Box 176 Jefferson City, Missouri 65102 Re: 401 Certification for Union Electric Callaway Unit 1 d/b/a Ameren Mlsaourt Callaway Energy Center NRC Ucense Renewal Project for Callaway Plant Dear Mr. Stout: On December 19, 2011, Ameren submitted a Ucense Renewal Application to the U.S. Nuclear Regulatory Commission (NRC) requesting a 20 year extension of the operating license for Callaway Unit 1, Union Electric Company d/b/a Ameren Missouri Callaway Energy Center. The renewed operating license will allow Unit 1 to operate until 2044. An Environmental Report was prepared as part of this renewal application for review by NRC. A copy of the Environmental Report (Appendix E of the NRC license renewal application) Is enclosed for your review. At this time, Ameren needs to provide documentation to NRC, that we have consulted with the Missouri Department of Natural Resources {MDNR) to confirm that an NRC action, to renew and extend the term of Callaway's license would not violate Missouri's Water Quality Standards. As my staff discussed with you on July 30 111 it is unclear whether a new Water Quality Certification {Certification) must be Issued or whether MDNR might instead issue a letter of approval, based on the initial Certification and the ongoing NPDES permit authorization. When Callaway Plant Unit 1 was originally licensed in the early 1980's, a Certification was obtained in accordance with 10 CSR 20-6.060 along with the Initial NPDES Permit (first Pennit 1980). Over the life of the plant timely renewal applications have been submitted and a new NPDES Permit Issued approximately every 5 years . The most recent NPDES Permit reapplication was submitted In March 2008 and the most recent NPDES Permit was issued on April 14, 2010. We hope that our NPDES permit history, in conjunction with the Environmental Review being provided today, will help with your determination as to whether or not a new Certification Is necessary for the 20 year license extension for Callaway Unit 1. Please notify Ameren of your decision in this regard, at your earliest convenience. Ameren Missouri believes the Environmental Report included in the license renewal application and the current NPDES Permit (M0-0098001) provide all of the essential information needed for DNA's review. NRC Ucense Renewal Project for Callaway Plant

Dear Mr. Stout:

On December 19, 2011, Ameren submitted a Ucense Renewal Application to the U.S. Nuclear Regulatory Commission (NRC) requesting a 20 year extension of the operating license for Callaway Unit 1, Union Electric Company d/b/a Ameren Missouri Callaway Energy Center. The renewed operating license will allow Unit 1 to operate until 2044. An Environmental Report was prepared as part of this renewal application for review by NRC. A copy of the Environmental Report (Appendix E of the NRC license renewal application) Is enclosed for your review. 5) Overall Project Description and Range: Callaway Unit 1 is located in Callaway County approximately ten miles southeast of Fulton, Missouri and 80 miles west of the St. Louis metropolitan area. The Missouri River lies approximately five miles south of the site. Callaway Unit 1 was constructed from 1979-1984 by Union Electric Company, now doing business as Ameren Missouri. A complete description of the facility location and features can be found in the license application file in December 2011 (Appendix E, Chapter 2).

Callaway Unit 1 is an 1160 MWe four-loop Westinghouse Pressurized Water Reactor which began commercial operation in December 1984.

6) Purpose of Project: within their territory.

Ameren Missouri operates Callaway Unit 1 to provide electric power to areas

7) Project Dimensions: The license renewal consists of rellcensing the entire facility to extend the current 40 year operating license for an additional 20 years. There are no new features or plant modifications being completed to obtain this extended license.

B) Site Maps and Engineering Drawings: Site Maps are included in the Environmental Report and NPDES Permit reapplication.

9) Legal Description of the Project: The legal description for the license renewal is as follows: Callaway Plant Unit 1, Environmental Report for License Renewal, Facility Operating License No. NPF-30. The facility address is Callaway Energy Center, Junction Highway CC & Highway 0, P.O. Box 620, Fulton, MO 65251.

10) General Travel Directions to the Site: From Jefferson City travel approximately 25 miles east on Highway 94 to Highway CC. Turn left on Highway CC. The entrance road to Callaway is located on the right side of Highway CC approximately five miles north of highway 94 and about one mile south of Highway 0. An Ameren Missouri sign is located at this intersection. Follow the signs to Entrance C.

11} Primary Water Bodies: Callaway Unit 1 is located approximately five miles north of the Missouri River. The Missouri River provides the primary source of cooling water for the circulating and service water systems.

12) Acreage of wetlands or linear feet of water course or stream Impacted: This section is not applicable as Callaway Unit 1 is an existing facility and Ameren Missouri is not applying for a Federal 404 Permit.

13) Statement of cubic yards of fill to be placed: This section is not applicable as Callaway Unit 1 is an existing facility and Ameren Missouri is not applying for a Federal 404 Permit.
