To improve bus journey times and reliability we are proposing to: install a new 12 or 24hr, seven day Hackney- bound bus lane on Shaftesbury Avenue between Dean Street and Cambridge Circus to reduce delays to buses approaching Cambridge Circus caused by general traffic. WS Atkins (Services) Limited, Account/Licence No. AL549827 Bus Route 38 Victoria - Clapton Shaftesbury Avenue Waiting and loading restrictions Traffic and bus flow on Shaftesbury Avenue would be improved by preventing obstructions caused by loading vehicles. We propose that kerbside loading no longer be allowed, with loading permitted in new loading bays on both sides of Shaftesbury Avenue and side roads: four loading bays set into the pavement along Shaftesbury Avenue operational from 7am to 12noon, with a maximum stay of 20 minutes. These bays would be at pavement level so that when not in use the space is available for pedestrians one of these bays, on the north side of Shaftesbury Avenue, between Great Windmill Street and Rupert Street, has been designed so that it can be used by coaches two on-street loading bays in Rupert Street and Dean Street and operational At Any Time, with a maximum stay of 20 minutes Bus stop improvements To improve safety and make bus stops more accessible for all users we propose the following changes to Shaftesbury Avenue bus stops: relocation of the Victoria-bound bus stop on the south side of Shaftesbury Avenue, west of Rupert Street, 10 metres to the west towards Piccadilly Circus relocation of the Hackney-bound bus stop between Wardour Street and Dean Street to east of Dean Street within the bus lane to avoid conflicts in connection with the Dean Street pedestrian crossing Street environment improvements Shaftesbury Avenue is an important pedestrian link from Piccadilly Circus and a key street in the Theatreland district. This should be reflected by the street environment. Further to the proposed junction and pedestrian improvements we propose the following answers: tree planting along both sides of Shaftesbury Avenue. The scheme proposal plan on the previous page indicates potential tree locations. Final tree locations will depend on the water, gas, or electricity supply and comments received from frontagers and other interested parties widening of pavement, removal of pedestrian refuge islands. Pedestrian safety will not be compromised because of the narrower road and lower speeds. Removal of these islands will also make turning at Wardour Street easier These measures will aim to improve the look of the street and make Shaftesbury Avenue a much safer environment for pedestrians. The proposed street improvements will be designed to contribute to Westminster’s emerging Theatreland Initiative. Bus Route 38 currently suffers delays for passengers, variable journey times and poor interchange facilities at bus stops. We have identified the following key issues to be addressed in the Shaftesbury Avenue section of the route: significant delays to buses and traffic at the Dean Street zebra crossing due to high pedestrian flow delays caused by high levels of loading activity and taxi pick-ups and drop-offs traffic queuing back from Cambridge Circus inadequate pedestrian facilities and a higher number of accidents involving pedestrians The issues Other services to benefit Other buses using this section of Route 38 would also benefit from the proposals. They include: 14 Putney Heath (Green Man) – Tottenham Court Road Station 19/N19 Finsbury Park – Battersea Bridge (South side) / Clapham Junction Tell us about yourself Junction improvements substantial alterations are proposed for the Rupert Street and Wardour Street junctions with Shaftesbury Avenue, including the widening of pavements on both sides, rising of the road over the whole block (Rupert Street to Wardour Street) and improvement to the signal timings. These alterations would significantly improve pedestrian safety, provide space for loading activity and reduce delays raise of the entry into Denman Street and Great Windmill Street from Shaftesbury Avenue to slow down turning traffic and improve pedestrian safety closure of Dean Street to general traffic at Shaftesbury Avenue, which will make the operation of the pelican crossing much safer Pedestrian improvements Large numbers of pedestrians use Shaftesbury Avenue, particularly during the lunch hour and late evening. The following proposals are designed to meet pedestrian safety needs: widening the pavement along both sides of Shaftesbury Avenue improvements in the traffic signalling at the junctions with Rupert Street and Wardour Street to allow pedestrians to cross in more directions replacing the zebra crossing at Dean Street with a pelican crossing. This will improve safety and reduce delays to buses and general traffic, particularly for the second half of the day What are your views on the proposals?
