Wh e n m y good friend Ashok Advani told m e t h a t I h a d to chair t he jury m e e t i n g t o c h o o s e t h e Busi­n e s s m a n of t h e Year for 2010 , I said t o myself,

"Good heavens , w h a t a responsibi l i ty!" I h a d never cha i red a jury mee t ing before. W h a t if it were a tie? I w o u l d h a v e t o exercise m y cas t ing vote . For tuna te ly , t h e jury ' s se lec t ion was u n a n i m o u s .

We he ld t he jury m e e t i n g at t h e Belvedere. T h e m e e t i n g lasted a few hours . The jury consis ted of Mr. Rashesh Shah , Mr. Ta run Kataria, Mr. Harsh Neotia, Mr. N. C h a n d r a s e k b a -ran, Mr. N. Srinivasan, Mr. M o h i t B u r m a n a n d Mr. Tejpreet C h o p r a . T h e d iscuss ion was lively. Ul t imate ly , t h e jury selected Mr. Aditya Puri as t h e Bus inessman of t h e Year.

W i t h i n a s p a n of 15 years , Mr. Puri h a s c rea ted a wor ld-class b a n k from scratch, H D F C Bank h a s b e e n g r o w i n g con­s is tent ly at 30-35 per cen t per a n n u m a n d is t h e s e v e n t h largest b a n k in t h e coun t ry , H D F C Bank is also a m o n g s t t h e m o s t prof i tab le b a n k s . It h a s de l ivered a c o n s i s t e n t 4 0 per cen t g r o w t h in ne t profits o n a c o m p o u n d e d basis for t h e past 10 years, desp i te t h e f inancial crisis t h a t h i t t h e global markets .

Mr. Deepak Parekh h a d t h e foresight t o select Mr. Puri t o start t h e b a n k . At t h a t t ime , Mr. Puri was C E O of C i t ibank , Malaysia, a n d h a d a palatial h o u s e . Mr. Deepak Parekh per­suaded Mr. Puri t o h e a d H D F C Bank. Mr. Puri s ta r ted t h e

It is a p p r o p r i a t e t h a t we a re d o i n g t h i s a t a t i m e w h e n

we are l o o k i n g fo rward t o a n e w b u d g e t a n d l o o k i n g back w i t h sa t i s fac t ion a t h o w w e h a v e c o p e d w i t h t h e c u r r e n t g lobal e c o n o m i c crisis. In t h e last fiscal year , I nd i a ' s gross

d o m e s t i c p r o d u c t ( G D P ) g r ew a r o u n d 6 pe r c e n t in every q u a r t e r of w h a t h a s b e e n desc r ibed by e c o n o m i s t s as "the m o s t diff icult 12 m o n t h s i n r e c e n t h i s t o r y " . In ou r most r ecen t qua r t e r , t h e figure was 7.9 per cen t . As agains t this, m o s t c o u n t r i e s in t h e w o r l d suffered nega t i ve g r o w t h rates in at least o n e q u a r t e r in t h e last t w o years .

M a n y r e a s o n s h a v e b e e n a t t r i b u t e d for t h i s success: O u r b a n k s a n d f inanc ia l i n s t i t u t i o n s were n o t t e m p t e d to b u y t h e t ox i c m o r t g a g e - s u p p o r t e d securi t ies a n d engage in t h e fancy de r iva t ives a n d cred i t defau l t swaps t h a t ruined several W e s t e r n f inancia l i n s t i t u t i o n s .

T h o u g h o u r m e r c h a n d i s e e x p o r t s d id register declines of a b o u t 30 pe r cen t , ou r services e x p o r t s c o n t i n u e d to do wel l . R e m i t t a n c e s f rom o u r ove r seas I n d i a n c o m m u n i t y r e m a i n e d r o b u s t , r e a c h i n g $46 .4 b i l l i on in 2008-09 , the b u l k of w h i c h c a m e f rom t h e h a r d - w o r k i n g blue-collar I n d i a n expa t r i a t e c o m m u n i t y in t h e Gulf.

A n d finally, s o m e 80 per c e n t of ou r G D P does n o t come f rom t h e e x t e r n a l sec tor , b u t f rom I n d i a n s produc ing g o o d s a n d services for o t h e r I n d i a n s in Ind ia .

Besides t h e s e d e v e l o p m e n t s , o u r f inanc ia l author i t ies h a v e p u r s u e d pol ic ies p r o v i d i n g for lower in te res t rates, e x p a n d e d cred i t a n d lower excise du t i e s , all of w h i c h have se rved t o b o o s t e c o n o m i c ac t iv i ty . So t h e r e is n o t much a n x i e t y in t h i s r o o m . O n e i n d i c a t i o n of t h e ex ten t to w h i c h t h e w o r l d h a s c o m e t o a p p r e c i a t e o u r e c o n o m y is t h a t , w h e n t h e f i nanc i a l crisis b e g a n in S e p t e m b e r 2008, foreign inves to r s w i t h d r e w $ 12 b i l l ion from o u r stock mar­kets ; t h e y a re n o w f l o o d i n g b a c k t o o u r e x c h a n g e s , with $27 .3 b i l l ion c o m i n g in 2008-09 , desp i t e t h e global finan­cial crisis, a n d FDI r e a c h i n g a p e a k ra te of $1 bi l l ion per week in M a y 2 0 0 9 .

M u c h of t h e c o n v e n t i o n a l ana lyses of Ind ia ' s stature in t h e wor ld relies o n th i s k i n d of pos i t ive n e w s . T h e forecasts are t h a t at least i n G D P t e r m s , I n d i a c o u l d be t h e world's fifth largest e c o n o m y b y 2 0 2 0 , after t h e US, C h i n a , Japan a n d a u n i t e d E u r o p e , a n d c o u l d m o v e u p t o t h i r d place w i t h i n a d e c a d e t he rea f t e r . So, i n t h e m i d s t of t h e justifi­ab ly c e l e b r a t o r y a t m o s p h e r e a r o u n d h e r e , I t h o u g h t it m i g h t b e h e a l t h y t o offer a b i t of pe r spec t ive .

Ind ia ' s g lobal e c o n o m i c s t a tu re is q u i t e a c h a n g e , since, as y o u all k n o w , for m o r e t h a n four decades , Ind ia suffered f rom w h a t I call t h e e c o n o m i c s of n a t i o n a l i s m , which e q u a t e d po l i t i ca l i n d e p e n d e n c e w i t h e c o n o m i c self-suffi­c i ency a n d so, largely i so la ted I n d i a from t h e wor ld econ­o m y . H e r e i n a g a t h e r i n g of b u s i n e s s m e n , m o s t people a x i o m a t i c a l l y a s soc ia t e c a p i t a l i s m w i t h f r eedom, but it w o u l d be u n w i s e t o forget t h a t t h e great leaders of Indian n a t i o n a l i s m a s soc i a t ed c a p i t a l i s m w i t h s lavery. Why? Because t h e East I nd i a C o m p a n y c a m e to t r ade a n d stayed o n t o ru le . So, o u r n a t i o n a l i s t l eaders w e r e suspic ious of

Ins tead of i n t eg ra t ing India into the global cap i ta l i s t sy s t em, as a few p o s t - c o l o n i a l countries like S ingapo re so effectively were to d o , Ind ia ' s leaders were c o n v i n c e d t h a t t h e pol i t ica l i n d e p e n d e n c e they had fought for c o u l d o n l y be g u a r a n t e e d t h r o u g h eco­nomic i n d e p e n d e n c e . So self-rel iance b e c a m e t h e s logan , the protectionist barriers w e n t u p , a n d India spen t 45 years with bureaucra ts r a t h e r t h a n b u s i n e s s m e n o n t h e ' c o m ­manding he igh t s ' of t h e e c o n o m y , s p e n d i n g a g o o d pa r t of the first four -and-a-ha l f d e c a d e s after i n d e p e n d e n c e in subsidising u n p r o d u c t i v i t y , r egu l a t i ng s t a g n a t i o n a n d try­ing to dis t r ibute p o v e r t y . ( W h i c h o n l y goes t o p r o v e t h a t one of the lessons y o u l ea rn f rom h i s t o r y is t h a t h i s t o r y sometimes teaches t h e w r o n g lessons.)

It took a f inancia l crisis in 1991 t o p r o m p t India t o change course, w i t h l)r M a n m o h a n S ingh m e m o r a b l y invoking Victor i l ugo in his b u d g e t speech of 1991 t o say, "There is no power o n ea r th t h a t can s t o p a n idea w h o s e time has c o m e . " T h a t idea was t h e u n s h a c k l i n g of t h e Indian economy , w h i c h h a s m a d e possible e v e n i n g s like this one.

Economic re forms are h e r e t o stay, even t h o u g h t h e y are pursued wi th t h e u n d e r s t a n d a b l e h e s i t a n c y of d e m o c ­ratic g o v e r n m e n t s l o o k i n g c o n s t a n t l y over t he i r e lec tora l shoulders. Today, e c o n o m i c re forms r e m i n d m e of t h e old saw about Indian d i p l o m a c y : it used to he said t h a t I n d i a n diplomacy was like t h e l o v e - m a k i n g of a n e l e p h a n t - it was conducted at a very h i g h level, a c c o m p a n i e d by m u c h bellowing a n d t h e resul ts were n o t k n o w n for t w o years .

T h a t is n o longe r t rue , I a m glad to say, a b o u t Indian d ip lo­m a c y , b u t it m i g h t still be t r u e of m a n y I n d i a n e c o n o m i c reforms, w h i c h are p r o m u l g a t e d from o n h i g h wi th m u c h fanfare a n d t h e n take an age to b e i m p l e m e n t e d , because of all t h e v e s t e d in t e res t s a n d obs tac le s t h a t h a v e to be o v e r c o m e . But t h e n u m b e r s d e m o n s t r a t e clearly t h a t eco­n o m i c l i be ra l i s a t ion in a g loba l i s ing wor ld has c h a n g e d t h e I n d i a n e c o n o m y irreversibly.

It's just as well t h a t 1 evoked t h e e l e p h a n t , since I wro te a b o o k in 2007 called The Elephant, the Tiger and the ('ell Phone. It is a b o o k a b o u t t h e t r a n s f o r m a t i o n of India, a n d two-t h i r d s of t h e t i t le is p e r h a p s se l f -explana tory . 1 begin t h e b o o k w i t h a Panchatantra-type fable abou t India as a lumber­ing, s lumber ing , p o n d e r o u s e l ephan t , mi red in its o w n dust a n d m u d , covered in flies, s low to m o v e , s low to change , w h i c h in recent years, appears t o be acqu i r ing t h e stripes of an agile, l i the a n d s inewy tiger. But t h e n w h e r e does the cell p h o n e c o m e in, y o u m i g h t well ask. Well , to m e the cell p h o n e is t h e i n s t r u m e n t tha t m o s t ep i tomises th is c h a n g e .

Now, fast-forward t o t oday . W h e n I f in i shed w r i t i n g m y book, I was able t o repor t in it t h a t in April 2007 , Ind ia h a d just set a n e w w o r l d r ecord by se l l ing seven m i l l i o n cell p h o n e s t h a t m o n t h - m o r e t e l e p h o n e c o n n e c t i o n s t h a n any c o u n t r y h a d ever es tab l i shed in o n e m o n t h in t h e his­tory of t e l e c o m m u n i c a t i o n s . Wel l , t h e b o o k w e n t off to t h e press, go t p r i n t e d a n d b o u n d , a n d a r r ived in all g o o d books to res , a n d t h a t figure was a l r eady o u t of d a t e -because in each of t h e last t h r e e m o n t h s of 2 0 0 7 , Ind ia

b roke its o w n w o r l d record , a n d in D e c e m b e r t h a t year, it sold 8.3 m i l l i o n cell p h o n e s . T h e p a t t e r n c o n t i n u e d in to 2 0 0 8 , w h e n t h e 10 m i l l i o n bar r ie r was b r e a c h e d , a n d in 2 0 0 9 , w h e n 15 m i l l i o n b e c a m e t h e n e w front ier . It will be c rossed e a c h m o n t h t h i s year . So t o d a y , in o n e m o n t h , Ind i a sells t w o - a n d - a - h a l f t i m e s m o r e p h o n e s t h a n the en t i r e c o u n t r y possessed t w o decades ago.

M o s t i m p o r t a n t of all is t h e issue of w h o carr ies these cell p h o n e s in t o d a y ' s Ind ia . Mos t of y o u he re are b o u n d to b e chauf feur -d r iven eve rywhere ; y o u can be sure t h a t your dr iver carries a cell p h o n e , a n d t h a t i t ' s h i s o w n . I even sugges ted it t o t h e pub l i she rs of m y last book as a perfect cover image , b u t t h e y assured m e it was so well-k n o w n t h a t it h a d b e c o m e a c l iche in itself.

" W e just h a v e a lot m o r e t o d o before it c a n b e a n y t h i n g like pa rad i s e for t h e vas t ma jo r i t y of ou r fellow c i t izens . f. P robab ly t h e biggest p r o b l e m we h a v e is re forms in agri­cu l t u r e . G iven t h a t 60 pe r c e n t p lus of o u r p o p u l a t i o n resides i n ag r i cu l tu re -dependen t areas, we need widespread reform a i m e d at ach iev ing efficiency in p r o d u c t i o n a n d dis­t r i b u t i o n (our yields of m o s t c o m m o d i t i e s are way be low d e v e l o p i n g coun t r i e s a n d was tes are c r imina l ) . W e requ i re l a n d reforms, tax reforms, supp ly c h a i n m a n a g e m e n t , etc .
