A Happy and Healthy New Year and may this coming year be better than the present one. Congratulations to Wolfram Fischer and Dejan Trbojevic for being elected to Fellowship in the American Physical Society, Division of Physics and Beams and Ady Hershcovitch to the Division of Plasma Physics. A well deserved recognition. Congress has not voted on a FY2008 budget and we are therefore still operating on a continuing resolution. If we continue on this path, we will only be able to run 18 weeks instead of the planned 30 weeks. I have asked all the groups to keep their expenses to a minimum so that we can make it through the fiscal year should the continuing resolution remain in effect for the entire year. RHIC is now in a physics mode and running deuteron-gold collisions for PHENIX and STAR. We expect to run in this mode until the latter part of February. In early March we will switch to polarized proton operations, if there is sufficient funding, and we will bring on NSRL. NSRL will run through the end of June. During June, the NASA Summer School students will have opportunities to do some experiments at NSRL. The EBIS Project is moving forward. We expect to have it commissioned in FY2010 and Tandem operations will cease at that time. The cooling front, both stochastic and electron cooling, is particularly active. The second longitudinal stochastic system is expected to be commissioned in the blue ring this year. The first transverse system is now under intense development and is expected to be commissioned in FY2009. The Energy Recovery Linac (ERL), a prototype for electron cooling and eRHIC, is moving ahead with an expected FY2009 commissioning date. I would like to congratulate the entire staff for their safety performance. It is nice to see that we have had no lost work recordable injuries for the past 415 days and 150 days for the last recordable injury. In FY2007 the recordable injuries, 3, was the lowest ever and none for FY2008 to date.     Administration

    For the first time ever RHIC machine operations commenced in advance of a final budget. The power meters are humming and although the power bill for November is not yet in, average daily consumption increased in November by nearly 300MWH per day.

    As of November 30th, the operating funds made available by the Continuing Resolution exceeded year-to-date cost by $9M. This cushion should enable us to

    support operations through January without a budget.

    In what has become standard operating procedure for the new year, C-AD staff are once again demonstrating a remarkable ability to quickly reduce the rate of expenditure. Our November cost data reflected significant reductions in all non-essential areas. Six of the eight electricians assigned to support work over the shutdown have been released to Plant Engineering and Central Shops expense is down as well. Overtime expense was significantly reduced as were credit card expenses. Purchase order commitments have leveled off.

    EBIS construction is not yet impacted by the budget delay and NASA has requested several cost estimates as they consider increased operations at NSRL.

    In summary, this years CR has not yet had a significant impact on operations.

    Machine Update

    In Machine Operations, the deuteron-gold RHIC Run-8 is up to a good start. We have started physics production on November 26, following machine and experiments set-up. RHIC performance (see the plot of integrated luminosity below) is so far well in within the projected minimum and maximum, and well above Run-3 luminosities for deuteron-gold operations. We are operating at the nominal bunch intensity of 109 Au/bunch in the yellow ring but we had so far to limit the deuteron bunch intensity in the blue ring, because of the adverse effect that unequal beam sizes has on the yellow beam lifetime. The strategy to increase the luminosity includes the equalization of beam sizes, by reducing the beta* in the yellow ring (and possibly increasing the beta*

    in the blue ring), and the progressive increase of the deuteron bunch intensity and of the number of bunches from the present 78 per ring. (The maximum is 111 per ring.

    The injectors are delivering the beam intensity and quality that RHIC needs. During APEX (AP Experiment Program), after Zeno intensity tuning for an electron cloud related study, we have seen ~1.4 109 Au/bunch and ~1.4 1011 d/bunch in RHIC. Extending the RHIC stores well over the nominal length of 6-7 hours has minimized the impact on RHIC operations of a couple of loss related failures in AGS and consequent injectors unavailability. Losses and the beam dump strategy in AGS are being actively discussed and investigated. The BLIP program has also started this month, in parallel to RHIC operations.

    PK Feng, Project Engineer in the Power Distribution Group. Designed the RHIC cable tray system, Cabling System, Power Distribution, Warm Up Heaters and Output Circuit Compartments. Specialize in industrial electrical system, cables, electric machine and transformers. Spends a lot of time on EBIS and ERL lately. Before joining BNL in 1992, worked for ABB Traction, was lead electrical engineer on the LIRR Dual Mode Locomotives. Was in charge of the DC Chopper Motor Drives wiring and assembly for the LA-Long Beach Light Rail Vehicles. Came to US in 1986 after leaving the 12 years engineer career at China Steel in Taiwan. Hold MSEE degree from New Jersey Institute of Technology and New York State P.E. license.

    A Yankees fan. Own three saltwater aquariums. 24 gallon one keeps live corals. I am also the lover of classical music and have a collection about 1000+ CDs. Do impressionist style oil painting. Enjoy visiting the museums, botanical garden, zoo, natural reserves and aquariums in New York.

    Wife Mei-Lan is a nurse and an exceptional gardener. Daughter I-Wei is a lab manager at BD Biosciences in San Diego. Tina is a registered nurse at Green Hospital in La Jolla, San Diego.

    Did You KnowDiversity Office Offers Gorman-Metz Scholarship

    Application forms for the Gorman-Metz Scholarship are now available and can be picked up at the Diversity Office, (Bldg. 400B). The Diversity Office must receive all completed applications no later than March 3, 2008. Brookhaven National Laboratory offers an annual scholarship to a college student with a disability (as defined by the Americans with Disability Act) www.eeoc.gov/policy.ada.html who is the dependent child of an eligible or retired employee of the Laboratory. This scholarship was established through the generosity of Donald and Dorothy Metz who both had long successful careers at BNL. The scholarship, named in memory of Dr. and Mrs. Metz's parents, was first awarded in March 1997. A one-time sum of $5,000 is awarded to a student matriculating towards a graduate or professional degree.

    UNITED WAY

    As of this afternoon, total hours volunteered (for both off-site activities and on-site UW fundraising activities) totals 458 hours. One thousand hours are needed by December 31 to claim both the BSA and Battelle corporate contributions of $20,000. Just about any other volunteer activity that benefits people qualifies. This includes the time spent organizing, shopping for, and running any on-site fundraising activity since you are raising money for people who benefit from the UW. Please remind people in your departments and divisions of this pain-free opportunity to help make money for Long Islanders in need. It is quite amazing how many BNLers already volunteer, but choose not to submit the form. They may somehow feel that by doing so, it is equal to blowing their own horn. But this is yet another way for them to help people. Their names are never divulged. I just keep track of the hours and type of activities, and when we reach the goal, we claim the prize. If someone needs some help finding an activity, perhaps our volunteer web site can help: http://intranet.bnl.gov/unitedway/VolunteerProgram.asp. Anyone can call me for some ideas, too. Something as simple as donating blood counts. As other examples, our fellow co-workers volunteer their time at Habitat for Humanity, Red Cross Meals on Wheels (right here on site!), in various outreach activities within their communities and churches, volunteer firefighters, EMTs, donating platelets, serving meals at a soup kitchen, delivering food baskets, volunteering as scout leaders and coaches, etc.
