Business Continuity Plan Overview: Southeastern Technical College

The Business Continuity Plan (BCP) for Southeastern Technical College (STC) supports the State

Board of the Technical College System of Georgia Policy II.D. “Emergency Preparedness, Health,

Safety and Security” assertion which states “The Technical College System of Georgia (TCSG)

and each of its associated technical colleges and work units are committed to healthy, safe and

secure workplaces and/or educational settings for all employees, students, volunteers, visitors,

vendors, and contractors. Each technical college or work unit shall develop, review and submit,

at least annually to the System Office, those plans and procedures which are essential to

respond to matters of natural and man-made hazards; public health; occupational and

environmental safety as well as security. These plans and procedures shall be established with

the goals of mitigating risk of individuals and physical resources as well as of maintaining

compliance with national, state and local regulations.”

The intent of the Business Continuity Plan for Southeastern Technical College is to guide

response and recovery from a major emergency and where appropriate, to be linked or

combined with emergency operations procedures. This BCP has been prepared through a

collaborative process across Southeastern Technical College, with a thorough examination of

critical mission functions, a systematic risk assessment of potential hazards, and comprehensive

development of strategies for each critical mission function recognized to be potentially at risk

during an emergency. This BCP is exercised and reviewed annually as a part of the evaluative

and planning process of Southeastern Technical College.

The following business continuity incidents occurred during the 2016-2017 year.

1. October 10-11, 2018 – Closure of all STC campuses due to Hurricane Michael.

Southeastern Technical College engages in the following contractual agreements regarding

business continuity: NONE.

Southeastern Technical College engages in the following training, drills, and exercises:

The protocol for the retention of training records is all training records will be stored in the

Director of Human Resources files.

The protocol for the annual review of the Business Continuity Plan is:

1. An initial email will be sent to each operating unit with a critical mission function for

review.

2. Following corrections/additions, the Business Continuity Plan will be forwarded to

the President and Executive Council for review and approval.

3. The President then approves and signs the plan to be sent to TCSG Emergency

Manager and General Counsel for final signature and approval.

4. Upon receipt from TCSG, the plan will be distributed to all STC employees and placed

in the Emergency Notebooks.

In the event of an actual disaster incident to any campus of Southeastern Technical College, an

inspection of the campus will be performed by the Security and Facilities Department.

Following the inspection of the affected campus(es), a notification will be made to the

President as soon as possible. The President will determine the appropriate course of action

based on the damage assessment of the affected areas of the college.

Recovery Details:

Recovery Strategy Overview:

Power, water, internet, and intranet would need to be available before the majority of classes could

begin. If classes cannot resume in the same location within the 72 hour window, relocation must be

considered. The first thing to do would be to try and find available classrooms in the same building or at

least on same campus to move the classes to. If there are not available classrooms on the same

campus, classes would need to be relocated if possible to the other campus, Economic Development

Center, SEECA, or an adult education center. Faculty would need office space with computers, printers,

internet service, and intranet access. Should the recovery delay be expected to last longer than 72

hours, program equipment and supplies would also need to be moved to the new classroom site. If

classes were placed online temporarily, faculty, Deans, and VPAA could work from home if necessary

until reasonable accommodations could be developed.

Revised March 27, 2019

Maximum Allowable Downtime (MAD):_______24-72 hours _______________________________

MAD Rationale/Justification:

All courses follow TCSG curriculum requirements and must meet for a certain amount of minutes to

ensure the students are able to fully obtain and comprehend the curriculum competencies and learning

objectives of a program course. The semesters are set up using state and federal financial aid guidelines

and cannot be extended.

Recovery Point Objective (relocation):

Many classes can be relocated depending on the availability of program equipment and supplies at new

location. Options for relocation include the EDC, Adult Learning Centers, Swainsboro campus, and

Vidalia campus (depending on which one was affected). Many programs are the same on both

campuses and could share classrooms and equipment if needed. The Diesel Technology students in

Swainsboro could work in the Automotive Technology lab in SEECA and vice versa. Clinical Lab

Technology could use the Science lab in Swainsboro. The programs that would be more difficult would

be: Radiologic Technology, Dental Hygiene, HVAC, and Electronics. Courses can also be offered online

for a short time if faculty have access to computers and software as noted in sections

below._______________________________________________________________________________

Critical Mission Function:

Laboratory Instruction

__________________________________________________________________________________

Function Description:

Laboratory instruction is a very important component of student learning. Students spend many hours

utilizing hands-on-training to enhance their knowledge and skills in either the classroom labs and/or off

campus clinical sites. State standards dictate the amount of time that must be spent in labs per course.

STC offers many medical programs which require mandatory hours spent at off-campus clinical sites

performing a variety of skills at hospitals, clinics, and doctor offices. Mastery of these skills is absolutely

essential to students completing the program and qualifying for program board exams.

Additionally, students work on live clients in the cosmetology and dental hygiene programs on campus.

Students enrolled in these two programs must complete multiple competencies on live customers

before being eligible to sit for state board exams.

Recovery Details:

Recovery Strategy Overview:

Clinical and labs would be shut down until it is deemed safe for students, faculty, and off site clinical

personnel to travel. The laboratory instruction recovery would depend largely on whether power and

water is available to the program classrooms and labs as well as off campus sites. Students and faculty

would also need the ability to communicate by phone, text, and/or email with each other as well as with

personnel at off campus clinical sites.

Maximum Allowable Downtime (MAD):____24-72 hours__________________________________

MAD Rationale/Justification:

Downtime is contingent upon power, water, internet service, and network availability to run program

equipment and computers. Additionally, STC would be dependent on the accessibility to all off campus

clinical and lab sites and the availability of the off campus sites’ personnel to precept our students.

The Commercial Truck Driving Program would be reliant on the ease of access to clear roadways and the

stability of the truck driving track.

Live work programs would be suspended until all the functions of the college are at 100% capacity.

essential for online and hybrid instruction. After 72 hours or more of downtime, STC would most likely

have to work with the Georgia Virtual Technical Connection (GVTC) to come up with an alternative

method of logging into Blackboard. The method would involve taking down Single Sign On and going

back to an older method of Blackboard login. Students would have to reset their passwords. This

method would cause a lot of confusion for students and would only be used as a last option.

Can process be suspended? _____No____ Can process be degraded? _____No_____

Work-around procedures in place? Yes. We could function without Banner for a few days. The

issue would be that all of the student’s documents are imaged in Xtender and if we do not have

access to that then we will not be able to tell which documents have been submitted. Banner

tapes back up our student database system and we could revert the system to an earlier point

in time, but some data may be lost depending on when the last backup occurred. .

when Banner has been down for maintenance. Once Banner was brought back online we were

able to enter the information and image the documents that had been submitted.
