On a bright November morning onKaua‘i’s south shore, a blessing andgroundbreaking was held for a $40million solar facility that will be Hawaii’s largest when completed inSeptember 2014.

Owned by Kaua‘i Island UtilityCooperative, the 12-megawatt array will generate about 5 percent of Kaua‘i’spower—enough to provide electricity to4,000 homes.

Kaua‘i Mayor Bernard P. Carvalho Jr.and other local officials, includingrepresentatives of Gov. Neil

Abercrombie and U.S. Rep. TulsiGabbard, joined members of the KIUCBoard of Directors and staff in thegroundbreaking ceremony, which wasled by kumu Sabra Kauka of IslandSchool.

Kauka noted the location below theridge of Haupu and the area’s long historyas a place of sustenance, where taro wasgrown in lush loi fed by the region’sabundant rainfall. The area became hometo Hawaii’s first commercially viable sugarplantation in 1835.

“These are the kinds of examples thatremind us of how importantconnections are on Kaua‘i—connections

to the land and the sun and the sea andconnections to each other,” Carvalhosaid. “We’re bridging, connecting withtechnology—and Kaua‘i is at theforefront, again.”

David Bissell, president and CEO ofKIUC, told the group that the solar array will produce electricity at between10 and 13 cents per kilowatt-hour. Thatis less than half the cost of usingimported oil.

“Right now, this is the cheapestrenewable energy project in the islands,”Bissell said. “This is a great day forKaua‘i, a great day for KIUC and a greatday for our members.”

The photovoltaic project is being builton 67 acres of former sugar cane fieldsKIUC is leasing from Līhu‘e-based GroveFarm Co. Inc. near Kōloa. It is adjacentto the old Kōloa Mill just off the bypassroad to Poipu.

The system—which will consist of45,000 panels—is being built SolarCity,a national leader in clean energyservices, with local operations inMililani, O‘ahu.

The project will be the secondutility-scale solar facility built onKaua‘i. The first, owned by Alexander& Baldwin Co. Inc. at Port Allen,opened in 2012. Two smallersystems—a 1-megawatt array in Kapaaand a 300-kilowatt array in Omao—also provide power to the grid.

When the Kōloa project iscompleted, the four utility-scale solararrays will generate 19 MW during theday. That is enough power to meetnearly 30 percent of Kaua‘i’s daytimeelectrical demand.

The project is being developed by asubsidiary of KIUC, which will enable itto qualify for state and federal taxcredits. Because it is a member-ownedcooperative, not an investor-ownedutility, KIUC can finance the projectthrough the National Rural UtilitiesCooperative Finance Corp., which is alsoa cooperative.

“By owning this project, the benefitsof cheap, clean solar are shared by all ofour customers, not just those who canafford to install their own PV systems,”said Allan A. Smith, chairman of theboard of directors of KIUC. “Using thissystem saves us from importing about1.7 million gallons of oil annually.”

The project is expected to createabout 125 construction jobs.

A 1.5-MW battery storage systemalready is in use at KIUC’s nearby KōloaSubstation, and a 2-MW battery storageunit will be added.

The project is a key part of KIUC’sstrategy to use renewable resources togenerate at least 50 percent of Kaua‘i’selectricity by 2023.

KIUC also is planning a 12-MW solararray on land leased from theDepartment of Hawaiian Homelandsin Anahola. The Hawaiian HomesCommission voted September 24 toaccept the environmental review for

the 55-acre project site. The reviewfound the project would not have asignificant environmental impact onthe site.

It is anticipated construction of theproject could begin in the first half of2014 if the lease is approved by theHawaiian Homes Commission. Whenoperational, the $50 million project willdisplace 1.7 million gallons of oil annually.

Homeowners and businesses also aredoing their part to reduce Kaua‘i’s use of

imported oil to make electricity. Since2002, PV systems have been installed onnearly 2,000 Kaua‘i homes and business.

Spurred by state and federal taxcredits, the number of business andresidential systems on Kaua‘i has risenmore than 500 percent during the pastthree years. This past year was thebusiest yet. As of mid-November, KIUChad received 811 PV interconnectionapplications from customers, up from540 in 2012—a 50 percent increase.

KIUC, Bissell Recognized For Leadership in Solar

David Bissell, president and CEO of Kaua‘i IslandUtility Cooperative, was honored by the SolarElectric Power Association as its 2013 Utility CEOof the Year in recognition of KIUC’saccomplishments in integrating solar electric powerinto its renewable energy portfolio.

“David has taken a creative approach to bringingutility-scale solar to the island of Kaua‘i anddeveloping projects that not only promote greaterreliance on renewable resources, but are alaboratory for innovation in engineering and utility

finance,” said SEPA President and CEO Julia Hamm. “We are proud to honorDavid for his long-term vision, and his accomplishments in driving downcosts and bringing the benefits of solar to all residents of Kaua‘i.”

Based in Washington, D.C., SEPA is a nonprofit educational organizationdedicated to increasing utilities’ use of solar energy for power generation.

“Our success with solar energy is built on teamwork: internally with ourhighly engaged board of directors and talented staff and externally with oursupportive community partners,” Bissell said. “Pursuing utility-scale solarthat benefits all of our customers is a key strategy to reach our ambitiousrenewable energy goals.”

Bissell earned the 2013 Utility CEO of the Year honor through hisleadership in developing creative financing plans that leveraged federalstimulus money and tax credits to bring the cost of utility-scale solar from$200 per megawatt-hour in 2011 closer to $100 per MWh for two 12-megawatt projects now in development.

Bissell, who has a background in utility finance, was the cooperative’s chieffinancial officer before being named president and CEO in 2011.

His honor was just one of several received by KIUC this year in recognitionof its leadership in developing solar. SEPA earlier named KIUC one of thenation’s Top 10 utilities for delivery of solar energy to its customers. KIUCranked No. 2 in the list of electric utilities in the U.S. that added the most newsolar power to their systems on a watts-per-customer basis in 2012.

KIUC is ranked highest among electric utilities in Hawai‘i for adding newsolar on a watts-per-customer basis. It is first among U.S. electricalcooperatives included in the SEPA rankings for adding new solar.

With the addition of the Port Allen facility and hundreds of customer-sitedphotovoltaic systems, KIUC added 282 watts of solar per customer on the gridin 2012. That is the equivalent of about one solar panel installed last year foreach one of the cooperative’s 28,000 residential customers.

At one of our strategic planningmeetings a few weeks back, one manobserved that because fewer than 10people had turned out, it must mean themembers were generally satisfied withthe performance of the cooperative.

While it is tempting to agree, we alsoknow it is perilous to make thatassumption. Silence does not suggestapproval any more than the complaintsof one person suggest widespreaddissatisfaction.

What it mostly suggests is people arebusy with their lives and on any givennight, they have more pressingobligations than driving out to ameeting with the people who run theirelectric cooperative.

But as we wrap up 2013, we would liketo take just a moment to acknowledgethe possibility that there is a lot for ourmembers to be satisfied about.

We will finish this year with 15 percentof our electricity being produced byrenewable resources—everything fromthe McBryde solar array at Port Allen toour hydroelectric plants at Waiahi to yourneighbor’s photovoltaic panels.

That is a remarkable achievementwhen you consider that renewables wereonly producing about 5 percent of ourpower four years ago.

Last month, we participated in theblessing and groundbreaking of our 12-megawatt solar project near the oldKōloa Mill. When it comes online nextyear, we can stop importing 1.7 milliongallons of oil that we are now using togenerate electricity.

We will be able to cut our oilconsumption even more dramaticallynext year when the Green Energy Teambiomass plant goes into operation.Burning locally grown wood chips insteadof imported petroleum, Green Energy willprovide 12 percent of this island’s power.

With these projects and others, weexpect to be close to 40 percentrenewable energy by 2015. While thatwill be a great milestone to celebrate,you should know we already are workingon ideas for using renewables andcheaper, cleaner fuels to cover the other60 percent.

We are looking at hydropower, liquefiednatural gas, locally produced biofuels and

even a high-tech, high-capacity batterystorage system that could feed the gridnot just for a few minutes, but for hoursduring our peak demand.

All of these efforts are aimed atmaking Kaua‘i more sustainable, puttingmore money back into the localeconomy and into your pocket. That iswhy the first goal in our new 2013-2025strategic action plan is to reduce theaverage bill by at least 10 percent duringthe next 10 years.

We are proud of our accomplishmentsin 2013 and look forward to an evenmore productive 2014. Thank you foryour suggestions for making KIUC aneven stronger cooperative, and thankyou for your support.

KIUC Studies Decoupled RatesBy Jim Kelly

About 35 people attended meetings ofthe KIUC board and staff in Waimea,Lihue and Hanalei in November to talkabout the cooperative’s strategic planand rate decoupling, one of the elementsexpected to help lower bills and ensurethe utility’s finances remain stable.

The board of directors voted inSeptember to approve the 2013-2025strategic plan, which affirms thecooperative’s goal of moving torenewable resources to generate at least50 percent of Kaua‘i’s electricity in thenext 10 years.

The strategic plan was developed bythe board and staff during the past yearand is an update of the cooperative’s2009 plan. After public meetings lastspring and receiving written commentsfrom members during the course of theyear, the board rewrote portions of theplan.

“One of the main criticisms we heardwas that our strategic goals and actionswere too general, that they didn’t offerenough hard numbers,” Allan Smith,chairman of the board of directors, told

the group in Waimea. “Our board andstaff went back to the draft and after alot of good discussion andbrainstorming, we threw out the firstdraft of our goals and actions. Wetightened everything up, made themsimpler and tried to attach a number tonearly every goal.”

A key goal is to drive down theaverage bill by at least 10 percentthrough energy conservation, the use ofrenewable energy, cost containment anda rate strategy known as decoupling.

Decoupling rewrites the utility’straditional rate-making practice byremoving the incentive to increaserevenue by selling more electricity.

The old business model is at odds withthe energy-efficiency efforts of today,which encourage customers to use lesspower.

Decoupling establishes a periodic rateadjustment process that ensures theutility is taking in only enough moneyto pay for its operations and to maintainthe margin necessary to meet its loanobligations.

It also replaces the traditional ratecase as the only way for the utility to

increase revenue to cover its costs. Ratecases are costly, time-consuming andadversarial exercises. KIUC has had onlyone rate case in the past 10 years.

KIUC’s last rate case, in 2009, resultedin a 1.9 percent rate increase—and costmore than $2 million in attorneys’ feesand other professional services.

The board of directors is expected todiscuss decoupling at its Dec. 17meeting and may vote on whether toproceed with seeking the approval of thestate Public Utilities Commission, whichhas the final say on any rate issue.

“With decoupling, the Public UtilitiesCommission and the ConsumerAdvocate continue their oversight of ourfinances and they can require hearingsor even a full rate case at any time,” saidKIUC President and CEO David Bissell.“Keep in mind that any time we’re ‘over-collecting’ money, it is going to bereturned to the members. Also, there’s astrong disincentive to take in moremoney than we need because we end uppaying tax on that revenue. We have anelected nine-member board that meetsevery month and is fully accountable tothe members.”

Overview of the KIUC decoupling plan• By lowering the margin required by its lenders, KIUC can reduce the amount of revenue it needs to take in. Reducing TIER—

Times Interest Earned Ratio—from 2.0 to 1.8 would result in a decrease in KIUC’s targeted margins of 10 percent.• Instead of issuing patronage capital credits once a year, any revenue beyond the TIER requirement would be returned in the

form of a lower monthly bill.• Lowering the amount of revenue collected will reduce the amount of revenue taxes paid to the state and county, resulting in

more savings.• Incentives that “pay” KIUC to run its plants at peak efficiency will be eliminated, with savings rolled into the rate.• Revenue will be “trued up” and adjusted on a quarterly basis.• Consumer Advocate and Public Utilities Commission maintain their oversight on rates. They will regularly review KIUC’s

finances and can require hearings on rates.• Decoupling replaces the traditional rate case as the only way for the utility to increase revenue to cover its costs. Rate cases are

costly, time-consuming and adversarial exercises. KIUC has had only one rate case in the past 10 years. The last rate case, in 2009,resulted in a 1.9 percent rate increase—and cost more than $2 million in attorneys’ fees and other professional services.

What decoupling doesn’t do• Eliminate regulatory oversight.• Guarantee lower rates. Kaua‘i is still heavily dependent on imported oil and will be affected by price volatility. If revenue

drops significantly, rates will be adjusted upward to cover expenses.• Guarantee higher rates. Rates can only adjust to cover operations cost and TIER requirement. Excess goes to the members.

If oil prices remain stable and more renewables come online, rates will fall.• Solve the “balloon squeeze” issue of fixed-cost recovery with declining sales. This is a “rate design” issue that still needs to be

addressed.• Substitute for cost control and sound business management. 2014 operations budget will be the fifth year in a row the budget

is below the inflation rate.

Merlin Helps KIUC Track Threatenedand Endangered SeabirdsBy Shelley Paik

When the 2013 Save Our Shearwatersseason began, KIUC got help from itsnew Merlin Avian Radar System.

According to Carey Koide, KIUC’stransmission and distribution manager,this technology will help the co-opunderstand the flight patterns of theshearwaters.

Earlier this year, KIUC purchased the$380,000 system, which can track thebirds’ flight. As the bird enters the areacovered by the radar, it shows up as aseries of blips on the screen. This high-tech radar unit also has processingsoftware that digitizes each series oftargets and assigns it a flight trackingnumber.

Koide likened the radar to that usedby an air traffic controller to trackairplanes. With the aid of Merlin’ssoftware, these blips are turned intoindividual numbered tracks.

Since the information is digitized, it isautomatically put into a database. Thedata is collected and can be plotted forthe biologists who study the birds,which reduces errors and time spent ondata input.

“This new gadget is remarkable,”Koide said. “I hope that this technologycan soon replace conventional radarsand the use of transparencies bybiologists to plot their flight paths. Tocollect all of the data and plot the pointswhere the birds were seen is tediouswork. Biologists would sit for long hoursin the back of their SUVs with radar onthe roof at various points around theisland, watch the radar and manuallyplot where the birds were flying.”

Merlin, which is mounted on a trailer,was developed by DeTect Inc.specifically to detect and continuouslytrack birds. More than 100 of the

systems are in use at airports to reducethe potential for bird-aircraft collisions.

Koide, who is responsible for KIUC’sparticipation in the SOS program and itsHabitat Conservation Plan, said the newtechnology will help KIUC understandthe flight patterns of the shearwaters.The radar will identify flight corridors,the times when birds are most activeand flight variations throughout theseason.

Koide said he hopes the radar also willreveal how low cloud cover and badweather affects flight.

The radar picks up both thehorizontal and vertical flightcharacteristics of seabirds using only170 watts of power, which is low powercompared to traditional radar.

“It’s important for us to know howhigh they’re flying relative to our lines,”Koide said.

In cases where lines are interferingwith bird flight, such as the area nearKealia Beach, KIUC has moved linesunderground, lowered them orreconfigured their design so collisionsare less likely.

Over time, Merlin has the potential tosave the cooperative money by taking theguesswork out of determining high riskflyways and focusingreconfiguration efforts in thoseareas.

Fledglings leave their nests forthe first time between mid-September and mid-December.Guided out to sea by the light ofthe moon, many shearwaterfledglings become disoriented byartificial lights, most often duringnights with low moonlight.

This year, fewer birds have beencollected because the peak fledgingis taking place during the fullmoon, which results in fewerfallouts.

at the Kaua‘i Humane Society. Whenstrong enough, they are released.

In October, Brooke McFarland of theKaua‘i Endangered Seabird RecoveryProject and the SOS staff coordinatedthe annual Newell’s shearwater releaseevent, E Ho’opomaika Ia Na Manu ‘A’o,to raise awareness about theshearwaters, and educate students

about conservation and how to helpprotect the species.

Despite efforts to save these seabirds,their populations appear to be steadilydeclining. Threats include predatorssuch as cats, rats, pigs and barn owls.

Involved with SOS since the late1990s, KIUC has been the primaryfunding source for the program since

2003. KIUC spends $2 million ayear to protect endangeredwildlife, including power line andlighting reconfiguration, habitatrestoration and predator control,research and injured birdrehabilitation.

KIUC has developedpartnerships with the Kaua‘iHumane Society, state DLNR -Division of Forestry and Wildlife,Kaua‘i Seabird HabitatConservation Program, Kaua‘iEndangered Seabird RecoveryProject, U.S. Fish and WildlifeService, Hawai‘i Wildlife Centerand Kaua‘i Veterinary Clinic.

When the installation of smart meterswas completed last summer, the boardof directors reviewed the cost ofcontinuing to read and service themeters on the homes and businesses ofcustomers who had chosen not to use asmart meter.

It will cost the cooperative about$340,000 a year to service the 10percent of customers who have chosennot to have a smart meter. That worksout to a little less than $1 a month foreveryone, not just those who deferred.

On Oct. 1, the board voted to ask thePublic Utilities Commission to approvecharging a monthly fee of $10.27 tocustomers whose meters must be readmanually. The board also asked the PUCto approve a charge of $50.64 tocustomers who ask KIUC to change theirmeter to anything but a smart meter.

On Oct. 31, the Public UtilitiesCommission approved the meter feeplan, saying it was “reasonable.”

“The perception that the assessment of

the one-time and monthly recurringcharges constitutes a penalty forcustomers that have opted out of usingstandard meters is without merit,”according to the decision of thecommission. “In short, KIUC hassufficiently demonstrated that it incurscosts in installing and utilizing non-standard meters and such costs should bepassed on to the cost-causing customer.”

A group of KIUC members ischallenging the fee. KIUC board policyenables petitioners who gather at least250 valid signatures to put to a membervote any action of the elected nine-member cooperative board.

Ballots on the meter fee question willbe mailed to all 30,000 members in earlyJanuary. The election will cost thecooperative about $63,000 for printingand mailing ballots and hiring anoutside firm to run the election.

Members will be asked to approve oroverturn the board’s decision to chargemeter fees.

Noting that both the elected KIUCboard, the PUC and the Office of the

Consumer Advocate have approved thefees, and with 90 percent of customersusing a smart meter, KIUC Presidentand CEO David Bissell said he believesthe issue already has been decided.

“This is absolutely an issue offairness,” Bissell said. “Why should the90 percent of our customers who areenjoying the benefits of the smart meterhave to subsidize the other 10 percent?

“We have been extremely flexible inaccommodating customers’ requests,sometimes switching meters multipletimes, replacing perfectly good,perfectly safe new meters with old-technology equipment that was set to beretired. This is expensive, time-consuming work that has tied up ourstaff and has cost all of our members.This decision to charge modest fees putsthe cost where it belongs.”

KIUC is not making money on thesefees. They cover the costs of labor,vehicles and equipment used to read andmaintain a variety of old meters. Theyare similar to the fees charged byutilities on the Mainland to customerswho opt out.

Even environmental groups thatadvocate for a more efficient electricgrid support fees for those who opt outof using smart meters.

“Consumers who choose to keep lastcentury’s technology shouldn’t besubsidized by those who want to realizethe system-wide economic andenvironmental benefits of a smarter grid… EDF supports approaches similar tothose taken in California, wherecustomers are able to keep their oldmeter in exchange for a monthly feethat covers the cost of a person comingto their home to read it,” Jim Marston,vice president of the U.S. Climate andEnergy Program for the EnvironmentalDefense Fund, told The Wall StreetJournal.

KIUC results of operations throughOctober 31, 2013, are favorable. Year-to-date electricity use on the island is 0.2percent higher than last year. Even withthe slight increase in sales volume, KIUCis doing everything it can, whilemaintaining safety and reliability, toreduce costs to operate efficiently andeffectively, and continue to maintain astrong financial position. Revenues,expenses and net margins totaled$155.1 million, $145.4 million and $9.7million, respectively, for the 10-monthperiod ending October 31.

As is the case for all electric utilities,the cost of power generation is thelargest expense, totaling $96.4 millionor 62.1 percent of revenues.Commodities, which are fuel andpurchased power costs, are the largestcomponent of power generation,totaling $84.3 million or 54.3 percent ofrevenues. Currently, fossil fuel is thelargest component of commodities,totaling $76.2 million or 49.2 percent ofrevenues. Other commodities includehydro power, totaling $4.0 million or 2.5percent of revenues and solar power,totaling $4.1 million or 2.6 percent ofrevenues. The remaining $12.1 millionor 7.8 percent of revenues representsthe cost of operating and maintainingthe generating units.

The cost of operating and maintainingthe electric lines totaled $4.6 million or3.0 percent of total revenues. The costof servicing members totaled $2.7million or 1.8 percent of revenues. Thecost of keeping members informed

totaled $0.8 million or 0.5 percent ofrevenues. Administrative and generalcosts—which include legislative andregulatory expenses, engineering,executive, human resources, safety andfacilities, information services, financialand corporate services, and board ofdirector expenses—totaled $10.2million or 6.6 percent of revenues.

Being very capital intensive,depreciation and amortization of theutility plant costs $11.5 million or 7.4percent of revenues. Although not

subject to federal income taxes, stateand local taxes amounted to $13.1million or 8.4 percent of revenues.

Interest on long-term debt, at afavorable sub-5 percent interest rate,totals $6.5 million or 4.2 percent ofrevenues. Non-operating net marginsadded $0.4 million to overall netmargins. Revenues less total expensesequal margins of $9.7 million or 6.3percent of revenues. Margins areallocated to consumer members andpaid when appropriate.

Sweet Peppers Stuffed With HerbedGoat Cheese

20 sweet peppers1 block fresh creamy goat cheese1 tablespoon fresh thyme, minced1 tablespoon fresh oregano, minced1 clove garlic, minced2 tablespoons olive oil1 gallon plastic bagCombine the thyme, oregano, garlic and olive oil; let

sit for about an hour. While waiting, cut off the tops ofthe sweet peppers and remove the seeds. Pour the herboil mixture into the plastic bag and add the goatcheese. Mix well. Cut off the corner of the plastic bagand squeeze the goat cheese mixture into the peppers.

You can eat them raw or place the peppers on abaking sheet and broil in the oven, turning when thetops start to blister.

Servewith your favorite cracker.

3 cups fresh cranberries1 cup chopped pineapple½ cup white sugar½ cup brown sugar1 lemon, zested and juiced1 orange, zested and juiced1 cup waterPlace ingredients in a pot and bring to a boil.

Lower heat when the cranberries start “popping”and simmer for 20 minutes, or until the mixturethickens.
