The media has done its usual job and made sure that the decision to hold another taxi review, the ACT Government’s eleventh taxi review since 1985, is well known. There is an excellent initial response paper posted on the CTIA web site (www.canberrataxiindustry.com.au) that anyone involved in or interested in taxis should read.

Two related media articles that comment on public transport recently caught my interest as we prepare to participate in this latest taxi review. In the Company Director (AICD) magazine Dec 2014 – Jan 2015 issue, the article, No Room for Complacency, makes the point that productivity growth in the not for profit markets (read public transport here) are in need of urgent attention, “They need serious panel-beating or privatization”. Having read this I found the article, Action on public transport needed urgently (Canberra Times March 2, 2015), captivating reading. The two articles reinforce Aerial’s view that there is little if any justification for reviewing the taxi industry at this point in time, particularly when there are far more relevant public transport matters in need of review in Canberra.

But an issue that cannot be ignored, the Taxi review has a focus on innovation drawing on technology change. This is welcomed. Assumedly the main questions are going to be:• What current regulations need to be changed or removed to allow new

technologies to provide public passenger services?• What new regulations are needed, as new technologies are introduced, in

order to protect the public from harm?Getting the right mix in answering these two questions is in Aerial’s opinion one measure of the community’s expectation of a good Government.

A comment that Aerial must record emphatically - Regulations do not impede the adoption of technology change. The Australian taxi industry is very innovative. Regulations that focus on customer service and prevention of public harm by their very nature encourage innovation.

In making this point about regulation there is one very important message that everyone in the taxi industry needs to heed as we respond to the taxi review. We have historically engaged and responded to the Regulator with an expectation that policy matters can also be addressed. It is the Regulator’s role to manage compliance with, not consider changes to, regulation. To match the pace of technology change and help the taxi industry adjust at a faster pace we need to direct our policy initiatives to the Policy people in Government. This is an important shift for us in the way we have engaged with Government in the ACT. Aerial and CTIA are adjusting to this change and work is underway to introduce a professional lobbyist to engage directly with Government at the policy level.

inspections with very important safety equipment not in working order. It is an offence to drive a taxi if the security cameras are not operational. At the bottom of this page you will find some handy reminders on how to check if the cameras and the emergency alarm are working. If the equipment is not working, please bring it to the base to be repaired immediately.

Finally on a happier note I wish to congratulate operators and drivers on the presentation of taxis in the Canberra Elite Fleet. On a couple of recent trips to the Airport I have been impressed by the time and effort that has been put into the cleaning of taxis. This is definitely an improvement on this time last year. For those driving or operating in the Silver Service Fleet the competition is not far behind! Stay safe and we will see you on a rank sometime soon.

HAPPY DRIVERS ENLIGHTEN A PROMISING MONTH OF BUSINESS

How to check your Camera is working?

• On the steering wheel rack you will find a small light• If the light is flashing green the cameras are working• If the light is flashing red the cameras are NOT working• If the light is flashing Red and Green the camera memory is full

How to check if the emergency alarm in the Taxi is working?

• From the Main Screen press the white button “next”• Press Grey Button “Tools”• Press Blue button “System Status”• Press Green Button “Alarm Test”• Now hold down your emergency alarm • The screen will display “test ready then ON” if the alarm is working• If there is no change on the screen then your alarm is not working

I would like to start this month’s edition of the FleetNews by saying how pleasing it has been to see so many happy Taxi drivers attending Fleet Inspections in recent weeks. There is no doubt that there is a correlation between the amount of work available and the happiness of the drivers that we interact with on a day to day basis. The past month has definitely been a strong month in terms of the

amount of people wanting to hire a Taxi.

One of the biggest reasons for the upturn in trade is obviously the return of Federal Parliament but we think it is important to remember a number of other events which have lead to the increase in hiring’s. The Multicultural Festival, Enlighten, ABEARS Conference, Canberra Show and Black Opal Race Day have all contributed to the amount of people catching Taxis. Moving onto some topics that are newsworthy within the Fleet Department. Firstly drivers undertaking hiring’s from the Airport Rank would have realised that a new Commissionaire is working on the rank. His name is Dushan and has joined Aerial after many years driving day shifts in the Canberra Elite fleet. Many of you will already know Dushan from when he was a driver but if you don’t please feel welcome to introduce yourself to him next time you’re picking up from the rank. Drivers are also reminded that when picking up from the Airport Rank to please have your doors unlocked and be ready to jump out and assist customers before they reach the boot of the Taxi. Commissionaires should NOT have to request you to assist customers.

Recently a number of prominent Taxi Operators have been ringing and expressing concern about the potential effect of the number Smartphone based transport applications that are starting to target the Canberra market place. From a Fleet perspective there are two important aspects to combating the services offered by these applications. The first is customer service. If customers are happy with the service they are receiving they are less likely to change their pattern. Whilst the large majority of drivers in the industry are offering the very best of customer service there is always room for improvement and in the current climate complacency is not an option. My challenge to all drivers is to go that little bit further towards making every journey a pleasant experience for all passengers. Aerial’s motto is to provide a level of service that exceeds the customers’ expectation. A strong industry is in a better position to withstand outside challenges. The second aspect is safety. Through strong safety standards we can offer vulnerable members of the travelling community a safe transport option. Customers will continue to catch taxis because they contain safety equipment that offers peace of mind. So I wish to remind all operators and drivers to make sure that the safety equipment in your taxis is working before starting any shift. Recently a number of drivers have attended fleet

As a person goes through their career as a Taxi Driver they will experience many situations that result in great stories for years into the future. This is one such story. About four years ago, I was driving on a Wednesday night when at about 6pm, I received a phone call from a friend who was also driving a taxi. He said do you want to go to Sydney for $600.00?

Thinking that my friend was joking I said, “Yeah right! Where are you?”. He responded by telling me that he was on Jolimont Rank and that a guy would like to go to Sydney. As I was only around the corner I agreed to take the job. When I reached the rank, surely enough there was a customer who had missed his bus and wanted a Taxi to take him to Sydney. After much negotiation between drivers on the rank and the customer, we were off to a Hotel near the Sydney CBD. This was my first fare to Sydney and after being in the industry

for a number of years, I thought that Sydney trips were just myths talked about by older drivers on the ranks. I excitedly drove the customer down to Sydney without any problems. Now all I needed to do was get out of Sydney without getting lost. The gods that be had other ideas though. Trying to get out of Sydney, I managed to get well and truly lost! Finally after half an hour, I found O’Reirdon Street, which I knew would take me through to the Airport and from the Airport all I needed was the M5. Unfortunately, still in the middle of the excitement of the big fare and the annoyance of being lost for so long I was not in a

position to forecast what was about to occur. As I approached an intersection with a red light and speed camera, the green light suddenly went yellow. Instinct said to keep going. I ended up going straight through a red light! Not knowing if I would receive an infringement, I spent the whole drive back to Canberra worrying. Suddenly my first fare to Sydney was not so exciting.

After two weeks I thought I was in the clear, until one day I received a call from my operator. He asked if I drove along O’Reirdon Street when I was in Sydney because he had just received a $300 infringement for running a red light. I obviously took responsibility and paid the infringement.I know you will all be asking how much the customer paid for the trip to Sydney?  Let’s just say I finished a $100 down! In a way I now have a better understanding of what Kipling meant when he wrote, “If you can meet with Triumph and Disaster And treat those two imposters just the same”.

Hence an inquiry that seeks methods by which “competition” and choice might be introduced. Any minister doing his job is compelled to investigate promises of cheaper fares, quick service and competition and to determine ways by which they may be implemented.

The “rideshare” line is that it would be happy to work within a set of regulations and tries to convince policymakers to make a different set of regulations to those that apply to the taxi industry, even though they seek to do taxi work.

“Rideshare” fares are cheaper than taxi fares, the reason being that UberX and other “rideshare” drivers avoid taxi regulatory costs. Base fees do not come into it. The cost per trip for the “rideshare” driver is much higher than it is for a taxi operator, so if a “rideshare” driver were required to work under taxi regulations, he/she would earn less per trip and be no competition to the taxi driver.

The taxi industry’s task is to convince decision makers of the importance of the public transport regulatory requirements regarding passenger and driver safety, driver training, insurance, (including workers compensation), medical and criminal checks, and the importance of network accreditation. Officers conducting the review held talks with groups of stakeholders during February and will subsequently prepare terms of reference for the inquiry.

The CTIA will be very happy to talk to any drivers or operators who seek information about “rideshare” services and the damage they could do to the taxi industry should they get a foot in the door.

The CTIA has produced a brochure that outlines the risks of “rideshare” services. It has been inserted into your copy of CabBerra. Please ensure it is left in your taxi so all drivers may read it._________________________________________

The 2015 Australian Taxi Conference is to be held at theGrand Hyatt Hotel Melbourne19-23 April 2015.

The conference theme is Communication and Connecting, a most topical subject for the present time.Australian taxi conferences are attended by Australian and overseas visitors, and include a stimulating business program as well an enjoyable social program, and allow attendees to view displays of the latest available technologies and services. The previous issue of CabBerra featured a picture of a Canberra taxi, TX105, standing in front of Customs House in Sydney. The occasion was the launch of the Australian Taxi Industry Association’s campaign to make all Australians aware of the protections afforded them when they engage a taxi and the risks involved if they should consider using an imitation taxi such

as UberX or others like it.

The launch included speakers from the ATIA, the NSW Taxi Council and the Victorian Taxi Association. TX 105 was adorned with the Grab a Cab wrap, which most Canberra taxi drivers would now have seen. Taxis from Sydney groups were present at the launch but, because of regulatory restrictions regarding advertising, were unable to match the Canberra Elite display. So TX105 was the centrepiece of the display, as was the CTIA and Aerial’s commitment to the campaign to remove the threat of illegal and unfair competition to the taxi industry.The CTIA greatly appreciates the operator of TX 105, Furqan Ellahi, for his display of commitment to the taxi industry and for permitting the use of his taxi in the launch.The campaign to protect the integrity of taxi services has warmed up in Canberra since the media release by Chief Minister Andrew Barr and Minister Shane Rattenbury on 28 January announcing a Taxi Industry Innovation Review.Now the ACT and the whole Australian taxi industry have a real fight on their hands.

This review will be the eleventh review the ACT industry has faced in the past eighteen years and comes before deliberations on the recommendations of the previous report (2009-2010) have been completed. The CTIA commissioned a report by Prof Des Nicholls in 2014 titled, An Evaluation of the Current State of the ACT Taxi Industry, and that will be addressed as part of this new review.The announcement of the review was a disappointment to the CTIA, because although the media release acknowledged that the taxi industry is evolving and has introduced technologies, it fails to recognise that the taxi industry in Australia (and Canberra) has always been most innovative and open to new ideas.

The difficulty for the taxi industry is that the government people with whom it regularly engages are managers (quite rightly) and not policy people. The industry can function well through good relationships with government managers and usually does. The managers are the government officers who have an understanding of how the taxi industry works. Those who make policies are subjected to pressures handed down from ministers who have been lobbied over certain issues and tasked with investigating arguments and setting policies that may deliver the promises made by lobbyists.The taxi industry is in a difficult position as while it has been continually open to new means by which service delivery may be improved; the so-called “rideshare” group, Uber have been lobbying ministers and their policy advisors about a “brand new world”.

What do you love about your job?

My job is different everyday. I see new faces daily and they all come from all walks of life. It is an interesting job. I have also had a few celebrities in my taxi; some are Carlotta, Ray Martin, AFL player Barry Hall, Tim Freedman, and David Koch from Sunrise. Occasionally you do get rude customers especially if they’re having a bad day but that gives me the chance to make the day better for them.

I work hard at work and this job is very reliant on how much hard work you’re willing to put in to reap the benefits.

I also love Canberra, although many people think it is also cold and dull. With the Asian Cup and the Cricket World Cup, business has been pretty good, it has picked up a lot recently. Canberra has a lot to offer.

What are your thoughts about Queanbeyan Elite changing its name, and how do you feel about the changes that are about to happen?

I am a little bit worried about how we are going to pull through but mainly because this hasn’t been done before. Having said that, I am happy to give it a go, again this is a job that is reliant on our hard work.

When I first started in 1989 we only had 2-way radio as a form of communication. The silence is golden now that we have all the technology. Hopefully with all the technology Qe Taxis has to offer, we will gain a great market share.

Do you have any advice for new drivers?

To listen. Whether it is a feedback or criticism. And never to be afraid of asking questions when in doubt. I think many newer drivers think that the more experienced drivers are having a go at them, when we only want to help them by providing advice and some feedback.

Many customers get frustrated because they assume that taxi drivers know a map by heart but it takes time to learn and gain experience. So if you’re new and unsure of where you’re going, it is best to establish that you’re new and still learning. People tend to be more forgiving when they know that. However, I think that most drivers are good and honest.

I recently caught a taxi and found the driver so great. I thoroughly enjoyed my trip in his taxi, he was very positive and we had a great conversation. The New Taxi Driver Training CarAerial Capital Group has recently purchased a new Toyota Camry and installed the complete host of

products required in a taxi-driving environment. The new Aerial Taxi Driving School can now ensure that drivers receive a consistent level of training experience. Previously, taxis were borrowed (unable to earn income during this time) or students were

required to bring their own vehicles (not an adequate training environment). All practical assessments provided through the Aerial training course will be conducted in this dedicated

vehicle fitted out to simulate a working taxi.
