At a regular meeting of the Council of the Municipality of Canton de Low, held on July 9, 2018 at
7:00 pm in the Council Chamber, located at 4A, Chemin d'Amour, Township of Low and in
accordance with the Municipal Code, are present the Mayor's honor , Carole Robert, Councilors
Joanne Mayer, Maureen Rice and Lucie Cousineau and Councilor Luc Thivierge forming a
quorum under the presidency of the Mayor.
Mr. Pierre Gagnon, Director General, also present, acts as secretary.

that the position of counselor number 5 is open to nominations. All nominations for this position
must be submitted to Mr. Pierre Gagnon, Election President or to Mrs. Hélène Desjardins, his
assistant and will be accepted at the Hôtel de Ville from August 3, 2018 to August 17, 2018
inclusively to the days and at the following times:

WHEREAS the Director General , Mr. Pierre Gagnon, is Election president and that September
16, 2018 is the date set for the next by-election;
WHEREAS the advance poll will be September 9, 2018;
CONSIDERING THAT, as the president of elections, the incumbent is responsible for incurring
a certain number of expenses, such as publication fees, the printing of ballot papers, the
remuneration of election officers and meal expenses; , etc .;

WHEREAS the tourist office of the MRC Vallée-de-la-la-Gatineau occupies a space at 400 Route
105 as a tourist information office every year;
WHEREAS the lease is to be renewed for the year 2018;
WHEREAS the period of the lease is for a period of two months and sixteen days from June 18,
2018 and ending September 3, 2018;

AUTHORIZATION FOR TRAINING-- MAYOR AND DIRECTOR GENERAL - 17
WHEREAS the MRC is organizing a training for the team of its executives: "Effectively manage
your stress through effective time management";
WHEREAS this training, born from a partnership between COMAQ and HEC, will be offered in
Maniwaki on September 27th;
WHEREAS about fifteen places will be available for local municipalities, at a cost between $ 350
and $ 400 per participant (+ meal expenses);
THEREFORE, it is

WHEREAS the municipality has taken note of the guide on the terms and conditions for the
payment of the Government's contribution under the Quebec Gas Tax and Contribution Program
(TECQ) for the years 2014 to 2018;
WHEREAS the municipality must respect the terms of this guide that apply to it to receive the
government contribution confirmed in a letter from the Minister of Municipal Affairs and Land
Occupancy;
FOR THESE REASONS,

AND RESOLVED THAT:
• The municipality undertakes to respect the terms of the guide that apply to it;
• the municipality undertakes to be solely responsible and to release Canada and Quebec as well
as their ministers, senior officials, employees and mandataries from any liability for claims,
demands, losses, damages and costs of any kind having as an injury to a person, the death of that
person, damage to property or loss of property attributable to a willful or negligent act arising
directly or indirectly from investments made through the financial assistance obtained under the
framework of the TECQ 2014-2018 program;
• the municipality approves the contents and authorizes the sending to the Ministry of Municipal
Affairs and Land Occupancy of the work program attached to this and all the other documents
required by the Ministère to receive the government contribution that it was confirmed in a letter
from the Minister of Municipal Affairs and Land Occupancy;
• the municipality commits to achieving the minimum threshold of fixed assets for municipal
infrastructure set at $ 28 per inhabitant per year, for a total of $ 140 per inhabitant for all five
years of the program;
• the municipality undertakes to inform the Ministry of Municipal Affairs and Land Occupancy of
any changes that will be made to the work programming approved by this resolution;
• The Municipality hereby certifies that the attached work program includes true realized costs
and reflects the estimated expenditures for eligible work until March 31st. For details, see the

AND TOOL VEHICLES IN THE MUNICIPALITY OF THE TOWNSHIP OF LOW -
NUMBER 06-2018 - 8
DRAFT BY-LAW OF THE MUNICIPAL REGULATION OF THE MUNICIPALITY OF
LOW TOWNSHIP OF LOW TRUCKS AND TOOLS VEHICLES - ISSUE 06-2018
WHEREAS paragraph 5 of section 626 of the Highway Safety Code (RSQ, c C-24.2) allows the
municipality to adopt a by-law to prohibit the movement of any road vehicle in the roads it
indicates provided that such prohibition is indicated by appropriate signage;
WHEREAS section 291 of the Highway Safety Code (RSQ, c C-24.2) allows the municipality to
restrict or prohibit on a road, for which it is responsible for the maintenance, the circulation of all
or some heavy vehicles;
WHEREAS section 291.1 of the Highway Safety Code (RSQ, c C-24.2) provides that the
restriction or prohibition on driving provided for in section 291 may be partially waived, by
appropriate signage, to enable to a place where access can only be gained by entering the
Prohibited Traffic Zone to pick up or deliver property, provide service, perform work, have the
vehicle repaired or driven to the point of attachment;
WHEREAS it is necessary to regulate the movement of trucks and tool vehicles on public roads,
the maintenance of which is the responsibility of the municipality to ensure the protection of the
road network, the safety of citizens and the tranquility of residential areas;
WHEREAS a notice of motion of this by-law has been regularly given at a meeting of the council
held on (day, month, year);
WHEREAS Council members acknowledge having received and read the draft by-law before it
was passed and that the notice of motion has been given and authorize the dispensation of reading
the by-law;
WHEREAS a public notice will be duly posted in the places designated by the council of the
municipality;

The preamble and schedules of the Truck and Tool Vehicle Circular By-law form an integral part
of it.
Article 2
In this Regulation, the following words mean:
Truck means a road vehicle, other than an emergency vehicle, having a gross vehicle weight
rating of 4,500 kg or more, designed and constructed primarily for the transportation of goods or
for the transportation of equipment fixed therein permanence and its operating accessories. Trucks
are also sets of road vehicles in which at least one of the vehicles forming it has a gross vehicle
weight rating of 4,500 kg or more;
Vehicle tool: a road vehicle, other than a vehicle mounted on a truck chassis, manufactured to
perform work and whose workstation is integrated with the driving position of the vehicle. For the
purpose of this definition, a truck chassis is a frame equipped with all the mechanical components
that must be on a road vehicle manufactured for the transportation of persons, goods or
equipment.
Road vehicle: a motorized vehicle that can travel on a road; road vehicles are excluded from the
use of track-only vehicles, power-assisted bicycles and electrically powered wheelchairs; trailers,
semi-trailers and removable axles are treated as road vehicles.
Local delivery: delivery made in a prohibited traffic zone and posted by a sign that authorizes
truck and tool-vehicle drivers to travel in this prohibited traffic zone in order to carry out one or
other of the tasks following:
- Take or deliver a good;
- Provide a service;
- Execute a job;
- Have the vehicle repaired;
- Drive the vehicle to its point of attachment.
Attachment Point: The Vehicle Attachment Point refers to the establishment of the business, ie
the vehicle's storage location, office, warehouse, garage or parking lot of the company.
Emergency vehicle: a road vehicle used as a police vehicle in accordance with the Police Act
(RSQ, P-13.1), a road vehicle used as an ambulance in accordance with the Act respecting pre-
hospital emergency services (RSQ , C. S-6.2), a fire service road vehicle or any other road vehicle
meeting the criteria established by regulation to be recognized as an emergency vehicle by the
Société de l 'assurance automobile du Québec SAAQ).
Article 3
The circulation of trucks and tool vehicles is prohibited on the following roads, which are
indicated on the plan annexed to the present by-law:
Martindale Road
Cahill Road
MCrank Road (East of the 105)
Mahon Road
Brooks Road
D`Amour Road
As an annex to this by-law, a map showing the prohibited road (s) and showing the type and
location of road signs prohibiting traffic.
Article 4
Section 3 does not apply to trucks and tool vehicles that are required to make a local delivery.
In addition, it does not apply:
(a) non-standard vehicles operating under a special permit specifically allowing access to the
prohibited road;
(b) farm machinery, farm tractors and farm vehicles;
(c) tow trucks;

(d) emergency vehicles.
Article 5
Anyone who contravenes section 3 commits an offence and is liable to a fine similar to that
provided for in the Highway Safety Code2.

This regulation comes into force in accordance with the Act.
