Dear Resident: September 2009Welcome to the 2009-2010 school year! This calendar provides valuable information about activities that will take place during the months ahead. You will also find information about each school and important policies and procedures. Notes about PTA and SEPTA are included, as well. We hope that you will use the calendar throughout the year. Please remember to check our web site—www.gardencity.k12.ny.us—for updates and additional information.

Our School District has a long history of excellence. Our students are recognized for achievement in many domains, and they complete challenging, developmentally ap-propriate courses of study at all levels. At the same time, they receive instruction in the elements of good character, service and citizenship that will prepare them to assume places as responsible members of the community.

Our multifaceted program has enabled the School District to receive numerous honors. For example, Garden City Middle School received United States Department of Educa-tion “Blue Ribbon” status this year as one of the best schools in the nation; it is also one of very few schools to have attained this recognition twice. Similarly, Garden City High School is ranked among the top 200 high schools in the country in the annual Washing-ton Post survey. The High School also received a “School of Distinction” award for its scholar-athlete teams; no school in New York has received this special honor more often. Our elementary and secondary schools are completing a technology initiative that will result in interactive white boards in place in almost every classroom. Our growing re-search programs have resulted in winning entries in a variety of competitions. Similarly, our music, art and drama programs consistently produce outstanding performers and artists, as evidenced by the concerts, exhibitions and shows staged throughout the year.

The many clubs and intramural and interscholastic sports offered in our schools also ensure that students have opportunities before and after school to pursue their special interests, develop new skills and forge connections with peers and staff. Overall, our pro-grams are designed to create lifelong, confident learners who are ready to lead produc-tive lives in an increasingly interdependent world. At the same time, the School District remains well aware of its responsibility to develop and implement prudent budgets and manage its resources in a manner that will sustain our community’s tradition of support for public education.

Good communication is a vital part of maintaining a high-performing school district. In this context, parents are asked to make sure that we have their email addresses on file so they can receive community notifications via the Internet as well as by phone. In addi-tion, I hope you will participate in school activities and become part of the many special events that occur throughout the year. I also invite you to attend Board of Education meetings and to visit our web site. Please feel free to contact me with your ideas, questions or concerns. to attend. Regular meetings are usually held once a month at 8:15 p.m. in a District building. Work sessions also are open to the public and are usually held one week prior to the regular monthly meeting. Meetings designated specifically as Executive Sessions are not open to the public.

A five-member Board of Education, elected by the residents for three-year terms, serves without pay in

the School District, which is a political subdivision of the State of New York.

Board members set goals, establish policy for the school system and carry out the directives and decisions of the New York State Department of Education. Some of their responsibilities include prescribing courses of study; re-viewing, presenting and overseeing the school budget; levying taxes in accordance with law; contracting and employing staff; setting school boundary lines; providing school sites and buildings; purchasing fuel, furniture, and other necessities for use in school buildings; and provid-ing student transportation. The Board of Education is re-sponsible for the efficient management of the schools and appoints the Superintendent of Schools as its chief admin-istrative officer to make recommendations concerning the above activities and to carry out the decisions of the Board of Education.

The staff of the Garden City Middle School gathered for a group photo in October 2008 after learning of their re-designation as a United States Department of Education National Blue Ribbon School of Excellence. The middle school was one of 320 schools chosen from across the country to receive blue ribbon status. Principal Dr. Peter Osroff commented, “Our selection as a National School of Excellence was only possible due to the partnership and outstanding efforts of our entire community. Dedicated and caring teachers, parents and administrators worked collaboratively with the resources provided by a generous community through the lead-

ership of our School Board. Without question, this is truly a school community award.”

ElEmEntary school: Spanish is officially incorporat-ed into the curriculum in second-grade as part of the

Foreign Language in the Elementary School (FLES) pro-gram and continues through fifth-grade. The elementary schools support an active Mathletes team and participate in science Olympiads. Elementary school students can participate in band, orchestra, chorus, and jazz band. All fifth-grade students see a professionally produced opera in Manhattan. Fifth-graders at Stewart School perform an opera for the student body in the nation’s oldest continu-ous elementary school opera program. Fifth-graders at Stratford Avenue School produce a musical. Students can take advantage of the school library, media center, and learning center.

middlE school: The language program intensifies at this level. Students may begin studying German,

French, Italian, or Latin, or continue with Spanish. Ac-celeration, in accordance with the NYS Regents Action Plan, is an option in mathematics and science. The music curriculum utilizes SmartMusic, a web-based, interac-tive music software program that provides students with real-time feedback and permits teachers and parents to monitor progress. Other offerings include family and consumer science, technology and computer educa-tion, and extensive interscholastic and intramural sports programs.

curriculum: The District is dedicated to providing a superior education in an environment that meets

the academic, social, and emotional needs of all students through every developmental stage. Faculty strive to integrate the curriculum across classrooms, grades, and buildings. Easing transitions from first to second-grade, fifth to sixth-grade, eighth to ninth-grade, and twelfth-grade to college is a major focus, and the curriculum is evaluated on an ongoing basis. There are three primary schools (kindergarten through first-grade), two elementary schools (grades two through five), one middle school (grades six through eight), and one high school (grades nine through 12).

Primary school: Vigorous academic instruction in literacy, mathematics, the sciences, and humani-

ties begins at the District’s three primary schools in the full-day kindergarten program. Character education and enrichment programs (including Arts in Education, which brings outside experts and presentations to the classroom in cooperation with the Garden City Parent-Teacher As-sociation) also are introduced at the primary level. Other activities include field trips to museums, the public li-brary, and nature centers; visits to extended care facilities to perform spring and winter concert programs; and visits from older students who share language skills, anti-bully-ing advice, environmental lessons, and other topics.

The Garden CiTy Union Free SChool diSTriCT has been designated as a High-Performing, Gap Closing School District by the New York State Education Department for five consecutive years. It is the only school district

on Long Island with full Middle States accreditation for both its middle school and high school, and the District has received the Advanced Placement Recognition Award. Every eligible district school has been recognized by the United States Department of Education as a School of Excellence. The District is a completely separate unit of government and operates under a separate authority. It is nearly coterminous with the Incorporated Village of Garden City, measures approximately eight square miles, and has a population of approximately 21, 672. There are seven school buildings (three primary schools, two elementary schools, one middle school, and one high school), an administration building, and a school bus garage. Public school enrollment for 2009-2010 is projected at 4,170 students in grades K through 12. Approximately 99% of the High School’s graduates go onto post-secondary education.

high school: The High School has been named a GRAMMY Signature Finalist School due to the

strength of its music program, and the music program has landed Garden City on the National Association of Music Merchants list of 100 best communities for music educa-tion. The High School also is included on Newsday’s Best Long Island High Schools list based on graduation rates and advanced placement scores. There are 22 advanced placement opportunities in art, mathematics, science, and science research. Electives include courses in music theory, health education, American history, world history, photography, and business. More than 95 extracurricular activities are available, including special interest clubs, service organizations, publications, concerts, and art exhibitions. There are 32 varsity teams. Ninety percent of students participate in at least one extracurricular activity, and 70 percent participate in at least one interscholastic sport. High school enrollment is about 1,200 students, including about 310 seniors.

attEndancE: Education Law permits excused absences or tardiness for the following reasons

only: sickness or death in the family, impassable roads or weather, religious observance, school supervised trips, and required presence in court. Absence or tardiness for any other reason is considered unexcused. If your child will be absent or late, please advise the school by telephone between 8 a.m. and 9 a.m. (see page 16 for contact information). Staff will telephone the homes of unreported absentees after 9 a.m. and/or during the evening. Education Law does not permit the school to make a distinction between legal and illegal absences for attendance policy purposes.

BicyclEs: Bike riding is not permitted on school property. Students who ride to school must walk

their bikes to and from the bicycle racks. Students under 14 years of age must wear bicycle helmets—it’s the law!

Building insPEctions: As required by federal law CFR763-84, building inspections and asbestos

management plans for all District-owned buildings are updated each year. Copies of approved plans are maintained in each school’s main office, and a master set is maintained at the Administration Building in the Office of Facilities and Operations. Plans are updated regularly, including required semi-annual re-inspections and any response action changes. Warning notices are placed in maintenance areas where there are asbestos-containing materials. All cleaners, custodians, and maintenance personnel have received required training in asbestos awareness. These measures comply with the District’s public notice requirement that all workers and building occupants or their legal guardians be informed about inspections, response actions, and surveillance activities that are planned or in progress. For information regarding these plans and response actions, contact the Office of Facilities and Operations (478-1080).

homE instruction: Home instruction is provided for students when an illness or an accident makes

attendance impossible for an extended period of time. Parents or guardians should contact the principal of the

school to make arrangements. A medical confirmation is required; medical clearance is required to return to school.

lunch: Parents or guardians may send their children to school with lunch or opt for their children to

return home for lunch. However, the District does not provide bus transportation at lunchtime. At the end of August, the elementary schools mail information concerning lunch vouchers for sandwiches and lunch schedules. Excellent facilities and a competent staff provide a variety of lunches to Middle School and High School students at nominal prices.

PEsticidE aPPlication: The District adopted an Integrated Pest Management Program in accordance

with NYS Law Section 409-H effective July 1, 2001. This regulation requires written notification to all parents and staff who wish to receive 48-hour written notice of certain pesticide applications. Please advise the Buildings and Grounds Department at the Administration Building, 56 Cathedral Avenue (478-1080), if you wish to receive notice.

Physical Examinations: An annual physical examination is required by New York State law of

all students entering grades K, 2, 4, 7 and 10, and all new admissions. This examination must be completed by a licensed health care provider no more than 12 months prior to the beginning of the school year in which the examination is required. Documentation should be submitted to the school nurse within 30 days of school entrance. After 60 days, the school physician may provide this examination unless the parent or guardian otherwise notifies the respective school nurse. Physical examination, medication administration forms and immunization forms can be downloaded at www.gardencity.k12.ny.us.

Physical examinations are required for all students participating in the Interscholastic Athletic Program, open to students in grades 7 through 12. Seventh- and 8th-grade students participate at the Middle School; High School students participate on junior varsity or varsity teams. A student who has sustained an injury requiring the use of a wheelchair or crutches MUST present a medical note from a NYS-licensed health care provider stating that use of a wheelchair and/or crutches is necessary.

rEgistration ProcEdurEs: Registration is held in January for students entering kindergarten the fol-

lowing September. Parents or guardians may request a registration packet from the appropriate primary school beginning in December. All children new to the District or resident children transferring to District schools may register at any time during the year. Parents or guard-ians should contact the appropriate school for a registra-tion packet. Questions regarding registration should be directed to the appropriate principal’s office. In March, a special registration period is held for students not cur-rently enrolled at the High School who plan to enter that school the following September. Notice is published in local papers; local parochial schools are informed.

rEPorting to ParEnts: Report cards are issued quarterly at the Middle School and High School.

The elementary schools maintain an alternating system of parent-teacher conferences (November and March) and report cards (January and June). For answers to questions about your child’s grades, homework, report cards, or other school-related matters, contact his or her teacher if your child is in primary school or elementary school; contact the subject area teacher or guidance counselor if your child is in middle school or high school. To review your child’s test scores and other pertinent data in his or her individual student folder, contact the principal. Prin-cipals and assistant principals will assist you whenever necessary. Faculty members may be contacted by phone or email (see page 16 for contact information).

sExual harassmEnt of studEnts: The Board of Edu-cation is committed to safeguarding the rights of all

students within the School District to learn in an environ-ment that is free from all forms of sexual harassment. Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature may constitute sexual harassment when (1) submission to such conduct is either explicitly or implicitly a condi-

tion of academic advancement; (2) such conduct has the purpose or effect of unreasonably interfering with an individual’s academic performance; or (3) such conduct creates an intimidating, hostile, or offensive learning en-vironment. Conduct may be deemed to be sexual harass-ment based upon the totality of the circumstances. It is irrelevant that the perpetrator had no intention to sexually harass the person. The Board recognizes that sexual harassment of a student can originate from a person of either sex against a person of the opposite or same sex and from peers, as well as staff or any individual who might come in contact with students on school grounds or at school sponsored activities. Examples of overt and subtle types of unac-ceptable conduct that could occur in a school setting and are often a part of sexual harassment include but are not limited to uninvited and unwelcome letters, notes, tele-phone calls, face-to-face confrontations or distribution or display of material of a sexual nature; uninvited, unwel-come, and deliberate touching, leaning over, cornering or pinching; uninvited and unwelcome sexually suggestive looks or gestures; uninvited and unwelcome pressure for sexual favors; uninvited and unwelcome pressure for dates; uninvited and unwelcome sexual teasing, jokes, remarks, or questions; or attempted or actual rape or sexual assault.

Student Records and Privacy: Consistent with the Family Educational Rights & Privacy Act of 1974

(FERPA), the Board of Education recognizes its respon-sibility to maintain the confidentiality of student records and to implement the Regulation of the Commissioner of Education and the Local Government Records Law for the orderly retention and disposition of student records. Parents, guardians, or eligible students have the right to inspect and review student’s educational records; limit the disclosure of personally identifiable information (a) by prior written consent (b) as directory information (c) under certain circumstances permitted by FERPA; request that records be amended to ensure accuracy; file a complaint with the U.S. Department of Education al-leging failure to comply with FERPA and its regulation; obtain copies of the Student Records Policy (#5500) and Regulation (#5500R).

The District has determined that certain information designated as Directory Information shall not be consid-

ered confidential information. For this purpose Direc-tory Information shall mean a student’s name, address, telephone number, date and place of birth, major course of study, participation in school activities or sports, weight and height of a member of an athletic team, dates of at-tendance, degrees and awards received, most recent school attended, photograph (still or moving), and class roster.

Directory information may be released without the consent of a parent, student, or former student over 18 years of age to which such information relates unless such parent or student or former student objects in writing to the release of all or part of such information within the first week of school each year to the Coor-dinator of Public Information, 56 Cathedral Avenue (478-1079).

Working PaPErs: The District cooperates with the New York State Labor Department to issue

working papers required by law for all persons under the age of 18 who seek employment. All resident children who need these papers may apply for them in the High School Counseling Center. The child should complete the Application for Employment Certificate, which requires parental consent and certification of physical fitness. District residents not attending Garden City High School must provide proof of a physical examination performed by a physician, a birth certificate as proof of age, and a copy of the Social Security Card. Working paper applica-tions are accepted from 8 a.m. to 3 p.m.

PuPil PErsonnEl sErvicEs (PPS) is an integral part of educational services in Garden City Public Schools.

PPS provides district-wide health services, psychological and social work services, speech and language services, home instruction, and special education programs and services. distancE limits for Bus transPortation

In establishing transportation and walk-in zones, careful consideration has been given to distance be-tween home and school. The Transportation Depart-ment makes every effort to provide optimum safety for the children. Bus service during the 2009-2010 school year will initially be provided as described in letters sent to parents. The distance limits established for bus transportation are:

• 0.5 miles for primary school and elementary school students; • 0.75 miles for middle school students; • 1.5 miles for high school students.

All distances will be enforced to comply with New York State Department of Education guidelines. For information regarding pupil transportation, contact the Transportation Department (483-9297).

transPortation to PrivatE and Parochial schools Walk-in limits for in-district non-public schools are the same as those for public schools. Requests for student transporta-tion at District expense to non-public schools must be filed with the District annually. Written requests must be received by the Business Office, 56 Cathedral Avenue, prior to April 1 preceding the school year in which service is required. Forms requesting this transportation are available in the Business Office or at the non-public school the child attends. For confir-mation that the application has been received, please enclose a stamped, self-addressed envelope or postcard. adult continuing Education: The office offers the community a variety of adult learning opportunities,

including classroom instruction, day trips, and domestic and international tours. You can learn how to speak a for-eign language, teach your dog to stay put, edit and print digital photographs, knit a sweater, or rejuvenate an old chest with a faux finish–all without ever leaving Garden City. If you do wish to venture beyond Village boundar-ies, day trips include excursions to Broadway shows, historic mansions, museums, and botanical gardens. A catalogue describing the courses offered is mailed to all school District residents twice a year. The fall term starts the end of September. The spring term begins in March. WintEr Program for kids: Students in kindergar-ten through sixth-grade can participate in a series

of activities held eight Saturday mornings at the middle school starting in January. For more information, contact Continuing Education (478-1070).

aftEr school childcarE Program: Children in kindergarten through fifth-grade (subject to enroll-

ment and availability) residing in the District are eligible to apply for the After School Child Care Program. Enroll-ment is limited. The program operates from public school dismissal to 5:30 p.m. on days when school is in session

summEr EnrichmEnt Program: This program is conducted during July and is open to all Garden

City School District students entering kindergarten in the following fall through fifth grade graduates. Activities include science, music, sports, arts and crafts, computers, and other various courses. Select enrichment courses are available to middle and high school students. For more information, call 478-1540.

usE of school facilitiEs: The use of public school facilities by non-school groups is carefully regulated

by the Education Law and by School Board policies. The latter provides that such use shall not interfere with school purposes or impose inordinate expenses on the taxpayers for the benefit of a small segment of the community. Appli-cations for permits to use school facilities may be obtained from the Office of Facilities, 56 Cathedral Avenue. Requests for use of facilities must be received 30 days before the date desired. Requests for use of facilities starting in September of the following school year must be received by June 1st since such requests are not processed during the summer. Please note that fields may not be used Sundays until after 1:00 p.m. For more information, contact 478-1073.

votErs must register in advance to be eligible to participate in the election and budget vote. The names of voters who registered for the 2006, 2007, 2008, and 2009 Annual Budget Vote with the Garden City Union Free School

District Board of Registration remain in the registration books for the forthcoming Annual Vote. In addition, persons who are currently registered from a local residence with the County Board of Elections are eligible to vote. All other persons must appear at registration on May 11 to be eligible to participate in the 2010 Annual Election and Budget Vote. The Annual Budget Vote and election is held on the third Tuesday in May in accordance with State law. At this meeting, members of the Board of Education are elected and the proposed annual school budget is placed before the voters. Voter qualifications: a person shall be a citizen of the United States; 18 or more years of age; a resident within the District for a period of 30 days or more preceding the meeting at which he/she offers to vote; and personally registered to vote in the School District.

PuBlic information: On the Line, the official publica-tion of the Board of Education, is sent to all residents

of the District several times a year. A budget issue is dis-tributed each year before the annual District vote. Timely information is sent to local newspapers. The Public Information Office can be reached at 478-1079.

The Parent Teacher Association (PTA) in Garden City is unique in its function-ing from other PTAs in the state and nation. It operates on a district-wide basis

rather than school-by-school. This format allows the organization to focus its efforts on the entire educational spectrum. Our programs, lobbying and fund raising efforts benefit all schools, and our members join only once, regardless of how many schools their children attend. Each school maintains its own PTA organization headed by a director who develops programs that meet the particular needs and interests of the individual school. The organization at each school consists of a PTA Board, teacher representative, grade representatives, and class parents. The PTA Executive Commit-tee consists of the PTA president and officers, as well as the teacher representatives and PTA directors of each school, who meet regularly to coordinate the business and activities of the organization. Each school PTA has regularly scheduled meetings to conduct PTA business and discuss issues and concerns of the particular school. In addition, the by-laws require a minimum of four general membership meetings annually, which are open to all Garden City PTA members. These meetings are often combined with programs, such as Reflections, or speakers.

T he Garden City Special Education Parent Teacher Association (SEPTA) brings together parents, teachers, learning specialists, and others with an interest in the

education of all of the children in our community. Special education is defined as a specially designed educational program for children with identified needs. The spe-cial education programs in our district include services such as special educational classes, co-taught classes, resource room, consultant teaching, and related services such as speech/language therapy, counseling, occupational therapy, and physical therapy. Our student population extends from age 3 to 21 in both in-district and out-of-district placements.

As an active PTA, SEPTA offers parents help in understanding the special education system. Parents new to special education will benefit greatly from

the SEPTA support network. Parents already involved are continually learning new information and are eager to share their extensive knowledge and experience.

SEPTA coordinates parent information presentations led by professionals in the field of special education. Monthly SEPTA General Meetings provide updated

information and discussion of issues concerning all of the schools in our district. Notice of these meetings can be found in this calendar.
