Introduction
This Bushfire Management Statement has been prepared in response to the requirements of Clause 44.06-1 - Bushfire Management Overlay, and in accordance with the application requirements o f Clause 52.47 - Planning for Bushfire.
The statement contains three components:
1. A bushfire hazard landscape assessment including a plan that describes the bushfire hazard of the general locality more than 150 metres from the site. Photographs or other techniques may be used to assist in describing the bushfire hazard.
2. A bushfire hazard site assessment including a plan that describes the bushfire hazard within 150 metres of the proposed development. The description of the hazard must be prepared in accordance with Section 2.2.3 to 2.2.5 of AS3959:2009 Construction of buildings in bushfire prone areas (Standards Australia). Photographs or other techniques maybe used to assist in describing the bushfire hazard.
3. A bushfire management statement describing how the proposed development responds to the requirements o f Clause 44.06 and 52.47.

The landscape scenario that represents this is Landscape Type 3.
W h a t is the likely fire behaviour impacting the site? There are two likely fire behaviours that may impact the site: (1) direct grass fire attack from neighbouring farming properties to the north and west, and (2) ember attack or direct fire attack from Corner Inlet Coastal Park or adjacent residential properties to the south and east. Corner Inlet Coastal Park is connected with Wilsons' Promontory National Park to the south.

52.47-2 .1 Landscape, Siting and design objectives
• Development is appropriate having regard to the nature o f the bushfire risk arising from the surrounding landscape.
• Development is sited to minimise the risk from bushfire. • Development is sited to provide safe access for vehicles, including emergency
vehicles. • Building design minimises vulnerability to bushfire attack.
Approved Measure AM 2.1 - Landscape
Requirement The bushfire risk to the development from the landscape beyond the site can be mitigated to an acceptable level.
There is a moderate risk of bushfire with open woodland and coastal scrub in the immediate proximity and mostly low threat pasture surrounding in the broader landscape. The development can mitigate this with generous defendable space, appropriate building design, resistant material selection, and supply of static water facility.

Approved Measure AM 2.2 - Siting
Requirement A building is sited to ensure the site best achieves the following:
• The maximum separation distance between the building and the bushfire hazard
The buildings have been site on areas that are already largely clear of vegetation other than low threat grasses/ground cover and allow for maximising defendable space
• The building is in close proximity to a public road The building is under 200m from a public road. Acess to be provided as outlined below
• Access can be provided to the building for emergency service vehicles
Access is provided to the buildings for emergency service vehicles via an all weather driveway approximately 170m in length with a turning circle

Approved Measure 2.3 - Building Design
Requirement
A building is designed to reduce the accumulation of debris and entry of embers.
The buildings fabric proposed are singular formed curved concrete shells designed to eliminate the accumulation of debris around the building. All proposed openings (windows and doors) are to be protected with integrated metal mesh screens. The roof and plumbing is designed to minimise gutters and therefore points of entry for embers.

Property Summary The property is located at 200 Foley Road, Yanakie. It is approximately 4ha of land with existing ancillary structures (carport, toilet block, shed and water tank) connecting with Corner Inlet Marine Coastal Park. Half of the property to the south east is protected under Section 3A of the Victorian Conservation Trust Act. The remainder of the property is largely revegetated land. The property is neighboured to the north by an existing subdivision accommodating 3 single storey dwellings, to the south by an existing single storey dwelling, to the east by farmland and Corner Inlet Marine Coastal Park and bounded to the west by Foley Road.

Planning scheme summary On inspection of the planning scheme and after discussions with the South Gippsland Shire, we understand that the proposed works falls within a Rural Activity Zone - RAZ and is subject to Environmental Significance Overlay ESO 42.01 Schedule 3, Significant Landscape Overlay SLO 42.03 Schedule 3 and a Bushfire Management Overlay BMO 44.06.
Proposed building works summary The proposed building works comprises the following:
• Removal of select revegetated vegetation to provide required 25m of defendable space • Demolition of ancillary structures
• Construction of a number of circular pavilions forming the main dwelling and a separate habitable outbuilding.
• Installation of septic tank and services
• Installation of new 10,000L static water supply
• Construction of new all weather vehicle access driveway
Planning scheme compliance The following describes the application in terms of the planning scheme decision guidelines deemed relevant to the application:
35.08 Rural Activity Zone Proposed use
The proposed use is residential, with the construction of a single residence on the site.
The proposed development of the property creates no adverse affect on the surrounding area and uses, and seeks to add to the beauty to the natural environment.
Through the scale, unique siting and formal arrangement of the proposed residence, the development significantly minimises any adverse changes to the existing natural environment.
42.01 Environmental Significance Overlay The proposal seeks to locate the buildings in areas of the property that are partially clear of vegetation other than ground cover (grasses and bracken) to minimise impact on the existing landscape and reduce the number of trees to be removed for achieving the required defendable space for bushfire management.
The proposed development does not impact on the lower half of the property which is of natural vegetation connecting with Corner Inlet Marine Coastal Park and remains protected under the Victorian Conservation Act.

The proposed development uses materials of muted tones and forms borrowed from the surrounding vernacular of agricultural water tanks. The buildings sit well below the tree line and as such will not visually impact on the existing environment.
42.03 Significant Landscape Overlay The lower half of the property remains entirely intact and is protected under the Victorian Conservation Act and as such maintains the indigenous vegetation and ensures protected views from the coastal foreshore.
The proposed development is visually minimal and will use the natural finish of concrete so as not to detract from the vegetation being the dominant feature of the landscape. The design of scattered pavilions in the landscape aims to break up the form and scale of the dwelling to encourage a intermingling of the buildings with the landscape.
44.06 Bushfire Management Overlay
Enclosed with this application is a Bushfire Management Statement, including a Bushfire Hazard Landscape Assessment, Bushfire Hazard Site Assessment and a Bushfire Management Plan.
Summary
The works described above are for the purposes of enjoying the beauty of the natural environment and aim to respect the maintenance and conservation of this significant landscape.
The scheme will be executed to architectural standards and will incorporate quality and long-lasting materials, finishes and fittings throughout. All consultants involved with the project are experienced professionals in such projects.
It is our belief that the design proposal enhances the enjoyment of the environment while minimising the impact on it and is considered in the context of the surrounding neighbourhood. We feel therefore, that the application is deserving of Council's support.
