1.0 PUBLIC PARTICIPATION PLAN GOALS AND OBJECTIVES
This Public Participation Plan (PPP) proposed herein has been prepared as a component of an adjusted
Administrative Consent Order (ACO) required by the New Jersey Department of Environmental Protection
(NJDEP) for the Roselle Park Ballfields Site. This Site is located at 180 West Webster Avenue, Borough of
Roselle Park (Borough), NJ (Figure 1). The adjusted ACO for the Site is being granted by the NJDEP in lieu of
direct oversight of the case by the NJDEP.
The PPP described herein summarizes the proposed community relations program for the Ballfields Site. The plan
was prepared in response to correspondence with Samantha Nealer of the NJDEP Bureau of Enforcement and
Investigation in February 2019. The PPP has further been prepared as required by statute at New Jersey Statutes
Annotated (N.J.S.A.) Section 58:10C-27.c.(7), New Jersey Administrative Code (N.J.A.C.) Section 7:26C-
14.2(b)8, and the NJDEP Site Remediation and Waste Management Program Direct Oversight PPP Guidance
(Version 1.0, September 2016) for the Roselle Park Ballfields, Site Remediation Program (SRP) Program Interest
(Pl) #509040.
The objective of the PPP is to provide a program to support project awareness, community education, and solicit
input from the public and other stakeholders. In order to accomplish this goal, the PPP provides a description of
the Site, impacted media, and completed remediation activities. Additionally, the PPP outlines the proposed plan
for notification of residents, businesses, and local municipal and county governments and organizations regarding
former and current Site operations, Site environmental conditions, as well as completed and proposed remedial
activities.
The PPP also establishes the contact list and information distribution pathways that will be used by the Borough
to communicate relevant investigation and remediation details. These details include correspondence with
potentially affected stakeholders, instructions regarding access to remedial documents, and procedures for public

engagement and participation. This document is not intended to provide technical answers to questions, but rather
to illustrate the methods in which communication regarding the Ballfields Site will be disseminated to the
community and opportunities for comment.

2.0 SITE HISTORY
Historic aerial photographs and investigation reports indicate that prior to the current development, the Ballfields
portion of the site operated as an incinerator until 1957. Site and remedial investigations have been conducted
since May 2000 to document soil and groundwater quality, to investigate historic site operations, and to address
various AOCs. These investigation activities have revealed an approximate seven-foot-thick layer of industrial fill
beneath the ballfields. Soil and groundwater at the Site have been impacted by select metals, Polycyclic Aromatic
Hydrocarbons (PAHs), and volatile organic compounds.
In December 2010, a Remedial Action Report was prepared by Hatch Mott MacDonald (HMM), which
summarized the remediation activities conducted for the ballfields, including excavation and capping of
previously identified contaminated soils. The remedial actions were proposed in the March 2009 Remedial Action
Workplan (RAW), which was prepared by Environmental Resources Management (ERM). The RAW was
approved by the NJDEP in a correspondence dated January 21, 2010.
2.1 Site Description
The Roselle Park Ballfields Site is located at 180 West Webster Avenue, Borough of Roselle Park, Union County,
New Jersey (Site). The Site is a single parcel located on Block 506, Lot 1.01 and is comprised of approximately
2.02 acres. The property is owned by the Borough and is primarily used as a recreational baseball field. The Site
consists of two baseball fields, a small building, an equipment-storage garage in between the two fields, and
parking areas. Historic aerial photographs and investigation reports indicate that prior to the current development,
the Site formerly operated as an incinerator.
2.2 Environmental Investigation and Remediation Summary
Initial investigations identified up to a seven-foot-thick layer of industrial fill (incinerator ash) beneath the
ballfields. The fill layer was documented to reach the surface on Wolf Field and was within eight inches of the
surface on Adase Field. Elevated concentrations of PAHs and metals were detected in the surficial and subsurface
soils and elevated concentrations of VOCs were detected within the subsurface soils in the infield area at Adase

Field. Groundwater at the Site has exhibited elevated concentrations of metals and PAHs. In addition, VOCs have
historically been detected in temporary monitoring wells within Adase Field. The Areas of Concern (AOCs) for
the Site are detailed below.
2.2.1 AOC 1 – VOC Contamination - Adase Field
During investigations conducted between 2000 and 2010, VOC contaminated soil was identified to a
depth of up to 19 feet below ground surface (ft., bgs). Contaminants included benzene, toluene,
ethylbenzene, and xylenes exceeding the NJDEP Default Impact to Groundwater Soil Screening Level
(d. IGWSSL), Residential Direct Contact Soil Remediation Standards (RDCSRS), and the Non-
Residential Direct Contact Soil Remediation Standard (NRDCSRS). VOC soil contamination was
excavated and disposed offsite in August 2010. Groundwater in this area has exhibited VOC
concentrations above the NJDEP Groundwater Quality Standards (GWQS) and remains to be delineated.
2.2.2 AOC 2 – Black Oily Material - Adase Field
Soil sampling in this area identified lead and benzo(a)pyrene concentrations exceeding the remedial
standards, which are related to the site-wide contamination/fill material. The black oily material was
excavated and disposed offsite in August 2010. No further investigation or action is proposed for this
AOC.
2.2.3 AOC 3 – Site-wide Contamination Adase and Wolf Fields
Soil contamination consists of PAHs and metals above the Soil Remediation Standards. Contaminants
typically exceeded the NJDEP d. IGWSSL with select contaminants and locations exceeding the NJDEP
NRDCSRS. Excavation and offsite disposal of soil contamination was completed as necessary to install
a two-foot soil cap with an underlying geomembrane liner in August and September 2010. The remedial
work was performed within the limits of the two ballfields. Remedial investigation (RI) of soils and
groundwater outside the ballfields remains to be completed.

2.2.4 AOC 4 - Buried Metal – Adase and Wolf Fields
Debris has been identified at the Site, which included scrap metal and miscellaneous metallic and non-
metallic debris. Two crushed cylinders were located and soil results in this area were determined to be
consistent with site-wide contamination. Therefore, this AOC has been investigated and remediated in
conjunction with AOC-3.
2.3 Environmental Regulatory Status
Previously identified soil and groundwater impacts have not been delineated to applicable NJDEP remediation
standards. Per the Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) N.J.A.C.
7:26C, the Ballfields Site was subject to the May 2014 Timeframe to complete the remedial investigation of the
identified impacts. The May 2014 timeframe was established in ARRCS, because those impacts were identified
and reported to the NJDEP prior to 1999. The remedial investigation was not completed within this timeframe,
thus subjecting the Site to potential direct oversight by the NJDEP.
The Borough is in the process of pursuing an adjusted ACO for the Ballfields Site as an alternative to direct
oversight by the NJDEP. The RI activities are anticipated to begin following execution of the adjusted ACO by
the NJDEP.

3.0 Roles and Responsibilities
The Person Responsible for Conducting the Remediation (PRCR) and primary contact information for the
Ballfields Site is Andrew Casais, Borough Clerk for Roselle Park. Tom DeMichele, of Matrix New World
Engineering, is the Licensed Site Remediation Professional (LSRP) of record for the Ballfields Site. The Borough
of Roselle Park is responsible for the distribution of public information, response to community inquiries, and
concerns. The contact information for the PRCR and the LSRP is shown below:

The PRCR and the LSRP will be responsible for coordinating communications with the public regarding
investigation and remediation activities at the Site in accordance with applicable regulations and NJDEP
Guidance. Specifically, the PRCR and the LSRP will:
• Develop and disseminate informational materials including the required notification letter to stakeholders
and property owners within 200 feet of the Site;
• Respond to stakeholder communications, concerns, or inquiries;

• Participate in planning and technical project team meetings for the purpose of updating public information
documents;
• Establish and maintain a mailing list of community stakeholders and property owners within 200 feet of
the Site;
• Create and manage the electronic public information library; and
• Coordinate community or media site information sessions and meetings, if required.

4.0 Community outreach
4.1 Public Notification
Initial public notification will be conducted through a letter that will be sent out to the mailing list of community
stakeholders and property owners located within 200 feet of the Ballfields Site. Letters sent via the United States
Postal Service (USPS) Certified Mailing Service, to maintain a record of letter delivery. Letters sent using other
parcel delivery services will be sent with a similar proof-of-mailing certification. Proof of mailings will be
maintained by the PRCR. The notification letters will be sent out within 45 days of NJDEP approval of this
proposed PPP. A draft copy of the public notification letter is included as Attachment A.
As stated in the letter, updates on the progress of the RI or changes in the condition of the Site discovered during
the course of investigation will be summarized and explained in an updated letter, which will be added to the
public electronic document repository (see Section 4.5). Additionally, updated notification letters will be sent in
advance of milestones, such as the issuance of a Response Action Outcome (RAO). Unless pre-empted by
satisfying the notification requirements under the scenarios outlined above, update letters on the general progress
of investigation and remediation of the Site will be sent biennially at a minimum.
4.2 Mailing List
A mailing list of properties within a 200-foot radius of the Ballfields Site, as well as other identified interested
public or community members, will be maintained throughout this project. This list will be used to provide
communication(s) including mailings, meeting times and locations, and any additional information. The current
mailing list is included as Attachment B.
In the event of substantial public participation related to the off-site migration of contamination, notification
letters will be sent to property owners within 200 feet of the known extent of contamination.

4.3 Community Outreach Meetings
Community outreach meetings will be scheduled, if deemed necessary, by the PRCR and the LSRP following a
review of the response to the public notification. Should a meeting request be received from the general public, a
formal meeting will be considered in order to respond to public and community inquiries.
4.4 Response Summary
Following receipt of comments from the public within the 30-day public comment period in response to the
notification letters or following the conclusion of any community outreach meetings, a Response Summary (RS)
will be developed. The RS will serve to memorialize public comments and the associated responses. The RS will
provide the questions and inquiries received from the public followed by a response written by either the LSRP or
the PRCR, as appropriate. The RS will be developed following each notification letter mailing or public meeting
when comments are received.
Once completed, the RS will be sent to all parties who provided comments. The RS will also be added to the
NJDEP site file and will be posted to the Document Repository, which is described in Section 4.6.
4.5 Additional Public Participation (if necessary)
If necessary, additional public participation will be implemented, which may be in any combination of the
following:
• Public Information/Session Meeting
• Attending meetings of the local governing body
• Briefings for local, county, or state or elected officials or community groups
• Webpage
• News Releases
• Community Interviews
• Interviews with environmental organizations, such as Environmental Commission
• Telephone Hotlines
• Fact Sheets

• Workshops
• Exhibits
• Other, based on the needs of the specific community.
4.6 Remedial Document Repository
The PRCR and the LSRP will create an electronic repository of remedial documents related to the
Ballfields Site on the Borough of Roselle Park website to allow for public access. The borough will be
responsible for maintaining this website. The website can be accessed at http://rosellepark.net/ballfields-
environmental-records/. The electronic repository will be updated with remedial documents as they are
submitted to NJDEP. Additionally, future public notices will also be posted to the website and saved in
the electronic repository.

At a minimum, project update and progress notifications will be mailed biennially.

This letter is being provided to inform you of ongoing remediation activities at the Roselle Park
Ballfields Site located at 180 West Webster Avenue (Site). These activities are currently being
conducted under the New Jersey Department of Environmental Protection (NJDEP) Site
Remediation Program (SRP). Because contamination was identified and reported to the NJDEP,
the Site has been entered into the NJDEP SRP and is identified as the Roselle Park Ballfields Site,
Program Interest (PI) #509040. Pursuant to the New Jersey Administrative Code (N.J.A.C.) 7:26C-
14, this notification letter is provided as a component of a Public Participation Plan (PPP) for the
Ballfields Site, which is intended to inform the public of the identified contamination and
investigation, planned investigation activities, and information on how to contact the Borough and
provide input, address any concerns, and provide periodic updates as the remediation of the Site
progresses.
Additional details about the Site, the history of contamination and investigation, planned
investigation activities, and information on how to contact the borough and provide input about
the Site are provided below.
Site Operations and Conditions
The Roselle Park Ballfields Site is located at 180 West Webster Avenue, Borough of Roselle Park,
Union County, New Jersey. The Site is a single parcel located on Block 506, Lot 1.01 and is
comprised of approximately 2.02 acres. The property is owned by the Borough and is primarily
used as a recreational baseball field. The Site consists of two baseball fields, a small building, an
equipment storage garage in between the two fields, and parking areas. Historic aerial photographs

and investigation reports indicate that prior to the current development, the Site formerly operated
as an incinerator.
Initial investigations identified up to a seven-foot-thick layer of industrial fill (incinerator ash)
beneath the ballfields. The fill layer was documented to reach the surface eon Wolf Field and was
within eight inches of the surface on Adase Field. Elevated concentrations of Polycyclic Aromatic
Hydrocarbons (PAHs) and metals were detected in the surficial and subsurface soils and elevated
concentrations of volatile organic compounds (VOCs) were detected within the subsurface soils
in the infield area at Adase Field. Groundwater at the Site has exhibited elevated concentrations of
metals and PAHs. In addition, VOCs have historically been detected in temporary monitoring
wells within Adase Field. The Areas of Concern (AOCs) identified for the Site are listed below:
• AOC-1 – VOC Contamination – Adase Field: VOC contaminated soil was identified to a
depth of up to 19 feet below ground surface (ft., bgs). Contaminants included benzene,
toluene, ethylbenzene, and xylenes exceeding the NJDEP Default Impact to Groundwater
Soil Screening Level (d. IGWSSL), Residential Direct Contact Soil Remediation Standards
(RDCSRS), and the Non-Residential Direct Contact Soil Remediation Standard
(NRDCSRS). VOC soil contamination was excavated and disposed offsite in August 2010.
Groundwater in this area has exhibited VOC concentrations above the NJDEP
Groundwater Quality Standards (GWQS) and remains to be delineated.
• AOC-2 – Black Oily Material – Adase Field: Soil sampling in this area identified lead and
benzo(a)pyrene concentrations exceeding the remedial standards, which are related to the
site-wide contamination/fill material. The black oily material was excavated and disposed
offsite in August 2010. No further investigation or action is proposed for this AOC.
• AOC-3 – Site-Wide Contamination – Adase and Wolf Fields: Soil contamination consists
of PAHs and metals above the Soil Remediation Standards. Contaminants typically
exceeded the d. IGWSSL with select contaminants and locations exceeding the NRDCSRS.
Excavation and offsite disposal of soil contamination was completed as necessary to install
a two-foot soil cap with an underlying geomembrane liner in August and September 2010.
The remedial work was performed within the limits of the two ballfields. Remedial
investigation of soils and groundwater outside the ballfields remains to be completed.
