Please find enclosed herewith a office note dated 18.08.2017, 11.04.2017 received from under secetary to the Government of I ndia, MOL&E, New Delhi along with earlier note dt. 16.02.2017 from PS to MOS(IC),L&E and DO letter dated 11.08.2015 on the above subject.

2. It is requested to implement the instructions issued by the Cabinet Secretary to ensure that as Principal Employer, the Ministries/Departments extend the legally entitled social security benefit to the outsourced staff working in the Ministry/Department, PSUs and other bodies.

Sub: Compliance of Social Security Coverage of outsourced staff working in the Ministries, Departments, Public Sector Undertakings (PSUs) etc - reg.

Please refer to this Ministry's letter of even number dated 11th April, 2017 forward therewith a copy of a note dated 16.02.2017 from PS to Hon'ble Mos (IC) for L&E along with D.O. letter No. 391/1/1/2015-CA.V dated 11th, August, 2015 from Cabinet Secretary, Government of India on the above mentioned subject.

2. The Cabinet Secretary in para 4 of the D.O. letter has requested all Ministries to ensure that as Principal Employer, the Ministries/Departments extend the legally entitled social security benefit to the outsourced staff working in the Ministry/Department, PSUs and other bodies.

3. In view of the above, all Divisions/Sections are requested to ensure that Contract Workers employed by them or the Sub-ordinate Organisations under their administrative control are provided with the statutory benefit of PF, etc. An action taken report may be submitted to Social Security Division urgently to facilitate appraising the Cabinet Secretariat in the matter.

Hon'ble Minister has drawn attention to Cabinet Secretary's DO letter dated 11th August, 2015 (Copy enclosed), regarding extension of social security benefits of EPF and ESIC personnel hired by Government of India and its Ministries/Departments, Autonomous Bodies, Public Sector Undertakings and other bodies on outsource basis.

Hon'ble Minister has sought an action taken report on the DO letter cited above especially with reference to para 4 of the DO letter.
