- The Higher Education Law No 20/2005 of 20/10/2005 governing the organization and function of higher education repealed by law No 27/2013 of 24/05/2013,

- National Qualifications Framework for Higher Education (NCHE, 2007)

- Codes of Practice (NCHE, 2007).

- The Presidential Order No 51/01 of 13/07/2010 establishing quality standards in HLIs,

- Ministerial Order No. 001/MINEDUC/2013 of 15/11/2013 determining conditions for granting accreditation to private HLIs, upgrading the level of teaching, opening a college, a school, a faculty or an affiliated research institute,

National Council for Higher Education (NCHE), a semi autonomous agency affiliated to the Ministry Education was established by law No 23/2006 of 28/04/2006.

NCHE was responsible for securing coherent provision of quality higher education in Rwanda in line with Government policies and priorities.

NCHE was replaced by the Higher Education Council (HEC), established by the law N° 72/03 of 10/09/2013 determining its responsibilities, organization and functioning.

Key developments in Higher Education in Rwanda

Relevance - The approval of new academic programs

ensures that HLIs provide proof for labor market relevance. Also, the programs have to be in line with the 5 year skills development programs.

- A graduate tracer and employment satisfaction study was conducted by HEC in 2014 which showed that at least 85% of the graduates are employed and the employer satisfaction of the graduates’ competences is at 80.2%
