The inaugural Badger Pre-K program was a huge success. Approximately twenty one students were enrolled for the 2009-2010 school year. Students adapted well to a typical school day routine and are transitioning to All Day-Every Day Kindergarten this fall. Please remember that the Pre-K program was added as a “Not for Profit” program where parents are charged $225.00 per month for four days of preschool with all regular school services provided, including transportation.

Ohio Transportation Rule
Ohio’s Pupil Transportation Operations and Rules State, “Pupils must leave or board the bus at locations to which they have been assigned.” Beginning with the 2010-2011 school year students will be picked up/dropped off at ONE location designated by parents. It is imperative the district safeguard all students with one designated pickup location and one designated drop off location. Phone calls to the school during the school day will no longer be accepted. Parents will need to make arrangements for someone to pick up their student from school or have someone at the student designated stop.

SCHOOL FEES
The fee for each grade level or course remains the same as previous years. Fees are established by the Board of Education and cover only partial costs of consumable materials used by a student. Student fees are listed below: maximum fee for families, grades K-8 will be $50.00. Student fees should be paid prior to September 30, 2010. All school fees will be waived for students who sign up and qualify for the free or reduced price breakfast/lunch program.

Kindergarten and Pre-K students are offered snack milk daily. Snack milk is optional (40¢ per day) and is NOT included in the Free/Reduced lunch program. If you do NOT wish for your child to receive snack milk please notify your child’s teacher immediately.

During the 2009 – 2010 school year the Ohio Department of Education completed a Coordinated
Review Effort of the Badger Food Service. The purpose of this review was to assess the nutritional content of meals, kitchen cleanliness, food preparation, serving size, and free and reduced applications. Badger’s food service department received commendations for well planned menus that met (meet) the recommended daily nutrition allowances, excellent record keeping, an immaculate kitchen, and a friendly and courteous staff. Breakfast and lunch prices will once again remain the same this school year. Students are requested to prepay for meals and the school continues to allow any student to charge up to $10.00. Payments may be made by mail, placed in a payment box located across from the principals’ office and in the cafeteria, and ONLINE at www.mynutrikids.com. POINT OF SALE (POS) The Joseph Badger cafeteria will continue to utilize NutriKids Point of Sale Software. Last school year 272 families registered for online accounts. We encourage you to set up an online account, if you have not already done so. You will be able to view a 30 day purchase history, check account balance, and set up low balance email notifications free of charge. Secure online payment processing is handled by PayPal. NutriKids will charge a convenience fee of $1.75 per payment. Visit our website for enrollment instructions.
FREE AND REDUCED BREAKFAST/LUNCH Free and reduced lunch applications are accepted throughout the school year and must be completed each school year. Applications are available on our website, www.joseph-badger.k12.oh.us, at each school office and at the end of this calendar. Income guidelines, which will remain the same as last year, are also included with the application. Children who are in Food Assistance Program (food stamps) or the Ohio Works First program are eligible for free breakfast and lunch, although you must submit a free and reduced application. Applications are due by September 10, 2010. Students in the Free and Reduced Program last school year will remain in the program on a temporary basis until September 17, 2010, at which time they will be charged regular prices. Applications are accepted any time during the school year should your income change. You may call Carol Johnson, Food Service Director, at 330.876.2810 if you have any questions or need assistance completing the application. Students approved for free and reduced meals will have all school fees waived for the 2010 – 2011 school year.
Breakfast, the most important meal of the day, is available to all students PK-12. Breakfast provides energy and nutrients that lead to increased concentration in the classroom. Studies have shown that students who eat breakfast do their best academically, are well behaved and make fewer visits to the nurse. All students receive free breakfast during OAT/OGT testing. We serve four breakfast options daily: the menu item, breakfast bar, yogurt, or cereal. Milk and fruit or juice are available with all options.

Regular meetings of the Board of Education are held on the third Wednesday of each month in the Library/Media Center at 6:00 p.m. (June/July/August meetings begin at 5:00 p.m.). Special Meetings are scheduled as needed. The time and location of all Special Board meetings are announced to the media at least 24 hours in advance.
All Board of Education meetings are open to the public. Individual concerns should be handled through proper administrative channels, with the Board acting as a source of appeal beyond the level of Superintendent. Executive sessions, as permitted by law, are closed to the public.

KEEPING OUR PROMISE – TRANSPORTATION UPDATE
Over the past two years the Joseph Badger School District has experienced many changes in the transportation department. The District purchased 6 new buses at the beginning of the 2008-2009 school year to update our aging bus fleet with less than 10% of the cost coming from the General Fund. The new buses are not only safer for students but require less maintenance and achieve improved gas mileage. To date the district has saved over $175,000 in these areas. Likewise in the past year the District initiated the use of a computerized routing system to maximize the efficiency of all bus routes. During the 2009-2010 school year the District began to operate an on-site fuel system that will save the District an estimated $6,000 annually.
The District will continue to reinvest in our bus fleet (17 total buses covering 104 square miles per day) to make certain we remain one of the safest and most efficient fleets in the Mahoning Valley. In the 2010-2011 school year the District will be installing a global positioning system (GPS) and a security camera on each of our buses. These upgrades will add an additional layer of protection for our students and drivers. These items will be paid for from savings generated over the last two years within our transportation department.
The Joseph Badger School District’s main priority is not only the safety of our students and staff but also an obligation to save tax payer dollars whenever possible. The administration will continue to analyze all operations within the district making certain cost cutting measures are part of the decision making process at every turn.
2009-2010 RETIREMENTS
With the end of the 2009-2010 school year, the Joseph Badger School District said goodbye to Mrs. Margaret Parks (BES Title I Reading Teacher), Mr. Dennis Zinz (Wood Shop), Mrs. Sue Brown (Spanish), Mrs. Joyce Lucas (BES Secretary) and Mr. Karl Brest (Bus Driver) due to retirement. We wish them the best as they begin a new chapter in their lives.

ATHLETIC HALL OF FAME The Joseph Badger Local Athletic Hall of Fame honors those graduates of Badger High School who have either excelled in athletics or who have made significant athletic contributions to the school or community. A maximum of five honorees will be inducted annually at one of the boys’ basketball
games during the season. Applications for nomination may be picked up in the Athletic Director’s office or on our website: www.joseph-badger.k12.oh.us. COMPUTER TECHNOLOGY (CT) INITIATIVE 2010-2011
Our CT Initiative is entering its third year where all students grades 3 through 8 will have daily use of a laptop computer. Teachers
incorporate technology in their daily instruction. Beginning in 2011, all freshmen students will have use of their own personal laptop to be utilized and integrated with the classroom teachers’ instruction on a daily basis. Remember, improved student achievement is the district’s primary mission and a students’ immediate access to technology is tantamount to their success.
Once again the school district has formed an educational and financial partnership with the Tim and Joni Woofter Family Foundation and an interested Kinsman area businessman. This 50/50 partnership will allow the district to fund this cutting edge CT Initiative dollar for dollar for years to come.

Fiscal Outlook
As you can see from the Five-Year Fiscal Forecast the Joseph Badger School District is not immune to the bleakest economic conditions since t h e G r e a t Depression. Even though the district h a s r e d u c e d staffing levels over the past eight years by 26%, mainly through attrition, and received energy savings with the new Joseph Badger School, the State of Ohio has not maintained its funding level(s). Most recently, the Ohio Department of Education has cautioned school districts that cuts in state funding are imminent for FY2011 and FY2012.
Simply stated, Ohio has not met its obligation(s) to fund education and therefore, local property taxes remain the only viable option for school districts to remain solvent. PRESENTLY, THE JOSEPH BADGER SCHOOL DISTRICT HAS THE LOWEST OPERATIONAL MILLAGE IN TRUMBULL COUNTY BUT YET, HAS SUSTAINED STUDENT SERVICES AND PROGRAMS THROUGH SAVINGS GENERATED BY REDUCING STAFFING LEVELS.
Eighty percent (80%) of a school district’s annual budget is dedicated to personnel costs. The Joseph Badger School District’s personnel costs are consistently less than the 80% threshold. Controlling personnel costs is more crucial now than ever before to sustaining financial stability for the school district. Even though staffing for the school district has been decreased by nearly 26% the past eight years (see chart, Staff Reductions), student services have been sustained or improved. Foresight and careful planning which involves student scheduling and related ancillary services have allowed the district to continue offering an adequate and effective education and improved student services for our children.

Consolidating services through staff re-alignment has been a key component in maintaining the fiscal integrity of the district. The Board of Education and administration as well as all personnel are committed to maintaining student services presently offered; however, the district is entering deficit spending in the very near future. In the Staff Reduction chart you will notice 2 additional certified staff reductions, 2 additional classified staff reductions and an additional .50 reduction of administrative personnel to take place beginning with the 2010-2011 school year.

Curriculum mapping and alignment coinciding with the new Ohio Improvement Process is an ongoing collaboration to improve teacher instruction. Teachers will identify content knowledge and build strategies to close achievement gaps for all students.

Joseph Badger School is interested in meeting the needs of children with disabilities and is participating in an effort to locate, identify, and evaluate all children in the community from birth through twenty-one years of age who may have disabilities. BMS PREP BOWL
Congratulations go out to the Trumbull County Runners-Up—Badger Middle School 5th/6th Grade Prep Bowl Team. They competed against nineteen schools in this year’s academic competition.
The competition was held at the T.C.T.C. on January 12 and 13. During the first evening of competition, the team defeated McDonald 175-125 and Neal 175-120. On the final evening the team defeated Champion 170-100 in the first match but then fell to Labrae Middle School 120-165. The team
rebounded by defeating Howland 150-130 and then beating Lordstown 185-135 in the quarterfinals. BMS defeated Liberty in the semi-finals but unfortunately were defeated by Labrae during the finals.
Prep Bowl 5th/6th team members include: Garrett Kellogg (Captain), Marc Kraml, Kevin Dale and Matthew Hecker. Alternates are: Nathan Ritch, Adam Koncsol, Brent Cutlip and Vegas Dargan. The team is coached by Mrs. Lori Roknick.

Changes Remain Plentiful at Badger High School
The faculty and administration are tremendously proud of the continued changes at Badger High School. We will introduce new courses again for next year as well as two new members of our faculty. After serving our district for many years, Mr. Dennis Zinz and Mrs. Sue Brown have announced their retirements. We, as a school, wish them and their families the very best.
With regards to curriculum, we will offer many new courses including History of Rock and Roll, Military Strategy, Advanced Physical Fitness, Survey of Advanced Computer Applications, Manufacturing Technology, Construction Technology, and Advanced Woodworking. We have also fully implemented our transition to the state’s new Core Curriculum for this year’s freshmen.
Mr. Richard France joins our faculty as our new Industrial Arts teacher. He served the Howland School district for many years and we are thrilled to have a teacher with his experiences and knowledge join our staff. We would also like to introduce to our new Spanish teacher, Miss Danica Wright. Miss Wright recently graduated from Bethany College majoring in Secondary Education, Spanish. She had the unique opportunity to study abroad at a university in Pamplona, Spain, which of course, is where the famed running of the bulls occurs during the San Fermin festival.
In short, we are providing incredible support for all of our kids, and that is the reason we are here. We are truly proud of our past accomplishments and cannot wait to celebrate the new ones! We remain tremendously proud.

In the art department there are many different classes. One of the new ones this year is advanced drawing. Jabberwocky asked senior Marcy Rufener what she thought about the course. She said, “It’s the one class I look forward to every day. I get to express myself without talking, and feel somewhat free in school.” That sounds pretty fun, but it’s also very hard. So much time and effort goes into each student’s drawings; it’s unbelievable what the students can do. Advanced students are more independent. Mr. Josh Baluh’s philosophy is “You already have the tools. Now it’s up to you to execute the drawing.” Mr. Baluh won’t tolerate “I can’t” or “That’s impossible” because that means you give up.
Another one of the art classes is art history. Students get to learn all about where art started and all kinds of artists who do amazing things with everyday objects. Cassidy Strickler said, “It’s interesting to know where art really comes from instead of just from Mr. Baluh.” Of the several different classes Mr. Baluh teaches every year, he manages to come up with something different for each class. His art students agree that they couldn’t do without the art classes.
I highly recommend taking all the art classes you can. As Edgar degas said “Art is not what you see but what you make others see.” The art department is a great place to try and make your messages seen.

JUNIOR BETA CLUB (BMS) Year after year, our BMS Junior Beta Club has participated in numerous activities that benefit our community. This is due to the hard work and diligence of advisor, Mrs. Rachel Himes, and the Beta Club members. In November, they collected 11 boxes of items that were sent to service men in Iraq. These items included: toothpaste, beef jerky, sunflower seeds, toothbrushes, hair products and many other products needed by our troops.
The club members also raised $150.00 that was donated to the Kinsman Public Library. In December, they conducted a very successful food and toy drive for the local community.
New members were inducted into the Jr. Beta Club during a ceremony on November 23. New eighth grade members are: Travis Allen, Zoe Blackburn, Jennilyn Krumpe, Cody Marshall, Gabby Miller, Kristina Ritch, Scott Smith, Madison Wiscott and Dana Yeater.

FITNESS CENTER / ALL WEATHER TRACK Fitness Center operational hours include Monday, Wednesday evenings 7:00-9:00 p.m. and Saturday morning 8:00-10:00 a.m. August through May. Student participants must be 16 years of age or older. The school district encourages all community members to take advantage of our all-weather track. The all-weather track is a rubber based surface that absorbs impact thus minimizing the pounding joints would endure on a typical asphalt surface. Whether walking or running the all-weather track reduces wear and tear on the body thus allowing for more consistent aerobic training. Please fee free to utilize the track facility to promote your personal physical fitness needs.
COMMUNICATION SOFTWARE - SCHOOL EVENT NOTIFICATION The Joseph Badger School District has implemented new communication software that has the ability to send information via phone messages to parents. Reminders may include field trips, sports activities, Open Houses, PTO or Academic Booster meetings, testing dates, report card distribution dates, 4th grade swim day reminders,
just to name a few. The district’s intent is not to smother parents with phone calls but rather utilize Synrevoice in a modest approach to inform parents. As the district or building believes it beneficial to remind parents of upcoming events or changes the system will be engaged. We encourage parents/students to continue viewing the local weather channel(s) for weather related school closings. If you change/remove phone numbers (home or cellular) please contact the building secretary with the updated information. Synrevoice will only be successful if the contact information provided by parents is accurate. The district has received phone calls from parents stating that they receive only the message, “Joseph Badger School is calling, please hold,” and no further message is delivered. Synrevoice has informed the district that the communication software is background noise sensitive. In other words, the system is waiting for silence before leaving the main message.
WHO WAS JOSEPH BADGER?

Our school’s namesake, Joseph Badger, was originally born in Wilbraham, Massachusetts, in 1757. He fought alongside the patriots in the American Revolution, and left the army in 1778. In 1781, Badger enrolled at Yale University to study religion which enabled him later to become a pastor. Graduating in 1785, Badger chose to teach religion at a Presbyterian Church in Blandford, Massachusetts. He traveled from place to place establishing new churches and
giving sermons. In short, he was a traveling pastor. Vienna, Hartford, Vernon, Warren and Canfield are some of the main places he visited.
He continued to travel and preach until health problems made it impossible to continue doing so. Joseph Badger died on May 12, 1852, in Perrysburg, Ohio.

P.A.M.—ONLINE GRADES
During the 2010-2011 school year, BHS and BMS parents were introduced to a new online grade system called P.A.M. (Parent Assist Module). This system allowed parents access to student information (grades) via the Internet. We believe that this communication tool has provided a valuable link between home and school and will increase parents’ awareness concerning the academic progress of their children. TEN SCOUTS EARN HIGHEST HONOR Do a Good Turn Daily…..Times Ten! In the truest sense of scouting, ten young men of the Joseph B a d g e r S c h o o l Commun i ty have diligently given back to the i r communi ty. Through their scouting journey, this troop of ten have earned the highest honor within
scouting….Eagle Scout. Kinsman Troop 93, most who began as Tiger Cubs when they were in elementary school have completed their Eagle Scout award projects. Nine of them attend Joseph Badger High School. Scouts achieving the Eagle Award pictured above are: (front) Sean Dunfee, Jonathan Bancroft, Tim White, Daniel Hess (back) Sam Timko, Curtis Landis, Darren Luoma, Tom Dobson, Jared Ford, Tony Czelusniak.
MEZZANINE PROJECT The Mezzanine Project was completed in December 2009. The mezzanine is the newly developed space above the locker rooms. The mysterious stair case, which appeared one day in the cafeteria, leads to this new facility. It is home to a wide variety of sports equipment including batting cages, track-like flooring and padding. There are also golfing nets and tee boxes so the golf team can practice indoors.
BADGER ATHLETIC BOOSTERS The Badger Athletic Boosters main purpose is to provide support for the athletic programs of the Joseph Badger Local School District thru the purchase of uniforms, equipment and coaching needs.
To provide for these programs, revenues are generated from a variety of fund raising activities. The boosters’ main source of revenue is the concession stand, which serves at all athletic events. The continued success of the Badger Athletic Boosters is dependent on getting volunteers to serve at the aforementioned athletic events. If you would be willing to donate your time please contact one of the booster officers.

Last year, the boosters had a successful year. Some changes were made to the items that were sold at the concession stand. Vendors were also switched for the concession stand items. This change enabled us to take advantage of better pricing and more importantly the ability to offer slushies (which was a big hit).
Through all the Athletic Boosters efforts the following items were purchased last year: golf bags, boy and girls track uniforms, boys soccer uniforms, commercial fryer for concession stand and in a joint effort between the Athletic Boosters and the School Administration a score board for the soccer field.
