How to Enter the Federal Contracting System

Central Contractor Registration (CCR)

• In October 1993, the President issued a memorandum that mandated the Government reform its acquisition processes.

• Subsequently, the Federal Acquisition Streamlining Act (FASA) of 1994 was passed, requiring the establishment of a "single face to industry."

• To accomplish this, the DoD identified a centralized, electronic registration process and web site as the single point of entry for vendors who want to do business with the DoD at www.ccr.gov .

• To this end, the Defense Federal Acquisition Regulation Supplement (DFARS), Subpart 204.7300, requires contractors to register in the CCR to conduct business with the Department of Defense.

Federal Business Opportunities (FedBizOpps)

• FedBizOpps.gov is the single government point-of-entry (GPE) for Federal government procurement opportunities over $25,000.

• Government buyers are able to publicize their business opportunities by posting information directly to FedBizOpps via the Internet.

• Through one portal - FedBizOpps (FBO) - commercial vendors seeking Federal markets for their products and services can search, monitor and retrieve opportunities solicited by the entire Federal contracting community.

• The website www.esol.navfac.navy.mil is part of DoD and Navy initiatives to create a Paperless Acquisition process.

• NAVFAC's long-term goal is to post all of its solicitations on this internet site, however, not all solicitations are posted here at this time.

• In the interim, offerors are advised to continue to rely on their current means of receiving procurement-related information.

• At present, information provided on this internet site is simply an additional means to distribute a limited portion of the Command's procurement-related information.

Naval Facilities Acquisition Supplement (NFAS)

• The NAVFAC Contracting Manual (NFAS) provides general guidance and insight on how field contracting officers execute their delegated authority of selecting contractors.

• The NFAS implements or supplements the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS) and the Navy Acquisition Procedures Supplement (NAPS).

• The manual (1.3MB PDF file) can be downloaded from the www.navfac.navy.mil web site. It is not a stand-alone document, but must be read together with the FAR, DFARS and NAPS.
