About the Burlington Mural Project The City of Burlington public art program is pleased to announce the return of the Burlington Mural Project. Now in its second year, this annual program is designed to tell local stories using local artists. Each year, small to medium-scale murals will be commissioned throughout the city. These commissions are open exclusively to artists residing in Burlington, Ont. Free professional development opportunities will be offered to assist artists with the application process and project development. 2016 Program Three murals will be commissioned in Year 2 of the program. The commissions are as follows:

• Tansley Woods Community Centre, 1996 Itabashi Way • Waterfront Parking Garage, 414 Locust St. • Pearl Street Parking Lot crosswalk, 431 Elizabeth St.

Please see the ‘Projects’ section of this document on pages 7 - 13 for additional details about artwork location, technical specifications and budget. How Does the Program Work?

1. Select a project: Review the three mural projects outlined in this document and decide which project(s) you want to apply to. You may apply to more than one project, however only one commission per artist will be awarded.

2. Prepare a preliminary design: Each project profile contains an overview of the site and a list of suggested themes. Prepare a preliminary design sketch using the suggested themes for inspiration.

3. Prepare your application: Prepare the materials outlined on page 14, Application Package’. Need help? The public art program is offering a variety of free workshops and resources designed to help you with the application process. See the ‘Resources’ section for more information.

4. Submit your application: Applications are due July 29, 2016 and may be

submitted online at www.burlingtonpublicart.com or by mail / in person.

5. Community jury: A community jury will review all applications and will select the successful applicants.

6. Ongoing project support: Commissioned artists will be provided with access to

mentors, professional development opportunities and additional resources.

Eligibility & Jury Process Who Can Apply? The Burlington Mural Project is open to artists at various stages of their career such as emerging, mid-career and established, working in a variety of mediums. You do not need past experience in public art and/or murals to apply to this program. Applicants must be a permanent resident and/or taxpayer in Burlington. Artists who are selected for a commission will be required to supply proof of residency prior to entering into a contract with the City of Burlington. Artist teams may apply provided all members meet the residency requirements. Artists selected for this commission will enter into a contract with the City of Burlington that will contain provisions including but not limited to right of ownership and use, warranty and insurance. Please note artists that were selected for a commission through the Burlington Mural Project in 2015 are not eligible to apply for the 2016 program. Previous applicants who did not receive a commission are encouraged to apply. How Do I Apply? There are three different mural projects outlined in this document. Artists may apply to all projects, however only one commission per artist will be awarded. To apply to a project, applicants should submit a preliminary design sketch and the required support materials. The design sketch is intended to be a work-in-progress / concept sketch rather than a finished piece. Please refer to pages 14 and 15 ‘Application Package’ for detailed application requirements. Jury Process A community jury comprised of residents, artists and stakeholders will review all applications using a two-phase process:

Phase One: The jury will evaluate the artwork concept proposals in Phase One (mural design sketch and project proposal). Using the scoring sheet on page 4, the jury will then create a short-list of proposals to move on to Phase Two. Phase Two: The jury will review and score the additional application materials for each of the short-listed concepts (images of past work and curriculum vitae). The jury will then select the successful artists to move forward with the commission.

Scoring Criteria PHASE ONE Artistic Excellence Strength of artwork concept, originality and artistic merit of the preliminary design sketch.

Context The proposed mural creatively responds to the site, neighbourhood and suggested themes/ subject matter.

Execution & Feasibility The artwork concept, scale and suggested materials are feasible within the budget and timeframe allocated to the project.

5 points

PHASE TWO Artwork Samples The artwork samples provided display a high level of artistic merit within the artist’s chosen discipline (not necessarily mural production / public art)

Curriculum Vitae (C.V.) The artist’s qualifications and experience demonstrate a high level of commitment to their chosen discipline (not necessarily mural production / public art)

2016 Projects Each mural location is unique and has its own set of design parameters. Please refer to the ‘Project Profiles’ section for detailed site information, theme suggestions and additional background information on pages 7 through 13. A detailed design plan is not required at this time.

Artists selected for a commission will meet with program staff and an artist mentor (if required) to review their project plan and material choices prior to submitting a detailed design plan. This will allow each artist to get one-on-one feedback and advice about their project.

Free Resources A series of free professional development workshops and resources are available to applicants and artists selected for a commission. The intent is to provide local artists with the information and resources they need to prepare a good quality submission. All workshops and resources are free of charge. Mural Workshop: Project Management and Community Engagement The Burlington Mural Project has partnered with Mural Routes, a non-profit organization that works with artists, communities, businesses and government agencies to encourage, promote and create public art murals. A free workshop was offered on June 12, 2016 to explore the following topics: Project Management and Budgeting, and Community Consultation and Engagement. The presentations and resource materials from these workshops are posted online at www.burlingtonpublicart.com for those who were unable to attend the workshop. One-on-one Application Review Sessions Date: July 12, 2016 Times: 1 to 4 p.m. and 5 to 7 p.m.* Location: Transportation Meeting Room, Burlington City Hall, 426 Brant St. Artists planning to submit to the Burlington Mural Project may book a 30-minute session with the Public Art Manager to review a draft of their application package and get constructive feedback.

*This session will be open to all artists who are actively preparing an application to the Burlington Mural Program. Attendance is voluntary and appointments must be booked in advance. Application Deadline and Receipt All applications are due on or before July 29, 2016 at 4 p.m. Incomplete applications or those received after the deadline will not be accepted. Faxed or emailed applications will not be accepted. All applicants will receive notice via email that their application has been received. It is the responsibility of the applicant to ensure that his/her application has been received by Cobalt Connects. Loss or Damage: While every precaution will be taken to prevent loss or damage, the City of Burlington, Cobalt Connects and selection committee shall not be liable for any loss or damage, however caused. Please note, application materials will not be returned. Cobalt Connects manages the City of Burlington’s Public Art Program. Guided by the Public Art Policy, Cobalt Connects works in cooperation with city staff to develop and implement the Public Art Master Plan.

Project Profiles In the following pages, you will find descriptions and technical specifications for the 2016 projects. Artists may apply to more than one project, however only one commission per artist will be awarded. As such, applicants are encouraged to focus their time and energy in applying to the project(s) that best match their interests and abilities. Mural Location Artists should focus the majority of their proposal on the ‘Primary Wall,’ as illustrated in the photos (wall A). If desired, artists may wish to consider expanding mural elements to the two sidewalls flanking the main wall (walls B and C) via cut outs, smaller mural elements, etc. Artists are encouraged to conduct a site visit before preparing their proposal to fully explore the site. History The original Tansley community of Burlington developed around Twelve Mile Creek, now named Bronte Creek, and along Dundas Street. This village was originally known as St. Ann but changed its name as a result of confusion between St. Ann's in Nelson Township and St. Ann's near St. Catharines. The mail for one village was often delivered to the other. To end this confusion, people would send mail for St. Ann's in Nelson Township in care of the postmaster there. His name was Mr. Tansley and eventually the village became known by his name. By 1876 Tansley was a busy community that boasted a gristmill, saw mill, hotel, post office and school. Changes in industry and modern development saw the village vanish in the 1960s. Contemporary Context Today, the Tansley neighbourhood is one of the newer communities in Burlington. This heavily residential area is located west of Walkers Line, east of Appleby Line, north of Mainway, and south of Upper Middle Rd. One of the centerpieces of the community is the Tansley Woods Community Centre. Designed to support a balance of learning and leisure activities and to meet the diverse needs of the community, this facility offers:

• Double gymnasium • Lap pool and leisure pool with double-loop slide and warming pool • Meeting rooms for 10 to 350 people • Three community rooms for social events • Indoor and outdoor playground • Café • Burlington Public Library branch

Suggested themes / subject matter:

• Burlington in the 1800s: what was life like for early settlers; comparison of life then and now, etc.

• Joseph Tansley / early mail carriers in Burlington • Burlington – an inclusive and diverse city • Community art projects may be proposed for this location to engage residents,

children/youth, etc.

Technical Specifications:

• The ‘Primary Wall’ is a brick wall measuring approximately 31’ 10” wide and 18’ tall (9.7 by 5.5 metres)

• The ‘Secondary Walls’ are also brick and have the following dimensions: o Sidewall B measures approximately 12’ 4” wide and 18’ tall (3.8 by 5.5 metres) o Sidewall C measures approximately 28’ 8” wide and 18’ tall (8.8 by 5.5 metres)

• The mural may not be painted directly on the brick; acceptable substrates include: o Aluminum Composite Panels (trade names: Dibond, Alucobest, Alucobond) o Medium Density Overlay / sign board (trade name: Crezone o Exterior grade vinyl wrap (trade name: 3M Digital Printing Films) o Non-woven media; 80% polyester / 20% cellulose fabric (trade name: Polytab)

• Other materials such as metal, ceramic tile, stone, glass, etc. may be considered, subject to approval

• The selected artist will be required to submit a detailed installation plan outlining installation technique including: list of subcontractors, materials, hardware and other materials being used to affix the mural to the wall, equipment required, etc.

• All materials used are subject to approval by the Technical Advisory Committee Budget Details:

• The budget for the Tansley Woods Recreation Centre project is $C12,000, not including HST

• The selected artist should budget for: o Artist fee, including design fee, production time, project management, etc. o All supplies and materials, including paint, panels, anchoring hardware, etc. o Installation fees, if applicable o Equipment rental fees, if applicable o All necessary safety equipment o Insurance

Waterfront Parking Garage Location: 414 Locust St., Burlington, Ont. Budget: $5,000 - design fee only

History Burlington’s waterfront and downtown core has a rich history. The many natural advantages of this area attracted Aboriginal people long before the arrival of the first white settlers along the lakefront in the late 1700s. In 1784, the British granted a large land tract to Captain Joseph Brant in recognition of fighting on the side of the British in the US War of Independence. The sale by Brant of lots in his block marked the beginning of the area that evolved into Burlington. Two structures near the site of Brant’s home, the Joseph Brant Museum and the Joseph Brant Hospital, are just two memorials to his name. The wave of Loyalist settlers into this area as a result of the American Revolutionary War was followed by immigration from the British Isles and Europe. By 1900, Burlington had evolved into a prosperous farming community with mixed farms and cash crops of fruit and vegetables (source: Burlington Historical Society).

Contemporary Context Burlington’s downtown and waterfront community offers a variety of amenities including historic architecture, shopping and restaurants, cultural attractions, Spencer Smith Park and the Brant Street Pier. The Waterfront Parking Garage is a highly visible structure that can be seen from many different vantage points throughout the downtown core and waterfront. In addition to the parking garage, this building houses the Visitor Information Centre, a touchstone for many visitors to Burlington. Suggested themes / subject matter:

• Joseph Brant; early settlement of ‘Burlington Bay’ • Early commerce via Burlington’s waterways; canning plant at base of Brant Street • Contemporary life in Burlington; downtown festivals, downtown life - shops,

restaurants, etc. • The waterfront / ecosystem / native plants and wildlife

Technical Specifications The mural will replace the existing ‘Wow’ poster that is installed on the exterior wall of the parking garage facing Lakeshore Road. The artwork must be reproducible in a large-scale banner format such as digital illustration, photography, high quality scan of original artwork, etc. The artist will be responsible to create the original artwork / design and the City of Burlington will be responsible for production and installation of the banner. Please note the following specifications:

• The banner measures approximately 25’ wide and 40’ high (7.62 X 12.19 metres) • The artwork will be reproduced digitally in full colour on an exterior grade vinyl banner

using two panels joined together • The public art managers and printer will be available to assist the selected artist with

creating the appropriate digital files needed for reproduction, if required Budget Details

• The budget for the Waterfront Parking Garage project is $C5,000, not including HST • This is an artwork design fee only – the City of Burlington will be responsible for all

costs related to the production and installation of the banner • The selected artist should budget for:

o Artist fee, including design fee, production time, project management, etc. o Production management - working with Public Art Manager, artist will liaise with

the printer to create the correct digital files, ensure the banner is printed with correct colours, etc.

Pearl Street Parking Lot Crosswalk Location: 431 Elizabeth St., Burlington, Ont. Budget: $1,500 - design fee only

Background The City of Burlington is extending the multi-use pathway into downtown Burlington. Running east/west, the new connection will cut across the heart of downtown Burlington, extending the Centennial pathway from Martha Street over to Brant Street. Construction of Phase One is currently underway and will include a public art crosswalk that will connect the Pearl Street parking lot to the pathway.

The multi-use pathway will include the following features:

• 1,200 feet long • 15 feet wide • Bollards with lighting • Bike racks • Bike repair stations • Public art display opportunities

The selected artwork design will be turned into a reusable stencil template that will be applied by the construction contractors to the crosswalk. Suggested themes / subject matter:

• Multi-use pathway as a connecting element • The proposed name for the pathway is ‘The Knot’ (i.e. as a connecting element and

ties to nautical history) • The waterfront / ecosystem / native plants and wildlife

Technical Specifications:

• The crosswalk measures approximately 6.5’ wide and 39’ length (2 X 12 metres) • The selected design will be transferred to a stencil and applied using white paint. As

such, the design must be simple and easily reproducible • Design should be big and bold so that it is easily identifiable to pedestrians and cyclists • Must not contain any optical illusions that might cause driver distraction; must not

contain traffic or directional symbols such as arrows, triangles, octagons, numbers, or letters

• Must fit within the identified crosswalk and incorporate the two parallel white lines that exist as part of the crosswalk

• Design will be “monochromatic” - using white color only with the black asphalt as the “canvas”. Artists are encouraged to make use of positive / negative space in their design

• The design will repeat throughout the crosswalk. Applicants must create their design in a manner so that it can be repeated for the length of the crosswalk

Budget Details

• The budget for the Pearl Street Parking Lot project is $C1,500, not including HST • This is an artwork design fee only – the City of Burlington will cover all costs related

to the production and installation of the artwork • The selected artist should budget for:

o Artist fee (including design fee, production time, project management, etc. o Production management - working with Public Art Manager, artist will liaise with

the stencil fabricator to ensure that the artwork is reproduced correctly

Application Package Applications are due on or before July 29, 2016 at 4 p.m. Applications may be submitted online, in-person or by mail. Please make sure your application includes the following materials:

1. Application Form: Page 15 or completed online at https://burlingtonpublicart.com/calls-for-artists/  

2. Mural Design Sketch: Please submit a preliminary sketch of the proposed mural design. The design sketch is intended to be a work-in-progress / concept sketch rather than a finished piece. A maximum of two images per project may be submitted. Sketches may be done either by hand or digitally. Please submit sketches in colour, as a high resolution JPEG.

3. Project Outline: A brief outline of your proposed project (1 page maximum per

project). Please include the following information: • Dimensions: Approximate dimensions. Each site image marks the available

mural space using a red rectangle. Please note, you are not required to fill all of the space within the rectangle but cannot exceed this space. The murals can be a variety of shapes and sizes within the available space.

• Preliminary material list: Please provide a basic materials list. For example, you can specify that the artwork will be created using latex paint on panel but do not need to include type of panel, anchors, etc.

• Artwork concept statement: Please detail how your proposed design responds to the site and project profile, as outlined in this document

4. Artwork Samples: submit six images maximum of your artwork. Please note: • Images should be representative of your past work and do not necessarily

need to include samples of murals and/or public art • All images must be in JPEG format, high resolution is preferred • Do not embed images in documents such as Word or PowerPoint or compress

files (i.e. WinZip, Stuffit, etc.) • Clearly label files and do not use any special characters, symbols, periods, etc.

(i.e. $, %,&) in the file name • Original artwork or slides will not be accepted
