Lyman County Herald • July 29, 2020• RECORDS 6 Lyman County Commissioners approve to hire Beegle as Deputy Director of Equalization COMMISSIONER’S PROCEEDINGS REGULAR SESSION July 21, 2020 The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, July 21, 2020, at 8:30 a.m. with the following members present: Chairman Bill Lengkeek, Leslie Reuer, Zane Reis, Ryan Huffman, Jared Schelske and Auditor Deb Halverson. Also present: Kalli Houchin, Steve Manger, and Steve Smith. CALL TO ORDER: Chairman Lengkeek called the meeting to order with the pledge to the flag. FIREARMS DISCUSSION: States Attorney Steve Smith and Sheriff Steve Manger met with the commissioners to discuss options for the Lyman County Courthouse given that SDCL 22-14-24 (6), that took effect July 1, 2020, now gives county employees the ability to carry firearms within the courthouse. Smith discussed the liability and safety concerns that he sees with allowing employees to carry firearms and Manger added some potential issues that could arise because employees are not trained with a firearm to handle a potential situation properly. Possible alternatives would be for the commission to ban employees from carrying firearms in the courthouse or to add requirements such as obtaining an Enhanced Carry Permit that would require classroom and shooting training. The commissioners took the information under advisement and would like feedback from current employees before making a decision at the next meeting. Smith and Manger left the meeting. ESCROW/LIEN RELEASE: Motion by Huffman, second by Reis to authorize Chairman Lengkeek to sign an Escrow Agreement with Alberta Verzani and Shannon Groth that states the proceeds of the sale of two lots in Vivian would be held in Janssen Law trust account and be released to the county at the closing of sale and upon the release of the lien. All voting aye. HUNTING PRESERVE RENEWAL: Motion by Huffman, seconded by Reuer to renew Snake Den Lodge LLC Hunting Preserve Alcoholic Beverage License for 2020-2021. All voting aye. PROVISIONAL BUDGET: Ongoing budget discussions will continue at the next meeting with the official budget hearing occurring the first meeting in September. HWY/WEED DEPT: Hwy. Supt. Walt Nagel was present to discuss ongoing projects including replaced culverts, bridges, the road to the hog barn north of Reliance, and the age and shape of current department pickups. The following fuel quotes were received for August: Patrick Oil for Presho & Vivian shops: Diesel - $1.65; Agtegra Coop for all shops: Diesel - $1.54, Gas - $1.925; Hieb Oil Co for Kennebec, Reliance & Iona Shops: Diesel - $1.59, Gas - $1.91; Burk Oil Co for all shops: Diesel - $1.57, Gas - $1.89. CORRESPONDENCE: Auditor Halverson presented information on the 2019 VSO Fiscal Report, upcoming meetings the commissioners can attend as well as the SDACC Convention in Sioux Falls in September. AUTO BUDGET SUPPLEMENT: Motion by Reuer, second by Reis to approve an automatic budget supplement to the Sheriff’s Office Vehicle Expenses in the amount of $5,371.90 from an insurance claim. Deputy Seitz responded to a car/deer accident I-90 mm 217 eastbound; $11,200 damages to vehicle and wrecker was called. 07-20 Deputy Bottjen responded to a report of a burglary at a residence in Iona; incident is under investigation. 07-21 Deputy Bottjen responded to a car/deer accident one mile north of 47-49 Junction; $5200 damage to vehicle and vehicle was drivable. 07-22 Deputies Jennings and Seitz assisted Chamberlain Police Department with search warrant in Oacoma. Deputy Bottjen transported a transient from a business in Vivian to east county line. 07-23 Deputy Bottjen responded to a welfare check at a residence in Lower Brule; subject was transported to HSC in Yankton. Sheriff Manger responded to a welfare check in Kennebec; aid was rendered. Sheriff Manger assisted SDHP with traffic stop I-90 mm 211 eastbound. Sheriff Manger responded to a motorist assist I-90 mm 220 eastbound; everything was fine.
