7.1 URBANDESIGN

Thepracticeofurbandesigninvolvesthearrangementanddesignofbuildings;publicspaces;modesoftransportation;servicesandamenitiesatvariousscales,includingthesite,theneighbourhoodandtheCityasawhole.Itisaboutfacilitatingconnectionsbetweenpeopleandplaces,movementandurbanform,andnatureandbuildings.

TheCityrecognizesthatasuperiorurbandesignisimportanttothecreationofproductive,sustainableandsociallyactiveplaceswherepeoplewillwanttolive,work,visitandenjoy.Withamoreengagedpublic,andasre-developmentandintensificationbecomemoreprominentinurbanlifeinBurlington,designtakesonamoreimportantfeatureintheplanninganddevelopmentoftheCity.Council,Citystaffandthepublicexpectahighstandardofdesigninthepublicandprivaterealmsandwillpaymoreattentiontotherelationshipsamoungthem,bothinnewdevelopmentandinre-development.

Thedesignpoliciesemphasizeahighqualityenvironment,encourageinnovativedesignincapitalworksprojectsandprivatedevelopmentsandrecognizelandusecompatibilitythroughdesign.Tothisend,theCityiscommittedtoachieveexcellenceindesignandwillbringthisthroughtheapprovalprocessfordevelopmentapplications.

Inadditiontothedesignpoliciescontainedinthischapter,specificsiteandbuildingdesignanddevelopmentconsiderationsarecontainedinChapter8,LandUsePolicies–UrbanArea,forcertainlandusesdesignationstoensurecompatibilitybetweenthedevelopmentandadjacentlanduses,particularlyresidential.DevelopmentproponentsshallimplementthepoliciesofthischapterandthedetaileddesignpoliciesthatseektoachievetheCity’sobjectivesforthespecificlandusedesignations,wheretheseapply.

7.1.1 OBJECTIVES

a) Toensurethatthedesignofthebuiltenvironmentintegrateswithitsnaturalsetting,respectsnaturalprocesses,preserves,enhancesandconnectstheNaturalHeritageSystem,andcontributestoenvironmentalsustainability.

b) Toensurethatthedesignofthebuiltenvironmentrespectsandenhancesculturalheritageresources.

c) Toensurethatthedesignofthebuiltenvironmentcontributestothesenseofplacebystrengtheningandenhancingthecharacterofexistingdistinctive

locationsandneighbourhoods,andthatproposalsforre-developmentandinfillwithinexistingneighbourhoodsaredesignedtobecompatibletothesurroundingresidentialareas,basedonprinciplesofgoodurbandesignpractice.

d) Toensurethatthedesignofthebuiltenvironmentcontributestocreatingplacesthatarewellservedbypublictransit,andbyattractiveandwell-developedpedestrianenvironments.

e) Toachieveahighqualityofdesignwithinthepublicrealm.

f) Topromoteandachieveahighqualityofdesignwithrespecttobuildingform.

g) Toensureconsistency,compatibilityandqualityinthebuiltenvironmentwhileallowingforadiversedesignexpression.

h) Tointegrateurbandesignintothefullrangeofdecision-makingactivitiestoassistinachievingthedesignobjectivesofthisPlan.

i) Toprepareandadoptdesignguidelinesandstandardsforspecifictypesofdevelopments,forspecificareasoftheCityorfortheentireCity.

j) Toensurethatbuildingsandopenspacesareaccessibletopeopleofallagesandabilities.

7.1.2 GENERALPOLICIES

a) Thedesignpoliciescontainedinthissectionshallbeconsideredinthereviewandapprovalofallinfrastructureprojects,publicrealmimprovementsanddevelopmentapplications,inbalancewithotherapplicablepoliciescontainedinthisPlan.

b) ZoningBy-lawregulationsshallbereviewedfromadesignperspectiveandshallrequireinnovationsthatachievetheCity’sdesignobjectives.

c) Existingmunicipaldevelopmentengineeringstandards,designstandardsanddesignmanualsshallbereviewedfromadesignperspectiveandshallachievetheCity’sdesignobjectives.Theiruseshallberequiredinthedesignandconstructionofnewbuildings,facilitiesandopenspacesaswellastheretrofit,alterationoradditiontoexistingfacilities,buildings,facilitiesandopenspaces.

d) ThepreparationofdesignguidelinesmaybedevelopedforcertaintypesofbuildingformsorspecificareasintheCityandshallberequiredaspartoftheconsiderationofmajorsiteorarea-specificdevelopmentproposals,includingArea-SpecificPlans,inordertoinvestigateandrecommendsolutionstoissuessuchascompatibility,transituse,micro-climateeffects,pedestrian

safety,noiseabatementandissuesofhumanscaleandviews.AnyCity-approveddesignguidelinesareconsideredCitypolicyandshallbeutilizedinthereviewandevaluationofdevelopmentapplications.AlistofCity-approvedDesignGuidelinesisincludedforreferencepurposesinAppendixAofthisPlan,andmaybeupdatedfromtimetotimewithoutrequiringanamendmenttothisPlanthroughaCityCouncilresolution.

e) DevelopmentproponentsmayberequiredtoprepareandimplementanurbandesignbrieftothesatisfactionoftheCity,preparedbyaqualifiedperson,thatdemonstrateshowtheproposeddevelopmentmeetsthepoliciesofthisPlanandaddressestherelevantdesignguidelines.Urbandesignbriefsshallreferencelandsadjacenttoandwithinthevicinityoftheproposeddevelopmentsiteandmaybeusedtoguidesitedevelopment.Thespecificrequirementsoftheurbandesignbriefshallbereflectiveofindividualdevelopmentapplicationsanddeterminedonacasebycasebasis.

f) Aninterdisciplinarystaffcommittee,anoutsideadvisorybodyofdesignprofessionals,orothermeansshallbeestablishedbytheCitytoadviseonissuesofdesignthataffectthepublicrealm,architecture,contextsensitivityandsustainability.MembershipandreviewrulesandprocedureswillbesetoutinTermsofReferenceestablishedbytheCity.

g) AnurbandesignawardprogramshallbeestablishedtocelebratedesignexcellenceintheCity.MembershipandreviewrulesandprocedureswillbesetoutinTermsofReferenceestablishedbytheCity.

h) Seniorordersofgovernment,publicauthoritiesandpublicutilitiesshallimplementthedesignobjectivescontainedinthisPlan.

7.1.3 COMMUNITYDESIGN

a) Thedesignofnewcommunitiesshallservetomaintainandsupportexistingphysicalcharacter,createandpromotetheevolutionofthecharacterinareaswheretransformationsareappropriateandplanned,orinsomecasesthedevelopmentofanewdistinctcharacterasaresultofanareaspecificplan.

b) NeighbourhoodsorcommunitieswithdistinctiveandrecognizabledesignsmaybeidentifiedbytheCityanddesignmeasuresmayberequiredintheseareastomaintaintheiridentity,qualityandsenseofplace.

c) TheCityshallidentifycertainlocationsasgatewaysintotheCityorintopartsoftheCity,throughappropriatestudies,andshallrequiredistinctivedesignformsattheselocations.Designrequirementsforgatewaysthatcontributetowardsadistinctiveorrecognizablecharacterandsenseofarrivalwillbe

identifiedthroughthedevelopmentapplicationreviewprocess,andmaybedetailedinurbandesignguidelines.

d) Communitydesignshallachievemorecompactformsofdevelopmentthatsupporthigherdensities,bepedestrianorientedandencourageincreaseduseofpublictransitandcycling.

e) TheCityshallidentifylocations,particularlyatentrancesintoestablishedcommunities,throughappropriatestudies,ashavinglandmarksignificanceandshallensurethattheseareretainedandenhancedthroughdesignmeasures.

f) Residentialneighbourhoodsshallbedesignedtoallowfreedomofpublicaccessandthedevelopmentof‘gated’residentialcommunities,whichrestrictpublicaccessandcirculationthroughneighbourhoodsbymeansofsecuritygates,wallsorsimilarbarriers,shallbeavoided.

7.1.4 PUBLICREALM

a) Designthatenhancesthequalityofthepublicrealmshallberequiredasapartofthedesignofallmunicipalundertakings,includingpublicparksandbuildings,publicstreets,naturalareasandallmunicipalengineeringprojectsrelatedtopublicspaces.

b) Improvementstoexistingstreetscapes,includingpedestrian-scalelighting,bicyclefacilities,streetfurniture,signage,landscaping,andenhancedactivetransportation,shallberequiredwhenreconstructionoccursandshallbeimplementedinaccordancewithCity-approvedurbandesignguidelines.

c) Landscapingdesignshallpromoteahumanscale,createanattractiveandcomfortableenvironmentforpedestrianmovementwhilepreservingandcomplementingtheexistingnaturallandscape.

d) TheCityshallplaceparticularemphasisonthedesignofintersectionsofMajorArterialandMultiPurposeArterialStreets,UrbanAvenuesandMainStreetsintheCity,asmarkingmajorentrancesintonearbyneighbourhoods,andmayrequiredesignmeasuresthatdefinetheseintersections.

e) TheCityshallensurethatnewdevelopmentisplannedtocreate,maintainandenhancepublicviewsandvistasofsignificantcomponentsoftheNaturalHeritageSystemandbuiltfeatures,whereappropriate.TheCityshalldevelopaninventoryofsignificantviewsandvistasandrecommendstrategiesfortheirprotectionandenhancement.

f) Existingstreetsandroadsshallbeexaminedfortheirqualitiesaspedestrianandcyclingspacesandvisuallinksaswellascarriersofmulti-modaltraffic,andguidelinesmaybeadoptedtoenhancethesequalities.

g) Transportationfacilitiesshallbedesignedtoperformtheirdiverseroles,balancingthespatialneedsofpeopleofallagesandabilities.

h) Designopportunitiestointroduceorimprovelinkswhereexistingareasareinadequatelyconnectedtoeachotherorbetweenimportantpublicareaswillbeencouraged.

i) Thedesignofthepublicrealmshallrecognizeandpromotepedestrianscale,publicsafetyandtheperceptionofsafetyandaccessforallusers,throughtheincorporationofCrimePreventionthroughEnvironmentalDesign(CPTED)principles.

j) Infrastructureshallbedesignedtobesafe,reliableandcost-effectiveandinnovativedesigntominimizetheirvisualimpactwillbeencouraged.

k) Streetlightingshallbedesignedwithregardforvehicular,cyclistandpedestrianrequirementssothatthesize,heightandstyleoflightingreflectthehierarchyofthestreet.

7.1.5 SITEANDBUILDINGDESIGN

a) Thedensity,scale,massing,floorarearatio,height,siting,setbacksandlotcoverageofdevelopmentshallbecompatiblewiththeexistingdevelopmentpatterninthesurroundingarea.

b) Thecompatibilityofadjacentresidentialandnon-residentialdevelopmentwillbeachievedthroughsiteandbuildingdesignandbufferingmeasures,includinglandscapescreeningandfencing.

c) Buildingdesignshouldprovideappropriatetransition,setbacksandsteppingbackofheightsfromadjacentpropertiesandthepublicrealm,providepedestriancomfortandhumanscaleatthestreetlevel,andreducetheadverseimpactsofshadowing.TheZoningBy-lawmayincludeangularplanerequirementstosetoutpropertransitionandsteppingbackofheights.

d) Newdevelopmentshallbelocatedandorientedtoframeandreinforceastreetline,composedofexistingandplanneddevelopmenttoprovidedefinitiontothepublicrealm.

e) Useslocatedat-grade,includingground-levelresidentialuses,thatfrontapublicright-of-wayshouldlocateunitentrancessothattheyareaccessiblefromthepublicsidewalk.

f) Buildingslocatedoncornersitesshalladdressbothstreetscapesthroughbuildingmassing,locationofentrances,landscapingand/orarchitecturalelements.

g) Attentionshallbegiventobuildingonterminuslotstoenhancetheviewfromthepublicrealm.

h) Blankfacadesshallbeavoidedandshallnotfaceapublicstreetorpublicopenspace.

i) Siteandbuildingdesignshalltakeintoaccountofthevisualeffectofvaryingtopographyandexistingandproposedvegetation.

j) Theprovisionofwell-designedlandscapedopenspaceinsetbackareasshouldberequiredtocreateattractivetransitionsfromtheprivatetothepublicrealm.

k) Siteandbuildingdesignshallrecognizeandpromotepedestrianscale,publicsafetyandtheperceptionofsafetyandaccessforallusers,throughtheincorporationofCrimePreventionthroughEnvironmentalDesign(CPTED)principles.

l) NewpublicandprivatefacilitiesshallbedesignedinaccordancewithTheAccessibilityforOntarianswithDisabilitiesActandotherapplicableProvinciallegislation.

m) Theneedsofpersonsofallagesandabilitiesshallbeconsideredineachdevelopment,andinallnewandrenovatedbuildings,parkinglotsandopenspacesthroughtheapplicationofthePrinciplesofUniversalDesign.

n) Alldevelopmentsshallbedesignedtoconnecttopublictransitandrelatedfacilities.

o) Thecreationofacontinuousandharmoniousstreetscapeenvironmentshallbeencouragedwithemphasisonmaintainingthecontinuityofgrade-relatedactivityareas,bothinsideandoutsideofbuildings.

p) Sitedesignshallprovidepubliclyaccessibleopenspaceatgradethatcomplementandconnecttheexistingnetworkofpublicstreets,parks,andopenspace,wherefeasible.

q) ReversefrontagelottingpatternsandtheuseofacousticalwallsnexttoMajorandMulti-PurposeArterialStreets,UrbanAvenues,MainStreetsandNeighbourhoodConnectorsshallbeavoided.

r) SideandendelevationsofbuildingsfacingMajorandMulti-PurposeArterialStreets,UrbanAvenues,MainStreetsandNeighbourhoodConnectorsshallbedesignedwithanupgradedlevelofarchitecturaltreatment.

s) SignageshallbecompatiblewithitssurroundingsanddesignedandusedinamannerthattheaestheticqualitiesandvisualcharacteroftheCityareprotectedandenhanced.TheCitywillregulateexteriorsignsandotherexterioradvertisingdevicesinaccordancewiththeconsolidatedSignBy-law.

t) Thelocation,amount,positionanddesignofparkingareasshallbereviewedtoprovideconvenientanddirectpedestrianaccesstomajorpedestriandestinations,minimizetheirpotentialtoerodethequalitiesofthepublicstreetscape,andtolessentheiradversevisualimpacts.TheCitymayrequirelandscapedislands,pedestrianwalkwaysandscreeninginthedesignofparkinglots.

u) Undergroundparking,internalparkingorabove-gradeparkingstructuresshallberequiredwherefeasible.Ahighlevelofdesignshallberequiredforabove-gradeparkingstructuresinpublicview.Thedesignofabove-gradeparkingstructuresshallintegratewithbuildingdesignandincludeactivegroundfloorusesadjacenttostreets,parksand/oropenspaces,whereappropriate.

v) Bicycleparkingfacilitiesshallbelocatedascloseaspossibletotheentrypointsofbuildingsandshallnotobstructpedestriancirculation.Avarietyofbicycleparkingformats,suchasshelteredracksandlockers,cateringtobothemployeesandvisitorsshallberequired,whereappropriate.

w) Theadversefunctionalandvisualimpactsofsiteservicing,loading,airconditioningandventilationequipmentandwastehandlingfacilitiesshallbeminimized,byintegratingthemintothebuildingmass,byscreeningorbylocatingthemawayfromthepublicrealmandpublicview.

x) Theplacementofoutdoorlightingshallcomplementsiteandbuildingdesign.

y) TheCityshallreviewandadoptlightingstandardsforCitystreetsandfacilitiesinordertominimizesky-glowwhilenotcompromisingpublicsafety.Theadverseimpactsoflightingassociatedwithnewdevelopmentshallbereviewedtominimizetheintrusionandadverseimpactsofunwantedlightingintoadjacentpropertiesandtominimizeskyglow.

z) Developmentshouldbepositionedtotakeadvantageofsolarheat,whereverpossibleandappropriate.

aa) Theuseofdesignfeaturessuchasbuildingorientation,locationofopenspacesandvegetationrelativetonoisesourcesandotherexternalorinternalmeasures,shallminimizenoiselevelsintheurbanenvironment.

bb) Siteandbuildingdesignshallensurethatnewdevelopmentenhancesandprotectsculturalheritageresources.

cc) Theadaptivereuseofbuildingsthroughinnovativedesignwillbeencouraged.

7.1.5.1 MID-RISEBUILDINGS

a) TheCityshallensurethatmid-risebuildingsfitwithintheirsurroundingcontext,limitpotentialadverseimpactsandachievedesignexcellence.

b) Mid-risebuildingsshallbemassedtocontributetothespatialenclosureofalladjacentstreetsandopenspacesandbecompatiblewithadjacentresidentialareas.

c) Mid-risebuildingsoversix(6)storeysinheightshouldbedesignedwithapedestrian-scalepodiumorotherappropriatearchitecturalarticulationtoenhancethebuildingdesignandemphasizehumanscale.Thepodiumshouldhaveaheightthatisnolessthantwo(2)storeys.

d) Buildingelementsabovethepodiummaystepbackfromthepodiumalongallpublicstreetfrontagestoreducetheadversevisualandenvironmentalimpactsforthepedestrianenvironment.

e) Inordertoprovideappropriateprivacyanddaylight/sunlightconditionsforadjacentuses,mid-risebuildingsshallbesetbackfromthepropertyline,inaccordancewiththeimplementingZoningBy-Law,andshouldbecontainedwithinanangularplaneprovisionestablishedinDesignGuidelines.

f) Thedesignofthefirstfloorofmid-risebuildingsshouldgenerallycorrespondtoexistingorplannedat-gradeusesandstreetcharacterandpromotepedestrianactivitytoanimatethepublicrealm.TheZoningBy-lawshallestablishtheminimumfloor-toceilingheightatgrade,whereapplicable.

g) Rooftopmechanicalequipmentshallbeintegratedwithintheoverallcompositionofthebuilding.

7.1.5.2 TALLBUILDINGS

a) TallbuildingpoliciesareapplicableacrosstheentireCity,butitisanticipatedthatthemajorityofnewtallbuildingswillbedevelopedinPrimaryGrowthAreas,wherefeasible,andotherareasinwhichtheyarepermittedbyanArea-SpecificPlan,acomprehensiveZoningBy-laworsite-specificpoliciesineffectasoftheapprovaldateofthisPlan.

b) TheCityshallensurethattallbuildingsfitwithintheirsurroundingcontext,limitpotentialadverseimpactsandachievedesignexcellence.

c) Tallbuildingelementsshallstepbackfromthepodiumalongallpublicstreetfrontagestoreducetheadversevisualandenvironmentalimpactsforthepedestrianenvironmentsuchassunshadowing.

d) Tallbuildingsshouldbecomposedofthreedistinctandintegratedelements:podium,middletowerandtopsection,andshouldbesubjecttothefollowingdesignconsiderations:

(i) thepodiumorbaseshallcontributetoapedestrianenvironmentandemphasizehumanscaleandshallframetheedgesofstreets,parksandopenspacesatanappropriatescale;

(ii) thepodiumorbaseshouldframetheedgesofstreets,parksandopenspacesatanappropriatescaleinrelationtothestreetwidthandtowercomponentandshouldintegratewithadjacentbuildings;

(iii) theheightofthetower,anditslocationonthebuildingbase,shallprovideagradualandappropriatetransitioninheighttoadjacentuses;

(iv) wheretallbuildingsareproposedadjacenttoexistingtallbuildings,orwheremultipletallbuildingsareproposedonthesameproperty,sufficientseparationdistanceshallbeprovidedbetweentowersinordertomaintainprivacyandpreserveaccesstolightandviewsofthesky;

(v) tallbuildingsshallprovidetopfloorsandroofdesignthatcomplementstheoverallbuildingdesignandcontributestotheskylinecharacter;and

(vi) rooftopmechanicalequipmentshallbeintegratedwithintheoverallcompositionofthebuilding.

e) Thedesignofthefirstflooroftallbuildingsshallgenerallycorrespondtoexistingorplannedat-gradeusesandstreetcharacterandpromotepedestrianactivitytoanimatethepublicrealm.TheZoningBy-lawshallestablishtheminimumfloor-toceilingheightatgrade,whereapplicable.

f) Tallbuildingsshallbedesignedtominimizeadverseimpactsofwindchanneling,shadowingandtheinterruptionofsunlightonthestreetscape,neighbouringproperties,parksandopenspacesandnaturalareas.

g) TheCityrecognizesthatnotallsitesareappropriatefortallbuildings.Thesuitabilityofatallbuildingshallbeconsideredonasite-by-sitebasisconsidering,amongotherfactors,sitedimensions,adjacentuses,accesstotransit,andphysicalcharacterofthearea.

7.2 SUSTAINABLEDESIGN

Asustainablebuildinganddevelopmentapproachbalancesenvironmental,economicandsocialconsiderationsinthedesign,constructionandoperationofbuildingsandsites.Sustainabledesignhelpstoreduceinfrastructuredemands,environmentalimpacts,greenhousegasemissionsandlongtermbuildingoperatingcosts,andcontributestotheCity’sgoalofbeingaprosperous,livableandhealthycommunity.TheCityshallpromotesustainabledesignapproachesthroughtheimplementationoftheSustainableBuildingandDevelopmentGuidelines.

7.2.1 OBJECTIVES

a) TopromotesustainablesiteandbuildingdesigninkeepingwiththeSustainableBuildingandDevelopmentGuidelines,inorderto:

(i) increaseactivetransportationandtransituse;

(ii) contributetoanenhancednaturalenvironmentandpublicrealm;

(iii) improvewaterqualityanddrainage;

(iv) implementeffectivewasteandresourcemanagement;

(v) reducewaste,energyandwaterconsumption;and

(vi) enhanceairqualityandreduceclimatechangeadverseimpacts.

7.2.2 POLICIES

a) OfficialPlanAmendments,ZoningBy-lawAmendmentsandsiteplanapplicationsforhighandmediumdensityresidential,mixeduse,commercial,industrial,officeandinstitutionalbuildingsshalladdressthefollowingsustainabledesignmeasures:

(i) measurestoprioritizepedestrianmovementwithinthesite,tothestreetandtoadjacentbuildings,sitesandneighbourhoods,andotherimprovementstothepublicrealmtofacilitatepedestrianuse;

(ii) safeanddirectaccesstopublictransitwhereavailable;

(iii) on-sitebicyclefacilities;

(iv) measurestoreducereflected/wastelight;

(v) parkinglotdesignandlandscapingtominimizetheurbanheatislandeffect;

(vii) stormwaterqualityanddrainagemeasures,inaccordancewithSubsection4.4.3ofthisPlan;

(viii) identificationofappropriatesnowstorageareastoreducetheadverseimpactsofsaltandde-icingpractices;

(ix) wastemanagementfacilitiesinaccordancewiththeRegion’srequirements;and

(x) bird-friendlydesignmeasuresforglassbuildingsandbuildingsadjacenttotheNaturalHeritageSystemandtheLakeOntarioshoreline.

b) ThroughthereviewofOfficialPlanAmendments,ZoningBy-lawAmendments,plansofsubdivisionandsiteplanapplications,theproponentwillbeencouragedtoconsidersustainabledesignconsiderationssuchas,butnotlimitedto:

(i) energyefficiencyandpassivedesignmeasuresandrenewableenergysources;

(ii) potablewaterconservation;

(iii) innovativestormwatermanagementtechniquessuchasLowImpactDevelopmentmeasures;

(iv) sustainabletransportationmeasuressuchaselectricvehiclechargingstations;

(v) sustainablebuildingmaterialsandresources;

(vi) indoorenvironmentalquality;

(vii) additionalmeasurestomitigatetheurbanheatislandeffect;

(viii) maintenance,monitoringandcommunicationofsustainablebuildingfeatures;and

(ix) otherinnovativesustainabledesignapproachesortechnologies.

c) TheSustainableBuildingandDevelopmentGuidelinesprovidedetaileddirectionfortheimplementationofthepoliciesinthissection.AdevelopmentapplicationshallbedeemedtohavemetthepoliciesinSubsections7.2.2a)andb)ofthisPlan,ifitmeetstherequirementsoftheSustainableBuildingandDevelopmentGuidelinesadoptedbytheCity.

d) TheCitymayprovidenon-financialincentivesaspartoftheimplementationofSubsection7.2.2c)ofthisPlan,toencouragethevoluntarycomponentsoftheSustainableBuildingandDevelopmentGuidelines.

e) TheCitymayprovidefinancialincentivesaspartoftheimplementationofSubsection7.2.2c)ofthisPlan,toencouragethevoluntarycomponentsoftheSustainableBuildingandDevelopmentGuidelines,throughtoolsincluding,butnotlimitedto,CommunityImprovementPlans.

f) TheSustainableBuildingandDevelopmentGuidelinesmaybereviewedandrevisedperiodicallywithouttheneedforanamendmenttothisPlan,torespondtoinnovationandregulatorychanges.

g) Specificsustainablebuilding,siteandneighbourhooddesignmeasuresshallbeidentifiedandrequiredthroughArea-SpecificPlans.

h) Buildinglayoutshallbereviewedforaccommodatingwastemanagementandwastereductionactivitiesfortheuse(s)thatwillbelocatedinthebuilding,inaccordancewiththeRegionofHalton’sSolidWasteguidelines.
