    Importance of Training and Certification

    The effectiveness of condition monitoring programs depends on the quality of the personnelinvolved.Good training is a shortcut to developing qualified personnel and a means of increasing the valueof their continuing experience.Certification by an independent body according to an accepted reference standard is a means toidentify and reward competence nationally and internationally. It provides acknowledgement of

     proven capability at the category certified as well as professional recognition by clients,employers, and colleagues.

    Purpose of Document

    “CMVA Training and Certification for the 21st Century” describes CMVA’s certification procedures for

     people working in machinery vibration measurement, condition monitoring, and predictive maintenance.It also provides a basis for course development and self-study for people who wish to obtain machineryvibration certification.

    CMVA/ACVM Training and Certification Policy. Generated in October, 2005;modified slightly in October, 2009.

    1.  The CMVA recognizes a need and a desire for a national certification program for individualsworking in the area of machinery vibration measurement, condition monitoring and predictive

    maintenance. This is required to ensure that high quality data is acquired and properly analyzed to permit the reliable diagnosis and prognosis of machinery dynamic behavior.

    2.  It is intended that the CMVA certification program will become the widely accepted standardmethod of certification of machinery vibration professionals in Canada.

    3.  This program shall be implemented and administered by representatives of industry and the professions through the CMVA. Although the CMVA may choose to cooperate with various levelsof government, the training and certification programs are not intended to be government regulated.

    4.  The CMVA will continue to build its strong relationship with the Vibration Institute on training andcertification issues. CMVA has developed its certification process and its own exams for Category 1through 3. CMVA uses the Vibration Institute’s certification process for Category 4.

    5.  This certification program is intended to verify competency in vibration measurement andinterpretation, supplemental to the skill set required by the individuals’ trades and/or professions.

    6.  This certification program is optional. It is not intended to impinge upon the authority and jurisdiction of the registered professions; however, there should be no barrier to involvement bymembers of the registered professions.

    7.  The requirements for this certification are based on those parts of the current draft of the ISO 18436-2 Standard that are considered appropriate. The intent of those sections used shall not be changed

    from that of the ISO Standard. Additions that take the form of clarifications may be made.

    8.  The certification program is intended for candidates from various industries.

    9.   Numerous courses and private certification programs are in existence. It is hoped that theestablishment of a national certification program and accepted training syllabuses will encourage providers of these programs to participate in the national certification program.

    10. CMVA prefers to leave training to commercial vendors. CMVA may offer two day RefresherCourses.

    Nomenclature

    Over several years, CMVA has offered certification based on the Vibration Institute’s Levels I, II, andIII. Lately, ISO has prepared Categories 1, 2, 3, and 4, where the numbers do not coincide with theearlier Vibration Institute numbers.

    Performance Objectives

    Definition and Purpose

    A performance objective says that the person will be able to carry out a specific task in givencircumstances. It implies specific action. See also www.cmva.com/media/Performance%20Objectives-

    Paper-2007.pdf  .Performance objectives do not say what a person has to know or understand. They do not specify howmany hours of training are required. They do not demand specific reading assignments or requirespecific courses of instruction or laboratory exercises or experience. They simply say – “there is a job to be done; can this person do it?”

     Advantages of CMVA Performance Object ives for the Employer

    •   be able to define the job(s) required in his facility, with reference to industry experience

    •   be able to write job descriptions for new hiring or promotion, based on industry experience

    •  have the option of hiring on the basis of known capabilities, by hiring certified people

    •   provide a basis for mentoring and performance review

     Advantages of CMVA Performance Objectives for the Employee

    •   provide a clear statement on what is entailed in this job

    •  facilitate communication with supervisor (go over each objective in turn and make sure all participants have the same understanding)

    •   provide a plan for progress in the craft. The individual can review the objectives, ensure that hecan perform the tasks as defined, and plan to obtain additional training and experience to fill inthe gaps. He can also negotiate with his supervisor more easily, based on the objective standard.

    •  enable focused training and study, to achieve an independent certificate (which is an objective

    demonstration of capability in the craft).

    Part II – Training

    CMVA TrainingCMVA prefers to leave training to commercial vendors and educational institutions. CMVA may offer 2day Refresher  Courses periodically.For reference, the following chart shows the  minimum recommended background, training andexperience.Refer also to the Performance Objectives for each category. Mastery of those, plus those of the lowercategories, plus some skill in exam writing, are critical.

    CMVA Refresher Courses

    A CMVA Refresher Course is not intended to be sufficient training to enable a person to do vibrationanalysis. CMVA highly recommends training by commercial vendors and/or significant self-study,along with guided experience, in order to prepare to do the required work. The Refresher Course is asubset of a full course.

    Choosing a Course

    CMVA does not certify or evaluate vendors’ courses.The vendor of a course may avoid mentioning ISO or CMVA, may indicate that the course will covercertain Performance Objectives prescribed by CMVA, or may advertise a course based on ISO 18436.

    For the latter, the course should meet the Performance Objectives for the specific category as describedin this document, and should also be designed according to the topics and time guidelines specified inthe ISO 18436 standard.Compare the vendor’s stated performance objectives for the course, and compare them with your ownneeds.Ask the vendor for a list of past course participants, and call a few of them to ask about the course.Consider the questions in the course evaluation form which follows. There are no “right percentages”.The issue is “does this instructor’s teaching style match your learning style?” You might describe your background and experience, and your current goal, and ask the respondent if the course in questionwould meet your needs.

    Benefits of Certif icationCertification provides a means for evaluating and documenting the competence of individuals workingin their field. This function is greatly enhanced when an independent central certification program isadministered according to an accepted reference standard.For the employee, certification provides

    Requirements for Certif icationAs of October, 2011, you are required to be a CMVA Member in order to write a CMVA examination.CMVA Certification derives from examinations based directly on its performance objectives availableon www.cmva.com for CMVA Members Only. A certificate holder can be expected to perform thosetasks listed at his category. If he has mastered the tasks, and does not panic at the thought of writing anexam, he should have no difficulty passing the exam.Results are communicated to candidates only after payment of the applicable fee(s).

    CMVA Examination

    Preparation

    Category 1, 2 and 3 CMVA examinations are prepared by CMVA’s Executive Director or

    designate from a bank of questions derived from various sources. The questions are baseddirectly on the Performance Objectives listed on the www.cmva.com . The questions arelargely multiple choice, with a few True/False ones as well. The ISO standard specifies the percentage of time to be spent on each major topic and the number of exam questions on thattopic is that same percentage.

    You cannot expect to do well on the exam based solely on day to day work experience.

    The Category 4 exam is bought from the Vibration Institute. Check out www.vibinst.com forany available information.

    Exam Application

    The exam application is found on www.cmva.com under Training and Certification. Itincludes a statement that the candidate meets the ISO requirements for writing the exam inquestion, and that the candidate will adhere to the ISO Code of Ethics (below). Eachcandidate must read, sign and return the form.As stated on the application, the names of certificate holders may be published or released onrequest.CMVA exams are available in French and English.Code of EthicsIndividuals certified according to this part of ISO 18436 shall recognize the precepts of personalintegrity and professional competence according to international principles. Accordingly, certifiedindividualsa) shall perform their professional duties with proper regard for the physical environment and thesafety, health, and well-being of the public,b) shall undertake only those measurements and analysis for which they are competent by virtue oftheir training and experience and, where warranted, engage or advise the engagement of suchspecialists as are required to enable them to properly complete assignments,c) shall conduct themselves in a responsible manner and utilize fair and equitable business practices

    in dealing with colleagues, clients and associates,d) shall protect to the fullest extent possible, consistent with the well-being of the public, anyinformation given them in confidence by an employer, client, colleague or member of the public,e) shall refrain from making unjustified statements or from performing unethical acts which woulddiscredit the certification programme based on this part of ISO 18436,f) shall indicate to the employer or client any adverse consequences which may result from an over-ruling of their technical judgement by a non-technical authority,g) shall avoid conflicts of interest with any employer or client and, if any such conflicts should arise inthe performance of work, shall inform the affected persons promptly of the circumstances, andh) shall strive to maintain their proficiency by updating their technical knowledge as required toproperly perform condition monitoring measurement and analysis techniques.

    Examination Regulations

    This is a closed book exam. No materials other than a scientific calculator (which we do not allow to be programmed), aruler, and pens, pencils and erasers are permitted in the examination room. No papers can either be brought in or taken out.

     No electronic devices are permitted. (That means you cannot use your phone in lieu of awatch!)

    Proctoring

    Strict proctoring rules are used to ensure the propriety of the process and the confidentialityof the exams. Proctors shall sign the “Invigilating Agreement” indicating their intention toadhere to the “Procedures for Proctors”.

    Exam Fees

    Fees are as shown on the Exam Application on www.cmva.com. Vendors may buy a block ofexams for use after their courses for a 20% reduction in fees, provided that the vendor carriesout the registration process via www.cmva.com and ensures that the registration are provided promptly. Vendor must issue a PO before the exams are prepared. Payment must be received before results are released.

    Marking

    CMVA Exams are marked by the CMVA Executive Director using keys provided bymembers of the Training and Certification Committee or other knowledgeable individuals.The pass mark is 75%. Test scores are confidential.

    Continuous Improvement of ExamsCandidates are encouraged to note on their papers where they feel the question was “bad”.Exams results are reviewed before being released. Provided that several people have writtenthe same exam at one time, there is a detailed analysis and comparison of the results of eachindividual on each question. If it is apparent that a question is faulty (e.g. the wording wastricky or the answers were not sufficiently differentiated), it is removed from the calculationof results for that exam. That is, your new score would be calculated out of 99 rather than outof 100. Then, that question is reviewed and revised before being added back into the exam bank.

    Release of Exam Results

    Pass/Fail results are released only to the exam candidate. Percentages are not released. Names and current certification status of certificate holders may be published and released onrequest. Names of certified members are published on www.cmva.com .

    Re-Writes

    A candidate who fails the exam may re-write for a reduced fee (one time only), as shown onthe exam application on www.cmva.com. There should be 3 months between re-writes.

    Re-Certification  

    For Holders of Vibration Institute CertificatesHolders of a valid Vibration Certificate who meet the requirements outlined in the mostcurrent version of the Re-Certification Log (a sample of which is shown below) may re-certify shortly before their certificate expires. If you are a current member and have been a continuing member of CMVA since you werecertified, your re-certification is free. If you are a current member, but have not been a  continuing member of CMVA, there is afee to re-certify. As of the date on Page 1 of this document, it is equal to $50 TIMES thenumber of years you were not a member.

    Vibration Institute certified analysts have two options with regard to certification:1.  apply for a CMVA certificate (which is recognized by VI), as above2.  apply to CMVA for a Vibration Institute Certificate, for which there is a fee of

    $75.00, payable to CMVA. VI requires  continuing membership in either CMVAor VI in order to re-certify.

    FilesElectronic records of certified individuals shall be kept at the national office of CMVA, andcomplete backup copies shall be maintained off-site.Exams shall be retained for 3 months after the release of results to the candidate, to allow foran appeal process. Thereafter, they shall be destroyed.
