CANDIDATE PROFILE MECKLENBURG COUNTY IS SEEKING A HUMAN RESOURCES DIRECTOR Mecklenburg County is home to approximately 1,000,000 residents and the City of Charlotte. With 6.9 million residents within 100 miles, Mecklenburg County and Charlotte lie in the heart of a region that is the sixth largest urban area in the United States. Mecklenburg County has the largest population of any county in the State of North Carolina. The County includes the City of Charlotte; the towns of Cornelius, Davidson, and Huntersville (north of Charlotte); and the towns of Matthews, Mint Hill, and Pineville (south and southeast of Charlotte). Mecklenburg County is the most populous county between Atlanta, Georgia and Washington, D.C. In fact, between 2005 and 2015, the metropolitan region’s population growth rate averaged 2.6 percent. Over the last decade, Mecklenburg County has attracted a large and growing number of people from around the country and the world. As a major hub for American Airlines – one of the country’s largest airlines – it is easy to get to Mecklenburg County. This access has helped attract several Fortune 500 and 1000 companies that bring millions of investment dollars into the local economy. With a world- renowned park and recreation system, a range of professional and minor league sports teams, and diverse communities, people who come to Mecklenburg County find an energized downtown and a variety of living options. The North Carolina Constitution gives residents of all counties the right to elect a Board of County Commissioners (BOCC). Since 1994, Mecklenburg County has been governed by a nine-member BOCC with six members elected by districts and three elected at– large. BOARD OF COUNTY COMMISSIONERS’ VISION: The Mecklenburg BOCC’s vision for the community can be summed up as: “Mecklenburg County will be a community of pride and choice for people to LIVE, LEARN, WORK, and RECREATE.” To carry out this vision, County services are provided to meet the community’s priorities, as defined by the BOCC, and funded through property taxes, local sales taxes, fees, and other sources. The Board’s primary responsibilities are to adopt an annual budget, set a property tax rate, and establish priorities to address the County’s needs, especially in the areas of health, education, welfare, and mental health. The Board’s priorities are carried out by a staff of over 5,000 employees led by the County Manager who is appointed by, and reports to, the Board and functions as the CEO of the County. There are four Assistant County Managers that report to the County Manager, one of which this position reports to directly.

Mecklenburg County is home to approximately 1,000,000 residents and the City of Charlotte. With 6.9 million residents within 100 miles, Mecklenburg County and Charlotte lie in the heart of a region that is the sixth largest urban area in the United States. The Human Resources (HR) Department plans, directs, and evaluates human resources services using a centralized business model which serves Mecklenburg County’s departments. The department consists of the following eight Centers of Excellence: • Employee Relations• Talent Acquisition• Learning and Development• Classification and Compensation

• HRMS• Benefits and Wellness• Employee Services Center• Administrative Support

The HR Director will lead the HR department of approximately 55 employees and an annual operating budget of approximately $6 million. The position is the most senior in the department and provides HR consultations and recommendations to the County Manager, the Executive Team, directors of other County and internal support departments, and the BOCC. As Mecklenburg County strives to be a high performing organization with a dedicated, diverse, knowledgeable, and experienced staff, the HR Director is charged with execution of the HR Department’s strategic plan which focuses on the following impactful goals: • Implementing a holistic and integrated talent management approach for the County

• Continuing to improve the physical and mental health and wellness of County employees

• Maintaining environmental sustainability of operations

The Human Resources Director reports directly to the Assistant County Manager/Chief of Staff. The position’s direct reports include several HR Managers of varying levels who provide oversight of the specialized functional teams mentioned above.

BASIC FUNCTIONS: The position is responsible for leading and directing Mecklenburg County’s strategic human capital management function. This includes providing consultation and human resources services to ensure the organization has the human capital to meet its current and future business needs.

Other responsibilities include, but are not necessarily limited to, the following:

• Plan, direct, and oversee the activities of assigned human resources programs to include planning, administering, and evaluating projects and services.

• Administer, interpret, and advise executive management on human resource policies, procedures, and best practices to ensure programs are compliant with Federal, State, and local laws, rules, and regulations.

• Oversee the organization’s human resource information system that enables significant employee and manager self-service in the delivery of human resources transactions.

• Manage people, processes, and products consistent with the County’s

customer service standards of ethics, courtesy and respect, communication, service quality, and timeliness.

• Plan and oversee the HR department budget.

• Plan and oversee the County’s $100M self-funded medical and dental plans providing coverage for both active employees and retirees. Provides recommendations on plan design and premium rates on an annual basis.

• Plan, design and direct the strategic direction for HR initiatives in response to business needs and customer feedback derived through departmental consultations, surveys, and data driven analysis.

• Act as strategic business partner to make appropriate recommendations to the County Manager and the BOCC, and collaborate with all County and internal support department heads including the Executive Team and the County Attorney.

• Prepare reports for the executive team, such as organization statistics, dashboards, multifactor data, cost-benefit analyses and flow charts.

• Serve on a variety of study groups, committees, and external functions.

• All other duties pertaining to human resources program planning and implementation.

QUALIFICATIONS: WHAT YOU’LL NEED TO JOIN US (MINIMUM QUALIFICATIONS):

WHAT WE WOULD REALLY LIKE YOU TO HAVE (PREFERRED QUALIFICATIONS):

• At least six years of successful and progressively responsible ex-perience in human resource management or business management involving human resources administration.

• Bachelor’s degree in Business Administration, Human Resources, Public Administration, Industrial/Labor Relations or a related field.

• North Carolina or South Carolina Driver’s License. Must be able to obtain and maintain a County Operator’s Permit.

• 10+ years of successful and progressively responsible experience in human resource management or business management involving human resources administration including public sector human resources experience.

• Management experience in a department with similar functions and programs serving populations of 500,000 or more, and/or business units serving 2,500 or more staff.

• Master’s degree in Human Resources, Business Adminis-tration, Public Administration or related field.

• PeopleSoft software experience.

• Demonstrated experience in budget development and innovative management of personnel, operations, and employee benefit programs.

• Strong collaborative leader with proven track record of driving change and innovation, optimizing talent, commu-nicating and listening effectively, demonstrating fairness in conflict management, and formulating vision into action.

• Experience working with internal and external customers and creating and presenting strategic initiatives, business plans, performance data and informational updates to elected officials, executive staff, external customers and diverse audiences.

• Strategic thinking and planning abilities; ability to antic-ipate/recognize/investigate/analyze changing external factors; plan and react accordingly.

• In depth knowledge of federal, state and local human resources policies and best practices.

• Current PHR, SPHR, SHRM-CP, or SHRM-SCP certification.

COMPENSATION & BENEFITS

A competitive salary based on experience will be offered for the Human Resources Director position with generous benefits. Benefits include medical, dental, vision care, flexible spending accounts, short- and long-term disability as well as basic and supplemental term life insurance. The selected candidate will be automatically enrolled into the North Carolina Local Government Retirement System upon their employment. In addition, there is optional participation in one of two deferred compensation plans, a 457 Plan or 401(k) Plan, with a 5% match from the County.
