DEVELOPMENT FOR COMMERCE LEXINGTON INC.Since the mid-1990’s, Commerce Lexington Inc. and its predecessor, the Greater LexingtonChamber of Commerce, along with its many partners through the community, have champi-oned the efforts of minority-owned businesses. The programs provided by CommerceLexington’s Community and Minority Business Development division continue to exceed expec-tations by offering a level of service that is unmatched in many communities.
Minority- and women-owned businesses are important segments of our region’s successfuleconomy. In fact, according to the U.S. Small Business Administration, they out-pace otherbusinesses in terms of growth, while participating in a wide variety of industries.
Commerce Lexington’s Community & Minority Business Development (CMBD) program worksto promote and sustain the economic growth, development and self-sufficiency of ethnic minor-ity-owned business owners and entrepreneurs. Minority businesses are offered strategic andbusiness planning, procurement assistance, access to lending tools, and the expertise of a fullcomplement of economic professionals.
Commerce Lexington launched a Minority Business Accelerator in 2013. The opportunity hasbeen put in place to assist scalable minority businesses that have the best opportunity to part-ner with large entities and companies and grow jobs here in the Fayette County-MSA. To date,the program has assisted members with contracts well over $6 million dollars. The possibilitiesare still endless as we search for new minority-owned businesses to take part in the program.
In addition, one of Commerce Lexington’s longstanding programs, the Access Loan Programthrough its 25 lenders, exploded in 2017 with over $2.9 million dollars in loans to small busi-nesses. One-third of those loans were received by minority-owned businesses.
Commerce Lexington’s achievements in minority business and other key areas are certainly nota secret in the chamber world. After being recognized and the nation’s top chamber of com-merce in 2016 by the Association of Chamber of Commerce Executives, we have entertainedmany visits from other chambers to study our best practices and take them back to their respec-tive homes.
There continues to be a steadfast dedication to the sustainability and growth of all our memberbusinesses. Great programs like the Business Owners Advisory Boards, the Member-to-Member Discount Program, and the Bluegrass Business Development Partnership can assistbusinesses from the start-up phase to growth into a major employer. These are all importantpoints, because as the chamber world is certainly getting on-board with the development andgrowth of minority- and women-owned businesses, your local chamber has been at the forefrontof this important segment of our economy since the early 2000’s.
As you read this letter, think of how you, as an emerging business owner, can take advantage ofthese services and opportunities to create a different and more exciting future for your businessand the people you employ. It’s time to get on board and reach for the stars, Central Kentucky!

ENTREPRENEURIAL DEVELOPMENT:Entrepreneurial development is an equally important effort when trying togrow the local economy. With the establishment of the award winningBluegrass Business Development Partnership (BBDP), Lexington is a stepahead of most communities in streamlining the process for businessstart-ups. Aspiring entrepreneurs can get one-on-one guidance throughthe process of starting a business. We also actively promote entrepreneur-ial success through both web and print. Of special note is the formationand coordination of the Lexington Venture Club which celebrates the suc-cess of Lexington’s start-up businesses. The Lexington Venture Clubmeets six times annually, culminating with a celebration of all the localcompanies that received funding during the preceding year.
The Bluegrass Business Development Partnership also created In2lex,an open-source consortium of entrepreneurs and professionals in thecreative and technology sectors. The mission is to promote Lexingtonas a career, education and lifestyle destination for creative and techni-cal business professionals and to act as catalyst where the technical,entrepreneur, and creative communities coincide. THE MISSION:The Acce$$ Loan Program’s mission is to provide easier access tothe financing and helpful business advice that you need to start orgrow your business. This program is committed to fostering eco-nomic growth and enhancing business opportunities for minori-ties, women, and small businesses. This innovative program hasbeen responsible for $18.8 million in financing for the start orexpansion of area small businesses since its inception in 2001.
WHAT IS IT?Commerce Lexington and the area’s leading banks and financialinstitutions have teamed up in the Acce$$ Loan Program toimprove your odds of getting approval for a loan that matches yourbusiness needs. There are no guarantees, but you will know whatyour chances are of securing the credit you desire. The Program willprovide valuable feedback from experts in the lending communityto assist you in putting together a business plan and gatheringinformation that is important to your success.
QUALIFICATIONS:r Your business must be in the Greater Lexington area.r Your business must be for profit.r Pursuing a loan for a business startup, an expansion of your cur-rent business, the purchase of a franchise, or the purchase of anexisting business.r There is a $5,000 loan minimum.r Use of funds must be for working capital, inventory, leaseholdimprovements, and equipment for commercial use only.

Since the mid-1990’s Commerce Lexington Inc. has offered direct serv-ices and technical assistance to small and minority-owned businesses.The mission of Commerce Lexington’s Minority Business Accelerator(MBA) is to accelerate the development of sizable minority businessenterprises (MBEs) and to strengthen and expand the regional minor-ity entrepreneurial community. Created from the findings of the 2009study commissioned by Commerce Lexington Inc. and the UrbanLeague of Lexington-Fayette County, and the analysis of our year-longstrategic plan, the MBA will actively seek to improve the readiness ofminority businesses, while increasing the recognition of the value ofethnic minority-owned businesses as suppliers, customers and invest-ment opportunities.

Eligible Businesses:r Shall be a business located in or planning to move to Lexington.r Shall be creating and retaining jobs.r Shall be current with all federal, state, and local taxes.r Shall produce a tradable good or provide a tradable service (whetherpre- or postcommercialization).r Average wages for job creation are greater than or equal to the coun-ty median income.r Shall be authorized to do business in Kentucky.r Retail and Restaurant businesses are excluded.r Certify that but for these incentives, the jobs would not be created.r Shall enter into an agreement with the city for a period of 5-10 years.
Targeted sectors include: advanced manufacturing, technology, shared serv-ice operations, healthcare, or the relocation of primary base of operationsto Lexington.
Fund Programs:r Targeted grant and loan incentive offerings that focus on high prior-ity industries to create high wage jobs.r Funds can be used as a closing fund for a company or as gap financ-ing based upon the needs of the business.r Loans up to $250,000 that can be used for capital expenditures suchas equipment acquisition and building fIt up.r Grants up to $100,000 for worker training & other operating expenses.r Incentives may be issued in a larger package at the discretion of theEconomic Development Investment Board and the Urban CountyCouncil.
Application:r Applications go to the Chief Development Officer and staff forreview and to recommend or not recommend for funding.
-> Comprehensive application and documentation to assist inassessment.-> Application fee to cover administration expenses. Currently setat $250 for 2014. Maximum of $1,000.-> Companies will receive open records protection based on StateOpen Records Statutes.
r The Economic Development Investment Board will vote on theapplication recommended by the Chief Development Officer.
-> The board may vote to approve, amend, or deny the applicant.-> The Board will meet monthly and vote on any applicants thathave been evaluated by the Chief Development Officer and inter-nal staff.
r The Urban County Council makes the final funding decision.r The Chief Development Officer, Board, & appropriate staff continueto monitor the incentive recipient for the life of the agreement (5-10years).
-> The recipient will submit reports annually and as requested tothe Board.

CLX MBD Division Among Partners on Contractor Training ProgramCommerce Lexington’s Community and Minority
Business Development department works with many part-ners to further the growth and sustainability of minoritybusiness enterprises in the region. CMBD works with theKentucky Small Business Development Center, BEXConstruction, Blue Grass Airport, Fayette County PublicSchools, Fifth Third Bank, Lexington-Fayette Urban CountyGovernment, LexTran, Messer Construction Company andUniversity of Kentucky Facilities Management to sponsorthe Minority and Women Contractor Training Program,which began in 2001 as a means to increase contractingopportunities for minority and women business owners. Ithas graduated more than 160 entrepreneurs statewide.
The program covered topics that included bidding andestimating, business planning, contract law, insurance andperformance bonds, accounting and financial statements,drawings and specifications and cash flow analysis.Participants acquired the necessary tools to grow theirbusiness and had an opportunity to network with oneanother and prime contractors, which gave them theopportunity to build relationships for future businessopportunities.

Participants were also able to show astrengthened minority business liaison community by partneringwith the school system. CMBD staff came back with two good leadsfor members of the Minority Business Accelerator to investigate.

BUSINESS OWNERS ADVISORY BOARD
One of Commerce Lexington’s most effective business assistanceefforts is the Business Owners Advisory Board. These groups allowmember business owners to share similar challenges, strategies,and best practices in a confidential, non-competitive environment.
Each group is made up of not more than eight members with similarinterests and concerns, but who are NOT in direct competition witheach other. There is NO CHARGE to participate in this program,which is open only to Commerce Lexington members. Groups meeton a monthly basis for 2-3 hours per meeting, and each group setsits own meeting dates, times, and location.
Groups are formed on the basis of a variety of criteria, such as mar-ket or industry segment, number of employees, geographic focus,etc. Each group has its own facilitator, who helps the group remainfocused on its objectives, and who acts as a liaison to the BusinessOwners Advisory Board Steering Committee.
