Chapter 1

GENERAL INFORMATION

*1.1.2. All personnel operating a vehicle on the Offutt AFB airfield will be familiar with local airfield driving procedures as outlined in this instruction and will have a valid AF 483, Certificate of Competency, endorsed for local airfield driving or will be escorted by a vehicle driver possessing a valid Offutt AF 483. Note: Personnel must meet requirements in 55th Wing Integrated Defense Plan (IDP) prior to being granted access onto the airfield.

*1.1.6. All personnel on the airfield are responsible for monitoring airfield vehicle safety, detecting unauthorized vehicles and immediately reporting airfield driving violations to 55th Operations Support Squadron, Airfield Management (55 OSS/OSAA). The 55 WG Airfield Driving Program Manager (ADPM) or designated representative will investigate all violations and report findings to the 55th Airfield Operations Flight Commander (AOF/CC). The AOF/CC will forward all pertinent information to the appropriate agencies.

Chapter 2

RESPONSIBILITIES

*2.5.2. Certifies personnel are qualified to drive on the airfield. Authority cannot be delegated in writing to unit ADPMs.

*2.7.1. Note: Must be trained on CMA procedures prior to conducting initial and/or refresher training on unit personnel that require access on the CMA.

*2.7.8. Ensures unit personnel have a valid AF Form 2293, U.S. Air Force Motor Vehicle Operator Identification Card, to operate a Government Owned Vehicles (GOVs) on the airfield. Refer to AFI 24-301 for further information on GOV operations and licensing. Note: Operation of non-tactical GOVs (owned, leased or rented) where gross vehicle weight (GVW) is less than 10,000 pound (4x2), 11 passengers or less requires no further licensing.

*2.7.12. Ensure color vision test is documented in Attachment 5 for CMA drivers. Note: If color vision test was previously completed, verify previous screening results through Optometry clinic and obtain signature in Attachment 5, Section II.

*2.7.26. Provides 55 WG ADPM an updated list of unit assigned drivers on excel spreadsheet quarterly beginning in January.

*2.7.27. Administer required airfield driving tests, provided by WG ADPM, to verify competency.

*2.7.28. Ensures unit airfield drivers meet the requirements in 55 WG IDP prior to being granted access onto the airfield.

*2.8.6.3. Utilize the Airfield Driving Violation Report to document all violations and statements from individuals suspected of committing an airfield driving violation(s). See Attachment 13.

*2.8.8. Ensure contractor’s activities do not interfere with aircraft operations and mitigate general operational impact. *2.8.9. Administer random quality control written test when individual AF 483 requests are submitted.

*2.11.10. Provides Wing ADPM monthly “Driver’s Suspension List.”

*2.12.1. Verifies an individual’s color vision by reviewing medical records and/or conducting a color vision screening to ensure the individual can distinguish between red, green, white, yellow and blue.

*2.12.2. Annotate pass or fail of color vision in Section III of the Airfield Driving Training Documentation and Certification Checklist (Attachment 5).

*2.13. 55th Civil Engineering Squadron (55 CES) *2.13.1. Coordinates with sponsoring agencies and Airfield Manager (AFM) or their representative to establish contractor driving requirements and/or haul routes to and from the airfield.

*2.13.2. Ensures contractors working on the airfield have completed airfield driver’s training or be escorted by a vehicle driver possessing a valid AF 483. If work will be conducted within the

CMA, ensure at least one vehicle is capable of communicating with Offutt Air Traffic Control Tower (ATCT) through a radio and has control of all other contractor vehicles working with them.

*2.13.3. Ensures airfield contractors report to AM at least 24 hours before site release date to confirm availability.

*2.13.4. Informs AM of all airfield maintenance activities (e.g., spall repair, mowing, spraying, etc.). Notification must be made prior to and upon completion of work each day.

*2.14. 55th Contracting Squadron (55 CONS) *2.14.1. Ensure all contracts and Statement of Work requiring access to the airfield include a statement requiring contractors to obtain an airfield license, a RAB, and/or be placed on an EAL IAW the base IDP.

*2.14.2. Ensures routes to and from the airfield construction sites are approved by the AFM or designated representative and are included in the contract.

*2.14.3. Coordinates training on airfield driving procedures and issuance of privately owned vehicle (POV) pass with 55 CES/CEO ADPM, WG ADPM or designated representative.

*2.14.4. Ensures contractors report to AM prior to and upon leaving the airfield each day for positive control purposes.

*2.15. 55th Wing Public Affairs (55 WG/PA) *2.15.1. Informs AM of all tours that will require driving on the airfield.

*2.15.2. Ensures that the drivers for all airfield tours have a current AF 483.

AIRFIELD DRIVING INSTRUCTION (ADI)

*3.2.2.3.1. Personnel needing access to aircraft parking areas and taxiways and do not have a need to operate on any part of the CMA listed in paragraph 3.2.6.1., will have their AF 483 stamped with “Non-CMA Access Only” by AM.

*3.2.2.3.2. Personnel whose duties require them to enter any part of the CMA listed in paragraph 3.2.6.1., will have their AF 483 stamped with “Offutt CMA Access” by AM.

*3.2.2.3.3. Personnel whose duties do not require them to operate at night, will have their AF 483 stamped with “Offutt CMA Access and Daylight Hours Only” or “Non-CMA Access and Daylight Hours Only” by AM.

*3.2.2.4. TDY personnel requiring access on the airfield must possess a valid AF 483 from their home duty station, complete training requirements listed in paragraphs 3.2.9.1 – 3.2.9.4 and have the back of their AF 483 stamped with “Non-CMA Access Only” or “Offutt CMA Access” and signed by Offutt AM.

*3.2.2.5. TDY personnel who do not possess a valid AF 483 from their home duty station will complete the same training requirements (conducted by sponsoring unit ADPM) as base assigned personnel.

*3.2.2.6. Non-based assigned contractor will be trained in the same manner as TDY personnel; an AF 483 will be issued when all required training is completed. A valid expiration date on the AF 483 will be annotated for the duration of time the personnel is assigned Offutt AFB airfield. Note: Non-based assigned contractors must receive training based on the location they are working and routes to and from work site. The routes and CMA access will be restricted and must be approved by the AFM and DAFM.

*3.2.3. Use training references and publications provided by the WG ADPM on all newly assigned/hired personnel. See Attachment 5 and 6 for Offutt specific training criteria and documentation.

*3.2.3.3. Once the USAF Airfield Driving computer based training (CBT) is completed provide a copy of the completion certificate to the unit ADPM. Note: WG ADPM provides unit ADPMs a hard copy of the USAF Airfield Driving CBT for personnel that do not have access to ADLS. Unit ADPMs must safeguard this test as it is a controlled item.

*3.2.3.4. Use the Airfield Driver Program PowerPoint presentation, provided by WG ADPM and training references listed in paragraph 3.2.3.6., for conducting classroom training. Note: WG ADPM will forward all unit ADPMs a new copy whenever a change is made to the ADP PowerPoint presentation to ensure the most current version is used.

*3.2.3.6. Review of AFMAN 24-306, Manual for the Wheeled Vehicle Operator, Chapter 20, AFI 91-203, Air Force Consolidated Occupational Safety Instruction, paragraph 24.13., AFI 21-101, Aircraft and Equipment Maintenance Management, paragraph 14.19., and this supplement is required.

*3.2.3.7. A practical light gun signal test (Attachment 5, Section II, Item 9) is required for CMA drivers. The trainer must take the trainee on the airfield and contact ATCT via radio to request a light-gun signal test. Trainee will call the colors back to ATCT and explain the

meaning of each signal to the trainer.

*3.2.4.2. Authority to administer tests has been delegated to unit ADPM and will not be delegated lower than the unit ADPM.

*3.2.4.3. Airfield driving written tests consist of the Airfield Driving Combined Test and Airfield Diagram Test. The Airfield Driving Combined Test consolidates testing requirements into one test listed in paragraphs 3.2.4.3.2., 3.2.4.3.3 and 3.2.4.3.5. The tests are administered as closed book and study materials or training references are not authorized while taking these tests. Note: The testing materials are marked either CMA or Non-CMA.

*3.2.4.4. Individual’s failing any portion of the airfield driving test (Combined or Diagram) or the quality control test administered by AM personnel will be given additional training on that portion and retested following the below guidelines.

*3.2.4.4.1. After first failure: retest no earlier than 7 days.

*3.2.4.4.2. After second time and subsequent failures: retest no earlier than 14 days and an endorsement by the unit commander is required prior to testing.

*3.2.4.5. As a quality control measure, approximately 10% of individuals that request an AF 483 will be administered a written test by AM. The written test will consist of 10 general knowledge questions with a passing score of 80%. The unit ADPM will be notified if their personnel were selected for the quality control test. The quality control test will be administered by AM at building 29 (Base Operations). Individuals who fail to meet the minimum testing requirements will be referred back to the unit ADPM for additional training. Note: Refer to paragraph 3.2.4.4., for additional guidelines.

*3.2.5. Personnel training for driving on the CMA must complete color vision screening and/or provide verification of previous color vision screening results to the unit ADPM for validation. Personnel who do not have a requirement to drive on the CMA do not require a color vision test and will have “Non-CMA Only” annotated on the AF 483.

*3.2.5.1. Unit ADPMs will contact 55 AMDS/SGPE for coordination of unit personnel’s color vision tests or verification of previous test results. If test was performed on an off-base medical facility, obtain a copy of the screening results for verification.

*3.2.6. The Offutt AFB airfield diagram is depicted in Attachment 9.

*3.2.6.1. The CMA is defined as RWY 12/30, and that area laterally displaced out to the VFR hold lines, the entire Northwest Hammerhead and the area of Butler Blvd sited just off of runway 30 approach end that is located between the East and Gemini Gates. (Figure 3.1.)

*3.2.7.1. Vehicles will be operated on the airfield only when required and in direct support of the mission.

*3.2.7.1.1. Personnel driving or working on the airfield must meet requirements in 55 WG IDP prior to being granted access onto the airfield. The sponsoring agency (e.g. Fire Department, Contracting, Civil Engineering, etc.) will provide an airfield qualified escort for personnel that do not have a current authorization to be un-escorted. Contractors and TDY personnel not escorted must have an airfield license and must meet one of the requirements in the 55 WG IDP to be on the airfield.

*3.2.7.2.1. Vehicle requiring access to Northwest Hammerhead, Gemini or East gates must contact ATCT prior to operating on these areas. All vehicles accessing the CMA will use the Ramp Net to communicate with the ATCT. Exception: Fire Department will use crash net.

*3.2.7.2.6.1. For Offutt AFB approved vehicle call signs see Attachment 12.

*3.2.7.2.8.1. The runway will not be used for convenience as a transit route to get from one side of the airfield to the other. See paragraph 3.2.7.17. for procedures to use perimeter, in-field and other airfield roads.

*3.2.7.2.9.2. If radio problems occur, exit the CMA and contact ATCT or AM. Do not enter or cross the runway or any areas that are defined in paragraph 3.2.6.1., if radio failure is suspected.

*3.2.7.4. Offutt airfield diagram (Attachment 9) and airfield driving visual aids/decals (Attachment 10), will be maintained in all vehicles that operate on the airfield. AFVA 13-222 is not required for vehicles operating outside the CMA. Note: Visual aids/decals can be placed in a binder, folder or zipped pouch and must be easily accessible for the vehicle operator.

*3.2.7.4.5. Offutt airfield hot spots are located at Northwest Hammerhead and the intersection of Runway 12/30 and Taxiway Mike South and Mike North. (Figure 3.2.)

*3.2.7.5.1.1. Mandatory signs are red with white legend and internally lighted. It provides instruction that must be followed. Can be located on the left-hand side or both sides of taxiway/runway intersections.

*3.2.7.5.1.1.1. Runway Hold Position signs (Figures 3.3 – 3.6) are located on all taxiways that intersect a runway and correspond with VFR hold line markings (Figure 3.6.), as depicted on the airfield diagram (Attachment 9). These signs indicate to operators that they are at a runway intersection and must be granted permission from ATCT to proceed prior to crossing.

*3.2.7.5.1.2. Informational signs indicate a specific location or destination, or provide useful information, such as taxiway or ramp designations. They are yellow with black legend or vice versa and are internally illuminated.

*3.2.7.5.1.2.1. Direction signs (Figure 3.7 and Figure 3.8) indicate the direction of taxiways leading out of an intersection, and are installed at runway exits (taxiway Lima, Mike South, Mike North, November, Quebec, Papa) and at taxiway intersections (taxiway Mike South, Mike North and taxiway Charlie).

*3.2.7.5.1.2.2. Destination signs (Figure 3.9 and Figure 3.10) indicate the general direction to a specific location. They are used to indicate direction to major areas such as aprons, fueling points, and other locations.

*3.2.7.5.1.2.3. Location signs (Figure 3.11 and Figure 3.12) identify the taxiway or runway on which the vehicle or aircraft is located.

*3.2.7.5.2.1. Runway markings (Figures 3.13. – 3.16.) are white in color and include runway threshold, designation, centerline, touchdown, and side stripe markings. Refer to AFI 11-218, Aircraft Operations and Movement on the Ground, paragraph 3.5., for additional information. Note: Runway shoulder markings and chevron markings in the overruns are yellow in color to identify areas along the edge of the runway and overruns not intended for use by aircraft.

*3.2.7.5.2.2. Taxiway and apron markings are yellow in color and consist of VFR hold line, centerline, edge, and shoulder markings. As depicted in Figure 3.17., taxiway and taxilane centerline markings consist of a single continuous yellow line to identify the designated path of travel on taxiways, through parking ramps, and to aircraft parking locations. Taxiway and apron edge markings consist of a continuous double yellow line to define the taxiway and apron boundaries from the shoulder, as depicted in Figure 3.18. Taxiway shoulder markings identify pavements that are not intended for use by aircraft. Taxilane edge markings consist of two yellow broken stripes to define the limits of the designated taxi route and ensure appropriate wingtip clearance for aircraft taxiing through the parking aprons, as depicted in Figure 3.19., 3.20., and 3.32. Refer to AFI 11-218 for additional information.

*3.2.7.5.2.3. VFR hold line markings (Figure 3.21 and Figure 3.22) indicate where vehicles, pedestrians, and aircraft are required to stop. These markings consist of four yellow lines, two solid and two dashed, extending across the width of the taxiway prior to the runway. The solid lines are always on the side where vehicles, pedestrians, or aircraft have to hold. These markings are coincidental with Runway Holding Position Signs, as depicted on airfield diagram (Attachment 9). Personnel must stop and contact ATCT to request permission to proceed beyond these markings.

lights, and runway threshold lights, which are used to outline the lateral and longitudinal limits of the usable surface of the runway. Runway edge lights, as depicted in Figures 3.26. and 3.27., are aviation white/clear and yellow/amber in color and define the edge of the runway. The yellow/amber runway edge lights are located at the last 2,000 feet of the runway. Runway end lights, as depicted in Figure 3.28., are red in color that defines the end of the operational runway. Runway threshold lights, as depicted in Figure 3.29., are green in color to provide positive identification of the beginning of the operational runway surface. Refer to AFI 11-218, paragraphs 3.9.1. – 3.9.3. for additional information on these runway lighting systems.

*3.2.7.5.3.2. Taxiway edge lights, as depicted in Figure 3.30 and Figure 3.31., are used to outline the edges of taxiways during periods of darkness or restricted visibility conditions. These fixtures emit aviation blue light.

*3.2.7.6. Refer to AFI 91-203, paragraphs 24.13.3 - 24.13.4, for additional information. Note: Emergency response vehicles or alert vehicles may exceed the speed limits with prudence, provided personnel and property are not endangered and only when responding to actual (not exercise, training or simulated) emergencies or klaxons.

*3.2.7.6.2. The speed limit on the aircraft parking ramps is 15 mph for general purpose vehicles and 10 mph for special purpose vehicles.

*3.2.7.6.3. The speed limit on the access road to the ATCT is 25 mph.

*3.2.7.6.4. Taxiway speed limits will not exceed 15 mph. Exception: Parallel taxiway from Charlie 1 to south of taxiway November is 25 mph.

*3.2.7.6.5. There is no speed limit on the runway. However, vehicles on the runway will travel at a speed safe and prudent for conditions.

*3.2.7.6.6. The speed limit for all vehicles is 5 mph if within 50 feet of an aircraft or airfield facility.

*3.2.7.6.7. Aircraft, equipment and trailer towing speeds are as follows:

3.2.7.6.7.1. 5 mph for all aircraft and when towing 2 or more maintenance stands.

3.2.7.6.7.2. 10 mph for one maintenance stand or equipment with solid wheels and/or castors.

3.2.7.6.7.3. 15 mph for AGE equipment, such as compressors, ground power units oxygen carts and similar equipment.

*3.2.7.7. Procedures and standards for vehicles operating in the immediate vicinity of an aircraft will be IAW AFMAN 24-306, Chapter 20, and AFI 91- 203, paragraphs 24.13.7 and 24.13.11.

*3.2.7.7.1. Vehicles will not cross in front of an aircraft unless instructed by ATCT. Vehicle operators will never proceed between an aircraft and a marshaller.

*3.2.7.7.2. Agricultural tractor operating on or in the vicinity of an aircraft will have a, “Slow Moving Vehicle” emblem on the rear that is clearly visible to all traffic approaching the tractor from the rear.

*3.2.7.8. Refer to AFI 91-203, for additional information on vehicle parking and chocking requirements.

*3.2.7.8.1. All airfield vehicles when not in operation will be parked in a designated

parking area. The airfield designated parking areas are as follows:

*3.2.7.8.1.1. North side of Base Operations building.

*3.2.7.8.1.2. Northeast of building 457, dock 1.

*3.2.7.8.1.3. East of Bravo 6 spot designated by white lines. Note: Vehicles may park temporarily in this area when directly supporting an aircraft on Bravo 5 & 6 spots. All vehicles must be removed when aircraft parking spots are unoccupied.

*3.2.7.8.1.4. East of building 307 defined by painted parking lines.

*3.2.7.8.2. Vehicles shall not be backed or parked within 25 feet of any aircraft, unless authorized for operations such as loading or unloading, servicing or towing. A spotter shall be posted when backing a vehicle towards an aircraft.

*3.2.7.8.3. Vehicles shall not be parked or driven less than 25 feet in front or 200 feet behind aircraft with running engines, unless prescribed in applicable aircraft handbooks. Vehicles parked next to an aircraft shall be clear of wingtips and clearly visible to personnel in cockpit.

*3.2.7.8.4. All vehicles parked and left unattended on the airfield shall have the ignition turned off; keys will remain in the ignition; gear lever put in reverse for standard transmission or park for automatic transmission; and parking break will be set.

*3.2.7.8.5. Vehicle or wheeled equipment that is not equipped with an integral braking system, will have chocks placed in front of and behind a rear wheel of the vehicle. Note: Use chocks that meet requirements IAW T.O. 00-25-172, Ground Servicing of Aircraft and Static Grounding/Bonding.

*3.2.7.9. All vehicles operating in/or around the airfield are considered mobile obstacles. IAW UFC 3-260-01, Table 3-2., authorized maintenance and emergency vehicles operating on ramps/aprons and in the CMA are exempt from this restriction. All other vehicles operating on the airfield must comply with the following:

*3.2.7.9.1. The lateral clearance distance from taxiway centerline to parked or moving vehicles is 200 feet. When operating off the edges of a taxiway, do not park or operate a vehicle within 200 feet of the taxiway center line. No vehicle will be parked and left unattended within 200 feet of the taxiway centerline.

*3.2.7.9.2. The lateral clearance distance from the edge of all parking aprons, boundary marking or taxilane centerline distances to a mobile obstacle (equipment or vehicle) when not in use is shown in Table 3.1. Emergency vehicles responding to an actual emergency or unless authorized for aircraft operations are exempt from this criteria. Note: All fixed obstacles must be coordinated through the Airfield Manager prior to installation. Do not position equipment and vehicle beyond the taxilane edge markings located along the length of taxilane Echo (Figure 3.32).

*3.2.7.9.3. The lateral clearance distance from the runway centerline is 1000 feet. When operating within this area, do not park and leave a vehicle or equipment unattended.

*3.2.7.9.4. Aircraft Maintenance is responsible to ensure all equipment is positioned to allow proper wingtip clearance. Equipment must be removed NLT three hours after flying and pre-positioned NET three hours prior to the start of flying. AGE equipment when not in use will be stored in one of the designate AGE parking locations. Approved AGE storage locations are as follows. *3.2.7.11.2. Refer to AFI 91-203, Chapter 24, AFI 21-101, Chapter 14, and OFFUTTAFBI 21-100 for additional information.

*3.2.7.11.3. If significant FOD is found on the airfield notify Airfield Management via radio or landline. Airfield Management personnel will inspect the area and dispatch a sweeper as necessary.

*3.2.7.12.1. Vehicle operators in Offutt AFB will not use cell phones unless the vehicle is safely parked. Phone use on the airfield should only be done when the vehicle is safely parked and for official/business use only. Cell phone use is strictly prohibited inside the CMA. The wearing of other portable headphones, earphones, or other listening devices while operating a motor vehicle is prohibited. Use of these devices impairs driving and prevents recognition of emergency signals, alarms, or radio calls.

*3.2.7.12.2. Cell phones with integral digital cameras are not authorized for use or possession without written authorization from their unit commander or civilian equivalent. Refer to 55 WG IDP, Annex H Appendix 6 for additional information.

*3.2.7.12.3. Refer to AFI 21-101_OFFUTTAFBSUP_1, Chapter 1 for additional information.

*3.2.7.13. Procedures and standards for driving during restricted visibility or night operations are as follows:

*3.2.7.13.1. Privately Owned Vehicles (POV) and airfield vehicles with the exception of emergency and alert vehicles, will not be operated on the airfield with visibility less than 100 feet.

*3.2.7.13.2. Hazard or parking lights will be used at night when vehicles are parked on the ramp/aprons.

*3.2.7.13.3. Refueling and explosive loading/unloading operations will not be conducted when visibility is less than 300 feet (90 Meters), unless directed by the installation commander.

*3.2.7.13.4. A walking guide equipped with a flashing or luminescent wand is highly recommended during emergency movement of alert vehicles when visibility is less than 50 feet (15 Meters).

*3.2.7.14. Drivers of vehicles equipped with automatic daytime running lights (DRL) must be aware of the system’s operating procedures. If DRLs cannot be turned off, vehicles will park in a safe location with ignition off, parking brake set, and emergency flashers on when an aircraft approaches.

*3.2.7.15. Personal motorcycles, mopeds, two-wheeled scooters, roller skates, and skateboards are not authorized on Offutt AFB airfield. Exception: Bicycles are authorized if pushed or carried from the Base Ops gate to Hangar 6 (Bldg 307). Electrical or gasoline-powered golf-type carts and Other Government Motor Vehicle Conveyances (OGMVC) identified in AFI 91-207, are permitted to operate on the parking ramps. IAW AFI 91-203, paragraph 24.13.5.4, OGMVC will follow all rules established for all general and special purpose vehicles and be equipped with forward and rear lamps if operated at night. Personnel who are authorized to operate these type of vehicles are required to complete the airfield driver training listed in paragraph 3.2.3., and possess an AF 483. Exception: Attachment 5, Section II, Item 1.

*3.2.7.16. Precision Obstacle Free Zone (POFZ) is located at the approach end of Runway 12/30 as depicted on the airfield diagram (Attachment 8). The dimensions are 800 feet (400 feet on each side of the runway centerline) and extend 200 feet from the runway threshold. The POFZ holding position procedures will be in effect when visibility is less than 3/4 statute mile, ceiling of 250 feet or less and an aircraft on final approach within 2 miles of the runway threshold.

*3.2.7.16.1. Vehicles and aircraft must not penetrate the POFZ when active. Vehicle operators must follow all radio transmissions and runway hold line instructions from ATCT when POFZ is in effect.

*3.2.7.16.2. The TACAN gate on the northwest side of the airfield is located inside the RWY 30 glideslope critical area, as depicted on airfield diagram (Attachment 9). Personnel must obtain permission from ATCT before entering through the gate.

*3.2.7.17. To the maximum extent possible, vehicles will use Tower road to gain access onto Taxiway Mike North. Note: The Tower road is outside of the CMA and does not require ATCT permission for access.

*3.2.7.18. The unit ADPM will ensure all refresher training is completed NLT the last duty day of the month. Use Attachment 8 to document annual refresher training on unit drivers. Failure to complete annual training requirements will result in automatic suspension of airfield driving privileges until refresher training is completed. Civil Engineering temporary hires (i.e., seasonal workers) and contractors are required to receive refresher training twice a year. Note: Personnel that were not able to complete refresher training (e.g., deployed, TDY, etc.) must complete it prior to driving on the airfield.

*3.2.7.18.1. Review of the Offutt Airfield Driver Program PowerPoint presentation, AFMAN 24-306, Chapter 20, AFI 91-203, paragraph 24.13., AFI 21-101, paragraph 14.19., and this supplement is required.

*3.2.7.18.3. Completion of Offutt Airfield Driving Combined test.

*3.2.7.18.4. Completion of the Offutt Airfield Diagram Test with a minimum passing score of 100%.

*3.2.7.19.1. The runway will not be used as a throughway for convenience to get from one side of the airfield to another. Vehicles will use SAC Blvd to access the north side of the base.

*3.2.7.19.2. The ATCT visual blind spots are at the northern portion of the Northwest Hammerhead, Kilo apron, Delta apron, Delta tow-way, and the southwestern portion of the 55 WG Mass Parking Apron (MPA). Use caution when operating vehicles in these areas. Refer to the airfield diagram (Attachment 9).

*3.2.7.19.3. There are no known communications or radio signal problem areas on the airfield.

*3.2.7.20. Aircraft crash/recovery, medical, Fire Department, Security Forces, Wing Safety, and Airfield Management vehicles responding to an aircraft emergency are considered primary (initial) emergency responders. Secondary support agencies (e.g. transportation, maintenance, etc.), as determined by the Fire Chief or incident/on-scene commander, are those required to support on-going operations. 3.2.7.20.1. During an aircraft accident or incident, all vehicles not directly involved with the situation will immediately leave the affected area as soon as possible.

*3.2.7.20.2. Fire Chief will provide escort to fire department vehicles only, all other vehicles must contact ATCT for permission to enter the CMA.

*3.2.7.21. There are no vehicle control devices/lights on the airfield. Vehicle operators will adhere to all signs and markings identifying the CMA boundary.

*3.2.7.22. Driving with Night Vision Devices (NVD) for airfield driving during blackout conditions/operations is not authorized on Offutt airfield.

*3.2.7.23. Vehicle escorts and convoys must be trained on airfield driving, possessed an AF 483 and have a two-way radio to communicate with ATCT. One individual may act as an escort for up to five vehicles on the CMA or Non-CMA who are together on or within 250 feet of each other. The escort vehicle is responsible for the group and will relay ATCT control instructions/ communication for the group. Note: Procedures for personnel escorting individuals into the restricted/airfield controlled areas will be IAW 55 WG IDP Annex C Appendix 2.

*3.2.7.25. Vehicles will not drive over in-ground fuel pits located on aircraft parking spots. Fuel pits are located at the 55 WG MPA.

*3.2.7.26. Smoking is prohibited in aircraft maintenance facilities, weapons storage and maintenance areas, and on the airfield, except where designated by 55 MXG/CC, 55 OG/CC and the Airfield Manager, and approved by the installation Fire Chief. Refer to an approved Offutt AFB Designated Tobacco Area (DTA) map, AFI 32-2001, ACC Offutt Supplement and AFI 40-102 for additional information.

*3.2.7.27.1 Personnel will use caution when driving through jet blast areas on Foxtrot apron, Mike South, Mike North, Alpha Row, Bravo Row, and Echo Row. Jet blast areas are depicted on the airfield diagram (Attachment 9). Traveling behind aircraft with engines running in these areas is prohibited. Vehicle and personnel are responsible for maintaining proper distance while operating near the jet blast areas.

*3.2.7.27.1.1. Vehicles shall not be parked between aircraft parking spots on Echo row while an aircraft is taxiing out of parking.

*3.2.7.27.2. When engines are running or are about to be started, remain at least 25 feet to the front or 200 feet to the rear of any aircraft. Note: Do not drive within 500 feet to the rear of a large aircraft, such as C-5, C17, B747, KC-10, etc.

*3.2.7.28. Vehicle driving lanes (Figure 3.36.) are painted on the airfield to identify vehicle routes of travel. All vehicles shall use these lanes except when giving way to taxiing aircraft and emergency response vehicles. When vehicle routes are not marked, vehicles shall stay to the far right edge of the paved surface.

*3.2.7.29. Personnel are not to drive over the Distinguished Visitor (DV) Carpet (Figure 3.37.) located in front of Airfield Management. Exception: Security detail or security escort in support of a DV aircraft.

*3.2.8.1. Unit commanders, unit ADPMs, AM, Safety and SF personnel are authorized to revoke or suspend airfield driving privileges. Note: Unit commanders and unit ADPMs may only revoke privileges for personnel assigned to their unit.

*3.2.8.1.1. Notify the WG ADPM, unit ADPM, and unit commander when a revocation or suspension occurs.

*3.2.8.1.2. If the WG ADPM revokes or suspends airfield driving privileges, the unit commander and unit ADPM will receive written notification.

*3.2.8.2. The unit commander and unit ADPM will ensure all training requirements listed in Attachment 5 and 6 are completed prior to reissuance of AF 483.

*3.2.8.2.1. A written request (Attachment 15) from the unit commander must be forwarded to the WG ADPM for reinstatement of personnel’s airfield driving privileges.

*3.2.8.4. Personnel who do not complete annual refresher training on the first day of the preceding month, after the refresher training is due, will have their airfield driving privileges suspended until refresher training can be accomplished.

*3.2.8.4.1. The Wing ADPM will notify unit ADPMs of suspension actions taken for not completing refresher training.

*3.2.8.5. Individuals who witness an airfield driving incident/violation will provide the information to the WG ADPM or to AM within 24 hours or the next duty day of the alleged incident, whichever occurs first.

*3.2.8.5.3. Infractions/violations of this instruction will carry the following penalties:

*3.2.8.5.3.1. The first airfield driving violation will normally incur a warning (minimum) or up to a 30-day suspension of airfield driving privileges. Exception: CMAV events automatically incur a 30-day suspension for the first offense.

*3.2.8.5.3.2. A second airfield driving violation will result in a 60 day suspension of airfield driving privileges. A second CMAV event will result in a 6-month suspension, or permanent revocation if within a 12-month time period.

*3.2.9.1. TDY and non-base assigned contractors may be escorted by someone who possesses an AF 483. The unit ADPM, WG ADPM or designated representative will provide local briefing/training (Attachment 7) when TDY and contractor personnel are required to operate a

vehicle on the airfield unescorted.

*3.2.9.7. To the maximum extent possible, contractors will have it written into their contracts that they will adhere to the provisions of AFI 13-213 and this supplement if required to operate a vehicle on the airfield. The company name will be on the vehicles for easy recognition.

*3.2.10. Vehicle passes will only be issued to those individuals whose job requires immediate and direct access to the work area on the airfield. Vehicle passes are required for contractor vehicles and vehicles without GOV license plates. Exception: POVs listed on Table 3.2.

*3.2.10.1.1. Submit POV pass (temporary or annual) requests to the WG ADPM by a memorandum for record (Attachment 11) for processing and approval no later than 72 hours prior to driving/working on the airfield.

*3.2.10.1.2. Vehicle pass are color-coded and it will change annually, upon reissuance. The types of POV passes are as follows:

*3.2.10.1.2.1. Offutt Form 175A, Annual Airfield POV Pass, grants access to the airfield for base assigned personnel and are issued on an annual basis. No pass will be issued beyond the calendar year in which it was issued. Note: Request renewal of vehicle pass by 15 December of the current year.

*3.2.10.1.2.2. Offutt Form 175B, Temporary Airfield POV Pass, grants access to specific areas of the airfield for short periods of time.

*3.2.10.1.3. POVs exempt from obtaining vehicle passes (Table 3.2) must contact the AFM or DAFM and provide a copy of the vehicle information prior to operating on the airfield. At a minimum, the vehicle information list will include the driver name, assigned unit or company name and vehicle description (make, model, color, year, license plate number and state of issue). Exception: Delivery vehicles listed on Table 3.2.

*3.2.10.1.5. Vehicle operators will not be granted access on the airfield unless escorted by a qualified airfield driver or has completed all requirements listed in paragraphs 3.2.2., 3.2.3., 3.2.4., 3.2.5., and 3.2.7.1. Exception: Attachment 5, Section II, Item 1 is not required for personnel operating OGMVC or commercial reel/rotary mowers.
