Thank you for your interest you have shown in the role of DfID Manager.
It is an exciting time to be part of CARE International as a whole and CARE International UK
in particular as we have done a lot of work recently on defining how we can play a distinct
role in fighting poverty and injustice in the world’s most vulnerable places. CARE is an
organisation that works to save lives in disasters and conflicts and which stands with
women, girls and their communities to achieve lasting change for a better future and the
ways in which we plan to deliver on our mission are clearly articulated in CARE
International’s new Global Programme Strategy for 2015-2020.
The role of DfID manager is also a very exciting and important position within CARE
International UK as our partnership and relationship with DfID is crucial for us to get right if
we are going to reach our ambitious plans to increase our impact and achieve more for
people living in poverty.
This is a new role within a new team at CARE International UK and is borne out of the
strategic intention of moving CARE into a consistent proactive position with our key public
donors and programme partners so that our opportunities for funding and influence grow
significantly over the next ten years. We have built some great profile and credibility
recently and would like to use this as the basis for further strengthening and establishing of
some solid partnerships. DfID is at the centre of this.
Growth and innovation are key elements to this role so we are looking for someone who is
motivated by the prospect of ambitious targets and with the creativity and drive to bring
this to fruition. Coordination is a key skill in this role and the ability to work well with
multiple touch points across the organisation and to establish effective working
relationships with key contacts across CARE will be crucial to deliver our vision and ensure
we are all pulling in the same direction.

Background Information
CARE is one of the world’s leading humanitarian and development organisations. Founded
nearly 70 years ago with the CARE package, CARE now fights poverty and injustice in 84
countries and has built up a strong reputation for innovation and impact.
CARE’s programmes focus on achieving lasting change by tackling the underlying causes of
poverty and strengthening the capacities of poor communities to help themselves.
In everything we do, CARE places special focus on gender issues and working alongside poor
women and girls because, equipped with the proper resources, women have the power to
help whole families and entire communities escape poverty. Women are a vital part of
CARE’s community-based efforts to improve food and nutrition security; protect life and
resilience in humanitarian crisis; increase access to quality healthcare and education and
expand economic opportunity for all.
CARE helps poor people have a greater say about the decisions and policies that affect their
lives, supporting them with information and skills so they can challenge decision-makers.
CARE’s advocacy efforts also bring evidence from our programmes of what works to change
policy and practice at both a local and global scale. CARE is a non-sectarian and non-
partisan organisation.

About the CARE Confederation
CARE International operates in 84 countries, but is held together by 13 national members.
These national agencies are separate legal entities but operate through one presence in
each country and work together under the CARE International Board and Secretariat, based
in Geneva. They are bound together by the CARE code.
Globally CARE employs 8,000 staff, with over 95% of them locally sourced and has an annual
income of $800m.
CARE has just agreed a new global Program Strategy which will govern all of our work and
which will mean that by 2020, CARE and our partners will support 150 million people from
the most vulnerable and excluded communities to overcome poverty and social injustice.
About CARE International UK
CARE International UK is an important part of the global CARE International confederation
and one of the largest and most influential members. We employ 115 staff and generate
around £45 million a year for CARE’s poverty-fighting work. As well as raising money for
CARE’s humanitarian and development work around the world, we provide programme
expertise in four key areas:
Humanitarian response
With a long-term presence in many of the world’s most vulnerable places, we take a
comprehensive approach to emergency response including preparedness, immediate
assistance and long-term recovery. We have a particular focus on women and girls; shelter
in emergencies, and building resilience through our climate change adaptation and food
security work.
Women’s Economic Empowerment
We are working with poor women to give them access to economic resources through
programmes on financial inclusion, supply chains and workers’ rights. The private sector has
a critical role to play in reducing poverty and supporting women’s economic empowerment.
We take an innovative approach to engage with the private sector at global, national and
local levels to improve the impact of their activities so that real opportunities are created
for poor people. CIUK has also launched Lendwithcare – a new solution for financial
inclusion which offers the chance for people in the UK to make small loans to poor
entrepreneurs.

Preventing and responding to sexual violence in conflict
In an increasingly turbulent world, we provide expertise and support to our field operations
in countries experiencing conflict, by supporting programmes spanning peace-building,
reconciliation and rehabilitation. Protecting women from violence and increasing their
participation in peace-building is a major advocacy priority.
Governance
The capacity of poor people to influence the institutions that govern their lives is
fundamental to addressing the underlying causes of poverty. We work at a local level to
help the most vulnerable and marginalised hold public authorities and other power holders
to account for how they take decisions and allocate public funds.
Within the CARE confederation, we have five strategic roles. We:
1. Design and deliver quality programmes that address the underlying causes of
poverty and specifically examine and address the disproportionate impact of poverty
on women and girls.
2. Advocate for policies to help the poorest, and change government and business
practices to bring about lasting social change among communities living in poverty
and affected by crises.
3. Raise strategic and transformational funding for CARE’s poverty-fighting
programmes in the world’s poorest and most vulnerable communities.
4. Support CARE International’s global transformation to achieve broader and deeper
impact in our fight against poverty by providing strategic direction, resource and
expertise.
5. Value our staff and strengthen our organisational effectiveness and accountability.

Background to the job/the team
Team Mission
The team works at a strategic and ‘up stream’ level to ensure that CARE is well placed to
position itself as a partner of choice and grow its market share from key public funders
(DfID, EU, ECHO, DEC, Big Lottery Fund and Comic Relief etc). The team has a core focus on
public funding growth and delivering the key ingredients to deliver that growth in line with
our strategy. The team will also support the wider multiplying impact agenda for our
development and humanitarian programmes. The team provides the leadership, knowledge,
skills and connections to position CARE as an expert and innovative programme partner and
implementer across our Programme Strategy priorities. The team feeds the Programme
Management team with opportunities and tools necessary to win more of the right bids.
The team acts as a strategic knowledge and learning hub but will work closely with other key
teams within CIUK and the wider CARE to support their multiplying impact objectives
through strategic cultivation and donor engagement strategies. The team is helping move
both CIUK and CARE into a priming role for major contracts and will design the practices,
systems and processes necessary for success. The team supports major bidding efforts
where necessary and helps to negotiate resources and solutions. Above all, the team is
moving CARE into a consistent proactive position with the key public donors and
programme partners so that our opportunities for funding and influence grow significantly
over the next ten years.
Key Team Responsibilities
Lead the strategic development of key UK donor strategy and engagement across CIUK and CARE.
Grow our public income and provide the necessary internal approach and landscape that will allow CIUK to win more bids and deliver programmes that will bring long term impact and good rates of overhead recovery.
Position CARE with key donors and partners as a ‘go to’ partner for our Programme Strategy priorities – ensure we are showcasing the right content with the right people so that we are positioned favourably for influencing, partnering and ultimately winning new strategic funding. Influencing or partnering around policy priorities which also feeds into the business of winning strategic funding.
DfID is one of the most influential and significant OECD donors. DfID is CIUK’s most
important funder and significant partner – over 50% of our income comes from DfID and our
PPA funding is of key strategic importance. It is also one of the key donors in many of the
countries where CARE International is present either in financial terms or in the policy
arena. With CI’s new Global Programme Strategy in place, there are many overlaps between
CARE International and DFID in strategic focus areas and these provide a strong foundation

to enhance the relationship in the UK and internationally to help CARE reach its ambitious
multiplying impact objectives. There have been many different contact points within the
organisation in the UK, but no integration or long term strategy plan. This key new role will
be to lead and coordinate CIUK and the wider CI Confederations’ engagement with this
important donor in line with the DFID Engagement Strategy so we can increase our income,
influence and ultimately impact. In addition to close working with the funding teams and
their engagement with country teams, ensuring that they are going for the right
opportunities with the best possible bid submissions, the postholder will also work closely
with the Advocacy and Technical teams and will support their work. This role will involve
intelligence gathering; data analysis; strategic planning; designing engagement and
positioning opportunities; briefing and representation.
The postholder will be the central contact for all things DfID internationally and will bring
strategy, coordination and better understanding which will ultimately see us significantly
grow our income and influence with our most important partner. The postholder will work
closely with the Key Donor Manager role to develop unified approaches and make the most
of restricted funding opportunities.

Job Description
Specific Areas of Responsibility
Planning, Intelligence and Data
Pull together on-going intelligence on DfID and ensure that all key internal UK and country contacts are kept up to date with DfID trends (work with PPA Manager on this).
Share opportunities and bring informed insights for the Programme Management team so that we are making good bidding decisions on DfID opportunities.
Share understanding and insights on policy priorities and opportunities to inform Advocacy and Technical leads to support their ability to engage appropriately and quickly.
Promote greater understanding of DFID policy priorities, the value for money agenda and funding opportunities with countries CIUK is prioritising
Keep an up to date record of key contacts and develop an engagement programme (sometimes carried out by the postholder and sometimes supporting other CI contacts.)
Design an ambitious, but realistic and achievable three year and then annual Dfid engagement plan which details how we will deliver on our income and influence growth objectives.
Support the Programme Management team with long term resource mobilisation planning efforts.
Relationship Management and Coordination
Design a simple system which means that all interactions with DfID in UK and priority countries are being recorded.
Support the CEO and other key staff to hold strong ongoing relationships with the key Ministers, Advisors and Civil Servants.
Design and execute cultivation plans with key DfID contacts in order to grow CIUK’s reputation in our three key Programme Areas.
Work with other key Programme Outcome Area leads across CI in order to support them to raise DfID funds and to identify and act on multiplying impact opportunities.
Support priority Country Offices to raise funds and inform and influence DFID priorities and practices
Implementing Strategy
Bring a creative and strategic approach to CIUK’s content development and work alongside the key teams to produce and share attractive content/opportunities for engagement and programme innovation and multiplying impact products.

Facilitate partnership and influencing opportunities and support the Programming teams both in the UK and internationally to deliver.
Monitor and report on progress and amend plans, where necessary.
Supporting Bids
Support the Programme Management team to producing winning bids with DfID and its implementing partners by informing and advising teams on strengthening opportunities. This may involve writing and editing bids and joining Bid Teams.
A key priority will be the PPA and the postholder will work closely with the PPA Manager and senior staff to position CIUK favourably.
Inform other key staff members of DfID’s donor requirements and share best practice.
Team membership
Contribute towards the development of the team and department annual operating plan and develop an annual individual operating plan.
Participate in team, departmental and organisational meetings as required
Contribute to developing the knowledge and skills of others at CIUK by actively sharing knowledge and experience with others.

Experience /
Understanding
Senior experience and understanding of DfID – evidenced major successful involvement in funding (essential) and policy engagement (highly desirable) in the UK and internationally.
Experience of other key Institutional donors is desirable.
A strong understanding and experience of leading major and complex successful bids.
Strong understanding of international development programming (with some understanding of preference for gender; economic development; governance and humanitarian).
Good understanding of monitoring and evaluation; theory of change and the links between programming and advocacy.
