In continuation to this office Conditional LoP issued to you on 4th July.2014 and your compliance conveyed vide letter dated 04h & 07th ,July, 2014 for establishment of new medical college, RKDF Medical College Hospital and Research Center at Bhopal by RKDF Education Society, Bhopal for MBBS Course with annual admission capacity of 150 seats for the academic year 2014-15 at your institution/college u/s 10 (A) of IMC Act, 1956 and as amended from time to time, I am directed to inform that the compliance has been taken

on record and the conditions attached in conditional LoP dated i5/4/2014 are hereby withdrawn in view of the compliance received.

2. Accordingly you are hereby allowed to establish the new medical college, RKDF Medical College Hospital and Research Center at Bhopal for MBBS Course with annual admission capacity of 150 seats for academic year2014-15 u/s 10 (A) of IMC Act, 1956 and as amended from time to time.

3. This permission of the Central Government for establishment of medical college and admission of students is initially for a period of one year. It will be renewed on yearly basis on verification of achievements of annual target set out in the project report. This process of annual renewal of permission will continue till such time the establishrment of medical college and expansion of hospital facilities are completed as per the norms of Medical Council of India.

The college authorities may take up the matter for recognition of the qualifications under Section 11(2) of IMC Act at the time of first batch admitted against the course appears

final year examinations. The Government of India withdraw/cancel/revoke the Letter of permission if it comes to the notice that the permission

has been obtained by misinterpretation of facts or fraud. The college authorities are bound to

intimate, if any, material change in the facts based on which the permission was sought/occur.

With reference to your fresh compliance/representation submitted in the light of directive

dated !3.06.2016 of the Supreme Court Mandated Oversight Committee (OC) and as per Order

dated 09.09.2016 of Hon'ble Supreme Court in Special Leave Appeal (c) No (s) 147229/20i6, the

Supreme Court mandated Oversight Committee (OC) granted an opportunity hearing to MCI and RKDF

Medical College Hospital & Research Centre. Bhopal on 23.09.2016 and approved Renewal of Permission

for admission of 2" Batch (150 seats) in MBBS Course at RKDF Medical College Hospital & Research

Centre, Bhopal for the academic year 2016-17 u/s 10A of IMC Act. 1956 subject to submission of the

following An affidavit from the Dean/Principal and Chairman of the Trust concerned. aftirming fulfilment of all deficiencies and statements made in the respective compliance report

submitted to MHFW (by 27.09.2016)

A bank guarantee in the amount of Rs. 2 crore in favour of MCI. which will be valid for 1 year

or until the first renewal assessment, whichever is later. Such bank guarantee will be in

addition to the prescribed fee submitted alongwith the application (by 27.09.2016)

The OC kas also stipulated as follows:-

(a) OC may direct inspection to verify the compliance submitted by the college and considered

by OC, any time after 30 September 2016.

In default of the conditions () and (i) in para I above and if the compliances are found (b)

incomplete in the inspection to be conducted after 30 September 2016. the college will be

debarred from fresh intake of students for 2 years commeneing 2017-18.

A copy of the details so uploaded in each ease by the institute on its website may be furnished by the institute to the Ministry of Health & Family Welfare and Medical Council of India. The

Notification/Approval is subject to complying with the above directive of OC.

Failure to comply with this directive will automatically lead to holding conditional approval

granted to your college for 2016-17, in abeyance.

4. Accordingly Renewal of Permission for admission of 2nd batch (150 seats) in MBBS Course at

RKDF Medical College Hospital & Research Centre. Bhopal for the academic year 2016-17 u/s 10A of

IMC Act, 1956, is hereby issued subjeet to furnishing documents/ Bank Guarantee as per para labove in

favour of Medical Couneil of India. New Delhi from a Nationalized/Scheduled Bank immediately to this

Ministry. In the event of non-submission of the affidavit and Bank Guarantees. Renewal of Permission

shall stand withdraWn.

5. This permission is valid tor one year and for admitting only one Batch of 150 MBBS students

during the academic session 2016-17. The next Batch of students in MBBS course will be admitted in the

college only after permission of Central Government for renewal and fulfilling the conditions of OC

stipulated in para 2 of this letter.

Admissions made in violation of the above conditions will be treated as irregular and action under IMC 6. Act. 1956 & Regulations made thereunder will be initiated.

permission for intake of 150 students for the academic year 2020-21 (One vear only) by the Medical Assessment and Rating Board (MARB) of the National Medical Commission to RKDF Medical College Hospital and Research Centre, Bhopal Madhya Pradesh u/s 11(2/10(A) of IMC Act, 1956

read with section 61(2) of NMC Act, 2019.

This permission is subject to :

() The submission of affidavit from Managing Trustee/President/Managing Director/Chancellor of Trust/Society/Company/University towards the rectification of deficiencies.

(i) Establishment of BSL-2 lab facilities for testing of COVID-19 patients.

The next batch of students in the MBBS course shall be admitted only after permission of the

Medical Assessment and Rating Board of the National Medical Commission for renewal/recognition as

per regulations that would be framed under section 26 and 28 of the NMC Aet, 2019.

4 Admissions made in violation of the above condition will be treated as irregular and action will

be initiated under NMC Act and regulations made there under.

5. Discrepancies, if any, may be immediately brought to the notice of the Medical Assessment &

Rating Board and the State Government.

6. The communication regarding recognition of the MBBS Degree will follow.
