Ecosystem Restoration on production forest (Izin UsahaPemanfaatan Hutan Hasil Kayu – Restorasi Ekosistem –IUPHHK-RE ) is one form of forest utilization of logged-overarea (LOA). IUPHHK-RE/ ERC is an effort to restore thedegraded area of production forests through a system calledIndonesia Selective Cutting and Planting (Tebang Pilih TamanIndonesia/ TPTI) to be closer to its natural conditions,structure, composition and the level of biodiversity. It is achanging paradigm from timber oriented to ecosystem-based forest management.
ERC contributes to carbon emission reduction and carbonstock enhancementnt because ERC includes rehabilitation,conservation and preservation. Such activities that cancontribute to increase biomass of of forest stands and supportforest fires protection contributing Indonesia UNFCCC –NDC, SDGs, AICHI target.
ERC in natural forests is one of its kind and implemented onlyin Indonesia (There has been no reports claim similar approachbeing applied in any other countries)

ERC is multi-business and multi-product activities :
1) Forest areas utilization: cultivation of medicinal plants, mushrooms, sylvopastura, agroforestry;
2) Non timber forest product (NTFP):
a. Rattan, sago, bamboo
b. Resin, bark, leaves, fruit/seedling, eaglewood
3) Environmental services: utilization of water flow water utilization natural/ecotourism, biodiversity conservation, environmental protection, carbon absorption and carbon storage

Awareness of local people towards the existence of ERC
has been increasing, since they rely on the forest to
utilize the non-timber forest products (NTFPs)

Land and Building Tax proposed to the Ministry of Finance
Revision of Regulation No. 12 of Non Tax Revenue, etc.
Incentives
Government Policy
1. Timber is OK, but not as the main product for future changes to NTFP and environmental services (ecotourism, water resources, etc.)
2. Financing sources of the ERC : State Budget (APBN), private, NGOs
3. Increasing the productivity of Industrial Forest Planting (HTI), part of it should be managed in multiproduct (not monoculture, agroforestry to cover food & energy material sources (renewable energy base on biomass & biofuel)
Government Policy
4. Create enabling conditions to support all of the ERC development:• Simplify the related regulations;• Provide mentoring experts from multi-discipline;• One concession for all productss;• Community development;• Road Map Ecosystem Restoration in Production Forest
2016-2025;• Incentives : land and building tax (PBB);• Investing in a landscape – in particular designate KPH
(Forest Management Unit) – which is now an open option for addressing deforestation and forest degradation in Indonesia;
• Restoration viewed as a pillar of sustainability (ecological, social, and economic), and will contribute to improve the overall governance and health aspects of the Indonesian forestry sector
