JAMB MANDATE
• the vacancies available in each tertiary institution
• the guidelines approved for each tertiary institution by its proprietor or other competent authority
• the preferences expressed or otherwise indicated by candidates for certain tertiary institutions and programmes
Placement of suitably qualified candidates in collaboration with the tertiary institutions after taking into account:
INTERNATIONALISATION OF ADMISSIONS
• To place our tertiary institutions on the global scene, the Board constituted Attahiru Jega-led Committee to formulate a process of internalization of admission into tertiary educational institutions in Nigeria through JAMB
• Lets urgently put in place a machinery to actualize the internationalization of admission into tertiary institutions in Nigeria beginning from 2020 academic session because our tertiary institutions are fast becoming localised
• This process if achieved would place our institution at a vantage position to compete favourably with its peers globally. This is our modest effort in transforming the tertiary institutions in Nigeria to institutions to be reckoned with internationally
TRENDS IN STATE-OWNED
INSTITUTIONS (Merit by Distribution)
47
NEW TRENDS IN STATE-OWNED INSTITUTIONS(Reservation & Distribution of Regulated Quota for Indigenes)
Current Practice State-owned institutions reserved 80 – 90% of the
quota for indigenes
Distribute quota of regulated programmes such as Law, Medicine, Nursing, Pharmacy, etc on the Local Government Areas – discarding merit totally
Best of each LGA
1.
NEW TRENDS IN STATE-OWNED INSTITUTIONS
What should be done
the Merit quota should be in two layers
- National Merit Quota is the first topmost 10% (indigenes or non-indigenes);
- Indigene Merit Quota is the additional 35% allotted to indigenes of the State on merit basis after the first topmost 10% National Merit.
This is to ensure that every classroom has minimum 10% of brilliant students
55% on LGA basis
NEW TRENDS IN STATE-OWNED INSTITUTIONS(Approaching Candidates Informally –
a case of LAUTECH & TASUED)
Institutions now approached candidates informally (outside CAPS)
Only those who paid fees were recommended
This is not acceptable & its against the law
Offer admission to all qualified candidates on CAPS with a date to accept or reject
Candidates who did not accept within the stipulated date should be replaced
2.

Deliberate movement of
candidates from one computer to the other during the examination to
indulge in examination malpractice
We installed a software during accreditation on all the computers to be used by the CBT centres during the examination
This allowed us to monitor all activities going on at the centre on a real time basis

The 9 Keys (Reminder!!!)
A, B, C, D P, N, S, R, Y
129
Candidates press the letters A,B,C,D
for responses (answers) to
questions
P = Previous question N = Next questionS = Submit responses
when candidate has finished examination
R = Reverse (do not intend to go further to submit again)
Y = To confirm submission (intend to go further to submit again after pressing S)
This has solved complain by any candidate who claimed s/he mistakenly pressed letter [S] twice & that ended his/her session

SCORE STANDARDISATION IN PUBLIC EXAMINATION
140
The transformation of scores as done with public examination has continued to generate public discussion with many commentators taking very misleading paths. I will want to seize this opportunity to again explain the much-misunderstood concept which has led some people believing that scores are given to candidates even when they answer no question
Score transformation or standardization is a procedure for transforming candidates’ raw scores in different subjects taken by each candidate to a common scale with uniform metric or units, which is the globally-accepted procedure applied in scoring in a large-scale norm-referenced test.
SCORE STANDARDISATION IN PUBLIC EXAMINATION (cont’d)
141
To address the public outcry against what is termed unmerited score, particularly for those who sit the examination but do not attempt any question, the Board has backed the idea of transforming the zero scores of those who attempt the examination questions but get them wrong, while there would be no transformation for those whose zero scores are from lack of attempt or because they were absent
SCORE STANDARDISATION IN PUBLIC EXAMINATION (cont’d)
142
JAMB has, therefore, introduced the concept of nominal zero score that will be notated as zero asterisked (0*) for candidates who were present but failed to attempt any question.
Candidates who are absent from the examination would continue to be marked absent without any scores. all absentees would be marked absent and would have zero
scores
SCORE STANDARDISATION IN PUBLIC EXAMINATION (cont’d)
143
The position of JAMB is that all candidates who are absent from the examination and those who sat the examination and did not attempt any question would score zero and their zero score would not be transformed

Curbing Malpractice by NOT Capturing of Fresh Images and Biometric
150
Capturing of fresh facial and finger biometric images of candidates encourages impersonation and substitution of paid examination takers with real candidates who must have engaged the paid examination takers for the SSCE and UTME.
Concerted efforts by JAMB, other educational assessment bodies and the NYSC have implicated tertiary institutions (few of them unwittingly in the scandal.
You are therefore requested not to capture fresh images and biometric
151
Cluster of fraudsters who had been benefitting from examination malpractice continue to forge the Registrar’s signature, writing fictitious news items that JAMB website had crashed and all examinations written were cancelled
Again, they were mistaken. We are grateful to Government especially FME

More poignantly the need to review the

Catchment Area in the criteria – which has been
so abused)
International (inclusion of foreign candidates)
More inclusive (inclusion of special needs candidates)
more realistic (restoring and recognising some Discretionary Admissions)
Nationalisation of localised National Institutions
A new formula is long overdue to be proposed to the National Council on Education

PROFILE TRANSACTIONUNDUE INFLUENCE/THIRD-PARTY INTERFERENCE
181
The Board has banned all third-party interactions on its portal for any of its services cases have been reported with conflicting authorisation for changes on
candidates’ data, majorly between candidates and their parents or guardians
Fraudsters taking advantage of the naivety of some candidates to collect their vital access codes to effect unauthorised changes on their profiles
Consequently, nobody, including parents or guardians or any proxy, would have access to transact any business on candidate’s profile because fingerprint (or OTP) would be required
PROFILE TRANSACTIONUNDUE INFLUENCE/THIRD-PARTY INTERFERENCE
182
It is the Board’s conviction that
candidates deserving tertiary education should be able to
personally perform all these operations as
required
