Edmonton developer HaroldJahn says he needs until Dec. 31 to complete the $8.6 million deal to purchase the Catalyst pulp mill property.
Catalyst Paper announced Dec.19 that the sale of its Elk Falls site to Jahns company Pacifica Deep Sea Terminals did not close by the Dec. 18 deadline and the sale agreement has been termi-nated.
Regardless, Jahn says hes stilla player.
Pacifica continues to move for-ward with the closing process, is ready, willing, and able to close inthe coming 10 days, he told theMirror on Friday, Dec. 21. The closing date of Dec. 3 was movedto Dec. 18 between the parties as a result of Catalyst unexpect-edly presenting new information regarding the Elk Falls site whichneeded to be addressed prior to closing by our shareholders, investors and lenders.

occur within a few days of it being released by Catalyst. As the Christ-mas break is upon us, we believe Catalyst and Pacifica can complete the transaction prior to year end.
Jahn added: As there is a confidential-ity agreement between the two firms, we wish everyone to respect and appreciate we can-not provide any addi-tional infor mation
regarding this matter between our firms and will make an official release in the New Year.
The Edmonton devel-oper insists that sev-eral firms are ready and willing to locate in Pacifica to create jobs for the community of Campbell River.
Catalysts Vice-Pres-ident of Corporate Responsibility Lyn Brown could not be reached for comment
on Jahns version of events. Four deadlines for the sale of the 400-acre property had been missed when Catalyst pulled the pin last week. Catalyst said Jahn had given the company a non-refundable pre-payment of a portion of the purchase price and the transaction timeline was extended multiple times up to the ultimate deadline of Dec. 18.
In terminating the
deal, Catalyst CEO Kevin J. Clarke said: Its disappointing that this transaction with Pacifica could not be completed even with the extended timeline. This is a fully serviced property in an excel-lent location and we remain confident that the right fit between site and buyer will be found that will bring new jobs and oppor-tunities to Campbell River. In the mean-
time, site personnel are maintaining safety, security and environ-mental requirements and complying with all applicable legisla-tion.
Last week Campbell River Mayor Walter Jakeway said citizens should not be con-cerned that the deal collapsed. This deal was too strange right from the beginning, he said.

Goodman said the citys development arm was working actively with credible parties that are interested in the site for industrial purposes and that would result in the regeneration of the industrial tax base.
The former pulp and paper site was indefi-nitely curtailed in 2009 and closed perma-nently in 2010. It has since been decommis-sioned with removal
of chemicals, pro-cess wastes, and key papermaking equip-ment. The landfills remain intact as does the wastewater sys-tem which continues to operate in prepara-tion for the sites rede-velopment to other industrial uses. The Elk Falls mill began operation in 1952, and at its peak, produced 784,000 tonnes of pulp, paper and kraft paper annually.

Now retired from reffing the big boys, Fraser was in Campbell River on Monday night to officiate the charity hockey match between the NHL Oldtimers and the local Law Enforcement club. The undermanned Law Enforcement team werent much of a match for the Oldtimers which included Hall of Famers Bryan Trot-tier and Glenn Anderson. A $150,000 grant from BC Hydro this week andthe prospect of further matching funding has putthe Campbell River Noon Rotary Clubs Elk Fallssuspension bridge project within reach.
Key players involved in the project braved theelements Wednesday to celebrate the fundingmilestone. Overlooking the falls, BC Hydro stake-holder relations manager Stephen Watson said:Todays event is about good relationships andhow working together makes things succeed. BCHydro is supporting the Rotary Clubs Elk Fallssuspension bridge project with a $150,000 fundingcontribution.
Rotary project chair Lorrie Bewza said with theBC Hydro grant the Rotary Club now has $225,000in its suspension bridge fund. The BC Hydrocontribution is subject to BC Parks approval,but Bewza said the club already has approval inprincipal. So, weve moved forward and appliedfor matching funding from Island Coastal Eco-nomic Trust and we have been notified that wehave received stage one approval. Thats a mas-sive step forward for us and hopefully we canstart working on the project in the first quarterof 2013.
Bewza said the suspension bridge may havea viewing platform attached that will be wheel-chair accessible.
Watson said: For the last few years we havebeen collaborating with the Rotary Club andother community leaders on the suspensionbridge concept. The bridge crossing immediatelybelow Elk Falls, high above the canyon floor, hascome to life based on BC Hydros John Hart proj-ect mitigation works.
BC Hydro has proposed a paved new accessroad and parking lot for 80 vehicles, includingtwo spots for buses, beside the Elk Falls Parkas part of the projects compensation for the BCParks Boundary adjustment. The new access andparking area is also being created out of consid-eration for the three years closure of BrewsterLake Road around the John Hart dam area.
Watson gave credit to former Campbell Rivermayor Charlie Cornfield, who solidified BCHydros significant funding support to Rotary.Cornfield said: BC Hydros contribution is par-ticularly welcome and indicative of the relation-ship our community has with BC Hydro. Theyare a very good corporate citizen. They havealways stood up to the plate to support commu-nity endeavors.
The former mayor said the project makes goodeconomic sense, good environmental sense, andit makes good social sense too.

A group of 12 Camp-bell River Christian School (CRCS) students are raising money for a mission to Uganda that their vice-princi-pal says will be a life changing experience.
The 12 students along with four school leaders including Vice-Principal Peter Terp-stra and local pedi-atric plastic surgeon Dr. Robin Evans will spend 16 days in July working at the Soroti Regional Referral Hos-pital, a facility that is chronically over-crowded and under-funded and where the struggling staff serves an impoverished rural population that can-not afford even basic health care.
Terpstra says: We will be going there to assist in the hospital where we are needed. These students will be encountering tough c o n d i t i o n s, s t u f f they have never seen. They will be totally changed.
Grade 12 student O k s a n n a K i n d y -Olesen, 17, says it will be her first visit to Africa. Im expect-ing to find conditions Ive never experience. Im preparing to find conditions I will have difficulty getting used to. I am preparing for something I will proba-bly never fully recover from.
The CRCS team will be working with Dr. Sister Mary Margaret Ajiko at the hospital to provide humanitar-ian aid and assist with projects around the hospital and grounds.
The hospital is the
main gover nment referral facility for the mid-eastern region of Uganda.
It has 274 beds to serve approximately one million people in the city of Soroti and the surrounding rural area.
The picture Sister Mary Margaret paints of the conditions is not a pretty one:
Picture if you will an operating theatre with cracks in the floor and leaks in the ceiling; single beds with many patients crowded in them with no bed linens; moth-ers delivering babies on the floor; prema-
ture babies with no chance of survival due to lack of incuba-tors; patients wheeled into surgery with their plastic bag of rubber gloves, sutures and medicines they have purchased locally because the hospital has limited supplies; a virtually useless X-ray machine due to lack of film; sutures cut into small strips to use as many times as pos-sible.
CRCS Education Assistant Jessica Kelly, who is also going on the mission, says the process of preparing the students for the ter-rible conditions they
will see has already begun. We have a variety of documen-tary films they will be watching. And, we are slowly easing them in with photos Dr. Evans has taken when he has been on the ground there. Weve shown them their first few pictures of serious burns.
Terpstra says the school is currently fundraising $60,000 to cover the costs of the trip and the purchase of a generator. The hospital is lacking in almost every medical convenience we take for granted in Can-ada.

The UFE is an exam written by Chartered Accountant students across Canada over three days in September. Passing the UFE is truly a milestone achievement. Karen has been with the Chan Nowosad Boates team for almost 20 years serving and managing a variety of clients as an accounting technician and in 2010 decided to become a Chartered Accountant (CA). Marlo joined us in January 2006 after completing her Bachelors degree in Forestry at University of British Columbia and began her training in the CA Program. Marlos recent focus of work is in the trust, estate, non-resident department although she has also utilized her degree in forestry with that sector of our clients. Both Karen and Marlo completed their articling and rigorous course schedule delivered through the CA School of Business (CASB) leading up to the UFE. Karen quali ed as a CA this December and Marlo will qualify as a CA in January. We are all very proud of both of their accomplishments and look forward to having them continue serving their clients and mentoring our newest CA students. Chan Nowosad Boates has been providing accounting services to our clients on Vancouver Island for nearly 30 years. We attribute our success not only to our clients but also to providing continuing education and training opportunities to our team members and having great people like Karen and Marlo, who take the initiative to further their education.

School District 72, along with the other school districts across the province, is being asked to find savings in its budget to pay for salary increases for support staff in schools from kinder-garten to Grade 12.
And thats not sitting well with the Board of Education.
We find it increas-ingly frustrating that we are being asked to bargain provincially, and yet locally fund any settlements, wrote Michele Babchuk, chair of the SD72 board in a letter to Education Minister Don McRae, on behalf of the board of education. We will find it very difficult and unreasonable to provide a savings plan that will not impact students today or in the future.
McRae is asking the board to come up with a 1.5 per cent savings,
and it must not have a negative impact on educational programs. He said hes asked the board to look into their district opera-tions to find savings of that amount by next month.
Babchuk said the board has grave con-cerns in the expecta-tion that Boards of Education and School Districts find such sig-nificant savings with-out effect to programs and services.
Of significant con-cern is the govern-ments apparent belief that we have the ability to free up funding from existing budgets to pro-vide for compensation increases without neg-atively impacting the delivery of educational programming for stu-dents, transfer costs or reducing service levels to the public, Babchuk wrote to McRae.
Babchuk goes on to explain that School District 72 has already had to cut more than
$3 million over the last five years, with signifi-cant reductions and changes to programs and services, in order to create a balanced budget. The last two years have seen the board make cuts of more than $1 million.
This year it does not appear the situation will be much better, as the district is facing
a reduction in fund-ing from the province of $576,385; possible loss of Education Plan funding of $105,160; a teacher pension plan increase of $330,00; a Workers Compensa-tion Board and BC Hydro increase of $60,142, for a total bud-get implication of $1.1 million before adding the 1.5 per cent savings
expected by McRae.Any efficiency iden-
tified for our savings plan will ultimately impact services and will negatively affect our 2013/2014 budget, Babchuk said. With a half year already com-pleted, finding 1.5 per cent savings within the next six months will prove to be extremely difficult.

Graduation rates throughout School Dis-trict 72 are improving.
Assistant Superintendent Nevenka Fair told the Board of Education at its meeting last week that overall graduation rates, espe-cially among aboriginal students and stu-dents at Robron Centre, are on the rise.
Over the past three years, students have also increasingly been completing Distribu-tive Learning courses.
Last year aboriginal student participation in Science 10 increased to 70 per cent and the pass rate increased to 83 per cent, according to a report from School District 72.
The students participation in English 12 has also increased with 98 per cent passing the course and 69 per cent receiving honours standing.
However, there are areas of concern for the school district.
Student achievement in reading fell sig-nificantly last year through kindergarten to Grade 10 based on classroom and district assessments.
The district says it is considering inter-ventions and other support services for the students.
The district is also considering creating a district numeracy assessment as 28 to 31 per cent of Grade 4 students and 35 to 40 per cent of Grade 7 students are not writing the Foun-dation Skills Assessment and therefore their performance level is not being captured.
The report which highlights education lev-els and graduation rates, will be submitted to the Ministry of Education on Jan. 31.
Once submitted to the ministry, the report will be made available to the public.

Christmas, at least, according to the media, advertising, and everything else that bombards us with messages every day, is about spending time
with family, having a big feast, sharing gifts and being filled with Christmas cheer.
Thats OK for everyone who has a family that fits into the mould of the perfect family. Happy faces, laughing children, people who love you, and an abundance of cash, that is.
But, guess what? Not everyone has a home from a Sears catalogue. Rather than being the happiest time of year, for many people Christmas is an unbearably
lonely time. For those who dont have family to share food and gifts with, being surrounded by images of Christmas merriment and perfect families only highlights the fact that they dont fit the mould.
Everywhere you turn, advertisements, magazines, TV and radio are all telling us we should have a family or someone special to spend Christmas with. For those who cant be with loved ones, or do not have any, this just highlights the fact that they are alone. The fact is, for every person actually enjoying the Christmas that the TV, magazines and stores are telling us we should be, there is a person who is feeling left out. Canadian statistics from helplines have shown that both the number and severity
of calls by depressed persons increases every year through November and December, returning to normal volume towards the end of January. Christmas is depressing. But sometimes, all that is needed is someone to notice a persons existence.
If you know anybody who is spending Christmas alone, stop by with a card, invite them for dinner, or just knock on their door and say Merry Christmas. How good does it make you feel when a stranger smiles at you for no reason other than to show friendliness? Walking down the street, look people in the eye and smile. Make sure those who feel like they have nobody, know that others care.

They are going to cut out the Kitsilano Coast Guard base to save less than $1 million. Wow.
Well, having gone through tough times through life, one thing we did in tough times was cut out the frills.
Now, a suggestion to save millions every year, lets cut the first class travel for our public servants. Thats right folks, come sit back here with the common folk that pay your wages.
When did these men and women that are supposed to do what the people that elected them want (but never do) When did they set themselves up like Royalty, espe-cially in these times of cutbacks.
I am sure John Duncan, because of his gutless stand on our lighthouses, coast guard, etc, etc, will never be re-elected, of course, it doesnt matter now, he is so entrenched in the trough, his future is guaranteed.

NDP leader seeks balance with businessNDP leader Adrian Dix has com-
pleted year-end interviews with members of the legislative press gal-lery. Here are highlights from my dis-cussion with him.
TF: On the Kinder Morgan oil pipe-line expansion proposal, federal NDP leader Tom Mulcair says the federal environmental process would have to be strengthened before a project like that could get a thorough enough hearing. Do you agree?
AD: The B.C. Liberal government has signed an equivalency agreement that says that the federal decision is the provincial decision on these proj-ects.
If it applies to Enbridge Northern Gateway, presumably the B.C. Liber-
als would apply it to Kinder Morgan.They could have done a joint pro-
cess, where [the final decision] would have gone to both cabinets.
They chose instead to give up juris-diction.
They were so afraid of making any decision on Northern Gateway that they sent it over to the federal gov-ernment.
So what weve said is within a week of coming to office, we would end that equivalency agreement, and British Columbia would make deci-sions about both Enbridge Northern Gateway, which applied in May 2010, and any other pipeline, including the Kinder Morgan proposal, for which no application has been made.
Obviously it would have been desir-able for everyone had they chosen a true joint review, as they have in Site C [dam proposed for Peace River], as they did with Kemess North [rejected mine expansion proposal] and other cases.
TF: You dont want duplicated review processes here, you just want a provincial cabinet say in the deci-sion?
AD: Thats right. TF: On your relationship with the
B.C. Federation of Labour, your cau-cus is considering a proposal that B.C. should once again do away with secret ballots for union certifica-tion.
AD: The B.C. Fed makes a case to
the government on a series of issues on employment standards every year. Labour law, every year. WorkSafeBC, every year. Trades and training, every year.
With respect to [accepting signed union cards for certification], it is a democratic process that the New-foundland Conservative government just put into place a few months ago.
So its a proposal from the labour movement and were looking at it.
For most of B.C.s modern history, since World War II, weve had that card-check system in place.
The question would be whether [returning to that system] is a prior-ity for this term in government.

TF: So those kinds of things will be made clear in your plat-form?AD: Absolutely.TF: You picked up
some serious money from the business com-munity at a fundraiser in October. Is that some kind of a record for the NDP?
AD: [Laughs.] It might be a record, I dont know. I think the business fundraiser we did at the Hotel Van-couver netted $350,000.
I think what it reflects is, this year Ive had about 230 meetings with the business com-munity. The purpose of it has been principally to build understand-
ing, particularly on issues of skills train-ing. With the priority I give to skills training, I think Im much more attuned to their con-cerns than the govern-ment has been.TF: I suppose that
kind of success in fundraising might make it more difficult to follow through with
your pledge to ban cor-porate and union dona-tions.AD: I dont think so.
The B.C. Liberal Party has a very high level of corporate dona-tions as a percentage of its total. Were over-whelmingly dependent on individual dona-tions. We get support from unions, but its
not even close to what people would think.TF: So youll cam-
paign for that, as you have before?AD: Yes.

For more than 50 years, NORAD and its predecessor, the Con-tinental Air Defense Command (CONAD) have tracked Santas flight.
The tradition began in 1955 after a Colo-rado Springs-based Sears Roebuck & Co. advertisement mis-printed the telephone number for children to call Santa.
Instead of reaching Santa, the phone num-
ber put kids through to the CONAD Com-mander-in-Chief s operations hotline.
The Director of Operations at the time, Colonel Harry Shoup, had his staff check the radar for indications of Santa making his way south from the North Pole.
Children who called were given updates on his location, and a tra-dition was born.
In 1958, the govern-ments of Canada and the United States cre-ated a bi-national air defense command for North America called the North American Aerospace Defense Command, also known as NORAD, which then took on the tradi-tion of tracking Santa.
Since that time, NORAD men, women, family and friends have selflessly volun-teered their time to personally respond to phone calls and emails from children all around the world.
In addition, they now track Santa using the internet.
Millions of people who want to know Santas whereabouts now visit the NORAD Tracks Santa website.
Finally, media from all over the world rely on NORAD as
a trusted source to provide updates on Santas journey.
How They Track Santa Radar
NORAD uses four
high-tech systems to track Santa radar, satellites, Santa Cams and fighter jets.
Tracking Santa starts with the NORAD radar sys-tem called the North
Warning System. This powerful radar
system consists of 47 installations strung across the northern border of North America.
On Dec. 24, NORAD monitors the radar systems continuously for indications that Santa Claus has left the North Pole.
The moment that radar indicates Santa has lifted off, we use our second detection system.
Satellites positioned in geo-synchronous orbit at 22,300 miles from the Earths surface are equipped with infrared sen-sors, which enable them to detect heat. Amazingly, Rudolphs bright red nose gives off an infrared sig-nature, which allows our satellites to detect Rudolph and Santa.
The third tracking system is the Santa Cam network.
They began using it in 1998, which is the year we put our Santa Tracking program on the internet.
Santa Cams are ultra-cool, high-tech, high-speed digital cameras that are pre-positioned at many locations around the world.
NORAD only uses these cameras once a year.
The cameras capture images and videos of Santa and his reindeer as they make their journey around the world.
Fighter Jet
The fourth system is made up of fighter jets.
Canadian NORAD fighter pilots flying the CF-18 fighter jets intercept and wel-come Santa to North America.
In the United States, American NORAD fighter pilots in either the F-15, F-16 or the F-22 get the thrill of flying alongside Santa and his famous rein-deer: Dasher, Dancer, Prancer, Vixen, Comet, Cupid, Donner, Blitzen and, of course, Rudolph.

More than one-third of the garbage gener-ated by Campbell River homes is going into the landfill when it doesnt have to, say city staff.
Amanda Taylor, who co-ordinated the citys compost challenge this summer, said about 35 per cent of residential waste could be compos-ted.
The average house-hold in Campbell River generates 372 kilo-grams of garbage per year and on average, over one-third of resi-dential waste consists of food waste that can be composted, Taylor said. Diverting organ-ics from the landfill is especially important as organic material takes up unnecessary space at the landfill, and releases methane
gas, the most potent of all greenhouse gas emissions contributing to climate change.
To encourage Camp-bell Riverites to com-post, the city conducted a reality TV style com-post challenge in which six local families went head-to-head to see who could reduce the most garbage.
The goal of these programs was to get more residents in Campbell River back-yard composting in an effort to divert organ-ics from the landfill, Taylor said. In lieu of an organics curb-side collection service in Campbell River, the programs provided residents with a finan-cial incentive and edu-cational opportunity to increase participation in backyard compost-ing.
The city was in a posi-
tion to run the chal-lenge after securing $50,000 from the Comox Strathcona Waste Man-agement. Part of those funds went to purchas-ing new iPads for the families who used the technology to film their efforts. Each of the families videos were edited together to create one short film which the city was invited to present at the Coast Waste Man-agement Associations annual conference at the end of October in Victoria, where 350 del-
egates saw Campbell Rivers waste reduc-tion efforts.
Alongside the Com-post Challenge, a Com-poster Rebate program was launched this year to encourage backyard composting and in the process cut down on the amount of waste going into the landfill, which is rapidly near-ing capacity.
Taylor said a good example of how com-posting can impact a familys garbage out-put is the Revoy family, which won the Com-
post Challenge.As an example of
composting impact on waste diversion, the Revoy family docu-mented 29.6 pounds of garbage the week before the challenge and finished with a 5.85 pound average from weighing their garbage weekly throughout the challenge, Taylor said.
Coun. Claire Moglove said composting is a valuable tool for a com-munity whos landfill is quickly running out of space and will need
to be closed in the next couple of years.
Having sat on the solid waste board for the last four years the cost involved in deal-ing with our landfills is absolutely enormous and the longer that we can have our landfill stay open and not have to spend the $7 mil-lion its going to cost to close our landfill the better, Moglove said. So this type of diversion of organ-ics is really important and when I see that the Revoy family, the win-
ners of the challenge, their documented reduction.. .that is amazing and the more people we can have do this the better.
Taylor said city staff will continue to promote waste reduc-tion initiatives and rebate programs when opportunities present themselves although no composter rebate programs, which were funded through the Comox Strathcona Solid Waste Manage-ment, are planned for 2013.
