2. In Lieu of Transportation

This resolution to declare transportation impractical for certain identified students is presented pursuant to the requirements of Ohio Revised Code Chapter 3327 and the procedures set forth by the Ohio Department of Education. The resolution follows careful evaluation of all other available options prior to consideration of impracticality.

The Superintendent of Schools, Mr. Paul Imhoff, recommends that the board of education adopt the following resolution:

WHEREAS the student(s) identified below have been determined to be residents of the Upper Arlington City school District, and eligible for transportation services; and

WHEREAS after careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students(s) to their selected school (s); and

WHEREAS the following factors as identified in Revised Code 3327.02 have been considered:

1. The time and distance required to provide transportation 2. The number of pupils to be transported 3. The cost of providing transportation in terms of equipment, maintenance, personnel, and administration 4. Whether similar or equivalent service is provided to other pupils eligible for transportation 5. Whether and to what extent the additional service unavoidably disrupts current transportation schedules 6. Whether other reimbursable types of transportation are available; and

COMMUNICATIONS TO THE BOARD Dr. Jim Mahoney, Executive Director of Battelle for Kids presented the 2015 SOAR Award for High Progress Schools: Hastings and Jones Middle Schools. The Board of Education recognized Dr. Jim Mahoney for his years of service to education across the state of Ohio as he prepares for retirement. Erin Miguel recognized the staff that completed the resident educator program. The STAND Project is an Upper Arlington Community project focused on the prevention of substance abuse and committed to standing by students and families in finding help. Ms. Jenny Ledman and Ms. Stacey Royer shared information about the project, its recent activities and thanked the District for being a partner in this project. The Co-Presidents of UAEA were present and reognized Hastings for HIP day, which was organized by Catherine Shapiro and Carrie Stieg to help kids come together and help eliminate bullying. The President of OAPSE Chapter 201 was not present. PUBLIC PARTICIPATION None ITEMS FOR INFORMATION Superintendent Update Mr. Paul Imhoff commented on: • Various district highlights

- Welcoming back students and staff for the 2016-17 school year - Staff development training - Recognizing staff honorees and Dr. Homer Mincy. - New space at Tremont and the cost effective flexible furniture in the classrooms. - HIP Day and HOP Day at Hastings Middle School - The success of the elementary digital roll-out - UAHS music students took their talents and played in the Short North for Gallery Hop. - Celebration of Windermere Way Day.

Ms. Emilie Greenwald reviewed: • The Eastern States Consortium visit to Upper Arlington Schools earlier this week and shared some comments from consortium members about our district’s programs. Mr. Chris Potts gave an update on Efficiency Goal: Facilities Master Planning:

•Reviewing the agenda for the Building Team Summit-September 14, 2016 • Sharing building design options that answer the following questions: - Question: Can UAHS 2 softball fields and 2 baseball fields and increase parking without

acquiring land? - Question: Can Jones middle school make room for additional space without acquiring land for the

tennis courts?

Mr. Paul Imhoff reviewed the data points received to date related to the Facilitators Master Planning Process. These data points included results from community engagement session #4 survey, Building Team Survey, Facilities Task Force Survey, Staff Survey, and Community Survey.

Mr. Imhoff also reviewed the next steps of the option phase and of the decisions phase in the Facilities Master Planning Process. Dr. Kathy Jenney shared an updated enrollment projection prepared by a third party. Enrollment in UA is projected to increase 13% over the next 10 years. This increased enrollment is/will impact staffing and space needs. Ms. Jenney also commented on policy updates. Mr. Keith Pomeroy and Ms. Michelle Banks gave an update on the Digital Conversion-Part of the Personalization Goal: • The majority of the Elementary, Middle and High School digital roll out is now complete.

• The district deployed 1,324 Ipad Airs, 448 Ipad Pros & 4,111 MacBook Airs to students. • Parents gave high survey results on their experience related to the elementary digital roll out that was held over 2 weekends • Thanked all district staff and volunteers that participated in the district’s roll-outs

Ms. Cathy Heidelberg updated the board on the State Report Card and various changes made by ODE from prior year. Treasurer Update Mr. Andrew Geistfeld and Mr. Kyle Smith reviewed:

• Financial information as of August 31, 2016 • The success of Ez-Pay (online payment system)

In Lieu of Transportation This resolution to declare transportation impractical for certain identified students is presented pursuant to the requirements of Ohio Revised Code Chapter 3327 and the procedures set forth by the Ohio Department of Education. The resolution follows careful evaluation of all other available options prior to consideration of impracticality. The Superintendent of Schools, Mr. Paul Imhoff, recommends that the board of education adopt the following resolution: WHEREAS the student(s) identified below have been determined to be residents of the Upper Arlington City school District, and eligible for transportation services; and WHEREAS after careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students(s) to their selected school (s); and WHEREAS the following factors as identified in Revised Code 3327.02 have been considered: 1. The time and distance required to provide transportation 2. The number of pupils to be transported 3. The cost of providing transportation in terms of equipment, maintenance, personnel, and administration 4. Whether similar or equivalent service is provided to other pupils eligible for transportation 5. Whether and to what extent the additional service unavoidably disrupts current transportation schedules 6. Whether other reimbursable types of transportation are available; and

WHEREAS the option of offering payment-in-lieu of transportation is provided in Ohio Revised Code:

RESOLUTION ACCEPTING THE CENTRAL OHIO SCHOOL STOP-LOSS ORGANIZATION REGIONAL COUNCIL OF GOVERNMENTS

CONSTITUTION AND BYLAWS

WHEREAS, the Board wishes to control employee benefit plan costs; and

WHEREAS, the Board wishes to contract with employee benefit plan providers and other Boards of Education of central Ohio public school districts to obtain employee benefit plan coverage and administrative services relating to certain employee benefit plans for its officials, employees, and their eligible dependents; and

WHEREAS, the Board wishes to join the Central Ohio School Stop-Loss Organization Regional Council of Governments to achieve these goals; and

WHEREAS, the Board has reviewed and is prepared to agree to and abide by the provisions and requirements set forth in the Constitution and Bylaws of the Central Ohio School Stop-Loss Organization Council of Regional Governments;

NOW, THEREFORE, BE IT RESOLVED that the Board accepts the Constitution and Bylaws of the Central Ohio Stop-Loss Organization Council of Regional Governments.

RESOLUTION

AUTHORIZING THE PURCHASE OF COMPETITIVE RETAIL ELECTRIC

SERVICE FROM THE LOWEST RESPONSIBLE BID SUBMITTED TO META SOLUTIONS FOR THE BILLING PERIOD COMMENCING WITH THE JUNE 2017 BILLING CYCLE AND TERMINATING NO LATER THAN THE MAY 2020 BILLING CYCLE.

WHEREAS, the School District is a member of META Solutions (f/k/a Metropolitan Educational Council) (the “Council”), a body authorized by state statute to aggregate purchasing needs of schools and of related nonprofit educational entities so as to take advantage of economies of scale when purchasing essential products and services; and

WHEREAS, the Council joined with other major school districts and educational purchasing councils to conduct a Request for Proposal for competitive retail electric service commencing with the June 2017 billing cycle and terminating no later than the close of the May 2020 billing cycle, with bids to be submitted for one, two and three year periods (the “RFP”); and

WHEREAS, the RFP seeks a single, fixed-price for all energy charges, excluding

capacity charges which shall be passed-through directly to the School District; and WHEREAS, the Council will send or has sent notices to bid on the School

District’s electric load to all competitive retail electric service providers licensed to sell power in the state of Ohio and registered with the applicable electric distribution utility; and

WHEREAS, the Council will select the lowest responsible bid submitted in response to the attached RFP, contemplated to be on or before November 1, 2016; and

WHEREAS, this School District may review the lowest responsible bid and

corresponding term and elect anytime up to 5:00 p.m. on November 3, 2016, unless extended to a later date as may be allowed under the RFP, to accept the lowest responsible bid with no obligation prior to that time or thereafter if the School District does not sign a Master Supply Agreement with the selected bidder; and

WHEREAS, the Superintendent or the Superintendent’s designee will review the

lowest responsible bid and corresponding term when the RFP is concluded and determine whether the lowest responsible bid provides for competitive retail electric service for all of the School District’s electric load that is the result of a public and competitive RFP;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE SCHOOL DISTRICT, COUNTY OF , STATE OF OHIO, as follows:

Section 1. The Board of Education of this School District does hereby consent, as a member of the Council, to the conducting of an RFP process by the Council for competitive retail electric service commencing with the June 2017 billing cycle and terminating no later than the close of the May 2020 billing cycle, with bids to be submitted for one, two and three year periods on such terms and conditions as the Council deems appropriate.

Section 2. The Board of Education of this School District does hereby

authorize the Superintendent or the Superintendent’s designee to execute a Master Supply Agreement to be prepared by the Council between the School District and the lowest responsible bidder in the RFP so long as the Superintendent or his appointee finds that the price reflects the results of a public and competitive RFP.

Section 3. The Board of Education hereby directs the Treasurer to review the lowest responsible bid once received and the Master Supply Agreement and determine if the School District has sufficient funds to certify this resolution and, if the Treasurer so finds, to certify this resolution.
