Buttington Quarry Energy Recovery Facility

Broad Energy (Wales) Limited is preparing a planning application for a new Energy Recovery

Facility (ERF) at Buttington Quarry. We would like to hear your views about our proposal.(Please see back page)

Our plans

The Buttington Quarry ERF will use thermal

treatment technology to generate renewable and

low carbon energy in the form of electricity and

heat. Electricity can be exported to the national

grid to help provide greater security over supplies,

whilst heat can be supplied to local businesses or

new developments (including homes).

This development will use non-recyclable (residual) waste

as a fuel, helping to reduce the amount of waste sent to

landfill and so reduce carbon emissions.

The ERF would process around 100,000 tonnes of

residual waste fuel per year. Much of the waste would

be sourced from Powys and the surrounding areas as

there are no other similar locally-based energy recovery

facilities.

The ERF will be located within the deepest part of the

quarry void, screened from outside views, making it

a highly suitable location.

The consenting process

A planning application supported by an Environmental Impact

Assessment will be submitted to Powys County Council early

2017. It will address the effects of the proposed development

upon the environment including landscape, traffic and

highways, air quality, noise, ecology, water environment,

archaeology, cultural heritage, and social and economic

effects. Feedback from this consultation process will be

used to help inform the final design and assessments. Once

the planning application is submitted there will be a period

for consideration and consultation by the local planning

authority. A number of statutory organisations will be asked

for their views, such as Natural Resources Wales (NRW), and

interested local stakeholders. The planning application will be

determined by Powys County Council.

An application for an environmental permit will be submitted to

Natural Resources Wales. The Environmental Permitting process

is separate from planning and will govern the operation of the ERF.

Why develop the facility at Buttington Quarry?

Buttington Quarry is an 18-hectare (44 acres) site that is

well screened from the adjacent A458 road and nearby

communities by trees, landscaping and natural topography.

The site has an industrial heritage that dates back to the

late 1800s as a working quarry with associated brickworks.

Bricks were manufactured at the site until the late 1980’s

and extraction continues today to supply material for use

in construction and agriculture.

Part of Buttington Quarry is designated as employment land

in the Powys County Council Draft Local Development Plan.

Due to its location on both the main road network and on the

electricity network, Buttington Quarry is ideally suited for general

industrial use and energy generation. An established local

logistics firm now operates from part of the former brickworks.

The ERF will be suitably located within the quarry void, which

provides vital screening. The nearest residential settlement

is the village of Trewern which lies approximately 800m

(half a mile) north east of the site.

About Broad Energy (Wales) Limited

Broad Energy (Wales) Limited is a special purpose

company that has been established by Broad

Group (UK) Limited to develop the proposed energy

recovery facility. This independently owned and

operated facility will form a key anchor delivering

long term cost effective and efficient energy and

heat services as part of the wider plans by the

owners of Buttington Quarry to create a sustainable

eco-business park.

Broad Energy (Wales) Limited is keen to ensure that future

development at the site contributes to the local economy

and offers new job opportunities to the local community.

Plans for the ERF include a visitor centre, which would

offer opportunities for local community groups and

students at local schools and colleges to learn more about

modern energy and waste management practices. The

visitor centre will show students how waste and resource

management practices can contribute positively to local

communities and the wider environment.

• The proposed ERF will process c.100,000 tonnes per year of residual (non-recyclable) waste sourced from Powys and the surrounding areas.

Benefits

• The ERF will use waste as a fuel to generate low carbon

heat and power (electricity) helping to reduce greenhouse

gas emissions by offsetting other CO2 generating sources.

• It will divert non-recyclable (residual) waste produced

locally away from landfill sites, reducing methane,

a greenhouse gas 20 times more potent than CO2.

• Treatment of non-recyclable (residual) municipal waste

at the ERF could enable local authorities to access Welsh

Government subsidies for renewable energy and reduce

carbon emissions, releasing funds that would today be used

for waste services be made available to help towards other

valuable services provided by local councils.

• The development would provide some 100-150 jobs

during the two-year construction period, and 30 permanent

jobs once the ERF is operational, including highly skilled

engineering, technical, logistics and managerial roles as

well as operational and administrative roles. During operation

there will be opportunities for (indirect) employment (plant

maintenance, haulage, cleaning, landscape maintenance etc).

Broad Energy (Wales) Limited will positively encourage the

employment of local people.

• Local businesses are likely to enjoy additional custom

and economic benefits during both the construction

and operational periods.

• The ERF will help towards achieving the Welsh government

objectives to become a zero waste one planet nation

by 2050.1

• The ERF will generate around 9MW of power to the national

grid and/or local businesses, enough to power around

8,000 homes.

• The ERF would act as an anchor development for an eco-

business park, as part of the wider development proposed

at the site by the quarry owners. Renewable heat in the form

of hot water could be supplied to tenants at the future eco-

business park and the nearby Offa’s Dyke Business Park.

• The development will enable continued use of a local

industrial asset. There are also plans to include the creation

of a biodiversity area around the existing geological site of

special scientific interest (SSSI), which is located within the

quarry. The biodiversity area would provide a new habitat

for local wildlife, enhance local landscaping, the environment,

and facilitate educational visits from students at local schools

and colleges.

Next steps

sy'n cynhyrchu CO2. Bydd yn dargyfeirio gwastraff na ellir ei

ailgylchu (gweddilliol) sy’n cael ei gynhyrchu’n lleol oddi wrth

safleoedd tirlenwi sy’n cynhyrchu methan, nwy tŷ gwydr sydd

20 gwaith yn gryfach na CO2.

• Gallai defnyddio’r ERF i drin gwastraff trefol na ellir ei ailgylchu (gweddillol) alluogi awdurdodau lleol i gyrchu cymorthdaliadau

Llywodraeth Cymru ar gyfer ynni adnewyddadwy a lleihau

Mae Chwarel Buttington yn safle 18-hectar (44 erw) sydd

wedi ei sgrinio’n dda gan goed, tirlunio a daearyddiaeth

naturiol rhag y ffordd A458 a chymunedau cyfagos. Mae

gan y safle dreftadaeth ddiwydiannol sy’n dyddio yn ôl

i’r 1800au hwyr fel chwarel yn gweithio a gwaith briciau

cysylltiedig. Cafodd briciau eu cynhyrchu ar y safle hyd at

ddiwedd y 1980au ac mae echdynnu yn parhau hyd heddiw

i gyflenwi deunydd ar gyfer adeiladu ac amaethyddiaeth.

Mae rhan o Chwarel Buttington eisoes wedi ei glustnodi fel tir

Bydd Cyfleuster Adfer Ynni (ERF) Chwarel Buttington

lleoliad hynod addas.

Y Broses gydsynio

Bydd cais cynllunio, gyda chefnogaeth Asesiad Effaith

Amgylcheddol, yn cael ei gyflwyno i Gyngor Sir Powys yn

gynnar yn 2017. Bydd yn delio ag effeithiau'r datblygiad

arfaethedig ar yr amgylchedd gan gynnwys tirwedd,

trafnidiaeth a phriffyrdd, ansawdd yr awyr, sŵn, ecoleg,

amgylchedd dŵr, archaeoleg, treftadaeth ddiwylliannol, ac

effeithiau cymdeithasol ac economaidd. Bydd adborth o’r

broses ymgynghori hon yn cyfrannu at y dylunio a’r asesiadau

terfynol. Unwaith y bydd y cais cynllunio wedi ei gyflwyno bydd

yr awdurdod cynllunio lleol yn treulio cyfnod yn ystyried ac

ymgynghori yn ei gylch. Gofynnir i nifer o sefydliadau statudol

am eu barn, fel Cyfoeth Naturiol Cymru, a rhanddeiliaid lleol

sydd â diddordeb. Bydd y cais cynllunio yn cael ei benderfynu

gan Gyngor Sir Powys.

Bydd cais am ganiatáu amgylcheddol yn cael ei gyflwyno i Gyfoeth

Naturiol Cymru. Mae’r broses Caniatad Amgylcheddol yn un ar wahân

i’r cais cynllunio a bydd yn rheoli gweithredu’r ERF.
