1.1 DESCRIPTION OF PRODUCT
Horizontal and vertical Openwell Submersible Pumpset are normally used in open wells for handling clear cold water for application in agriculture, water supply, etc. This works under water and it rest at the bottom of the well. Pump portion is of single stage (horizontal pump) & single or multi stage (Vertical pump).

SECTION NO.2 RAW MATERIAL/COMPONENTS
2.1 LIST OF IMPORTANT RAW MATERIALS INCLUDING THOSE WHICH ARE REQUIRED TO CONFORM TO RELEVANT INDIAN STANDARDS.
As per IS 14220:1994, Clause 6.1 indicates the material of construction . It is mentioned in the clause that some typical material used for construction of Openwell Submersible Pumpset are indicated in Table 1 of IS 14220:1994, which is only for the guidance of the manufacturer and the user. Thus, the conformity to the standard mentioned in Table 1 is not mandatory.

SECTION NO.3 MANUFACTURING PROCESS AND IN-PROCESS QUALITY CONTROLS
3.1 The manufacturing process of Openwell Submersible Pumpset mainly consists of manufacturing rotor and stator part, which are then assembled to make the Openwell Submersible Pumpset.
Incoming inspection of raw materials consists of visual and dimensional checks. The physical and chemical properties of the raw material are tested in outside laboratory by the manufacturer before use.

The process of manufacturing of rotor starts with the rotor shaft which is a bought out item. The shaft is taken for machining on lathe machine. After machining the rotor shaft is inspected for length and outside diameter. This is then taken on hydraulic press and the stampings bunch is pressed on the shaft. The rotor is then mounted on lathe machine and machining is done to the required diameter. Keyway is done on the rotor by keyway machine or lathe machine. The rotor outside diameter is then coated with epoxy paint. Thereafter rotor sleeve is grinded on cylindrical grinding machine to obtain surface roughness less than 0.75 Ra. After this the rotor is taken on balancing machine and is dynamically balanced as per Grade 6.3 of IS 11723(Pt.1):1992 .The rotor is thus ready for assembly.
The process of manufacturing of stator starts with the inspection of bought out stator body. The stampings are pressed by hydraulic press inside the stator body.. Thereafter varnishing is done on the inner side by air dry or vacuum varnish machine. Winding coil prepared on winding former is then inserted into the slots of stamping. The cable connection is done to the winding and the winding is tested for insulation test by meggar and high voltage test is also done. The stator is thus ready for assembly.
The rotor is inserted into the stator. Upper and lower housing is fitted and Gun metal bush is inserted at centre of Upper and lower housing. This motor body is then tested for no load test. The dynamically balanced impeller as per Grade 6.3 of IS 11723(Pt.1):1992 is then mounted on rotor shaft with the help of keyway and nut. The volute is fitted with upper housing covering the impeller. Suction inlet and delivery outlet are provided in the volute as per the requirement. Strainer is provided on the suction inlet, drain plug is provided on water inlet and brass plug are provided on air vent. The cable gland is provided with cable for protection. Breather diaphragm is provided on lower housing to control the temperature of water. Screw with washer is provided on the body for earthing purpose. The direction of rotation is marked on the volute by embossing.
The openwell submersible pumpset thus prepared is then taken for testing.

A typical infrastructure required for production is as follows:

SECTION NO.4 CERTIFICATION CRITERIA
4.1 IDENTIFICATION OF CRITICAL REQUIREMENT OF THE INDIAN STANDARD
As per CMD note dated 11 Nov 2013, the critical requirements of an Indian Standard shall be determined by a committee comprising the identified officer in the concerned CMD, member secretary of the concerned technical committee and an officer from Central laboratory.
4.2 SCHEME OF TESTING AND INSPECTION
The applicable Scheme of Testing and Inspection is DOC:STI/14220/2, January 2008 and the same is enclosed at Annexure-2.
4.3 MARKING FEE RATES
The marking fee applicable is as follows:

Rs 17.3 per unit for the first 200 Units
Rs 10 per unit for the next Rest Units

4.4 GROUPING GUIDELINES
The grouping guidelines applicable are as per CMD-3 note ref. CMD-III/16:8034/9079/ 14220/9283 dated 04.07.2011 and 10.05.2012 and the same is enclosed at Annexure-3.
4.5 GUIDELINES FOR WRITING SCOPE OF LICENCE
The scope of licence may be written as follows:
“Recommended grant of licence for ‘Openwell Submersible Pumpsets’ as per IS 14220:1994 with Amendment No. 1 to 5 for the varieties mentioned below

Besides above, in case values of ‘Operating head range’ and ‘Minimum starting Torque (% of full load torque)’ as declared by manufacturer are superior to that given in the specification, the same shall also be mentioned. Also in case of single phase pump the capacitor details, value of capacitor start and run, motor efficiency needs to be mentioned in above format. In addition, if the discharge and/or head range is beyond the graphs depicted in Figure 5 & 6 of IS 14220:1994, pump efficiency factor needs to be declared by the manufacturer and included in above format.
In short, the parameters not declared in the standard and required for testing of pumpsets needs to be mentioned.
4.6 GUIDELINES FOR INCLUSION OF NEW VARIETIES
The inclusion of new varieties may be done as per normal/simplified procedure by testing the samples as per CMD-3 note ref. CMD-III/16:8034/9079/14220/9283 dated 04.07.2011 and 10.05.2012 and the copy of same is enclosed at Annexure-3
4.7 SAMPLE SIZE INCLUDING GUIDELINES FOR DRAWAL OF SEPARATE SAMPLES WHEN SAMPLES ARE REQUIRED TO BE SENT TO DIFFERENT LABS FOR TESTING
Since all the tests as per IS 14220:1994 can be done on a single Openwell Submersible Pumpset, only 1 pumpset shall be sent for testing and no separate raw material are required to be sent.
4.8 MANNER OF SEALING OF SAMPLE

The sample can be tied with a strong thread and wax sealed with BIS logo seal. Label shall be inserted in the thread before sealing. Alternatively, the sample can be punched with ISI punch on the casing and the code number can be written with marker pen and signed on the pumpset.
4.9 WHETHER REMNANT OF THE SAMPLE ARE RETURNABLE/NON RETURNABLE, TO BE SCRAPPED, USED, TO BE DE-SHAPED BEFORE DISPOSAL IN CASE OF SAFETY ITEMS ANY OTHER PRECAUTION REQUIRED FOR DEALING WITH REMNANTS
The Openwell Submersible Pumpset shall be returned to the licensee/applicant after testing. For this, sample release letter shall be issued both to laboratory and the applicant/.licensee after the test report of the same is received.
4.10 PROCEDURE TO BE FOLLOWED FOR DESTROYING/DE-SHAPING/RECYCLING THE PRODUCT THAT DOES NOT MEET THE QUALITY PARAMETERS DURING REGULAR PRODUCTION
Any rejection during regular production is normally re-cycled by the firm. In case, re-cycling is not possible, the rejection is scrapped. Also since the product is not under mandatory certification, the products not conforming to BIS requirements are often sold as non ISI product.

SECTION 5 INSPECTION AND TESTING
5.1 PACKING MATERIAL REQUIREMENTS TO BE AVAILABLE IN FACTORY FOR PACKING/DESPATCH OF SAMPLES
For sealing of samples, sealing wax, strong thread, blank yellow labels, candle, match box, permanent marker is required. The samples can then be packed in cardboard/wooden boxes.
5.2 LIST OF REQUIRED TEST EQUIPMENTS/FACILITIES WITH REQUIREMENT AND FREQUENCY OF CALIBRATION
As per note a) of typical framework of Product Manual, the list of test equipment is to be prepared /provided by CL.
5.3 STATUS OF TEST FACILITIES IN BIS LAB AND OSLs WITH TESTING CHARGES AND APPROXIMATE TIME REQUIRED FOR TESTING BY BIS LABS/OSLs.

The testing facility for Openwell Submersible Pumpset is not available in any of the BIS labs. The details of testing facilities available in OSL along with testing charges is enclosed at Annexure-5.
The testing time required for one pumpset is 2 days maximum.Thus, the testing time required shall be not more than 7 days depending upon the work load in the laboratory and the number of samples sent for testing.
5.3 WHETHER GRANT OF LICENCE WILL BE BASED ON - FACTORY TESTING BASIS OR - INDEPENDENT TESTING BASIS OR - MIXED
Since complete testing facilities are available in the laboratories, grant of licence will be based on independent testing basis.
5.4 DETAILS OF TESTS TO BE CARRIED OUT IN THE FACTORY IN CASE OF - APPLICANT SAMPLE/VERIFICATION SAMPLE - SURVEILLANCE/MARKET SAMPLES - RAW MATERIAL SAMPLES TO BE GOT TESTED IF ANY
All the tests as required as per IS 14220:1994 can be carried out in the factory in case of applicant sample/verification sample/surveillance sample. No separate raw material sample needs to be tested.
