the exception that there can be no election advertisingmaterialplaced,postedordistributedwithin200feetofawallofasatellitedrop-offcentreorCityHall.

Drop it in the mail box outside the main entrance at City Hall up to and including Election Day
Drop it off to one of the five SATELLITE DROP-OFF CENTERS on Election Day
