1. Background to the Mandate M/473

In 2010, the European Commission issued the Mandate 473 “Design for All” (M/473) to the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC) and the European Telecommunication Standards Institute (ETSI) with the aim to address accessibility, following a ‘Design for All’ perspective in relevant standardization initiatives. The Mandate was accepted by CEN, CENELEC and ETSI in March 2011, under the condition of receiving financial support from the European Commission/EFTA. With Mandate M/473 the European Standardization Organizations (ESOs) endeavor to include accessibility following a ‘Design for All’ approach in all relevant standardization activities for products and services. It is about providing a mechanism to address accessibility following a Design for all Approach at the early stage of standard development, from the drafting/design to the final publication of a standard. Today, people with disabilities comprise about 16% of the working age European population and this number is growing as result of the demographic shift, given the correlation between disability and ageing. The need for accessible products and services is indeed increasing, but the response of industry to this demand is limited and insufficient. Standards related to goods and services that address accessibility requirements for persons with disabilities and older persons following a ‘Design for All’ (DfA) approach can facilitate the removal and prevention of barriers that can cause difficulties for all people. Design for All is design for human diversity, social inclusion and equality, enabling all people to have equal opportunity to participate in every aspect of society. The goal of M/473 is to address accessibility following a Design for All approach in mainstream standards and not to develop specific accessibility standards. Accessibility is about the identification, prevention and removal of barriers that prevent equal participation of persons with disabilities and older people. In the context of M/473, ‘accessibility’ is referred to, “as the extent to which products, systems, services, environments or facilities can be used by people from a population with the widest range of characteristics and capabilities to achieve a specified goal in a specified context of use”, as defined in clause 2.1 of the EN ISO 26800:2011. The main objectives of Mandate M/473 are to:

Describe a process allowing identifying the relevance of accessibility issues in standardization deliverables;

Initiate a standardization work programme for addressing the needs of persons with disabilities and older persons in European standardization, dealing with accessibility by applying the Design for All approach;

Update a number of standards in priority areas according to the Design for All approach;

Develop a new standard (or other adequate deliverable to be proposed by the ESOs and accepted by the European Commission) that would address the design, development and production process of goods manufacturing and service provision in the priority areas that would describe how to consider accessibility for persons with disabilities and older persons following the Design for All approach.

2. Mandate M/473 - Task Groups and Deliverables

This call is for individual Experts to work among different Task Groups (TG 1, 2, 3) and a Task Groups’ Coordinator leading TG1, TG2 as Project Leader - and contributing as standardization expert in TG 3 in order to develop the following deliverables:

Development of a procedure to guide standardization bodies through a process to decide whether accessibility following DfA should be an issue to address when reviewing existing or developing new standards (Deliverable 1.1 as referred in M/473)

Analysis of the main standardization areas/fields, which are most urgent to address the needs of

people with disabilities and older persons. A report will prioritize the standardization areas that will be the most beneficial to concentrate on, considering cost/benefit aspects, impact on industry, consumers and other issues. (Deliverable 1.2 as referred in M/473)

A work plan to implement deliverable 1.1 according to the prioritized areas described in deliverable

1.2. The work plan shall address specific areas and standards to be developed or reviewed, starting with at least 2 items per year. (Deliverable 2.1 as referred in M/473)

Apply the process developed in deliverable 1.1 to at least 2 revised or new standardization

deliverables for the first year, with the aim of increasing the number the following years and to cover the relevant fields. (Deliverable 3.1 as referred in M/473)

In parallel to these deliverables, a specific standardization activity will be carried out by an ad-hoc CEN-CENELEC Joint Working Group (JWG) 5 ‘Design for All’ with Secretariat NEN, responsible, according to the national delegation principle, for the development of a European Deliverable that addresses how to implement accessibility following Design for All approach into the design, development and production processes for manufactured goods and services provisions (Deliverable 4.1 as referred in M/473). The selected experts of Task Group 3 will contribute to the standardization activity and attend and participate in the CEN-CENELEC JWG 5 ‘Design for All’ meetings.

2.1 Description of the Task Groups and associated deliverables

The M/473 structure, Task Group aims and deliverables are detailed in the following sections. Diagram 1 shows an organizational structure chart for M/473.

Task Group 1

Task Group 1 membership The maximum total number of experts to be recruited for Task Group 1 in this call is 3 experts. (Experts 1, 2 and 4). In addition, the Task Groups’ Coordinator (TCG) shall be the project leader for Task Group 1.

A call for an additional expert (expert 3) with accessibility expertise according to the chosen standard to be revised in D3.1 will be launched in September / October 2014 when the standards due for revision/rewriting are known. Aim: Development of a methodology to identify the relevance of accessibility issues applying a DfA approach in standardization deliverables and to monitor implementation in two identified deliverables. Task Group 1 (TG 1) is responsible for Task 1 producing deliverable D1.1 and D3.1

→ Deliverable D1.1: Process for integrating accessibility into standardization processes. Development of a procedure to guide standardization bodies through a process to decide whether accessibility should be an issue to address when reviewing existing or developing new standards. The implementation of deliverable D1.1 during development or revision of two standards shall be monitored.

The deliverable (D.1.1) shall function as an effective tool for standardization bodies. It should be easy and intuitive in use and give the standardization bodies a basis for making decisions about if and how accessibility issues following DfA approach should be identified and handled when creating or revising standards. D1.1 (Process description) shall be approved by CEN/BT/WG 213 SAGA and CEN and CENELEC BTs before submission to the European Commission.

→ Deliverable D3.1: Monitoring two standardization processes. To monitor the application of the

process developed in deliverable D1.1 to at least 2 revised or new standardization deliverables for the first year, with the aim of increasing the number the following years, and to cover the relevant fields.

The selected standards must have some accessibility issues and should preferably be chosen from the prioritized standardization areas (D1.2 Draft), although standardization deliverables from other areas should be favored, if project execution can be speeded up. The target EN/standardization deliverables will be evaluated within the relevant CEN and CENELEC TCs with regard to: a) Accessibility following Design for All approach; b) the process elaborated in D1.1. The proposed process to address accessibility following a DfA approach into standardization processes shall be agreed upon by the CEN and CENELEC Technical Boards (BTs).

Task Group 2

Task Group 2 membership The maximum total number of experts to be recruited for Task Group 2 is 4 experts. (Experts 5, 6, 7 and 8). In addition the Task Groups’ Coordinator (TCG) shall be the project leader for Task Group 2. Aim: Development of a report describing main areas of standardization to be reviewed and to develop a detailed work plan with priorities and time schedule for addressing accessibility issues dealing with accessibility by applying the DfA approach included in the process developed in D1.1. Task group 2 (TG 2) is responsible for Task 2 developing deliverable D1.2 and D2.1

→ Deliverable D1.2: Main areas to be reviewed. This deliverable shall be dedicated to an analysis of the main standardization areas/fields, which is most urgent to address with respect to the needs of people with disabilities and older persons. The report will prioritize the standardization areas that will be the most beneficial to concentrate on, considering cost/benefit aspects, impact on industry, consumers and other issues.

The findings shall be described in a report (D1.2) which shall prioritize the standardization areas that will be most beneficial to concentrate on, considering cost/benefit aspects, impact on industry, consumers and other issues.

→ Deliverable D2.1: Work plan. This deliverable will be a work plan to implement deliverable D1.1

according to the prioritized areas described in deliverable D1.2. The work plan, prepared in collaboration with relevant CEN and CENELEC TCs, shall address specific areas and standards to be developed or reviewed and start with at least 2 items per year.

D1.2 and D2.1 shall be approved by CEN/ BT/ WG 213 SAGA and CEN and CENELEC BTs before submission to the European Commission. D2.1 will be partly dependent on the outcome from D1.2, but work should start before D1.2 ends.

Task Group 3

Task Group 3 membership The maximum total number of experts to be recruited for Task Group 3 is 3 experts. (Experts 9, 10, and 11). In addition the Task Groups’ Coordinator will participate as an expert. Aim: Development of a European Standard (EN) addressing the design, development and production process of goods manufacturing and services provision in the priority areas identified, and describe how to consider accessibility following the Design for All approach for persons with disabilities and older people with due consideration for assistive technologies and services that could help bridge the usage gap of the product or service. Task Group 3 (TG 3) is responsible for deliverable D4.1

→ Deliverable D4.1: a European Deliverable that addresses how to implement a Design for All approach into the design, development and production processes for manufactured goods and services provisions. The preferred format of this deliverable is a European Standard (EN), although the Mandate M/473 does not define the format of the final deliverable itself.

This Deliverable to be developed should deal with different types of process related standards widely used, such as management systems standards, process standards, etc. and it will constitute a first ‘horizontal layer’ upon which additional sector specific guidance documents should be produced afterwards where needed.

A preliminary phase of pre-normative research shall be carried out on European standardization following the Design for All approach in goods manufacturing and service provision. It will represent the basis of the standardization work of the CEN-CENELEC JWG 5 ‘Design for All’. Task 3 will be implemented within a dedicated CEN-CENELEC JWG 5 ‘Design for All’ (Secretariat NEN) in charge of the drafting of the requested deliverable following CEN and CENELEC internal procedure and the national delegation principle. The experts selected in TG3 should be representatives of societal stakeholders and ensure a multi-stakeholder user involvement in the standardization activity. They will be attending the meetings of the CEN-CENELEC JWG 5 ‘Design for All’ , contributing with their inputs to the drafting of D4.1, and report to the CEN-CENELEC JWG 5 ‘Design for All’ Convenor and Secretary.

2.2 The Task Groups’ Coordinator (TGC)

The overall work of the three Task Groups shall be coordinated by 1 Task Groups’ Coordinator (TGC). He/She will be responsible for ensuring the coordination of the three tasks. The Task groups’ Coordinator will report to the SAGA Secretariat on the work of TG1, TG2 and TG3. He/She is supposed to hold the positions of Project Leader for TG 1 and TG 2, while in TG 3 he/she will contribute as standardization

expert, ensuring also the coordination with the outcomes of TG1 and TG 2. It is necessary that the Task groups’ Coordinator have broad experience from standardization work in general including knowledge of the standardization processes on European and national levels.

2.3 Clarification of the roles in the implementation of Mandate M/473

SAGA

The CEN/BT/WG 213 ‘Strategic Advisory Group on Accessibility‘ (SAGA) is responsible for the monitoring and supervision of the overall contracted work within Mandate M/473.

The SAGA secretariat The SAGA secretariat will coordinate together with the Task Groups’ Coordinator the formal processes that lead to approval of the requested deliverables (D1.1, D1.2, D2.1 and D3.1).

Task Groups The overall work is divided into three Tasks (Task 1, Task 2) and a dedicated CEN-CENELEC Joint Working Group JWG 5 ‘Design for All’ (Task 3).

Task Groups’ Coordinator The Task Groups’ Coordinator will report to the SAGA Secretariat on the work of TG1, TG2 and TG3. The Task groups’ Coordinator shall be the Project Leader for the TG 1 and Project Leader for the TG 2 as this work items will require continuity in activity and coordination throughout the whole project. The Task Groups’ Coordinator (also PL1 and PL2) will take part as expert in the work of CEN-CENELEC JWG 5 ‘Design for All’ as well, and will keep the exchange of information/inputs and possible interactions with TG1, TG2 all along the standardization process. He/she shall report to the CEN/BT/WG 213 SAGA and be the liaison with CEN-CENELEC JWG 5 ‘Design for All’, ensuring an effective coordination among the Tasks Groups’ activities and deliverables.

CEN-CENELEC JWG 5 ‘Design for All’ Task 3 will be implemented within a dedicated CEN-CENELEC JWG 5 ‘Design for All’ (Secretariat NEN) in charge of the drafting of the requested deliverable (the EN) following CEN and CENELEC internal procedure and the national delegation principle. The selected experts will contribute to the standardization work within the CEN-CENELEC JWG 5 ‘Design for All’.

The experts selected in TG3 should be representatives of societal stakeholders and ensure a multi stakeholder user involvement in the standardization activity. They will be attending the meetings of the CEN-CENELEC JWG 5 “Design for All”, contributing with their inputs to the drafting of D4.1, and report to the JWG Convenor and Secretary.

Experts Experts will participate in the work of TG 1, TG2 and TG3, with the aim to produce the due deliverables. The experts should represent a mixture of the competence areas such as accessibility, user expertise and standardization. The experts of Task Group 3 in particular, will be selected as to represent societal stakeholders and ensure a multi-stakeholder user involvement. One person may have an expert role in more than one deliverable. Preference will be given to experts able to participate in the development of more than one deliverable.

3. Execution of Tasks

Intended time durations for tasks associated are indicated from the contract date “S” and a number of months counting from that date as shown in Figure 1. For reference, the starting date of the Specific Grant Agreement for action ‘Design for All’ is 2 December 2013.

The experts selected in TG3 should be representatives of societal stakeholders and will ensure a multi-stakeholder user involvement in the standardization work. They will be attending the meetings of the CEN-CENELEC JWG 5 ‘Design for All’, contributing with their inputs to the drafting of D4.1, and report to the JWG 5 Convenor and Secretary. The variety of stakeholders and the users’ involvement is one of the criteria to be used by the selection committee. The work of TG 3 experts will be strongly interrelated with the daily work of the CEN-CENELEC JWG 5 ‘Design for all’ in charge of the drafting of Deliverable D4.1.

4. Expertise and knowledge required

4.1 Role and requirements for the Task Groups’ Coordinator

The following role and requirements should apply for the Task Groups’ Coordinator: The Task Groups’ Coordinator shall ensure an effective coordination among the Tasks Groups’ activities and deliverables and report to the CEN/BT/WG 213 (SAGA) Secretariat on the work of TG1, TG2 and TG3. The Task Groups’ Coordinator shall be the Project Leader for the TG 1 and Project Leader for the TG 2 as this work items will require continuity in activity and coordination throughout the whole project. The Task groups’ Coordinator will also contribute as expert in TG3 (standardization work within CEN-CENELEC JWG 5 “Design for all”), ensuring as well coordination with the result of deliverables produced in TG 1 and TG 2 and reporting to CEN/BT/WG 213 SAGA Secretariat. It is necessary that the candidate should have broad experience from standardization work in general including knowledge of the standardization processes on European and national levels. This is to ensure that requirements for including accessibility following Design for All approach in mainstream standardization work is based on realistic understanding of the working methods and time schedules of standardization committees in general. The candidate should furthermore have an insight into the needs of older people and persons with disabilities and of universal design as a tool to create equal access to goods and services. It is necessary to have a basic overview of needs, barriers and other aspects affecting persons with disabilities and older people in a broad sense. Relevant areas could be household products, the built environment, ICT, transport and others.

4.2 General experience and knowledge for experts in TG 1, 2 and 3:

Knowledge of European and international regulatory requirements applicable to products and

services in the accessibility domain Knowledge of accessibility and Design for All in varying fields, like household products, the built

environment, transport and ICT and services, as well as other relevant areas

Knowledge of user needs, barriers and other challenges, especially those not satisfactorily provided

for in today’s existing accessibility regulations, and where accessibility standardization will have

importance.

Knowledge of user-centered design in various fields.

Knowledge of the standardization process, and of practical use of standards, preferably

accessibility-related.

Knowledge of European and International requirements applicable to products and services in

various fields.

Knowledge of conformity schemes establishment processes and of evaluation methods.

Experience in developing detailed work plans and time schedules.

Knowledge of public procurement and processes connected to this.

Knowledge of Design for All/ Universal Design

Note for all TGs: At least one expert should represent associations for persons with disabilities or older persons at European or national level.

Task group 1 (TG 1)

In addition to the above-mentioned general experience and knowledge, is it essential to include:

one or two persons with expertise in the product areas of the selected standards to revise; one person with experience of drafting standardization clauses;

one or two persons with disability and age related experience, i.e. with a broad knowledge of the product needs of persons with disabilities and older persons..

Among the requirements, experts selected in TG1 should be knowledgeable of ISO/IEC Guide 71 and ISO/IEC working methods. Main competences’ areas

Project Leader 1 (TGC): standardization Expert 1: general accessibility issues Expert 2: user expertise Expert 3: accessibility expertise according to selected standards to be monitored Expert 4: user expertise

The selection process for TG1 will be carried out in two steps:

1) A call for three experts (expert 1, 2 and 4) will be launched at month S0. 2) A call for an additional expert (expert 3) with accessibility expertise according to the chosen

Task group 2 (TG 2)

In addition to the above-mentioned general experience and knowledge it is essential to include:

One or two persons with experience from surveying databases on existing standards and knowledge of standardization areas to select main areas of standardization to be reviewed for accessibility.

One person experienced in reporting from surveys of existing standards relevant for a particular theme, and also identifying important areas where standards are lacking.

Main competence areas:

Task group 3 (TG 3)

In addition to the above-mentioned general experience and knowledge it is essential to include:

Two or more persons experienced in developing standards, preferably including accessibility issues One or two persons experienced in developing accessibility guidelines One or two persons with experience from industry/manufacturing of accessible goods and/or

services One or two persons ensuring fully the users’ involvement One or two persons from industry/manufacturing with expertise in the development process and how

they relate to the DfA/UD approach

The experts selected in TG3 should be representatives of societal stakeholders and should ensure a multi-stakeholder user involvement in the standardization activity. Main competence areas:

4.3 Important notice on different roles of the experts

One person may have an expert role in developing more than one deliverable. Preference is given to experts able to participate in the development of more than one deliverable. Overlapping competence from a number of the indicated areas will be an advantage. In the selection process a balanced representation of all stakeholder categories will be pursued.

5. Financial support

The European Commission and EFTA have decided to provide financial support (Specific Grant Agreement) for the assignment of the tasks and execution of the work of the selected experts through this Call for Tender. The financial support from the European Commission and EFTA is based on the Framework Partnership agreement (FPA) 2009. Costs have to qualify as eligible as defined in FPA 2009, be justified, accepted by the EC/EFTA and travel costs compliant with SN travel policy in order to be fully reimbursed within the budget constraints. Usually, the payment is usually divided into several instalments after completion of defined milestones and approval of the interim/final reports and the justification of costs. Note: due to the specificity of necessary assistance related to the different types of disabilities/impairments, financial support is also provided for travel/lodging costs for personal assistants, if needed and requested by the selected experts. Standards Norway (SN) will be managing the contracts (subcontracting) with the selected experts. SN Policy on travel & refunding of expenses will apply. The experts selected will sign an agreement with SN, before starting to work on the project. Costs incurred before the selection procedure is finalized are not eligible for reimbursement.

6. The Selection process

This call for Tender for experts is published on Standards Norway (SN) website (www.standard.no), Nederlands Normalisatie-instituut (NEN) website (www.nen.nl), and the CEN and CENELEC websites (www.cen.eu ; www.cenelec.eu; www.cencenelec.eu ) in parallel, and information distributed to all SAGA members through SAGA Secretariat, and to all CEN and CENELEC accessibility related Technical Committees/WGs/JWG.

The selection process for TG1 will be carried out in two steps; the call for 3 experts will be launched at month S0. A call for an additional expert according to the chosen standards to be revised in D3.1, can be launched at month S+9 or S+10 when the standards due for revision/rewriting are known. The selection of the experts will be done by the ‘selection panel’ that will be composed of:

The selection panel will not engage in correspondence with individuals applying as experts during

the Call for Tender period and/or during the selection period.

7. Criteria for the Selection of Task Groups’ Coordinator and Experts

7.1 Tender application requirements

The Tender application shall be in English and contain:

Name and contact details of the expert candidate

Information about the organization/s the candidate is working for or representing

A short Curriculum Vitae demonstrating the required expertise and knowledge (see Part 4)

A short section of text describing the deliverable/Tasks the expert would like to contribute to accompanied by evidence of the required skills and expertise to undertake the deliverable/ task and his/her proposed approach to carry out successfully the work and achieve the result

Detailed information on the costs of the expert applicant’s (daily rate, man-days, travel budget)

Names of referees for whom previous similar work has been undertaken

A signed declaration, by which the applicant certifies that "all joined documents are veracious and in conformity with reality and certify not to be in of the situations described below in point a), b) and c).

The completion of table in Annex I, by marking for the preferred deliverables (maximum of 3).

All applications are required to be submitted as per the format in Annex II

7.2 Criteria for exclusion

The following persons will be excluded from the selection process:

a) A person who was the subject of a non-likely judgment of recourse for a professional infringement b) A person who is an irregular tax situation or in an irregular special taxation situation c) A person who provides with incomplete or erroneous information

7.3 Award criteria

Preference will be given to experts able to participate in the development of more than one deliverable. NOTE: All skills and experience should be documented within the format of Annex II.

7.3.1 The selection of the Task Groups’ Coordinator will be made on basis of the following criteria:

a) Standardization skills and experience (60%)

In depth knowledge of standardization work and the standardization processes.

Documented experience from project management b) Other skills and experience (40%)

Knowledge of DfA (or similar) design approach

Experience from relevant project work

Relevant experience and skills relevant for the preferred deliverable 7.3.2 The selection of the Accessibility experts will be made on basis of the following criteria:

a) The applicant should be representative of a national or European organization of people with disabilities older people or similar and should ensure a multistakeholder user involvement
