The Canadian Institute for Health Information (CIHI) is an independent, not-for-profitorganization that provides essential data and analysis on Canada¶s health system and the healthof Canadians.

Canada Health Infoway is an independent, federally-funded, not-for-profit organization taskedwith accelerating the development of electronic health records (EHR) across Canada . As astrategic investor, they work with Canadian provinces and territories with the goal of creating anelectronic health record for 50% of Canadians by the end of 2010. Infoway¶s members areCanada's 14 federal, provincial and territorial Deputy Ministers of Health. Infoway's investments

are prioritized toward local, provincial and national projects which align with theP

an-CanadianEHR Blueprint, itself developed by Infoway. Beyond these strategic investments,

the goal of Canada Health Infoway is to contribute to the development of a network of EHR systems, in order to enable efficient communication between health care professionals and

bringing a deeper understanding of patient needs. The results of the project may include shorter

medical procedure wait times, safer prescriptions and better access to quality health care, andmay dramatically improve health care for Canadians.

The Infoway Vision

Meet Josette. She has diabetes and several complications related to her disease. However,thanks to a team of health care providers working in partnership with her, Josette gets excellentcare and support despite living in a small rural community.

At home, Josette takes her blood sugar readings. She then logs on to her local diabetes care portal and enters the readings, thus making them accessible to her health care team. The diabetes portal is also used by the team to send Josette reminders of treatments and upcomingappointments.

In the coming years, new consumer health solutions like the one Josette uses, will offer moreCanadians the opportunity to become more involved in their own health care. Where once youcould only gain access to your health information during a face-to-face visit with a health care

provider, new technology will provide the tools you need to access your electronic health recordanywhere, anytime, as easily as you might check your bank transactions online.

Imagine getting an e-mail reminder that it¶s time to refill a prescription.

Imagine getting an alert on your cell phone of a public-health outbreak in your community.

Imagine conducting your own blood pressure and heart rate checks and sending the information

to your health care provider via a secure patient monitoring system in your own home.

Welcome to Infoway 's vision for the future of health care in Canada.

The Infoway vision for health care centres on the development of electronic health record (EHR)systems to provide health care from teams of clinicians sharing information, often over greatdistances , and working with one another and the patient to ensure the best-possible health care.

The creation of a pan-Canadian EHR network will bring Canada's paper-based health care

system into the 21st century. And that will give clinicians the information they need, quickly andaccurately, to enable them to make better-informed decisions about patient diagnosis andtreatment. And it will give Canadians the information they need to lead healthier lives.

Specifically this entails:

y Patient-centred care , which means patients and their caregivers share information and worktogether to make the best-possible patient-care decisions;

y Collab o rative teams, which means a team of caregivers f rom di ff erent discip lines doctors ,nurses , pharmacists and others collaborate to provide the best possible patient care;

y Evidence-based care , which means caregivers make decisions based on current, relevant casestudies and evidence gathered from experts around the world to provide the best possiblepatient care;

y R edesigned business pr o cesses , which bring new ways of gathering and sharing information tosupport evidence-based, collaborative care; to ensure the best possible patient outcomes;

y R e levant data capture and ana lysis , which is becoming available through a pan-Canadian EHRnetwork built on secure databases, making it easier to collect and analyze health information toensure the best possible patient outcomes;

y T ime ly f eedback and educati on , which is conveyed to caregivers by an EHR network and whichresults in better informed, more accessible and more efficient treatment to ensure the bestpossible patient outcomes.

What EHRs will not do is replace visits to a doctor¶s office, hospital or laboratory. However,these tools will give health care providers better access to patient information and that willenable them to:

y D evote more valuable time to their patients;y Improve the quality and safety of patient care;y D eliver more efficient care, leading to shorter wait times, better outcomes, and lower health-

care costs.

The Standards Council of Canada (SCC) is a federal Crown corporation with the mandate to promoteefficient and effective voluntary standardization. Located in Ottawa, Ontario, the Standards Council has

Originally established in 2005, the council consists of prominent industry experts, from senior scientists to chief technology and chief execut ive officers, who meet regularly to discuss issuesfacing the healthcare industry and share ideas on ways to improve the delivery of the vast rangeof services that make up healthcare in Ontario.
