Donald Gorrie (1933-2012) - The Presiding Officer brings to the attention of Members the recent and sad death of Donald Gorrie, Member of the Scottish Parliament between 1999 and 2007, and pays tribute to his significant contribution to the establishment and work of the Parliament.

Topical and First Minister's Questions, 4 and 6 September 2012

Members are reminded that Topical Questions for 4 September and First Minister’s Questions for 6 September 2012 must be lodged no later than noon today.

Topical Questions selected by the Presiding Officer will appear in Sections A and D of the Business Bulletin on Tuesday 4 September; First Minister’s Questions will appear in Section D.

Portfolio and General Questions, 12 and 13 September

Members are reminded that they must submit their names for Portfolio Questions on 12 September and General Questions on 13 September no later than noon today. Members whose names are selected in the random draw will be notified by email and their names will be published in the Business Bulletin on Tuesday 4 September. Questions must then be lodged no later than noon on Wednesday 5 September.

Portfolio Questions on 12 September will be for Finance, Employment and Sustainable Growth.

*S4M-03962 Murdo Fraser: Stirling Castle Named as the UK’s Top Heritage Attraction—That the Parliament congratulates Historic Scotland’s management of Stirling Castle, which, it considers has led to it being named the UK’s favourite heritage attraction by a Which? survey; recognises that 3,000 readers placed Stirling Castle as their favourite UK heritage attraction; believes that Historic Scotland’s £12 million pound refurbishment to what are seen as its palatial apartments has further improved Stirling Castle as a tourist destination; notes the unique place Stirling Castle occupies in Scottish history; praises the contribution of the hard-working staff in winning this award, and understands what it sees as the value of tourism to the Stirlingshire economy and the integral role Stirling Castle plays in this.

*S4M-03961 Margaret Mitchell: Love Your Lungs—That the parliament welcomes the British Lung Foundation’s campaign, Love Your Lungs; recognises that the campaign aims to raise awareness of Chronic Obstructive Pulmonary Disease (COPD), which encompasses lung conditions such as chronic bronchitis and emphysema, by providing information and advise those with symptoms to visit their GP; understands that COPD affects a high number of people, estimated at more than 1 in 5 ,in Scotland and that the World Health Organization predicts that COPD will be the fifth most common cause of lost working days by 2020; considers that this threat to health in Scotland must be addressed to improve the country’s future productivity and wellbeing; welcomes the news that the campaign involves British Lung Foundation staff and trained healthcare professionals who, in September 2012, will be offering free lung function tests and advice to shoppers at ASDA Grangemouth this September, and believes that this is an excellent way to raise awareness of COPD and the symptoms, which often include wheeziness or a persistent cough, and that it could help improve the early diagnosis of people with the condition and help them to access the support and treatment they need.

*S4M-03960 Angus MacDonald: New Covenant for Falkirk District’s Forces’ Veterans and their Families—That the Parliament welcomes the signing of a new armed forces covenant on 25 August 2012 in Grangemouth, which will assist veterans from Falkirk district and their families with additional support from the public and third sector organisations; understands that the covenant allows organisations such as Falkirk Council, Central Scotland Police, NHS Forth Valley, veterans’ charities and local voluntary services to make a public commitment to offer their assistance in areas such as housing, welfare, employment and health and ensure that veterans are signposted to all of the assistance that is available to them, and acknowledges that both the public sector and voluntary agencies have their part to play in ensuring that society recognises the contribution that is made by veterans and to help them have the best possible quality of life.

*S4M-03916 Kenneth Gibson: US Weapons Sales to Saudi Arabia—That the Parliament notes with concern the Congressional Research Service report suggesting that the United States’ total overseas weapons sales rose to a record $66.3 billion in 2011, which is more than treble the $21.4 billion figure of 2010 and more than double the then-record $31 billion of 2009; understands with concern that a full $33.4 billion of these sales went to the undemocratic regime in Saudi Arabia; believes that Saudi Arabia has a poor human rights record that has been well documented by numerous respected organisations, including Amnesty International and Freedom House; notes the reported systematic discrimination in that country against women in particular, which garnered international attention in June 2012 when a few courageous women actively defied the regime and protested against its prohibition of women driving; understands that, although these sales have been explained by the USA as necessary to secure Saudi Arabian cities, energy supplies, and military bases in the face of a possible attack from Iran, Professor Gregory Gause of the University of Vermont, among others, has noted that a key priority from the standpoint of the authoritarian regime in Saudi Arabia is to ―clamp down on political mobilization‖ in light of ongoing political unrest in other parts of the Middle East, and hopes that these weapons will be used solely for the purposes of genuine national defence and security, and not to brutally suppress freedom of speech and expression as it believes that Syria and other undemocratic regimes in the region have carried out in recent months.

PE1445 Petition by Ashton Radcliffe, on behalf of SWAN Action Group, calling on the Scottish Parliament to urge the Scottish Government to refuse the planning application for the proposed Nathro Hill Wind Farm by Eurowind to build seventeen 135 metre high turbines in the Angus Glens to ensure that this beautiful and iconic part of Scotland remains unspoiled.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon. A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders. Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
