The number of motor vehicles having valid registeration in Kerala

• 1.75 lakh in 1980• 5.81 lakh in 1990• 19.1 lakh in 2000• 48.80 lakh in 2009• The number of newly registered vehicles for

the year 2011- 12 is 821295• The number of motor vehicles having valid

registration as on 31-3-2012 is 6865539

possible means at their disposal

For the last 15 to 20 years every government has tried their level best to find a solution, but didn’t

succeed

Let us analyse the problem.

What are the problems ?

• Land acquisition is the biggest problem faced by the Government of Kerala

• Every house owner, shop owner & land owner tries their level best to stop the same, using every possible means at their disposal

Let us analyse the problem further.

Why do house owners, shop owners & land owners resist land acquisition ?

• Because land is an asset which will appreciate in value, hence they do not want to loose it

• Also, the delay in getting compensation from the government

• Also, they have a feeling that the same area of land or building cannot be purchased with the compensation received

How do we address these problems ?

How do we ensure that every house owner, shop owner & land owner instead of objecting to this, actually want this to become a reality ?

• If we can ensure that they will not loose their asset.• If we can ensure that their asset will appreciate in value

because of this project• If we can ensure that their asset will continue appreciating in

value• If we can ensure that this can contribute a monthly fixed

income for their livelihood• If we can ensure that they can sell their asset any time they

want.

Few years back I came to you (when you were the opposition leader), asking you to organize a Leadership Workshop for the new Ministers of

Kerala at IIM Kozhikode, when the new UDF government is formed.

You accepted my proposal and accordingly all the Ministers of your ministry attended the Leadership Workshop at IIM Kozhikode on 18th August 2011.

• I believe there are 3 stages in a person’s life• the first stage is the first 25 years of your life when you are to

“Learn”• The second 25 years of your life is for you to “Earn”• and the third 25 years of your life is for you to “Return - a part

of what you have learned and a part of what you have earned” to the society to which you are indebted to

• This is exactly what I am doing now• However there is something that I want in return “The

recognition that this was originally my idea

My proposal

• to build a road from the northernmost point of Kerala to the southernmost point of Kerala

• with linkages to all the Airports, Seaports and Entry points to the State like Palakkad, Kasargode etc.

How do we solve the problem of getting land for building this road?

• By constructing an elevated road above a two-storied building

• By creating 2 of the biggest shopping malls in the world with a length of Approximately 550 Kilometers

• A person contributing land will get prime road front shop rooms in return

• A person contributing land will get road front shop rooms in return as given below

• 1 Cent = 435.6 Sq Ft• For every cent of land contributed, land owner will get 435.6

• We construct a 2 storied building underneath• Shop rooms in ground floor• Commercial space in second floor• To make these shop rooms commercially attractive we

build 15 Meter wide road in front of these buildings• Land owner will get the same area, but now prime

road front commercial space• Owner can rent out this prime space and get a decent

rent• Or sell it if he wants

The calculation

• Let us do a land acquisition & building construction calculation on a one kilometre stretch with 150 Mt width

• 1 Km = 1000 Mt• 1000 X 150 = 1,50,000 Sq Mt• Building that can be constructed in 1 Km in 2 floors = 2,00,000

Sq Mt• Area that need to be given to land owners = 1,50,000 Sq Mt• Balance area of 50,000 Sq Ft is required for staircase

construction to the first floor and for exit & entry points to the ramp (to the elevated road)

Some points that need to be noted for the success of this project

• Avoid existing cities, towns and roads as much as possible• This way appreciation for the land owner for the property

will be very high• The traffic through the 15 Mt wide road in the ground will

be one-way only• At a distance of one kilometre there will be a crossing with

entry or exit from or to the ramp• The inside height of each floor of the commercial space

can vary from 10 to 14 meters for each floor, this can take care of the small ups and downs of the terrain

Advantages to the Government of Kerala in this model of road development

• The Government of Kerala need not spend any money for buying land. The road builder will build the commercial space below the road at his expense.

• Land owners will not object to this proposal since they get prime commercial space constructed on their land free of cost.

• The entire power requirement for this project can be generated from Solar Power.• This will become the single biggest commercial construction in the world and will

enter the “Gunnies Book of World Records”. That will attract tourists to the State of Kerala.

• Since the width of the road is 50 Meters with 14 tracks in each direction, this road will take care of the requirement of the state at least for the next 25 years.

• Since this road has got linkages to all the Airports, Seaports and entry points to the State like Palakkad, Kasargode etc. this will take care of the entire road requirement of the state.

• Because of the security of the toll collection more bidders (Road Builders) will come forward for this project.

Advantages to the Land Owner in this model of road development

• The land owner will get a two-storied building constructed on his land free of cost.

• The land owner will get the same square feet shop rooms in return, 50% in Ground Floor and 50% in First Floor.

• The land owner can rent out or sell this shop room. Since there is a road in front of his shop room, the land owner will get very high rent, if he decides to rent it out and if he decides to sell his shop rooms he will get very high price.

• 5% of the toll collected will go to the land owner. This will become a continuous income for the land owner in addition to the rent.

• The land owner can sell or pledge this toll income.

Advantage to the Road Builder in this model of road development

• There will not be any delay in acquiring Land; hence project can be completed on time and toll collection can also start on time.

• Since 5% of the toll collection is going to the land owners, land owners collectively will ensure that toll collection is not stopped. This will help the Road Builder in getting finance for the project at competitive rate of interest from reputed financers.

Advantage for Vehicle owners who use the road in this model of road development

• Because of the 50 meter width with 14 tracks in each direction flow of traffic will be very fast and hence vehicle owner will save lot of time.

• Because of the 50 meter width in each direction and since there are no road crossings, fuel saving and vehicle maintenance cost saving for the vehicle owner is going to be very high.

• The savings in Fuel, Vehicle maintenance and time will be a lot more than the toll that he has to pay.

• If somebody doesn’t want to pay toll he / she can use the 15 meter road at the ground level.

OnLine Electric Vehicles (OLEV) was selected as one of The top 10 emerging technologies for 2013

by the World Economic Forum

• OLEV is an electric vehicle using electromagnetic induction. On Tuesday, 9 March 2010 researchers from The Korea Advanced Institute of Science and Technology (KAIST) launched a public transport system[1] using a "recharging road". Electric power strips have been buried 30 cm (11.8 in) under the road surface and connected to the national grid. Pick-up equipment underneath the vehicle then collects power through non-contact magnetic induction which is used either to power the vehicle prime-mover or for battery charging.

• As electricity is supplied externally, these vehicles need only a fifth of the battery capacity of a standard electric car, and can achieve transmission efficiencies of over 80%.

• Using solar power and OLEV Technology, if required, we can upgrade this road network at a later date
