Would such training material become a domestic reference in the construction industry?

The Chinese Nuclear Society is moving in that direction. It retained Fuqing Nuclear Power Company Limited to undertake the nuclear industry information resources sharing platform known as the Nuclear Technology Digital Library. This platform is set to gather all the knowledge from the industry.

What that project does not indicate is whether or not the quality assurance audit from other nuclear power plants, such as the newest “Quality Month Program” of Fangjiashan, would be available on this platform.

The signal could come from CNNC and Ventyx Enterprise Asset Management that built a nuclear power plant production management system, known as the N1-EAM to obtain standardized information platform stage results. All units from Fuqing, Fangjiashan and Hainan Nuclear Power plants will be the pilot projects.

The other significant improvement in quality assurance systems in September comes from the manufacturers, in particular in the Zirconium, the welding and the AP1000.

Gao Pengfei, deputy general manager of State Nuclear Baoti Zirconium Industry gave a lecture on nuclear product quality assurance for the Zirconium and Titanium industry. Besides, CNI 23 unified its quality assurance system operation for its new welding’s assessment center.

In Shandong, Yantai nuclear power base built a 40,000 square meter project to manage the AP1000 nuclear island engineering, production and operation of major special issue of R&D. A competitive project to the Yantai base is the Advanced Civil Engineering Materials Collaborative Innovation Center. The center was created by eight universities (3) and is led by Huaxing Construction Company, inaugurated in Nanjing to become a demonstration platform and joint laboratory-training base.

The month of September denoted a fascinating vitality from all the stakeholders in the nuclear power industry to improve the fields of education, training, design, manufacturing and management. In these regards, we believe the industry should integrate in and use the new digital library of Fuqing, analyze the CNI 23 new model of management and finally support the expansion of Yantai, Haiyan and Nanjing bases.

In China, the Fukushima accident has not only brought into question the safety of nuclear power plants. The quality of management and education are now the main focus of the Chinese nuclear industry.

The international seminar on nuclear safety and serious accidents, hosted by SNPTC, involved 167 experts and scholars from sixteen countries and highlighted the continuity of China’s nuclear expansion (1).

The dilution of experienced staff by the arrival of fresh graduates reveals an impractical education system that cannot match the requirements of the construction, engineering and operation of nuclear power plants.

During the month of September at least twelve different events were dedicated to education, safety, standards, and management.

The education industry had the opportunity to express its concerns in Xining. Invited by CNNC with 35 delegates from research institutes, nuclear power plants and government officials(2), the participants indicates the lack of a joint training policy, exchange training programs, different admission selection methods and curriculum, no paper requirements, no mentor team building, and distinctive education management systems.

On the other hand, representatives from the nuclear power training groups stated their internal demand to ensure the safe operation of nuclear power. As per examples, Jiangxi Nuclear has taken steps to become a training department, responsible for corporate training work, while the China Nuclear Energy Association, with Suzhou Thermal Power Research Institute, organized a working group on the reliability maintenance in the nuclear base of Haiyan.

During the nineties, China had no major investments in the nuclear industry and most of the universities reduced their nuclear education. Consequently, the restart of the nuclear program in 2006 was disturbed by the lack of human capital. In 2012, the significant shortage of experienced nuclear power staff still affects the quality and safety properties of construction sites.

The Fourth Institute of Nuclear Engineering of CNNC that hired external quality assurance experts to provide expertise in nuclear engineering quality control and assurance management conveyed one solution.

CNI 23 brought another solution. The SOE issued training materials on construction company knowledge management, these included the following fields: technology, welding, quality, safety, financial expertise, business, human resource, information document management, and administration.

Dynabond Powertech Service interviewed Michael H. Chatlani, Vice President, Marketing & Sales for L-3 MAPPS Power Systems and Simulation

DPS: Could you introduce us some of your personal background information? And when did you join L-3 MAPPS? What’s your position?

Michael H. Chatlani: I have been with L-3 MAPPS and its predecessor for some 26 years. Our business was acquired by L-3 Communications Corporation from CAE Inc. in February 2005. I have been connected to power plant simulation since 1991, then as a project manager. I am presently vice president, marketing & sales for L-3 MAPPS Power Systems and Simulation.

DPS: Could you give us an overview of L-3 MAPPS?

Michael H. Chatlani: L-3 MAPPS essentially produces two products—control systems and simulators—for three different industries: naval marine, power generation and space applications. In power generation, we have been producing high-fidelity nuclear power plant simulators for operator training and for assisting plant design, verification and validation for almost 40 years. L-3 MAPPS is the world leader is developing nuclear plant simulators. This success is largely due to depth of our resources—a very stable and experienced workforce and the most advanced technology available in the market—Orchid®.

DPS: The first L-3 MAPPS simulator project in China was the supply of a full scope simulatorfor the Qinshan Phase III Nuclear Power Plant (Zhejiang, China). Can you tell us more on how the project was developed and the results attained?

Michael H. Chatlani: That’s right, our first full scope training simulator in China was for Qinshan Phase III. The project was awarded to us by Atomic Energy of Canada Ltd. (AECL), the designer of the CANDU plant at Qinshan Phase III. The full scope simulator, the tenth CANDU plant full scope simulator by L-3

MAPPS, was successfully put into service at the plant site ahead of the first plant unit going into commercial operation, a key goal of the end user, TQNPC, to meet its operator training objectives. This was made possible thanks to the “common mission” cooperation that was experienced between TQNPC, AECL and L-3 MAPPS throughout the development of the simulator.

DPS: Regarding the current status of the nuclear industry, digital control systems can play a crucial role on the monitoring process of the plants. How is L-3 MAPPS facing this fairly new environment?

Michael H. Chatlani: We have had a great deal of experience with both digital control system (DCS) upgrades to existing plants and full DCS control for New Build nuclear power plants. Our control systems background uniquely positions us to effectively incorporate DCS on simulators through various techniques, depending on the DCS vendor solution and customer preference. L-3 MAPPS has incorporated DCS solutions from many vendors like Westinghouse (Common Q/AC160), Emerson (Ovation), AREVA (TXS), Siemens (SPPA-T2000 and SPPA-T3000), Invensys (Triconex and Foxboro I/A), Mitsubishi Electric (MELTAC) and China Techenergy (HOLLiAS), to name just a few. The latest New Build full scope simulators in China that take advantage of our combined control system and simulation experience are Ling Ao Phase II and Hongyanhe Phase I.

DPS: L-3 MAPPS also provides full scope simulators for plant training, not only in terms of safety issues, but how important are simulators in terms of efficiency rates for nuclear power plants?

Michael H. Chatlani: This is one of the reasons why “high-fidelity” matters so much. In the plant models developed by L-3

MAPPS, each plant system is simulated with great detail and with attention to details. Each component of each system is discretely simulated thereby proving accurate results. We don’t take shortcuts. This may sound like a huge task, but it is not so difficult for us. We introduced object-oriented graphical simulation to the market in 1991. Since then, we have built almost all of our simulators and upgraded many simulators using this environment, known as Orchid® Modeling Environment. By being the first to introduce this environment in the power plant simulation world, we have been able to maintain technology leadership and the most extensive component libraries with our continued investment in the toolset and leadership in the business.

DPS: Could you develop more about your latest product Orchid Touch Interface? What are the benefits of this product?

Michael H. Chatlani: Orchid® Touch Interface is our virtual panel simulator solution. To complement full scope simulators, we introduced Orchid® Touch Interface in early 2011 as a means for customers to have additional simulators with a realistic control room environment at a fraction of the cost of full scope simulators. We initially did this so that our customers could have realistic classroom simulators as additional training devices. Since then, Orchid® Touch Interface has also been selected by a prestigious lab in the U.S. to perform human factors studies for introducing DCS into existing nuclear power plants.

Orchid® Touch Interface uses large HD screens with a touch screen interface on which we reproduce the plant control room with photorealism and is driven by the plant simulation exactly like the simulation drives the main control room panels on the full scope simulator. The software is also equipped with an intuitive navigation facility that allows users to easily navigate to any area of interest in the virtual control room.

The main advantage of this product is that it enables customers to have additional near life-size simulators at a fraction of the cost of the full scope simulator, so that individual and team training can also effectively be performed outside of the full scope simulator facility. It is also an ideal solution for young learners that are entering the nuclear plant workforce. Because of the L-3 MAPPS client-server architecture, the virtual panels

and related operations are presented with realistic response times, whether the simulated plant is in a normal state or a severe transient is being experienced. Furthermore, as mentioned earlier, the product is so well designed that it will also be used for human factors studies.

DPS: From your experiences in designing simulators, how does L-3 MAPPS adapt its user friendly platforms in regards to different levels of experience from operators? Do the simulators also have to comply with any specific requisites depending on the location such simulators are going to be used in, for example Romanian simulators and Chinese Simulators?

Michael H. Chatlani: We are always looking for the ways to make the platform as user-friendly as possible. This is a driving force in our continual product development efforts. The enhancements and features that are added to our Orchid® toolset are mainly driven by two large stakeholders—our customers and our engineers. Through user forums and day-to-day interaction, we encourage our customers to provide feedback and we take their inputs very seriously—after all, they are important to us and they use our simulators for the life of their plants. Secondly, as we develop numerous simulators continuously and in parallel for power plant utilities, power plant builders, navies and space agencies, the other big contributor are our engineers, who are always looking for ways to make the production process more efficient. Of course, as a business in a competitive environment, it is important that the production process is efficient while at the same time maintaining our high quality standards and fidelity.

We have ensured that all facets of the simulator are in a visual environment. The Orchid® tools that are used by L-3 MAPPS and its partners to develop the simulators are the exact same tools that are delivered to the end users for them to operate, maintain and further upgrade the simulators to reflect plant changes, whether they are updating the simulator’s nuclear island (including the reactor core neutronics), the conventional island or the DCS. As we also recruit many new college graduates, it is also in our interest to make sure the environment is easy to use, and that’s why we develop all aspects of our simulators in a visual environment. When you are assembling a large amount of software, in addition to having great tools, you also need strong processes and a singular commitment to that business.

All of this is to say, no, we deploy the same toolset for simulators worldwide, whether they are in Romania, China or anywhere else. The key is to make sure that the toolset is intuitive and simple to use, so users anywhere, with even basic training from L-3 MAPPS, can run their simulators and introduce changes at will. One of the big success stories in China is CGNPC who use our full scope simulators for the Daya Bay, Ling Ao, Ling Ao Phase II and Hongyanhe Phase I sites. The full scope simulators used at the Daya Bay training complex in Guangdong province are used or operator training six shifts per day at an availability of 99.8 percent of uptime. The simulation technology has also been used by CGNPC for other applications, including technical support for the operating plants and emergency planning, among others.

Interview with Georges Helleux, Director of the Commercial Department for Nuclear Activities at ThermocoaxDynabond Powertech Service met Mr. Georges Helleux, Director of the Commercial Department for Nuclear Activities at Thermocoax.

DPS: Can you i n t roduce the company Thermocoax?

Georges Helleux: A former subsidiary of Phil ips, Thermocoax has been an independent company since 1998. Now led by a French group of financial investors and management, it carries out a strategy of expansion in peak niche markets.

Thermocoax covers various niche markets such as nuclear, aeronautic and aerospace, and the semiconductor market in which we include applications such as photovoltaic. Our main differentiator is the manufacturing of a product that is highly specific, known as mineral insulated cable. This is a flexible cable that resists high temperatures and pressures under high radiation. We are highly specialized in the design and manufacture of the mineral insulated cable; it's the main component we do integrate in our turnkey solutions for cabling systems, sensors and heating solutions.

Thermocoax has a highly specialized nuclear team. We are a medium sized enterprise of 300 people who are extremely sharp in this niche market. Being sharp means to be very challenging on product requirements as well as for the certifications. We have all certifications including the HAF 604 but also meeting all safety codes.

Naturally in the Chinese market, we find two major trends of construction codes. There are both French and American. We can accommodate both, and have many successful references, orders and deliveries in the European and U.S. markets.

Due to our advanced specialization on the nuclear market, our production is 100% in France even if we have factories in Germany, the USA and ultimately China. Considering the high-tech products such as mineral insulated cables, we prefer to maintain our production exclusively in France for the moment.

DPS: What is the position of Thermocoax within the international nuclear market?

Georges Helleux: In terms of geography, our markets are in the advanced industrialized countries. Nevertheless one exception we are not located in Japan since the country has a strong historical industrial independence. In China, we have a commercial office for the moment but we plan to soon expand with a factory.

We are very well established in Europe but also in the US and we have recently concluded impressive deals in China.Internationally, we are in micro-niche markets. This means the market needs are weak but time-sensitive.

We have two market categories, the construction market, such as China, and the retrofit market like the United States. These markets have two levels of maturity with specific needs and require different skills but in both case an indeep operational experience.

Our recent successes are in China. Our flagship products are pressurizer heaters.Maintaining the pressure in a nuclear power plant depends on heating systems. There have been various technologies used in the last forty years. From a technology perspective, we have designed unique products quite different from our US, Chinese and Japanese competitors who expose the power plant to a very long shut down as experienced in 2010 in UK.

We started the production of heaters in the 1970s and particularly focus on the design. Projects move slowly in the nuclear world and we realized that our design was effective compared to other technologies that can develop major problems. In summary, we have a very positive feedback, which allows us to demonstrate that our products are extremely reliable and do not pose the risks associated with other technologies.

DPS: What is your strategy in terms of R&D?

Georges Helleux: Our R&D is located in France. It has been designed and built with partnerships such as EDF and Areva. For many years, in the international market, we have been working with the EPC and operators. We are currently working on generation IV.

DPS: How do you stay competitive in a highly competitive market?

Georges Helleux: Thermocoax has f i f ty years of experience. We stay connected to the market price. Whether we are in the USA or China, the overall unit value of our products is roughly equivalent. We create partnerships with the operators. We gradually improve our products, offering levels of availability and reliability that exceed the requirements of the operators. Once our products are installed, the operators do not want to hear from us. It is necessary that the products work and do not pose problems.

Our products are designed for the plant’s lifetime. Our first products were provided for the first French nuclear power plant, Fessenheim, which went into operation in 1977, and they still work perfectly.In our markets, it is crucial to be very patient, because after years of use, intrinsic defects can emerge. We are a small company and have the advantage of having partners all over the world.

DPS: What is your strategy in the Asian nuclear market?

Georges Helleux: It depends on the maturity level of the country. For instance we have no interest in Vietnam because the authorities authorities are only in preliminary discussions for their nuclear power plant technology.

Regarding South Korea, we are a qualified supplier for KHNP, which is the operator. We are on the preferred list of vendors when KHNP needs to buy heaters and mineral isolated cables.

In the long run, we have a real desire to be established in China. We are interested in several regions such as Guangdong.We do not know yet exactly which province to locate in. If we firstly started a company in Sichuan we may use it as a base, but logically, it would be better to establish our factory close to business areas where our products are needed and then go upmarket if we can find local skills and competence.

DPS: When did you arrive in the Chinese market? Can you tell us more on your achievements and ongoing projects?

Georges Helleux: We started our business in China through the nuclear industry and our first projects were Daya Bay and Qinshan II. We had two set-ups. Our first client was Areva. We provided components which were manufactured and assembled in France and then shipped them to China. Other projects vary according to market maturity. This has been the case with Qinshan II for which we delivered directly to our Chinese customer. In terms of Chinese nuclear power plants, we have provided reactors and all the CPRs to Qinshan.

We have been very active in the CPR 1000 and we now have the ability to provide the AP 1000. We are in discussions with OEM for the design and technical aspects that are fully validated. However due to localization requirements, the Chinese government gives priority to domestic suppliers. Unfortunately they have little or no experience of particular applications and they use conventional designs. What gives us our competitive advantage in China, is above all our operational experience but also our technical advantages. It is a plus for the operator on a medium/long term basis.

In the nuclear market we must be very patient to attain the combined experience we had in the French and US market. Time is on our side.

DPS: Did you confront any difficulties during your establishment in the Chinese market?

Georges Helleux: What has been most problematic with China has not been managing very large orders but the post Fukushima outcome. We have had contracts frozen for a year but due to our international presence, we prioritarize others projects. Over the last three decades we'vr never stoped manufacturing, it is important to maintain production skills through highly qualify personnel.

DPS: What impact did the accident of Fukushima have on Thermocoax?

Georges Helleux: Many contracts have been suspended. But the impact will be economically positive since operators will be more rigorous in their procurement of components. We realized that European products were attractive to Chinese industry. In terms of product supply, our Chinese competitors were too ambitious and that inevitably prejudiced their product’s quality.The stakeholders of the nuclear business must refocus on the fundamentals and the concept of nuclear safety, which is also a very good thing for Thermocoax.

DPS: What is your relationship with Areva?

Georges Helleux: Areva is a highly respectable customer. As a small company we are completely independent. We work in harmony with Areva, we have supplied Taishan and hopefully we will have other opportunities. Despite the fact that Areva is also subject to the policies of the Chinese government which are increasingly to buy local. CGNPC and CNNC will evaluate whether it is better to have mature Western technologies or to buy from domestic companies.

DPS: Could you introduce CORYS and describe your position within the company?

Charles Rosmorduc: CORYS is a French company based in Grenoble and a subsidiary of AREVA TA. AREVA TA took control of CORYS in 2009. Areva owns 66% and EDF 34%.

AREVA TA is an AREVA entity that manufactures on-board reactors for nuclear submarines, with other activities including transportation and aerospace.

CORYS was created 25 years ago. Today it comprises about 250 employees - 200-220 in Grenoble, 15 in Beijing (a subsidiary created in 2007) and 35 people in the U.S.

CORYS has two businesses. Firstly we manufacture simulators in the field of transport (trains, trams and buses). Our second activity is in the field of energy. We build training simulators for the operation of nuclear power plants and we also have an important activity in the engineering of these plants. In the past, we manufactured simulators for hydro and conventional power plants.

I'm the Director for Asia and the Middle East. I oversee all business development in Asia and I am also responsible for the subsidiary in China.

DPS: Where does CORYS rank i n t he international nuclear market?

Charles Rosmorduc: CORYS is mainly focused in the nuclear segment. We are currently developing the simulators for the EPRs in Flamanville (EDF)in Taishan (CGNPC).

We consider ourselves to be a leader in the EPR and we have strong activity in Eastern Europe where we upgrade the simulators for nuclear power plants. We are also leader of maintenance service in the United States. Our subsidiary in the USA has a 60% market share in the maintenance and upgrade of the nuclear power plants.

We consider ourselves to be one of the leaders, without being number one - because in reality there is no real number 1.

DPS: Tell us about your projects in China.

Charles Rosmorduc: We have participated in two major projects in China. The first one was a verification and validation (V&V) simulator for Lingao II. The initial set up, based on data from Lingao I, was achieved in ten months. The Lingao II data was assimilated according to the progress of the design. This project was completed in 2009 and was a great success because the simulator was used to train operators prior to the supply of the digital control system.

And as I said before, we are currently developing the FSS for the Taishan EPR.

DPS: Can you tell us more about your next projects in China?

Charles Rosmorduc: In addition to the Taishan project, we are looking forward to Taishan III and IV. We delivered simulators for the phases I and II and will adjust our system for the next phases.

If there are new EPR projects, we will be very interested in taking part. We have participated in several tenders but most are awarded to Chinese companies. We are not involved in CPR 1000 or 1000 ACPR projects.

DPS: What are your impressions of working in the Chinese market and what were the main obstacles and technological challenges of the Taishan EPR compared to your other markets?

Charles Rosmorduc: Regarding our projects in China, we found that the Chinese are hard to negotiate with. However, once the project is launched, they are quite down-to-earth. They are effective and quick. In addition to the structural difficulties encountered on all simulator projects, there are no special problems related to China.The EPR projects are difficult for several reasons. to develop the simulator and quickly reflect every new version of data in the simulation software. We have set up an object oriented workshop with powerful graphics capabilities and a traceability concept that lets you quickly find patterns, identify changes and implement these changes quickly. When a problem occurs, we can quickly identify it because we have access to the entire database.

In ALICES there are also many advanced features that allow generating a complex simulated control system from any kind of specifications (general or detailed). We are just about the only company performing this kind of operation.

We have one fur ther advantage: in ear ly stages of development of the plant, we can simulate the tasks of the control system and perform verification and validation of the control system.

CORYS is probably the company the best experience and track records on this engineering and “full” simulation approach applied to large NPP FSS projects such as EPRs.

DPS: How much do you invest in research and development?

Charles Rosmorduc: We have a permanent team of 5-6 people working in our research and development workshop. This number increases with large orders. We spend 10% of our turnover in Research and Development. This workshop is very modern, fully dedicated to the development of nuclear models.

DPS: Are you working on the new EPR projects in India and England? In the Asian market such as in South Korea and Vietnam, how do you position CORYS?

Charles Rosmorduc: We are competing for the EPR projects in England and India but nothing is decided yet.As for the Asian market, we will follow closely the progress of EPR sales.

interfaces, I mean real operator stations and other panels to achieve what we call an emulator. This emulator is available only when the control system is unused. However, the control system is often installed at a later stage in a nuclear plant, as it is adapted once all other parts are supplied. We are supposed to use the simulator when the control system is complete. However, the simulator must be ready a year before the first fuel loading. So we face a paradox - that is to say that the simulator must be completed with an element necessarily overdue when it should be upstream of the installation. Here is the structural difficulty of the simulator. We face this challenge on the Taishan project, but also on all plants or EPR where this method of implementation has been chosen by the customer.To limit the impact of DCS emulation delays, we implemented a simplified simulated version of the I&C system for Taishan allowing to test the process models while the emulator is being worked out.

DPS: Have you achieved your goals?

Charles Rosmorduc: In the first place, the establishment of the subsidiary in China is aimed at the Taishan project. From our perspective, the Taishan project is a success; there is no delay on the schedule, thanks to the use of a module to test simulated models. Secondly, we have implemented a production unit for new projects. We have a team that works on Taishan and also on other overseas projects. We have since developed a range of licensed software for basic training.

We named this product SIREP. SIREP has been a success because it is simple to use and easy to implement. We provide the software and then we train people to use it as well as supply teachers who can design practical assessments for students. The basic principle is to design a training simulator for pressurized water reactor.

We are pleasantly surprised by our success because we have 4~5 clients, and many prospects. We perform an annual week of training for the Chinese subsidiary of the “École Centrale” with students focused on nuclear engineering.

DPS: AREVA is your major shareholder with 66% stake; do you depend on your shareholder’s strategy for your domestic and international projects? Does AREVA actively support Corys?

Charles Rosmorduc: AREVA is our parent company so they support us on all our projects. In addition, we worked closely during the design of the simulator. The design teams provide the necessary data for the simulator, which contains thousands of documents.

When developing a simulator, we identify a number of improvements in both the instrumentation and control in the various systems that are tested and we provide such feedback to Areva.

DPS: What are your competitive advantages?

Charles Rosmorduc: Our main advantage over our competitors is our development workshop, called Alices. To build a simulator, we need thousands of documents (up to 10,000 documents). We develop the simulator a year before the fuel loading, in parallel with the construction of the plant. So we receive documents in versions A, B and C, etc. We must be able

Highlights of the MonthChina will put forward New Nuclear Safety Requirements for Newly-Built Nuclear Power Plants

China is plotting a new set of nuclear safety requirements for newly-constructed nuclear power plants in order to take a further step on the basis of the original one.

Firstly, to strengthen the quality of management guidelines, and the corresponding training practices. Secondly, management is to increase safety margins, maintaining an appropriate safety margin in the design and operation of nuclear power plants making up for the lack of human understanding and therefore reduce unknown security risks.

Thirdly, in technical terms, when designing the nuclear power plant system, emergent cases should be considered. If one diesel engine fails, there is another one to provide power.

To Lift the Ban on China’s Nuclear Power by End of 2012

Yu Zusheng, the expert from the Committee of Experts of SNPTC, indicated that China’s new nuclear power projects are expected to lift the ban at the end of this year while it is quite possible to continue to approve new projects in a nuclear forum. The report says China’s nuclear power restart is on the way.

XuYuming, the deputy secretary of China Nuclear Energy Association said that China would continue to develop its nuclear power and the third-generation nuclear technology would be the main stream in the future.

Mr. Xu also revealed that the 80MW installed gross capacity would decrease to 60-70MW by the year of 2020.

British Nuclear Projects plan to Limit Chinese Shares

Chinese enterprises, bidding for British Horizon Nuclear power projects, possibly cannot own the majority of shares in the consortium who won the bidding as the British nuclear power projects intend to limit Chinese shares in order to reassure people for their worry that China controls one of the largest reactor construction plans in Britain.

British officials have indicated that they hope Chinese partners in the competitive consortiums would hold minority shares, however, it is difficult to limit them to hold shares as a great amount of investment comes from Chinese banks.

Horizon plans to build a reactor and there are at least 2 consortiums intending to bid for this. One is led by Toshiba, Westinghouse in cooperation with China’s SNPTC and America’s Exelon and the other one consists of Areva with the French government holding the shares and CGNPC with the Chinese government holding the shares. The final bidding will begin next month.

Six Nuclear Power Bases Open to the Public

It is reported that CGNPC would open six nuclear power bases to the public on the 23rd of September including Daya Bay, Taishan, Yangjiang, Hongyanhe, Ningde, and Fangchenggang . Except Daya Bay, all the other bases are under construction.

On that day, the guests can listen to the lectures on nuclear power, visit the equipment modules of the nuclear islands and watch the propaganda films. Visitors can get more knowledge about the operation of nuclear power plants and the safety control measurements.

From the 20th to the 21st of August, the State's Nuclear Power Plant Service Company (SNPSC) department of technical permit and project management of SNPTC went on a visiting and exchange tour in Daya Bay Nuclear Power Operations and Management Co., LTD.ShiYadong, the deputy director of Technical Permit Department for SNPTC introduced the situation for the AP1000 transfer of technology. The Localization of China’s Nuclear Power Equipments

From the end of 2010 to the summer of 2012, there have been 6 units million-kilowatt reactor pressure vessels (RPV) delivered continuously to Hongyanhe NPP and Fuqing NPP from Dalian Nuclear Power Equipment Manufacturing Base. The RPV in Hongyanhe NPP Unit 1 is the first one with the independent intellectual property rights in China. China First Heavy Industry (CFHI) announced to the whole world the outstanding units million-kilowatt reactor pressure vessels (RPV) delivered continuously to Hongyanhe NPP and Fuqing NPP from Dalian Nuclear Power Equipment Manufacturing Base. The RPV in Hongyanhe NPP Unit 1 is the first one with the independent intellectual property rights in China. China First Heavy Industry (CFHI) announced to the whole world the outstanding achievements that China's nuclear power equipments will realize localization and specification with the CFHI at its backbone.

In addition, CFHI has made a breakthrough in the scientific research and production of nuclear power products. 80% of domestic nuclear power pieces and 70% of RPVs are made by CFHI.

In 2011, CFHI undertook the manufacturing tasks of 5 RPV units for Fuqing Unit 1 and 2, Yangjiang Unit 1 and 2 and also Fangjiashan Unit 1, marking as the first in history of the domestic nuclear power equipment manufacturing sector.

Nowadays CFHI is trying to provide a comprehensive solutions system for nuclear power users. Following this guideline, currently it has mainly focused on the nuclear island steam system suppliers.

New Industrial Park in Taishan—Nuclear Power Center for the Future

The promotion of Taishan’s new industrial park will be held in Taishan city on 23rd Aug when there will be 15 key projects signing contracts on site, marking the official start of Taishan’s industrial park plan . Company NewsZECEF Won the Bid for Tianwan Phase-II Project

Recently Jiangsu Zhenjiang East China Electric Power Equipment Factory (ZECEF) has won the bid for the forced-air-cooling enclosed busbar in the bidding of Tianwan NPP Unit 3 and 4. It is said that the forced-air-cooling enclosed busbar product provided by this factory is the first completely localized equipment. The factory once undertook the tasks of the installation of exported enclosed busbar and its later-stage project transformation so its capability was recognized by experts from China and Russia.

Tianwan NPP Unit 3 and 4 is another major project promoting China-Russia cooperation in the nuclear energy field after their cooperation in the construction of Units 1 and 2.

Three Major Achievements Passing Assessment and Review Meeting

Authorized by the National Energy Administration, China Machinery Industry Federation held the assessment and review meeting for the three projects jointly developed by National Energy NPP Nuclear-Level Equipment Development Center, China Nuclear Power Technology Research Institute and Suzhou Baohua Mechanical Technology Co., Ltd. The three projects are the "Million-KW Pressurized water Reactor Nuclear-Level Sealing Elements High-Temperature & High-Voltage Test-Bed", the "Million-KW Pressurized Water Reactor Voltage-Stabilizer & Evaporator Metal Graphite Shim and Engineering Sample" and the "Pressure Vessel C-Type Sealing Ring Development Program Technical Review Meeting".

At the meeting all the experts strictly reviewed the reports and testing reports. In addition, they’ve watched the performance testing on site of Baohua Company.

The successful development of the testing bed fills in the domestic blank and the success of metal graphite shim and engineering sample breaks the long-term foreign monopoly situation in the shim plate used by voltage stabilizers and evaporators.

High Records for Fuel Rod and Fuel Assembly Production for CNFSC

By 22nd of Aug, the Assembly Workshop for China Nuclear Fuel Southern Co., Ltd (CNFSC) has produced 203452 fuel rods, more than 64570 compared with the same period of last year; 731 sets fuel assembly, more than 242 compared with last year; relevant assembly 545 sets with 0 record in the same period last year. This satisfying “transcript” lays a solid foundation for the objective “Thousands Moving towards Billions” put forward by CNFSC at the beginning of this year.

In order to finish the task of producing thousands of fuel assemblies, three product lines for fuel rod were launched at the same time, two lines for 300MW and AFA3G rods and one for VVER fuel rods. The daily production is 330 pieces; assembly production increased to 2.5 sets compared to the original 2 sets. As of today, the workshop is working forward smoothly.

SNPAS Visited the High-temperature Gas Cooled Reactor in Shidaowan NPP

Qiu Shaoyang, the general manager of the State Nuclear Power Automation System Engineering Company (SNPAS) and fellow members visited Shidaowan NPP. In company of the manager of Shidaowan Nuclear Power Company, they visited the high-temperature gas cooled reactor there.

During the visit, Mr. Qiu introduced the preparatory situation in the reactor construction and the one-stop service philosophy. Shidaowan NPP talked about the progress of the reactor. Both sides agree to expand their cooperation in the future.

BYD Wins the Bid for Stored Energy Program

Recently BYD has once again won the bid for high-capacity battery accumulation energy program in CGNPC NPP after it also won the bids for MW stored energy plant programs in the Southern Grid and the State Grid. It was reported that this program is the pilot project of the national energy application technology research and engineering with the scale of 2.5MW/3.5MWh. In case the plant has no power in an extremely severe accident, the stored energy plant can provide emergency power supply to protect the life and property safety.

Successful Development of the First 1000 MW Nuclear Power 2+ Main Pump Motor

Harbin Electric Corporation (HE) successfully completed the type test for its first 1000 MW nuclear power 2+ main pump motor, which announced that the first 2+ main pump motor developed and produced independently by China itself formally come into being.

China used to rely on exports or foreign technology, however the success of this kind of motor provides a broader choice for users.

In December 2008, a subsidiary of HE won the bid for the main pump contract together with the Austrian ANDRITZ company. HE is in charge of the development and manufacturing of the main pump motor independently. Through lots of effort, they finally achieved success and received many praises from various sides.

At present, this company has mastered the manufacturing technology of casting & forging for the main equipment of nuclear pressure vessel and evaporator. Through the accomplishment transfer, the company has become one of the four heavy casting & forging suppliers in the world and its products cover all the domestic nuclear power plants that are under construction.

There have been 6 achievements during the implement of this project receiving a technology transfer fee of CN 60million. Currently, nuclear-used tubular products manufacturing technology has finished the procurement and installation work successfully completing the lead pipe extrusion twice, which basically forms the capability of the industry.

Edwina Winter, the Asian vice-president of American ES Company,and his fellow members visited the CNI Huaxing Construction Company Limited (CNEC) from Aug 29th to 30th .

Sun Qin, chairman of China National Nuclear Corporation met Ric Perez, the new president of American Westinghouse Electric Corp in the headquarters of CNNC. The two sides had a deep and candid communication about AP1000 project of Sanmen Nuclear Phase-I ranging from design, construction progress and the debugging process. They agreed to have a further cooperation plan to ensure the success of the first AP1000 in the world. The 32nd China-Japan Economic Knowledge Exchange Meeting

Qu Dazhuang, the vice general-manager of the State Nuclear Power Technology Corporation (SNPTC) was invited to attend the 32nd China-Japan Economic Knowledge Exchange Meeting held in Changchun, China on the 2nd of September. During the meeting, Mr. Qu made a speech titled “Insist on open policy & win-win cooperation; Benefit human with safer nuclear power” on the behalf of the nuclear power industry.

The central topic of the meeting was around the safety and development of nuclear power. Mr. Qu pointed out that the strategy of China’s nuclear power is to meet all needs for the development of its energy, environment, technology and economy; the policies and guidelines are to ensure the nuclear power development becomes more efficiently based on security; additionaly, the development model is to combine independence and the international cooperation. Secondly, he talked about the situation of the 3rd-generation nuclear technology AP1000 and stressed that Chinese enterprises should always be the reliable and positive partners in the global nuclear power development progress.

The relevant government departments and some celebrated enterprise representatives from China and Japan participated in this exchange meeting.

Training Class on Nuclear Energy in America

"Training Class for Senior Nuclear Energy Management Members in America", held by CNNC and Shanghai Jiao Tong University, solemnly began in Shanghai on 23rd of Aug. Ma Dexiu, the secretary of the Party Committee of Shanhai Jiao Tong Univerisity attended the ceremony and made a welcome speech. Yang Changli, leader of the training group and the vice general-manager of CNNC also delivered his thanks and gave an encouraging speech.

The training class is a new act in which aims to reach the goal of CNNC who expects to become the world’s leader. It will last 15 days, 2 days in Shanghai Jiao Tong University and 13 days in

America. The courses include the international expectation for the development of nuclear energy, small-size modularity reactor, nuclear waste management, nuclear proliferationand and many more. This training class marks CNNC’s work abroad training initiative reaching a new level.

Meeting between SNPTC and ARES

Richard J. Stuart, the president and CEO of ARES and fellow members paid a visit to SNPTC on 22nd ofAug. Wang Binghua, the chairman of SNPTC welcomed and met them.

Mr. Wang introduced the basic situation for SNPTC regarding the progress for AP1000 relying-on projects, the development of CAP1400 and the achievements in the manufacturing of nuclear power equipments. Friendly Exchange on the Nuclear Power Field between Pakistan and China

Dr. Ansar Parvez, chairman of Pakistan Atomic Energy Commission (PAEC), and fellow members, paid a visit to the State Nuclear Power Technology Corporation (SNPTC).

Wang Binghua, chai rman of SNPTC, welcomed them and outlined SNPTC’s; AP1000 project progress, AP1400 development and domest ic nuclear power equipment manufacturing. NPP News Lifting of the First Steam Generator to +20 Meters Platform

On 27th of Aug the first steam generator in Fuqing NPP Unit 2 was successfully lifted to the +20 meters platform in 2RX workshop.

This steam generator weights about 351t with a total length of 21.15 meters and maximum OD 4.48 meters. The lifting was implemented by Fuqing Projects EM2 Team after overcoming a lot of difficulties.

The dismantlement of Ring Crane 250 tons of Mounting Trolley

Ring Crane 250 tons of mounting trolley for Fangjiashan’s NPP Unit 1 was successfully dismantled on 20th of Aug completing the milestone objective for FJSN1EM1-015.

This job is a major one in the ring crane construction. The demolished trolley, weighing 44.328 tons, would be installed in Unit 2 working with other trolleys. The maximum load of the crane is 410 tons and mainly used in main equipment lifting taks including THE EM2 voltage stabilizer, pressure container, evaporimeter. This task was finished safely and effectively.

Sanmen’s Unit 2 Equipment Gates are All Set

On 21st of Aug, 2012 Sanmen’s Unit 2 equipment gate arrived in the wharf of Sanmen’s Nuclear Power Plant and then it was unloaded on to the designated storage site. The gates include two parts weighting approximately 38 tons in total. Sanmen’s SPMO held a meeting to analyze the potential risks in the process of transportation and unloading. It asked every department to work in accordance with the regulations concerned. The successful results for the work will provide valuable experiences for the future tasks.

Agreement on Twin NPPs Signed by China and France

Recently an agreement about the twin nuclear power plants has been signed between CGNPC Hongyanhe NPP and France CIVAUX NPP, in which will play an active role for Hongyanhe NPP to strengthen the international cooperation and improve effectively the management capacity for its units operations. CIVAUX NPP is located in the west of France and owns 2 units in operation in 1997 and 1999 respectively.

Yang Xiaofeng, the general manager of Hongyanhe Nuclear Power Company Limited hosted the signing ceremony of the Twin NPPs deal. Moreover, they held a knowledge exchange around the topics of the organization structure and functions, personnel training and skill promotion and low-temperature freeze-proofing management.

The director of CIVAUX NPP Louis Bellegared, expects that the two sides could strengthen their technical exchange and promote a mutual understanding in the future.

Technical Exchange meeting between Haiyang Project Department and Sanmen Project Department

On the 30th of the August, the exchange team formed by 5 engineers from CNNC24 Haiyang Project Department came to Sanmen NPP, having a 2-day exchange meeting about construction technology and technical administration topics.

The key point of this meeting was the construction measurement and logic of the barrier shield as well as the manufacturing process of the steelwork vault. The two sides also discussed deeply about the procurement and management during the nuclear island construction. In the end, the exchange team visited the construction site and exchanged ideas about the difficulties and techniques during construction.

Subcontract-Signing for Fuqing NPP Units 1 & 2 and Fangjiashan Nuclear ProjectOn September 13th, China Nuclear Power Engineering Co., Ltd (CNPE) and Nuclear Power Institute of China (NPIC) signed the subcontract for Fuqing NPP Units 1 & 2 and Fangjiashan nuclear projects in Chengdu.

Fuqing NPP Units 1 & 2 and Fangjiashan nuclear project took the lead in applying the EPC mode by CNPE, which has a milestone significance. According to the contract, the CNPE has the overall contract for the two projects, while the NPIC is responsible for the primary coolant circuit and system design & technical service as well as the procurement of the reactor system equipment package. At the signing ceremony, Liu Wei, the general manager of CNPE recounted the cooperation history between CNPE and NPIC and looked forward to strengthening their cooperation in the future.The cooperation this time is a major step in promoting the nuclear power industry and lays a solid foundation for the subsequent nuclear project. Knowledge Exchange between QNPC and the Project Department of Fangjiashan

On the 28th of Aug, Cao Shuilin, the vice general-manager of Qinshan Nuclear Power Company Limited (QNPC) and his fellow staff member went to Fangjiashan Project Department to have a knowledge exchange meeting aiming to learn more about the nuclear island installation progress, clarify the restraining factors for the present job and create a good construction environment.

Lin Dong, the manager of Fangjiashan Project Department welcomed them. The two sides had a deep and detailed knowledge exchange on the possible problems in EM2 primary device installation, the system handover and the business contracts. Mr. Cao fully spoke about the installation capacity of the Project Department. Lastly, the two parties agreed to make common efforts for the future and push forward Fangjiashan’s nuclear power project.

This knowledge exchange meeting reached the expected purpose and promoted their friendly cooperation.

IHP Shielding Case Assemblies for Haiyang NPP Unit 1 are in place

On August 24th, the upper & middle shielding case assemblies were successfully lifted onto the lower shielding case providing a foundation for the subsequent installation and the nuclear island’s construction. The whole lifting work lasted for only about one and a half hours.

An AP1000 IHP is located at the top of the reactor pressure vessel and supports the CRDM, rod position indicator, core I&Cand the roof exhaust pipeline. It also houses hundreds of 1E level and non-1E level I&C and power cables needed for rapid opening & closing during maintenance periods. IHP is a complicated structure having an extremely important function.

福岛核事故之后,在中国,不仅核电站的安全问题遭到质疑,管理和教育的质量也成为核工业的焦点。

不久前,由国家核电技术公司主办的国际核安全和重大事故研讨会吸引了 16 个国家的 167 名专家和学者(1)参加,会议强调了中国核电的对外开放政策。

与此同时,经验丰富的核电人才的逐渐减少,而大学毕业新生接受的教育体制缺乏实践,不能满足核电站对于建设、工程和运营的要求。

九月份,至少有 12 个不同的活动是针对核电教育、安全、标准和管理的。

于是,一场关于核教育的会议在西宁举行。中核集团邀请来自科研机构、核电站和政府机关的35名相关代表(2)参与了核教育的讨论。与会者表示,核教育缺少联合培训政策和培训交换项目,选拔方法和科目不尽相同,没有明文条例,没有专业的师资团队和独特的教育管理体系。另一方面,核电培训团队的代表也提出了确保核电安全操作的内在需求。例如,江西核电已经逐步转变为负责集团培训工作的培训部;中国核能行业协会和苏州热工研究院在海盐核电基地合作组建了工作小组负责可靠性维护工作。

回顾上世纪九十年代,中国在核工业鲜有重大投资,很多大学取消了核专业,2006 年核电计划重启,却受到人力成本短缺的影响。2012 年,经验丰富的核电人才短缺影响了核电建设的质量和安全。

针对目前现状,核工业第四研究设计院聘请外部质保专家提供核工程质量控制和管理的专业知识,中核二三建设有限公司这个国有企业则采取了另一方案,发布了建筑公司知识管理的培训资料,内容涵盖技术、焊接、质量和安全、金融专业知识、经营、人力资源、信息文件管理和行政等。

但是这样的培训资料会成为国内核工业建设的参考吗?

中国核学会正沿着这个方向努力,它让福清核电有限公司承担开发核工业信息资源共享平台——核技术数字图书馆。这个平台将会收集所有核工业知识。

有迹象表明,中核集团和 Ventyx 企业资产管理合作建立核电站生产管理系统——N1-EAM,以打造标准化信息平台,福清、方家山和海南核电站的所有机组将被作为示范性工程。

九月份,质量保证体系的又一重大改善来自于制造商,尤其是锆、焊接和 AP1000 领域的厂商。国核宝钛锆业股份公司副总经理高鹏飞发表了关于核级锆钛产品质量保证的演讲。此外,中核二三建设有限公司将质量保证体系应用到其新的焊接评估中心。

山东打造 4 万平米烟台核电基地,用于管理 AP1000 核岛工程管理和生产运营。另一个有竞争力的项目是由八所高校(3)以及江苏省建筑科学研究院等五家企业共同组建的先进土木工程材料协同创新中心,该中心在南京揭牌成立。

九月份的核工业异常活跃,所有的利益相关者都在积极改善教育、培训、设计、生产和管理等方面。如此看来,我们相信核工业会应用福清的数字化图书馆,分析中核二三建设公司的新管理模式,最终支持烟台、海南和南京基地的扩建。

我们最初仅是为我们的用户能够拥有真实的教室模拟机作为附加培训设备。但现在 Orchid® Touch Interface 已经被美国一家著名的国家实验室选用,以便进行在现有核电站中引入 DCS 的人因工程研究。

Orchid® Touch Interface 使用具有触摸屏界面的大高清屏幕来重现电站控制室。屏幕上画面如同摄影照片般逼真。像全范围仿真机上的模拟装置和主控室盘台一样,屏幕上的主控室画面由电站仿真机驱动。软件的直观导航功能可以让使用者轻松地游弋在虚拟控制室的不同区域。

这个产品的主要好处是它可以给用户提供另外一种接近真实尺寸的模拟机而费用仅为全范围模拟机的若干分之一。单人和集体培训都能够有效地进行而不需要占用全范围模拟机。对希望进入核电行业的年轻学习者来说,它也是一种理想的学习工具。由于 L-3 MAPPS 的客户端 -服务器的软件架构,无论是被模拟的电站处于正常状态还是急剧变化的瞬态,虚拟盘台和相关操作都有逼真的时间响应。另外我前面提到过,这个产品也可以被很好地用到人因工程的研究之中。

现在中国市场上有两大主流施工规范,即美国和法国标准。我们能够同时适应两者,在欧洲和美国市场上有很多成功的订单和交付。

高科技产品,我们目前还是希望只在法国本土生产。

DPS:Thermocoax 在国际核电市场上处于什么样的地位?

Georges Helleux 先生:考虑到地理位置因素,我

们的市场主要在发达的工业国家,集中在欧美地区,在那里我们发展得很好。但工业国家中,我们并没有落户日本,因为日本有很强的工业独立性。在发展中国家,我们在中国有一个商务处,计划不久后将其发展成一个工厂。最近我们和中国已经达成了重大协议。Thermocoax 主要在小众市场,也就是说市场需求很薄弱,却具有时效性。我们的市场分类有两种,像中国这样的施工市场和像美国那样的革新市场。这两种市场在技能和特殊需求上有不同的成熟度,但都有着丰富的操作经验。

目前我们的成功主要在中国市场上。我们的旗舰产品是增压加热器,依靠加热系统保持电厂的压力。在过去的 40年已经使用了各种技术。从技术角度来说,我们设计了很多不同于美国,中国和日本等竞争对手的

独特产品。他们像2010年的英国那样把很多核电站长期关闭。

DPS:Thermocoax 是什么时候进入中国市场的?您能讲一下您公司的成绩和正在进行的项目吗?

Georges Helleux 先生:我们是通过核工业进入中

国市场的。我们的第一个项目是大亚湾核电工程和秦山 II 期工程。我们有两种形式。第一个客户是 AREVA。我们在法国生产和组装部件,然后运往中国。其他的项目依据市场的成熟度不同而不同。秦山 II 期工程时,我们把产品直接交付给中国客户。

除了 CPR1000, 现在我们也有能力提供 AP1000 技术。我们正在和OEM 就设计和技术进行探讨。然而由于国产化要求,中国政府优先考虑国内的供应商。但是国内的供应商没有应用经验,设计过于传统。

市场上,耐心很重要,因为经过几年的使用,产品内在的缺陷会慢慢产生。我们是小公司,服务对象却是世界范围内的客户。我们与客户建立伙伴关系,并不断提高产品质量,提供超出客户需求的产品和服务。一旦我们的产品安装完成,客户就不会因为产品问题找我们。所以确保产品安全运作是很有必要的。我们的产品使用寿命很长。我们为法国Fessenheim核电站生产的第一批产品 1977年投入运营,至今仍在工作。

DPS:你们在亚洲核电市场的战略是什么?

Georges Helleux先生: 这要根据各国的市场成熟度而定。

例如,我们对越南不感兴趣,因为越南政府才只是初步讨论了他们的核电站技术。而对于韩国,我们已经是他们 KHNP 的合格供应商。当 KHNP需要买加热器和矿物绝缘电缆的时候,我们就是他们优先考虑的供应商。

从长远来看,我们真的希望在中国设立机构。我们对广州这个地方很感兴趣。

截至目前,我们还没确定落户到哪个省。如果我们首先在四川建立公司,我们可能会把那里当作基地,但是如果能把工厂建在产品需求地就更好了。

摘 要目前很多已运行核电站采用的是模拟仪控系统,并已运行了 20 多年。虽然模

拟仪控系统的性能有限,但长期以来,在实现安全功能时,很少发生事故。虽然得到模拟仪控系统备件越来越难,并且替换件的费用很高,但是很多备件仍然被采用。

数字化仪控系统与模拟仪控系统相比,在性能上有大幅度提高,但是仍面临着一些挑战。数字化组件与过去的模拟组件相比,使用寿命更短。 如果电站超过设计使用年限,数字化组件很难支持这些系统。现在新型核电站的设计使用年限只有60 年,所以必须考虑延长核电站运行年限的总体拥有成本。

数字化仪控系统的开发着眼于延长其使用寿命,主要在以下三个领域:系统构架,组件选择和重视总体拥有成本的经营理念。

数字化仪控系统与模拟仪控系统相比,在性能上有大幅度提高,但是仍面临着一些挑战。数字化组件与过去的模拟组件相比,使用寿命更短。如果电站超过设计使用年限,数字化组件很难支持这些系统。现在新型核电站的设计使用年限只有 60年,所以必须考虑延长核电站运行年限的总体拥有成本。

数字化仪控系统的开发着眼于延长其使用寿命,主要在以下三个领域:系统构架,组件选择和重视总体拥有成本的经营理念。下面用“三腿凳”来进行类比,如果数字化仪控系统想要具有较长的使用年限,其三条腿都要稳健。

如何设计一个可运行 60 年的安全级数字化仪控系统呢?事实上这是不可能的。如果一台数字化系统在 2011 年投入运行,而在 2071 年仍采用原始组件运行,这是绝对不可能的。

你所能做的是设计一台组件被淘汰时更容易调整的数字化仪控系统。如果成功使用该设计,可为电站运营商延长电站使用寿命时提供形式和功能符合的组件或部件作为替换件,而不会因为系统大规模的重新设计或者升级引起损失或者减少收益。该设计可以用以下三个策略完成:系统构架,组件选择和经营理念。结合这些策略可以使数字化技术拥有较长的运行期限,较低的总体拥有成本。

二、系统构架

在设计数字化仪控系统时,系统构架的选择是影响系统使用寿命的主要因素。紧密结合的构架允许陈旧的部件或子系统潜在地影响整个系统,但在采取补救措施时,会产生巨大的费用。相反,松散耦合的系统构架将因陈旧组件引起的后续补救措施产生最小费用。

研究是决定选择整体系统构架的关键。在最终决定系统构架进入研发周期之前,对不同的构架进行调查非常重要。在决定选择系统构架时,需要评估几个领域:硬件总线结构和网络结构。

在寻找硬件总线构架或网络构架的设计时,需要考虑以下三点因素:

2.1 选择一个成熟的构架

与新的设计相比,已应用多年的硬件总线构架或网络构架有更多的优点。成熟设计中的多数应用规则已经建立及测试,已经发现并解决了其很多未知项和特点。新的设计从引进到实现一般需要 2-4 年的时间。并且,一份设计至少需要提供 5 年数据来确定其构架是否满足可预见未来的要求。同时,确保该构架不是接近淘汰的状态也很重要。因此在确保该构架处于足够成熟、稳定的情况下,仍然要重视其预期寿命,两者之间需要平衡。选择已经使用多年的成熟构架的另外一项优点是更容易找到可以使用其硬件和软件的合格工程师。

2.2 选择一个拥有大量用户群的架构

为产品选择合适的整体架构,被提议架构的用户群也是非常重要的。参考大型行业正在使用并有长期稳定运行历史的架构,是决定设计是否长期可行的极好方法。例如,手机行业使用的总线架构,可能不是最好的选择。原因如下:首先,要获得手机行业中使用的元件是非常困难的,除非你购买了大量的部件。其次,手机市场变法非常快,要想先于市场发展方向开发出安全的新产品,几乎是不可能的。参考已经用于成熟市场的总线结构和系统架构,比如军事、汽车或者家用行业,可能可用于扩展产品寿命的设计。

2.3 选择一个简单的架构

最后,我们需要考虑架构的简洁性。架构越复杂,元件开始淘汰时,就越难实现和保持其功能。通常来讲,设计越负责,硬件之间的耦合就越紧密。当发生硬件终止工作故障时,紧密耦合的设计,会带来更高的技术故障可能。

DRS-CCI 在该领域有过经验教训。在开发一个传统产品过程中,选择的架构被称为未来总线技术。这个时候,因为存在很多的技术优势,决定某种设计方案似乎是正确的。然而,这种架构还没有成熟应用,使用未来总线设备的用户群也很小。回顾那些著名的架构 / 技术选择,比如录像机与家庭影院系统,高密度DVD 与蓝光光盘之争。这种选择如此相似,当 DRS-CCI 进行下一次产品革命的时候,非常清楚,我们又犯了一个错误。对 DRS-CCI 有一个说法:他们在未来总线架构上没有未来。这是一个有价值的教训,这个教训告诉我们,选择最新的、最伟大的架构并不一定能确保产品拥有足够长的生命周期。

3.6 利用元件淘汰检索服务

选择元件时,另外一个可用的策略是使用连续的电子元件市场扫描服务,

为终端客户提供关于部件淘汰的数据,这是淘汰管理计划(见3.7)的主要部分。虽然元件已经使用了一些年头,但并不意味着该元件可一直用下去。设计新产品的时候,比较需要选择的元件和来自元件淘汰检索服务的数据,而不是使用某些特定的元件。使用这种类型的服务,也可以解放你的元件工程师团队,让他们专

注于更重要的事情。

3.7 淘汰管理计划

作为供应商,必须为客户提供稳健的淘汰管理计划。这个计划的目的,是通过鉴别、预测和控制淘汰事件中的冲击手段,来消除或者减缓技术和功能淘汰造成的影响。这个由元件工程师、设计工程师、采购工程师和其他任何需要的成员组成的综合项目管理组(IPT),在项目设计和生产的全部过程中实施。综合项目组控制整个淘汰过程,努力更早发现、更早减缓不良影响,进而提高效率。

淘汰管理的目标,如图 1 所示,是为了利用提前的手段,来鉴别和评估潜在淘汰风险带来短期或长期的影响。这个计划获得供应商所有的资源和生产能力,致力于确保不会产生额外的影响。供货商必须建立一个技术蓝图(见3.2),标识临界项、预测淘汰产生的影响、探寻事件进展中的技术替代方案,来为淘汰问题决定最佳的商业案例解决方案。包括但是不限于最终采购、生命周期采购、技术更新和淘汰监测(见 3.6)。

产品设计涉及架构、分析、详细应用在内的一系列功能,相互作用后来满足一组性能需求。系统配置和元件可用性数据,与其他所有程序数据是一个完整的部分,包括系统可用性、备件可用性,以及为分析基本数据建立的预先规划平台技术插入点。执行详细的交易研究来选择设计方法和元件,确保足够的成熟技术来降低设计风险、用于足够的项目产品生命周期来降低淘汰风险。(见 2.1 和 2.2)。

淘汰处理过程的下一个步骤,是评估和监测系统中应用的有潜在淘汰风险元件的可用性。这一步与供应商的设计审核过程配合,在不同的设计阶段完成。元件工程师分析评估部件的当前可用性、预期可用性、采购深度(存在的供应商),以及如果一个部件接近生命周期末期或者已经淘汰后的可能替代品。

一旦初始评价结束后,结果应上报合适的设计主管进行后果评审。

对于新的设计,排除所有已淘汰或者即将结束生命周期的元件,而且更改导致的价格影响要降低到最小。元件的可用性状态改变,在需要的时候,应及时向 IPT 发送通知。

连续预先评估系统中的元件,对于降低生产资源减少(DMS)风险非常重要。DMS 问题推动技术引进工作的需求和时机。搜索服务必须用于持续监测当前设计元件材料列表(BOM),来识别任何元件状态的改变。当这些状态改变通知接收后,会被作为元件改变是否影响有关计划的评判依据。比如说,一个卖主采购另外一个卖主的产品或者来自另外一个卖主的产品线,是不太寻常的。在这种情况下,我们必须调查这种现象是否影响相关元件的可用性和适用性,并根据下面描述的调查结果采取适当的措施。

淘汰产品造成的影响与发布报价请求都会触动材料管理部门对已淘汰或者处于生命周期末期材料列表(BOM)的分析。任何关于元件淘汰的通知都将触发可替换方案的调查。从调查结果推荐的解决方案可能如(图 1)所示:

3.7.1 通过重新设计来替换故障元件

更换或者重新设计任何故障元件,都必须保持原有的接口。根据接口规范,依靠现场可更换部件或者车间可更换部件方式来实现。早期版本 SRU 到新版本的可替换性,必须保证形式、实用性和功能。如果用新选址元件替换故障元件,应考虑其特性。特性表现为三个方面:

3.7.2 生命周期采购

生命周期采购考虑元件可能产生的所有采购需求 ,直到使用结束前。执行

三、元器件选择当选择元器件时,元件过时应当成为一个主要原则。在做元器件

选择时有几种策略可以用来减轻陈旧性带来的负面影响。

3.1 选择有多家供应商的元器件

设计者应当选择多家供应商的元器件。这种策略尤其适合那种分开的元器件,如电容器、电阻器、真空管等。有多个供货源通常表明这种元器件将会用在周期较长的产品上。当某个供应商的生产线出现问题时,这种策略将会有所帮助。

DRS-CCI 曾有过类似案例:某个供应商将一条生产线移到了新工厂,结果花费了好几个月才让新生产线生产出了合格产品。为避免发生这种情况,必须备用供应商可以保证产品的持续供应。

3.2 选择已建立产品发展蓝图的元器件

当选择象微处理器或 FPGA 这种关键元器件时,研究那些已建立和记录产品发展蓝图的供应商是另一种信息来源,这样有助于发展长寿期的产品。虽然产品发展蓝图并不能保证供应商真的制造出新产品,但它表达了一定程度的自信,说明该供应商有未来制造出替代产品的商业态度。如果你发现某种产品发展蓝图和供应商没有你所需的处理器的正式记录的计划,就应当考虑选择另一种处理器或另一个供应商。

同样也要注意一下近期的供应商产品发展蓝图,确保供应商是按照他们制定的计划来实施产品升级。因为制定发展计划与实施发展计划是两码事。

3.3 避免选择“顶级芯片”

市场上有许多元器件是那种所谓的“全能”型元器件。这些元器件往往是将许多特性集成在一个芯片上,并且是由一个供应商供应。这件元器件的核心技术往往是高度专利,而为了完成其它部分的设计,就必须得到这些核心技术。

但这些元器件也极其复杂,芯片需不断升级和扩容并且普遍存在某一个适用早期版本芯片的应用程序而不适用后期版本芯片的情况。

最后,这些设备寿期往往较短,因为它们的供应商不断地在产品上附加越来越多的功能。如果可能,这些设备应当避免被选用为安全系统的核心部分。

3.4 选择带有已建立大量用户群的元器件

如同上面讨论的电脑内部结构一样,研究重要元器件用户群也是非常重要的策略。通过审查已有用户群元件市场的成熟性和稳定性可以洞察元器件的寿期。不要选用那些应用在高度不稳定市场的元器件,如手机和平板显示器市场,这些市场往往带有极高的产品更替率。

3.5 选择可提供长期产品支持方案的供应商的元器件

许多关键元器件的供应商有长期产品支持方案。这种方案可是指在该元器件到了寿期后,该供应商仍可在指定年限内持续提供该元器件,也可以是与另一家供应商签定供货协议。采取何种方法,需要在选择元器件的过程中进行评估。

需要象研究产品发展蓝图那样,研究供应商在长期产品支持方案中的表现。比如,如果某供应商说他们与第三方签定了供货协议,在元器件到了寿期后,由第三方供应商继续提供该元器件,此时需要与第三方供应商联系以上是否属实。同时,需要认真查实保证第三方供应商生产出该元器件的条件。

这里有另一个真实的例子。某原供应商将某关键元器件的旧版设计提供给了第三方供应商,当顾客联系第三方供应商要求购买该元器件时,被告知有最小起订量,而最小起订量远远超出了顾客的实际需求。幸运的是,这一切是在原供应商停止生产该元器件前发现的,顾客还可以从原供应商那里购买整个设备寿期的元器件备用。

生命周期采购计划,需要依靠开发流程控制长期储存、改款以及元件或者模型的健康。需要的元件数量遵照以下原则:

·支持当前订单需要的数量·支持项目销售需要的数量·支持基于安装需求的数量(包括备品备件)

故障管理计划并成立了一个综合团队,努力尽快实现鉴别、管理和减少潜在的故障风险,使故障能够分析并有效减少技术和费用所带来的影响。故障影响的减缓从技术和承受度两

方面综合考虑,从而开发出完整的、有价格竞争力的解决方案。

3.7.3 后市场采购

当一个元件被淘汰后,可以从原厂商的分销商或者有能力复制原厂商设计的设备的制造商处采购。选择供应商时,员工必须事先投入大量精力,来确保这个部件真正符合所有的认证需求和可追溯性需求。

3.7.4 认证可替换部件

认证新元件是产品在设计过程中的一个潜在的昂贵因素。发生任何部件的淘汰事件,都将产生并执行与合同流程相关的认证计划。只要可能,都必须进行相似性认证。一般我们需要进行一些测试,如工程师与客户一起,开发一套认证程序并被批准,在最小化成本的同时提供产品性能的高置信度。

3.7.5 生命周期成本控制

对于 DRS-CCI 的任何产品,生命周期费用都被作为非常重要的考虑因素。在任何元件淘汰事件中,DRS 都采取最有效的策略来降低淘汰事件的后果。我们经常使用的策略包括最后一次购买、生命周期购买和技术更新,因为这些策略控制成本更加有效。使用这些方法,成本控制易于实施,程序花费可以最小化。

四、经营理念最后,我们探讨经营理念。许多供应商,执行“有

五、结论

设计一个拥有较长寿命的仪控系统,并不是件容易的事情。只有采用结构化方法并进行大量研究和评估,才有可能使得仪控系统拥有长期使用寿命。但是,即使在最佳研究条件下,做出了最勤勉的工作,还是有可能因关键元件的淘汰,改变正在执行的最周密计划。因此,围绕整个产品生产周期的高效淘汰管理计划,是开发长寿

命仪控系统中非常重要的部分。

运用 3D 效果仿真模拟加强学习核知识

长。当“数字移民”开发实施的教学项目(使用知识保留率很低的教学方法)遇到“数码原住民”的不同高需求时,其结果可能是一个成功率极低的项目。因此,过短或过长的学习周期会让机构花费过多的钱,却不能满足他们对新劳动力的需求。实际上,学习科目本身没有问题。因为无论工人是哪一代人,他都必须学习“泵如何排水,安全阀如何控制压力,某特殊系统如何控制核反应”等知识,但是教学内容很重要并应保持一致。关键是如何教授这些内容以及学生应有怎样的互动反应?

因此,为了缩小学习差距,有效地教育学生,现在的科目必须做到以下三个方面:

·创造多样化的学习环境,让学生互动、探索并自己积累学习经验。·多媒体取代抽象乏味的课本。·在传统的培训周期中把“学以致用”提到早期阶段。

通过 3D 视觉化和模拟化方式强化学习

为解决这些难题,L-3 MAPPS 设计了一个方案来解决所有问题,而且可在传统培训周期的早期阶段通过实际操作达到练习的效果。L-3 MAPPS 综合运用计算机视觉化技术和高度仿真,以实时生动的实体系统调动学生的兴趣,从而提高课堂学习的效率。通过这种创新的培训方式,L-3 MAPPS 使主要在学习金字塔顶端的学习技巧更加有效,进而提高学生的知识保留率。

3D 视觉化

全程仿真机主要是训练学生如何运营核电站,而 3D 视觉效果则是指导学生了解核电站组件,系统和基础操作行为。3D 模式易于重新配置,使知识系统化,层次化,从而帮助学生达到某阶段特定的学习目的。而仿真视觉模拟可以更加有效地传递先进的核电系统知识,所以它对于基础训练同等重要。学生通过这种方式,不仅能够看到实体排序和他们的操作目标,还能看到特定元件内部,了解它们内部是怎样运作的。3D 模式呈现的最简单东西就是阀门,泵,断路器等这些基本的电厂元件。如图所示。

外壳可以通过“分解 -旋转 -缩放“的步骤展示内部元件的运作。

核电行业正面临一个非常现实的挑战 ,影响其日常活动 : 劳动力迅速老龄化。对新核构建 (NNB) 国家 , 这个挑战更大 , 因为它们需要开发没有经验或没有接触过核电的全新劳动力。劳动力转移带来了新一代的不同背景血缘的工人。不同代劳动力的主要生活方式差异性导致了他们不同的学习习惯和对这类新型学习者的不同要求。相应地,为了获取更大容量的信息,内容的生动形象,信息的及时快捷也是非常必要的。

核工业的人力资源和教学挑战劳动力老龄化

尽管核能行业正试图加强它的安全和重获公众对后福岛时代的支持 ,它仍然面临着一个非常现实的挑战 ,并影响其日常活动 : 劳动力快速老龄化。美国核能研究所 2009 年的调查结果表明 :38% 的核用劳动力到 2014年就会退休 , 届时美国核工业将有 21600 名需要培养和培训的员工 [1]。该行业必须同时考虑到非退休金劳动力流失,到 20124 年这也将占当前劳动力的 10%[2]。据估计 , 仅加拿大就有 65% 的核电行业工人超过 40 岁 ,而且 40% 预计在 5年内退休 [3]。对于越南和阿联酋这样的新核构建国家 ,挑战更大 ,因为它们不得不开发没有经验或没接触过核电的全新劳动力。

新的一代,新的需求

劳动力的更迭为核电行业注入了不同背景血缘的新一代力量。新一代进入核电行业的工人是在现代化的数字技术环境中长大,广泛接触越来越多逼真的视频游戏 , 随处可用的电脑、平板电脑、智能手机和互联网塑造了 Y代 (1980 - 1990 年 ) 和 Z代 (1990 年起 )人的行为习惯和思维方式。这代人被视为“数码原住民”, 也就是那些把计算机,游戏和网络语言看作“母语”而且精通新科技的人 ,相对应地,老一代人则是“数字移民”,即不是出生在数字世界但采用了许多或者大多数方面的新技术的人 [4]。这些基本生活方式的差异产生了不同的学习习惯和对这类新型学习者的需要。有些习惯可以概括为 [5]:

·高度视觉型学习者,更愿意处理图片,声音和视频信息而不是文本信息。·实践型学习者,通过探索学习而不是被动接受间接经验。他们喜欢

探索后得出自己的结论。模拟 ,游戏和角色转换允许他们在实境中 学习 ,也有无穷的乐趣。·注意力持续时间较短 ,所以更喜欢小块内容。

目前的核知识培训方案

“80 年代的技术和方法论”是目前被全球广泛使用的典型培训方案。这种培训方案的结构包括:

·基础教室,即通过课本,演讲,幻灯片演示。·工厂参观,即可以使学生看到真正的核电设备。·全程仿真机,即复制控制室,拥有全部核电系统的详细数学建模。

暂且不说培训对象是哪一代人,培训专业明确表明模拟培训是三个方法论中最有效的学习阶段;模拟培训可以实境练习。教育机构运用各种学习技巧,然后按照他们分别的知识保留率给这些技巧排序,如右图所示。

然而电厂专用的全程仿真机却处于学习周期的后面,而且大部分适用于培训操作者。这是因为它依赖于真实的电厂数据信息。此外,全面学习培训仿真机之前,学生必须了解很多物理系统,程序和它们的相互作用,这样,复杂程序的培训才能富有成效。另一方面,基础教室涵盖的早期培训被列入学习金字塔的“演讲”、“阅读”或者“视听”这一分类中,这表明它的知识保留率很低。L-3 MAPPS 收到了来自一些大学和机构的建议,他们主要是给新生培训基本电厂知识。他们认为新生掌握基础知识的同时,全程仿真机就会呈现很多信息和细节。这相当于在教室里学习飞行理论,而后就尝试飞行 A777 或者 A380。在航天领域,学习飞行是一个循序渐进的过程,随着难度的增大,在小的基础飞行模拟器里学习的时间就随之延

·模拟可以用来在具体操作中收集资料或者按照预先设定的方式和 3D 模型一起下线使用。

·模拟可以和 3D 模型结合,使指导者和操作者的行为能如实地反应出来。

第一种情况,我们可称为“下线模拟”视觉化。这种方式可以为重要的核电站项目设计课程。先是通过高效仿真全程模拟收集资料来确保真实的反应,然后和 3D 模型相结合,不断地重复同样的设定任务。当不需要展示操作者行为或没有系统操作培训课程时可以使用这种方法。通过描述课本内容和阐述具体活动来扩展学习内容,进一步增加知识保留率,从而强化学习和既定目标。再次强调,互动对学生很重要。通过下线模拟,学生可以控制课堂内容的重播并和3D模型互动。这种简单的操作区别开了互动有趣的学习和标准死板的学习。第二种情况,我们称为“实时模拟”视觉化,它是联系模拟数据和 3D 模型的桥梁。有了这座桥梁,当 3D 模型给出反馈后,学生可以随意操作控制板。同样,课堂上也可以使用这个方法,即结合 3D 模式和 2D 电厂系统图标,从而更好地解释复杂的系统行为。

无论用虚拟面板还是核用全程仿真机,实时连接都可以给接受课堂培训的学生提供有用的反馈,这对于参加首次证书培训的人员更为重要。关键的反馈信息强调了日常操作系统知识的重要性,同时结合“实时模拟”视觉化和标准的培训课程,操作者就可以看到他们操作的结果。学生把程序说明和深入的系统知识结合,理解控制室仪表提供的数据信息就简单化了。

结论 随着核电工业劳动力老龄化和退休的加快,教育和培养新一批核用劳动力是

非常必要的。因为新旧劳动者的习惯和需求存在很大差异,现存的教学方法和工具可能没有效果甚至适得其反。3D 视觉化模拟模式运用现代媒介,不仅满足学生对课堂上技术和互动的需要,也及时提供丰富有价值的信息。L-3 MAPPS 坚信这些新工具将会有效地培养出一批有专业素养的核电人才。

这种方式使实物操作都生动形象,这样就避免了传统静态的2D 模式只能通过大脑想象设备运作这一有难度的学习方式。

3D 视觉化模式不同于普通的静态画面或动画视频,它把主动权交给了学生,他们可以随意移动,旋转或缩放模型。使用者甚至可以从 3D 模型上选择一个特定元件进行独立操控。这种互动调动了学生能动性,自觉投入到学习中去。当对他们的空间定位和内部构造的学习非常重要时,3D 模式还可以使重要的电厂元件和系统视觉化。下面的例子就是重要的 NSSS 组件的空间定位和几何体。

3D 视觉化和仿真模拟

经过基础阶段的培训,学生必须学习系统的核电知识。为此,3D 模式将呈现出一幅前所未有的核电系统实体布局图。但仅靠 3D教给学生“如何运行系统”是不行的,视觉化还要加强阐释系统本身的体行为。L-3 MAPPS 在核电站仿真模拟方面有近 40 年的证实经验。高效仿真模型计算相当精确,可以提供大量电厂系统资料数据。全程仿真机包含大量琐碎信息,它可能使没有操作经验和核电系统知识的学生摸不着头脑。然而模拟器驱动的数据可以增强电厂系统的 3D 效果,填补 D 模型缺少的信息。仿真模型计算的性能用来驱动 3D 模型的动态元件,动态组件的不同性能都会显示出来。温度,热含量,压力等这样的物理性质都会像颜色梯度一样显示出来,从而使学生更易理解热液压过程。有了这套3D模型模拟数据,学生可以通过听说读来了解实时生动的实体操作,然后在自己头脑中形成工作模型。

根据不同的课程目标,其实模拟可以用两种方式实施:

重 点 新 闻国核赴大亚湾核电访问交流

8 月 20 日至 21 日,国核电站运行服务技术公司(简称国核运行)与国家核电技术公司(简称国家核电)技术许可部、工程管理部一同赴大亚湾核电运营管理有限责任公司(简称大亚湾核电)访问交流。

国家核电技术许可部副主任石亚东介绍了 AP1000 技术转让分许可的相关进展情况,并表示对国核运行技转成果应用的积极支持态度。国核运行总经理、党委书记潘成凤介绍了企业结合技术转让进行能力建设所取得的成果,并表达了国核运行为大亚湾核电提供更为广泛领域的优质技术服务的愿望。

大亚湾核电总经理助理戴忠华充分肯定了双方长期良好的合作关系,并认为通过此次交流,将进一步拓展双方在核电运行维护及寿期保障服务业务领域的合作。

国家核电技术许可部、工程管理部、大亚湾核电技术部、国核运行相关部门负责人参加了交流活动。

国家即将出台新建核电厂核安全要求

我们正在编制一个新的新建核电厂的核安全要求,将在现有的法规要求基础上再提高一个台阶。

第一,加强管理指南的质量以及人员的相应培训

第二,增加安全裕量成为世界核电站管理的重要法则。在核电厂设计和运行中维持适当的安全裕量,可以弥补人类认识的不足,并降低未知的安全风险。

第三,从技术角度来看,一般核电站系统设计里都考虑到万一发生事故同时两路外电源不可用,即使在一台应急柴油机失效的情况下,有另一台应急柴油机提供电力。

英国核电项目拟限制中资股份

竞标英国 Horizon 核电项目的中国企业不太可能在中标的财团中拥有多数股份,英国核电项目拟限制中资股份。这是为了缓解人们对中国掌控英国最大反应堆建设计划之一的担忧。

中国核电企业加入了希望接手该项目所有权的财团。鉴于围绕核电行业的敏感因素,这笔交易对于中国对英国基础设施项目的大规模投资是一个考验。

英国官员已发出信号暗示,希望两家相互竞争的财团中的中国合作伙伴在该项目持有少数股份。不过,限制它们的持股可能会有难度,尤其是因为建设核电厂所需的巨额资金最有可能来自中资银行。

Horizon 计划在威尔士安格尔西岛的 Wylfa 和格洛斯特郡的 Oldbury建造反应堆。至少有两个财团正酝酿投标,这笔交易预计价值为 5亿英镑。

国核自仪参观华能高温气冷堆核电站

2012年8月17日,国核自仪系统工程有限公司(以下简称“国核自仪”)总经理邱韶阳一行赴华能石岛湾核电有限责任公司交流参观 , 在石岛湾核电有限责任公司总经理王永福、副总经理张勇、贺云生等带领下一同参观了华能高温气冷堆核电站。

参观期间,国核自仪总经理邱韶阳介绍了公司情况及为高温气冷堆建设的前期准备情况和一站式服务的服务理念,华能石岛湾核电站介绍了高温气冷堆的进展情况,双方表示将在下一步工作中深化合作的深度和广度。

中国核电预计年底前“解禁”

国家核电技术公司专家委员会专家郁祖盛在一核电论坛上表示,中国新的核电项目估计在今年年底前解禁,继续批准新建核电项目是有可能的。报道还称,获悉《核电安全规划》、《2020 年核电中长期发展规划》已经原则上获得高层认可,中国核电重启开闸在即。

中国核能行业协会副秘书长徐玉明,中国还是要发展核电,包括AP1000、CAP1400 等在内的第三代核电技术将成为未来核电技术发展的主流。国家核电技术公司专家委员会专家郁祖盛也出席了此次论坛并发表讲话,他表示,我国新的核电项目估计在今年年底前“解禁”,继续批准新建核电项目是有可能的。

中国核能行业协会副秘书长徐玉明透露,2020 年我国核电 8000 万千瓦的总装机容量将会有所下调,预计如果我国在“十二五”期间,每年开工 5-6 台机组,总共可开工 20 台机组左右,到 2020 年投产运行的核电装机容量将达到 6000-7000 万千瓦。

中国核电装备国产化

从 2010 年末至 2012 年夏,六台倾注着几代国人大型核电装备国产化梦想的百万千瓦级核电反应堆压力容器从中国一重大连核电装备制造基地陆续凌波启航,驶向红沿河、方家山、福清等核电站。其中,红沿河核电站 1 号机组反应堆压力容器是我国首台拥有自主知识产权的百万千瓦级核电压力容器。一重人以自己突出的实绩自豪地向世界宣告:以中国一重为中坚力量的我国核电主要装备国产化、专业化、批量化制造已异军突起。

除此之外,在核电产品的科研和生产取得突破性进展,“二代加”、“三代”核岛主设备全部锻件研制成功,实现批量生产。已形成年产 5 台套百万千瓦级核岛一回路主设备、10 套核岛一回路设备及 5 套常规岛设备所需大型铸锻件的能力,国内 80% 以上的核电锻件、70% 以上的核反应堆压力容器均由中国一重生产。

2011 年,中国一重承担了 1年出产福清 1号、2号、阳江 1号、2号、方家山 1 号共计 5 台核反应堆压力容器的制造任务,这在中国一重乃至国内核电设备制造史上均属史无前例。

目前,中国一重以为核电用户提供全面系统解决方案为发展方向,瞄准核岛蒸汽系统供应商这一成长目标,力争为国家的核电事业做出新的更大的贡献。

台山工业新城启动未来将以核电为核心

2012 年 8 月 23 日,台山市将举行 2012 年台山产业转移工业园招商暨台山工业新城推介会。记者从台山市政府获悉,届时,台山工业新城将掀开神秘面纱,15 项重点项目将在活动中进行现场签约,标志着不久前提出的台山工业新城计划的启动。同时,台山产业转移工业园、广东三七新能源有限公司等项目也将举行揭牌或奠基仪式。

据了解,近年来,台山市委市政府一直把园区建设、打造招商平台作为促进经济发展的重要工作。今年以来,台山市委书记谢伯欣、市长张磊曾多次带队到天津、河北、江苏、广东东莞及佛山等地密集调研学习工业园区建设的经验。在调研过程中,台山工业新城这个概念被逐渐清晰地梳理出来,经济发展最活跃的北部地带——台城、水步、大江产业发展带成为建设工业新城的最佳区域。

近日,台山工业新城总体规划初步方案出炉。新城总面积达 138 平方

公里,南起台城石花北路,北至与开平市交界的潭江,东临古兜山长坑水库、坪径水库和鸡婆头水库,西依丫鬟山和西华山。

新城以台山市清洁能源(核电)装备产业园为核心,重点发展清洁能源核电装备、汽车及零部件和新材料三大产业,电子信息、通用(专用)设备核电装备、汽车及零部件和新材料三大产业,电子信息、通用(专用)设备制造、生物医药、古典红木家具等作为兼容产业发展,力图将其打造成“珠三角制造业的生态型产业新区、江门市产业创新的绿色工业城、台山市产城融合的生产服务高地”。

我国 6 大核电基地 8 月 23 日同时向公众开放

据经济之声报道,中国广东核电集团 23日将同时开放大亚湾、台山、阳江、红沿河、宁德、防城港6个核电基地,除了大亚湾核电基地已经在运营,其余都是在建基地。

苏州宝骅公司核级密封件技术再创新高

受国家能源局委托,中国机械工业联合会于 2012 年 8 月 18 日在江苏太仓组织召开了由国家能源核电站核级设备研发中心、中科华核电技术研究院有限公司与苏州宝骅机械技术有限公司联合研制的“百万千瓦级压水堆核电核级密封件高温高压试验台架”、“百万千瓦级压水堆核电稳压器、蒸汽发生器用金属石墨垫片工程样件”和“百万千瓦级压水堆核电反应堆压力容器 C型密封环研制方案技术评审会”三个研制课题的鉴定、评审会。

国家能源局能源节约与科技装备司黄鹂副司长出席了会议。会议由中国机械工业联合会资深专家隋永滨主持,中国工程院叶奇蓁院士为首组成专家组。鉴定会上鉴定委员会专家认真严格的审查了研制总结报告、技术文件试验报告等,并在苏州宝骅公司现场见证了相关性能试验,三项成果通过鉴定及评审。

“百万千瓦级压水堆核电核级密封件高温高压试验台架”的研制成功,填补了国内空白。“百万千瓦级压水堆核电稳压器、蒸汽发生器用金属石墨垫片工程样件”的成功研制,打破了核电站稳压器、蒸汽发生器设备用垫片长期以来国外垄断的局面。

天津重型装备工程研究有限公司突破“百万千瓦核电用关键件国产化”项目

记者昨日从滨海新区科委获悉,由新区企业天津重型装备工程研究有限公司承担的“百万千瓦核电用关键件国产化”项目获得突破。目前已成功掌握百万千瓦级“二代加”CPR1000 核电机组核压力容器和蒸发器主设备铸锻件制造技术。通过该技术的成果转化,该公司成为目前世界上仅有的四家核电大型铸锻件焊件供应商之一,产品覆盖国内在建所有核电站。

据介绍,在该项目的实施过程中已形成 6 项成果,并向行业内企业转让输出,实现技术转让费用 6000 万元。目前,核电用管材制造技术目前已完成设备的采购及安装,成功完成了两次铅管挤压与一次 45 钢棒 才挤压试验,正在进行生产线设备单体调试与总体联线,初步形成产业化能力。

天津重型装备工程研究有限公司是“国家能源重大装备材料研发中心”及“重型技术装备国家工程研究中心”依托单位。2005 年由国家发改委批准筹建,是重型装备制造领域唯一一家国家级工程中心,由中国第一重型机械股份公司控股。

镇江华东设备厂中标田湾二期工程

近日,江苏镇江华东设备厂强迫风冷封闭母线在田湾核电站 3、4 号机组招标中成功中标。据悉,该厂所提供的强迫风冷封闭母线产品是国内首台百万千瓦级核电机组完全国产化设备。

据了解,该厂曾在田湾核电站一期工程 1、2 号机组建设中,承担进口封闭母线的安装及后期工程改造任务,其技术实力和安装经验受到中俄双方专家的肯定。田湾核电站 3、4 号机组是继中俄两国成功合作建设田湾核电站一期工程 1、2 号机组后,双方继续深化核能技术领域合作的又一重大项目。

哈电研制成功首台 1000 兆瓦级核电二代加主泵电机

哈电集团首台 1000 兆瓦级核电站用二代加主泵电机型式试验圆满成功,宣告了中国首台自主研发、独立制造的二代加主泵电机正式诞生。

目前我国 1000 兆瓦级二代加核电站主泵电机只能依赖进口或国外技术,首台国产二代加主泵电机的研制成功,提供了具有自主知识产权的国产新选择,为我国核电事业的发展做出了新贡献。

2008 年 12 月,通过国际招标,哈电集团所属哈尔滨电气动力装备有限公司与奥地利 ANDRITZ 公司共同赢得福清 1、2 号和方家山 1、2 号核电二代加主泵机组合同。其中,哈电独立负责主泵电机的研发、制造。经过一千多个日日夜夜的艰苦奋战,研发制造团队本着精益求精的态度,顶着巨大压力,攻克了大量技术难题,主泵电机的研制取得圆满成功,电机各项性能指标均优于设计指标,受到了业主的好评。

比亚迪中标核电站储能项目储能技术升级

近日,继成功中标南方电网、国家电网的 MW 级储能电站项目后,比亚迪再次成功中标中广核核电站高容量电池储能项目。据悉,该项目是国

家能源应用技术研究及工程示范项目,工程规模为 2.5MW/3.5MWh。当核电站遭遇严重极端事故导致全厂失电的情况时,该储能电站将为核电站提供应急电源,保证核电站和人民生命财产安全。

中核南方燃料棒燃料组件生产创历史同期新高

截至8月22日,中核燃料元件有限公司南方分公司(简称“中核南方”)组件组装车间已完成燃料棒 203452 支,突破 20 万支大关,比去年同期多64570 支;燃料组件 731 组,比去年同期多 242 组;相关组件 545 组,去年同期没有进行相关组件生产。这份漂亮的“成绩单”为实现中核南方年初提出的“双千促双亿”奋斗目标打下了坚实的基础。

为了完成公司年初制定的燃料组件和相关组件的生产要创千组的生产任务,组件组装车间领导班子群策群力,结合生产实际,针对一些不利因素对生产作业计划进行了重新调整。燃料棒三条生产线同时启动,两条生产线生产 300MW 和 AFA3G 燃料棒,一条生产 VVER 燃料棒,每天的生产量330 支;骨架生产由原来每天的 2 个增至 2.6 个;组件生产由原来的每天2 组增至 2.5 组。目前,在广大干部职工的共同努力下,车间生产按计划节点顺利向前推进。

8 月 23 日,中核集团和上海交通大学共同举办的“核能高级管理人员赴美研修班”在上海隆重开班。上海交通大学党委书记马德秀出席开班典礼并致欢迎辞,中核集团党组成员、副总经理、研修团团长杨长利致答谢辞并作动员讲话。

福清核电 2 号机组首台蒸发器吊装引入工作顺利完成

8 月 27 日 17 时 10 分,福清核电 2 号机组首台蒸发器顺利吊装至 2RX厂房 +20 米平台。

此次吊装的首台蒸发器重约351吨,总长21.15米,最大外径4.48米。福清项目 EM2 队从前期准备工作入手,认真梳理技术及施工难点、疑点、重点,最终保质保量地完成了此次蒸发器的吊装引入工作。

红沿河核电公司总经理杨晓峰主持姊妹电站协议签字仪式,并与CIVAUX 核电站代表团就电厂组织结构和职能、人员培养和技能提升、低温防冻管理等议题进行了交流。

Louis Bellegarde 厂长对能加入姊妹电站项目表示深感荣幸,希望加强技术交流,增进相互了解,促进双方合作。CIVAUX核电站位于法国西部,拥有 2 台装机容量达 1500 兆瓦核电机组,两台机组分别于 1997 年、1999年投入商业运行。

红沿河核电站

三门二号机组设备闸门准备就绪

2012 年 8 月 21 日 11 时 30 分,三门二号机组设备闸门抵达三门核电码头,并于下午 5时 40 分顺利卸载至指定存储场地 ,

三门二号机组设备闸门包括上部闸门和下部闸门两部分,每部分毛重大约 38 吨。设备闸门起驳前,三门 SPMO 材料部组织了安全交底会议,对于设备闸门起驳、运输、卸车过程中可能存在的风险进行了分析。要求参与活动的单位和部门严格按照相关制度和程度作业,确保设备闸门起驳、运输、卸车活动安全、有序的进行。三门二号岛设备闸门由三门核电大件码头,使用码头岸门吊进行起驳,装车,再由运输车短驳至三门核电 CV卸车场地。

三门 SPMO 统筹协调业主、上海交运等相关单位积极配合,顺利高效的完成了三门二号岛设备闸门的起驳、运输、卸车工作,为后续大件设备的到场再一次积累了宝贵的经验。

2012 年 8 月 24 日,海阳核电一号机组 IHP(一体化顶盖组件)上 /中屏蔽罩组件成功吊装就位于下屏蔽罩上,为后续整体安装及核岛施工关键节点的实现提供了保障。

海阳核电一号机组 IHP 上 / 中屏蔽罩组件吊装工作自 8 月 24 日上午10:20 开始,整个吊装过程历时 1小时 35 分钟,于 11:55 顺利吊装就位。

据悉,国家核电自主化依托项目浙江三门核电站一号机组和山东海阳核电站一号机组的 IHP 设备均由美国 PCC 工厂生产提供,山东核电设备制造有限公司负责上述两个机组两台设备的现场组拼装工作。另外,山东核电设备制造有限公司还承担着我国首台国产化 IHP 的研制任务。目前,用于三门核电 2号机组的国产 IHP 正在制造中,并将于 2012 年交付现场。

AP1000 IHP 位于反应堆压力容器封头顶部,包容并支撑着控制棒驱动机构(CRDM)、棒位指示器、堆芯仪表、顶盖排气管线等部件,支撑和管理着堆顶区域数以百计的 1E 级和非 1E 级仪表和动力电缆,为停机大修时反应堆的快速开、合顶盖操作提供支持。IHP 功能重要,结构复杂。

为更好地了解方家山核电核岛安装工作整体情况,查找并解决现阶段工作开展制约因素,努力营造良好的施工环境,有效推进方家山核电工程整体进度,8 月 28 日,秦山核电有限公司副总经理曹水林一行到我公司方家山项目部进行工作交流。

会上,方家山项目部总经理林冬对曹水林一行的到来表示热烈欢迎。双方结合方家山核电工程施工进度,重点就目前方家山核电工程 EM2 包主设备安装、系统移交、商务合同 3 方面工作中所遇到的困难进行了认真、细致的交流。林冬表示,作为安装单位,方家山项目部始终以确保施工进度顺利实现为目标,积极做好人力部署、前期资料准备及相应采购工作,努力营造良好的安装施工环境。曹水林对我公司方家山项目部在方家山核电工程建设中作出的努力表示感谢,他充分肯定了我公司方家山项目部的安装实力。面对现阶段上游条件制约及到货严重滞后等问题,双方表示,在今后工作中,要通过共同的努力完成以下工作:一是积极促进主设备、DCS、管道管件等设备的及时到货,不断满足工程需要及施工逻辑。二是进一步规范、明确的界定系统移交界面,确保移交工作高效、有序的开展。三是快速、合理地理清、明确商务合同中各方义务和职责,优化工程进度款发放、材料调差,从制度上、资金链上支持工程进度。

此次交流会本着“真实、真切,服务于施工”的大原则,气氛友好,交流充分,达到了预期目的,促进了双方的友好合作及方家山核电工程建设的推进。

方家山核电站应用新型 Radian 跟踪测量技术

近日,由美国自动精密工程公司最新研发的 Radian 激光跟踪仪,以及由东方公司和 API 公司技术支持专家共同研发出的单点点位对点器和打点器等辅助测量附件正式在方家山核电现场投入使用。新型 Radian 激光跟踪仪及辅助测量附件,克服了前期由 Tracker3 激光跟踪仪所引领的激光跟踪测量技术的缺陷,解决了单点测量过程中取点与布点精度控制不住的难题,使核电安装测量水平有了新的提升。

一直以来,API 公司生产的 Tracker3 激光跟踪仪引领了三维空间测量前沿技术,广泛应用于航空、航天、高端制造业等精密工业测量领域。应核电工程发展的需要,东方公司从 2009 年开始就在秦山二扩、福清、方家山核电项目反应堆主管道自动焊安装测量中引进了该测量系统,使测量技术发生了重大变革,更为核电工程创造了效益。通过不断地探索、研究与总结,为了拓展测量范围,东方公司对激光跟踪测量技术进行了大胆的探索,并对激光跟踪测量在核电领域应用的缺陷提出了合理化建议,与API 公司技术支持专家共同设计出单点点位对点器和打点器等辅助测量附件。

8 月 28 日,Radian R-50 系统及其附件一并交付方家山项目测量室。与此同时,方家山项目部于 8 月 29 日至 31 日邀请了技术专家对测量人员进行了培训,培训内容包括 Radian R-50 新系统的操作、软件使用、数据处理及模拟等。

Radian R-50 新型激光跟踪技术和自主研发的单点点位对点器和打点器,不仅适用于主设备安装、主管道焊接、设备本体的三维空间测量,还可以创造性地应用于核电工程各类测量控制网和测量基准的建立。从设备安装方面的三维测量到基准建立方面的三维测量,在行业内尚属首次,与原建立测量基准技术相比,Radian R-50 新型激光跟踪技术及其附件既提高了基准的绝对精度、减小了测量难度,又节省了人力和测量时间。

9 月 13 日,中国核电工程有限公司与中国核动力研究设计院在成都签署了福建福清核电厂 1、2 号机组工程设计和技术服务分包合同、秦山核电厂扩建项目(方家山核电工程)设计和技术服务分包合同。

福清 1、2号机组和秦山核电厂扩建工程(方家山核电工程)开创了

中核集团核电工程采用的 EPC 模式的先河,具有里程碑式的重要意义。根据合同,这两项工程由中国核电工程有限公司总承包,中国核动力研究设计院分包一回路及相关系统设计和技术服务,并承担反应堆系统设备包采购集成供货。

核电工程公司总经理刘巍与核动力院院长罗琦分别代表双方单位签字。在签约仪式上,刘巍回顾了双方在秦山二期工程、岭澳二期工程等核电设计国产化等合作历程,以及目前为开发具有我国自主知识产权的ACP1000 大型核电站及 ACP100 小堆中的合作成果。他希望在福清、方家山项目中,双方进一步加强合作,严格按照合同要求开展工作,为我国核电事业又好又快、安全发展做出应有的贡献。

罗琦表示,此次合作是中核集团在促进核动力产业科学发展上迈出的重要一步,为后续核电工程打下了坚实基础。核动力院将按照核电建设专业化运作的部署,严格履行合同要求,为确保福清 1、2号机组和秦山核电厂扩建工程(方家山核电工程)顺利商运竭尽全力,不负重托。

中核二四海阳核电项目部工程师与三门项目部进行交流

8 月 30日,由中核二四公司山东海阳核电项目部 5位工程师组成的交流小组来到三门项目部,进行了为期两天的施工技术及技术管理方面的交流。

双方通过一对一交流,重点就屏蔽墙的施工措施和逻辑,钢结构穹顶制作、吊装方案,主蒸汽管道区域的施工方法,核岛装修过程中的采购、施工逻辑以及管理等方面进行了深入探讨。在项目部相关技术人员的陪同下,交流小组到施工现场参观了屏蔽墙、12 厂房(重点是主控室)、40 厂房、现场主蒸汽管道的吊装等,就双方的施工进度、施工中出现的难点以及现场的施工技巧交换了意见。

8 月 20 日 16 时 30 分,方家山核电 1 号机组环吊 205 吨安装小车顺利拆除。这意味着 FJSN1EM1-015 里程碑目标实现。该工作是环吊施工中的一项重要工作,被拆除的 205 吨安装小车作为 1、2号机组环吊共用设备,重量为 44.328 吨,拆除后将被安装于 2号机组环吊,与工作小车联合作业,最大起吊负荷为 410 吨,主要用于 EM2 工作包稳压器、压力容器、蒸发器等主设备吊装。

整个施工过程均属高空、高风险作业。面对施工区域复杂、吊装空间狭小、作业风险较大、交叉作业频繁等不利因素,方家山项目部施工人员严格按照施工程序逻辑,积极做好沟通工作,有效预防和控制了重大危险源,齐心协力、相互配合,最终确保了整个施工活动安全、高效地完成,并得到了业主的高度赞扬。

英国会接受中国或俄罗斯投资的电厂吗?

英国政府内部矛盾导致能源政策“失效”

议会审查能源议案的草案中提到,英国财政部和能源与气候变化部的冲突导致英国的能源政策“失效”。

7 月 23 日众议院能源与气候变化委员会发布报告称,DECC 很虚伪。它让政府使用差价合约签署新的上网电价并不是 DECC 的本意,相反,和财政部的冲突可能完全改变合同执行。委员会指出政府对 DECC 违反欧盟援助计划的担忧和质疑迫使其拟定新的差价合约,增加政策和财政支持。

议会强调,政府应该遵循之前的提案,签署长期的合同提供有保障的电价给核工业和其他的低碳能源项目。在差价合约的提议下,新的核电和低碳项目应以一个基准价格签署一份长期合同。当市场价格低于这个基准价时,生产者将会被支付较高的报酬或者补贴,使他们的收入提高到基准价。反之亦然,当市场价高出基准价,生产者就应该把钱返还给消费者。

因为差价合约适用于所有的低碳能源生产厂家,政府坚持不补贴核电,但是却忽视了差价合约如何实施的一些细节问题和一些可以改变关乎法律的提议,所以在草案议案中提出差价合约并不是很受欢迎。
