Dear Fellows:

This brochure was prepared by the Commission on Elections to present to you

the data sheet of the candidates for the Board of Trustees for 2016.

The brochure also presents pertinent sections of the Election Code.

Election shall be held on Tuesday, December 01, 2015 during the Annual

Convention from 7:00 A.M. to 3:00 P.M. at the Executive 10 West Room,

Marriott Grand Ballroom, Newport Blvd., Newport City Complex, Pasay City.

Voters Instructions

IMPORTANT: Please read the following instructions to avoid invalidation of

your ballot.

1. Proceed to the Executive 10 West Room, and present your convention

badge to the Secretariat Staff to secure your Voter’s ID and Password. Only

FELLOWS in GOOD STANDING are qualified to vote.

2. Enter the computer area and choose an available computer.

3. Enter the Voter’s ID and Password given to you.

4. Choose from the candidates shown on the computer screen the 11

candidates (8 national & 3 regional) whom you chose to vote. Voting for

less than or more than 11 candidates will not be accepted; these ballots

will be declared invalid.

5. After verifying your votes, click the “final vote” button.

6. You have now completed your vote. Please proceed to the exit.

The NEW Election Code of the Philippine Society of Otolaryngology-Head & Neck Surgery, Inc.

Title IGeneral Provision

Section 1. Name - This code shall be known as the Election Code of the Philippine Society of Otolaryngology-Head & Neck Surgery, Inc. (hereinafter the Society)

Section 2. Declaration of Policy - The preservation of the sanctity of suffrage is the responsibility of the Society. Electioneering for the position of trustee is an affront to the dignity of the office.

Title IIImplementing Body

Section 3. Commission on Election - This code shall be implemented by the Commission on Election (hereinafter the Comelec).

Section 4. Composition and Tenure - The Comelec shall be composed of five (5) fellows elected by the Board of Trustees for a staggered terms of one to five ( 1 -5 ) years respectively In the first election, the first (1 st) elected will have a 5 year term and it follows with the fifth (5 th) elected having a one (1) year term of tenure. Each member elected thereafter will serve a term of 5 years. Any vacancy in the commission due to incapacity or removal for cause, shall be filled up accordingly by the Board of Trustees, to serve the unexpired term of the position.

Section 5. Qualification - The members of the Comelec shall be past presidents or past trustees of the Society and should be members of good standing.

Section 6. Powers and Responsibilities -

a) The Comelec shall have the full power of implementing the provisions of this code. It shall have the authority to promulgate rules and regulations to facilitate its function and enforce its disciplinary powers;

b) The Comelec shall have the power to suspend or disqualify candidates for violation of this code. It may suspend, postpone or cancel an election when deemed necessary;

c) The Comelec shall be responsible for the preparation, conduct and supervision of an orderly election, plebiscites and referenda of the Society;

Section 7. Removal - A member of the Comelec may be removed from office for cause by two-thirds (2/3) vote of the Board of Trustees.

Title IIINominations, Candidates and Positions

Section 8. Nomination - Nominations will be received by the Comelec which may accept or reject the nomination. To constitute a nomination, any three (3) fellows in good standing may nominate a candidate for trustee in writing with the consent of the nominee who shall complete the requirements and submit the same to the Comelec for screening not later than October 15 of each year. Candidates for the regional slots should come from & be nominated by the fellows of their respective regions.

Section 9. Statement of Conformity - The candidates shall be required to sign a statement of conformity to abide by the provisions of this code

Section 10. Qualifications of Candidates - Ethical and moral fitness, high professional standing in the community and a member of good standing of the Society for the last 5 years shall be essential qualifications of a candidate. If the nominee is incumbent trustee he/she must have attended at least 60% of the total regular business meetings of the year or he/she should have not been reprimanded nor penalized because of three (3) consecutive absences during the regular business meetings. Additional requirements may from time to time be determined by the Board of Trustees.

Section 11. Final List of Candidates - The Comelec shall announce the final list of candidates not later than November 15 of each year.

Section 12. Candidates and Positions- The Comelec evaluates nominated candidates for eleven (11) positions in the Board of Trustees. Of the eleven (11) positions, three are regional: one (1) for Luzon (except NCR), one (1) for Visayas and one (1) for Mindanao, with separate lists of candidates. Candidates on this category cannot run for the other eight (8) remaining positions All of the candidates for the eleven (11) positions will be voted upon at-large.

Title IVVoters

Section 13. Voters - Only fellows in good standing shall be allowed to vote in person during the annual election.

The Secretary of the Society shall provide the Comelec with the list of fellows in good standing based on the criteria as determined by the Board of Trustees. Payments of dues, fees and assessments and compliance with the attendance requirements of the Society shall be pre-requisite to be in good standing.

Title VProhibited Acts and Penalties

Section 14. Electioneering - Electioneering shall be prohibited on the candidates, the chapters and the subspecialty/interest groups recognized by the Society. The Comelec shall have the sole authority to determine what is electioneering under this code.

a) A candidate shall be prohibited from directly or indirectly campaigning for votes including the distribution of campaign materials.

b) A voter shall be prohibited from campaigning for or against a candidate. Black propaganda and harassment of voters are considered as electioneering.

c) Chapters and subspecialty/ interest groups shall be prohibited from endorsing candidates by whatever means.

Section 15. Penalties:

a) Candidates found guilty of electioneering shall be disqualified;

b) Voters found guilty of electioneering shall be denied their right to vote;

c) Chapters and specialty groups found guilty of electioneering shall be censured.

Section 16. Date, Time and Place - Elections, amendments, referenda and plebiscites of the Society shall be scheduled by the Board of Trustees unless so provided in the By-laws.

Section 17. Manner of Voting - Voting for elections shall be in person and by secret ballot and shall not allow any proxy voting. The voters shall be required to vote eleven (11) candidates for trustees (8 national & 3 regional), otherwise the ballot shall be declared invalid.

Section 18. Canvassing and Proclamation - The canvassing of votes shall be conducted by majority of the members of the Comelec after the election and all protests shall be resolved immediately. The Comelec shall proclaim the winners of the elections immediately.

Section 19. Amendments - This code may be amended by the majority vote of the fellows in good standing of the Society.

Section 20. Effectivity - This code shall take effect upon ratification by the majority vote of the fellows of good standing of the Society.

As of 2014, Hearing Screening included in Learning Appraisal survey being carried out by DepEd.
