    First of all, I want to say thank youfor making my first year in officeso exciting. Believe me when I say

    there has not been one boring day. Neverin my life did I understand the complexitiesthat come with this job, and this first yearhas truly been an interesting learningexperience. As we move into the New Year, myfirst and foremost concern is the possibilityof a West Coast writers’ strike. Whetheror not the writers and the AMPTP comeup with an equitable agreement by the endof the contract, I do not perceive that theproducers – expecting the worst – wouldnot ramp up production. Some tradearticles are saying that there were noproduction increases before the 2000-2001 WGA negotiations. But the recentlyreleased numbers from contributed hoursto our pension and health plan, at the postWGA negotiation level, tell the story: The contribution hours received bymotion picture industry pension and healthplan for production workers were downby 27% when comparing the six monthsprior to the WGA negotiations. The EIDC – in charge of issuing LosAngeles permits during that time for bothmotion picture and television – recordeda 37% decrease from the third quarter of’01 as compared to the same quarter in2000; a 54% decrease from the fourthquarter of ‘01 as compared to the samequarter in 2000; a 57% decrease from thefirst quarter of ‘02 as compared to 2000;and a 41% decrease from the secondquarter of ‘02 compared to the samequarter in 2001.

    If we look at history and the numberssurrounding the last WGA negotiations, Ican only guess the 2007 numbers will behigher, if not worse. I can’t stress enoughthat one of your New Year’s resolutionsshould be to put away as much as you canand prepare for long bouts ofunemployment – even if the writers cometo an agreement in a timely manner. I’mcertain that the producers will start stockpiling product to weather a possiblewriters’ strike. The unfortunate part of this situationis the product that the producers mightramp-up with are being written now andwill be turned into the stock-piled product.So instead of trying to squeeze theproducers from the front end to the backend by not providing them with product,we the film crafts, become the victim insomeone else’s labor dispute. Others aregoing to be planning accordingly and youshould too. We should follow suit withthe producers and stock pile our savingsaccounts. Just a friendly reminder: Everyoneshould be getting letters regarding the “V”Electrical Safety, Safety Pass Class. Yes,another class you have to take. As yourletter states, the classes begin in March,although I do not have a class schedule todate. With changing technology, continuingeducation is part of the job. I ask allmembers to – once again - step up to theplate and take these classes seriously. Lastly, we kick off our first Bulletinof 2007 with a new look. It was time fora change and we hope you like the updateddesign. Let us know what you think.

    At the January General Membership Meeting, the Execu-

    tive Board discussed with members the possibility of find-

    ing a new Local headquarters. The idea was positively

    received. Members will be receiving a letter in the mail

    regarding this discussion. The subject will be on the March

    Membership Meeting agenda. All interested parties are

    encouraged to attend.

    Committees are formed to performa task or find a solution to aquestion. They meet, discuss the

    matter before them and prepare a report.This report is presented to theMembership at a meeting where theirrecommendations are acted upon by theMembers. Rather than take up time in ameeting with a lot of debate, thecommittee does all the work and comesback to the Membership with the answer. After I was elected to be President ofthis Local, I was handed a folder of allof our committees. There were 49 ofthem. Some were inactive and some hadfinished their tasks. I went through themone by one, talked to the Chairpersonsand eventually disbanded 22 committees.I formed three new ones and gave theremaining committees a new purpose. This is where we need your participa-tion. This is where you can contribute toyour Local. Look through the list of

    New Year Marks New Union LeadershipPresident, Vice President and four new board members are sworn in at theJanuary 13th General Membership Meeting while some long-time unionadvocates are honored for their service

    dent Dennis Grow and Vice President

    Raymond Poblick. Next month, we’ll

    highlight the four new board members you

    elected to guide the Local.

    Newly elected Local 728 PresidentDennis Grow began his newthree-year term in January calling

    the first General Membership meeting of2007 to order. No stranger to the Executive Board,Grow held a board seat between 1994and 1996. More recently, he has servedfor the past seven years, the last yearserving as Vice President. Although he splits his time betweenhomes in California and Arizona, Growhas never been more committed toserving the membership. “A lot of people asked me to run forthe office, and I wanted to stay servingthe Local,” he noted, adding with a chuckle,“it’s a thankless job at times but there aremany rewards.” Among his many responsibilities,Grow said one of his main goals is tomake the general membership meetingsrelevant and quicker in order to entice astronger member turnout. “There are2,300 members and only fifty come tothe meetings. There really needs to be amuch higher level of memberparticipation.” Moreover, he wants to think of newways to give back to the membership.“It’s their money, and not the Local’s.How we spend it is up to them.” Much of the work accomplished onthe Executive Board is throughcommittees. Grow will be chairing andactively involved in a number of themincluding the Constitution and Bylaws,Delegate, Bulletin and Parliamentarycommittees. Grow is a strong advocate formember involvement through the Local’sclearly defined committees. “We’re opento the members’ ideas. Their voice countsand we want to hear it,” he pointed out. Born in Los Angeles, Grow graduated

    from Cal State Long Beach with aBachelors degree in Radio, Television andFilm Production. A freelancer who sayshe’s been “lighting everything” for over30 years, Grow has spent the last severalyears concentrating on commercial workboth here and in Las Vegas, where he isalso a member of IATSE Local 720.

    Stepping in to fill the remaining one-year term (left open when former VPDennis Grow was elected President), new

    Vice President Ray Poblick isstraightforward when asked what he seesas his role. “To assist the president,” henotes. An active member who haspreviously served on the ExecutiveBoard, and currently is a District 2Delegate, Poblick said he was inspired toget even more involved. “I thinkeveryone needs to participate. It’s criticalfor the members to become active in theunion. It’s important as it ever was …maybe even more now.” The vice president will also chair theRetiree Co-Pay Committee, a newworking group of members that willspearhead avenues the membership cantake to help financially assist retirees withtheir drug co-pays. “I think that it’s away for the membership to give back toour senior members,” he pointed out,explaining that the retirees’ plan isdifferent from the general membership. Additionally, he will be serving on theContract Negotiations, Constitution andBylaws, and Gold Card committees. “Committee work is an ideal way formembers to get involved. You can finda committee you’re interested in anddonate a few hours to it,” he noted. “Andmuch of our committee work is doneby email so you don’t have to take a lotof time from your already busyschedule. We discuss things back andforth and talk about changes to a greatdegree electronically. It’s veryconvenient.” Poblick’s union activism comesnaturally. His grandfather was a staunchsupporter of organized labor inPennsylvania and served as the area’slocal AFL-CIO president representingcoal miners. A member since 1997, Poblick spent27 years as an electronic technician forthe only major non-union airline carrier,Delta. Not afraid of speaking out, heassisted local unions who were trying toorganize Delta – which he believesprevented him from getting a companytransfer to California. Their loss is certainly Local 728’s gain.In addition to being an active memberpassionate about improving the union,the Navy veteran is an avid traveler andwine connoisseur.

  • Greetings everybody! I hope allof you enjoyed the past holidayseason.

    Here’s what is going on as of thiswriting. To those of you who have calledme looking for work, you may recall thisresponse, “There’s nothing!” Through themonth of January, very few, and I meanvery few, dispatch requests have cometo this office. This does not mean thatthere is not work out there. I knowbecause I have taken many members offthe books and, in many cases, put themback on. Also, I have had a fair numberof ACLTs calling to report their crews(all crews and new hires are to be reportedby ACLTs to the Local). Most of the television shows appearto be back to work. The problem seems,at least to me, to be a lack of featurefilm production in town. Recent news reports have confirmedmy suspicions. They are reporting a 7-10% reduction in feature film productionin the Los Angeles area. Many shows,features and television, are being shot inNew York, Louisiana, and New Mexico,primarily because of tax incentives. In addition to the decline of featureproduction, there was reported a 10%increase of television production in theLos Angeles area. Sadly though, anincreasing chunk of this production isgoing to “reality shows.” What this meansto us is less staffing, meaning smaller

    production crews and probably norigging crews. Some of these shows arenon-union. Just a reminder, if you are workingon one of these non-union shows, it isyour responsibility, as a union member,to report these shows to your local union.Then, the information can be forwardedto the International Alliance to give theman opportunity to organize it. You mayreport it anonymously. Remember, allnon-union work means no health orpension benefits and all union workmeans health and pension benefits,regardless of hourly rate. Let us all hope the work situationimproves soon. “Pilot Season” will beupon us in several weeks. Anyway, what else is happening?You should have received a notice fromContract Services about a new requiredSafety Pass course titled “ElectricalSafety.” I have been told that this coursewill be taught by members of our Local.For more details about the class, pleasecontact our Safety and TrainingDirector, Alan Rowe. The course willbe offered starting in March and allactive members have until 31 August,2007, to complete it. For otherquestions or registration for the coursecall the Safety Training office at (818)502-9932, extension 2. Please note thatfailure to complete the course couldaffect your roster status and your ability

TheLocal’s normal operating hours are 8:00a.m. to 6:00 p.m. Monday through Fri-day. If you need to hire prior to 8:00 a.m.,after 6:00 p.m. or over the weekend,please phone the Call Steward at 818-438-0728. Members seeking weekend workshould call the Steward at the Local onFridday to put your name on the Week-end Availability List. Anyone who hires off roster or hiresany member who is not current withtheir dues without first calling the CallSteward, shall have charges filed againstthem and shall be subject to the assess-ments levied by the Trial Board if foundguilty. Our present contract work week con-sists of any five (5) consecutive daysout of seven (7) consecutive days.

  • It is very important that we work withthe rental shops when checkingequipment in or out. They all want to

    supply us with good reliable equipmentand for the most part, they do a goodjob. However, it is a difficult job whenyou consider the abuse the equipmentsuffers on a daily basis. It is always in allof our best interests to thoroughly inspectand test the equipment before we acceptit and this is especially true when the townis busy and equipment is “turning around”in less than a day. There are three big reasons forinspecting and testing your equipmentbefore signing for it. The first andforemost reason is safety. Since our craftis inherently dangerous, it is imperativethat the equipment we use is up to thestandards required for our industry. It isnot at all uncommon for connections tobecome loose, cable to become worn, andlenses to become cracked. It is requiredby OSHA standards that all equipmentgrounds be checked for continuity beforebeing placed into service. This isextremely important with fixtures andother items that may be handled by peoplewho are not trained in using electricity. The second reason is to ensure thatthe equipment does not fail duringproduction and it is a complete package.Untested equipment can cause a lamp tofail as you are setting it and when you areplugging in a leko is NOT the time todiscover that you have a Bates plug andno adapters. These small problems can

    add up to a large waste of time, whichcauses damage to our reputations (i.e.loss of work) and expensive delays forproduction. The third, and not to be overlooked,reason is that we are responsible forkeeping the equipment in usable shapewhile it is in our care. When the town isbusy, it is possible for a faulty piece ofcable or lamp to get overlooked andchecked in to the shop as being okay forservice. The problem comes when thenext show checks it out without inspectingor testing it properly, only to discoverwhen they return it that they are beingbilled to replace a piece of equipmentthey possibly never used. If theequipment looks worn, damaged, kinked,insulation cracked or sliced, or aconnector is even slightly bent, bring itto the attention of the shop and do notaccept it. This is especially true with cableas it is exposed to the roughest conditionswe face and some shops are nowconsidering cable as requiring totalreplacement for what used to beconsidered as “normal wear and tear.”Most shops expect you to inspect andtest the equipment. Remember, when yousign the paperwork you agree that theequipment is in proper working orderand you will return it in proper workingorder. What happens if you have to acceptequipment that has visible damage but isotherwise fine? Make sure that you haveirrefutable evidence of the condition of

    the equipment before you sign the rentalpapers. Most of the shops are prettygood about this, though you may haveto remind them of your agreement.They may be the only shop you aredealing with but they may have dozensof shows. Digital photos are always goodfor this purpose and proper paperworkis hard to refute. Even though theproduction ends up paying for anyreplacements or damage, it is your andyour crew’s reputation that takes the hit(i.e. loss of the next show). Of course, it is Production’s job tokeep costs down and they will frequentlynot want to give us the time to check theequipment thoroughly. However, if youspeak to the UPM in terms they can relateto (i.e. money) then it is possible that youcan convince them to spend the moneyup front in order to save money on theback end. Unfortunately, they will oftentake the risk and not give us the time weneed. In this case, we need to make surethat the UPM understands that we haveno control of the quality or state of theequipment that they are renting and bearno responsibility for replacing any faultyequipment. Personally, I prefer memos forthis type of communication. It is easy to point fingers when a pieceof equipment fails or something getsdamaged. The easiest way to avoidunnecessary disputes is to document thestate of the equipment by thoroughinspection and testing when checking it outfrom the shop.

    leading to cardiac arrest. It takes as little as30 milliamps to cause the heart muscle toseize and become unable to pumpoxygenated blood throughout the body. A compounding problem is that thevictim’s brain can be irreversibly damagedfrom as little as three minutes withoutoxygen. According to a recent study 99% ofvictims of cardiac arrest outside of hospitalsdied without immediate intervention. Halfof the 1% of the victims who survivedsuffered permanent brain damage. Fortunately, with proper immediatetreatment, most otherwise healthy victimscan make a full recovery. Cardio PulmonaryResuscitation (CPR) followed by the properuse of an Automatic External Defibrillator(AED), if necessary, is advised for immediatetreatment of victims of ventricular
