1 Introduction

1.1 General BES Consultants Pte Ltd is pleased to offer Building envelope design and consultancy services to WOHA Architects for the development project NS SQ Floating Platform at Marina Bay, Singapore. This fee proposal describes our approach to the project based on the project requirements.

1.2 Project Description Our scope of works design elements includes elements 1,3 & 4 only as noted below,

1. GFRC fins (marled in purple in slide "component of envelope") 2. Tensile shade PVC mesh facade (marled in cyan) 3. Glass curtain walls (marled in green, as per markup attached) 4. Glazed Alum Windows on to Precast concrete modules- excluding pre-cast (marled in

blue, as per attached) 5. F&B timber boxes (marled in brown) 6. Pool hull (slide "pool underbelly")

Our experience with similar developments will help to design suitable facade solutions and yet achieving an economical design.

1.3 Client objective BES aim is to assist our clients to realise their key objectives such as appearance, performance, durability, quality and cost of the façade project. To this effect BES’s design of the façade system should address the following key aspects.

• Appropriate use of materials, façade system, specification and detailing • Appropriate design of structural components and accommodate building movements. • Economical and within the budget • Structural and weather performance • Visual and thermal Comfort for the occupants • Building aesthetics, Life cycle, long-term durability, Maintenance and cleaning.

2 Methodology and approach To realise the architectural intent with an appropriate and economic design, we aim to approach the project in the following way. Well revolved design intent with good façade documentation will lead to cost effective solutions, timely completion, less maintenance facades.

3 Scope of Services BES will aim to bring technical expertise to the project team to protect the client team from contractor’s poor design or workmanship. As a specialist consultant we would also look for ways to make improvements or find potential savings to achieve the desired quality. This fee proposal is based on project brief received.

Scope Coverage This fee proposal includes all levels, lobby, terraces as explained in the section 1, no other parts of the development are included in this proposal.

Following disciplines and key aspects will be covered by our scope.

3.1 Preliminary Design Following scope included

• Review the current design intent as per architect design intent • Façade Systems - Advice on appropriate systems, suitability, modulation and costing • Materials – Review material options and advise on their comparative benefits, costs and

availability. • Finalise modulation and façade joint lines to suit architect design intent. • Provide sketches of outline details of systems • Complete preliminary sizing and outline details. • Engineering of structural supports for facade systems • Develop performance parameters for the systems, ie. loads, movements, tols, transmissions • Partial 3d view, elevations and plans of typical façade systems • Coordination and provide inputs to building structural engineer. • Value engineering options and alternates. 3.1.1 3D Designs, Optimisation

Scope • Adopting existing 3D architectural model and integrate façade/envelop model for the façade

design elements of typical façade systems • Propose glazing modulations options to achieve less material wastage, cost saving and

improve buildable • Resolve and finalise the façade geometry in coordination with the architect for modulations

and efficient sizes. • Optimise wind loads using BES inhouse developed iterative technique and tools, so that

glass thickness and framing designs are optimised. Deliverables upon Concept Stage: Design report which will cover following Aspects Deliverables General designs Design basis Report - (A3 size), includes Design Parameters,

glazing systems, sketches of outline details, typical interfaces, material options etc,.

3D & Geometry

3D Geometry for glazing modulations – for typical façades and corners (internal and exterior views) Partial Elevations, sections and setting outs –for typical facades

Glass Optimizations

Glass optimization exercise with façade modulation options for cost efficiency & aesthetics

Cleaning access General arrangement and recommendations.

3.2 Detailed Design Following scope included • Detailed design shall be developed with design details and engineering • Design intent CAD drawings for glazing system and the support systems. • Preparation of facade schedules • Preparation of façade works cost estimate • Review of material and finishes options for all components • Establish design parameters for facades and requirements of any supporting structure • Engineering of key structural elements that would be adequate for tender • Provide full technical specification for all façade elements

Deliverables

• Building façade geometry -3D façade model of full building envelope, setting outs, plans, sections, panel typologies

• Façade details set includes typical details, connections, bracket, supports covering all façade types

• Critical Façade Interfaces

3.3 Tender Stage

Following scope included • Technical specification of all façade elements within the scope of BES. • Help the client team in pre-qualifications of contractors /vendors • Advise and recommend prequalification of façade contractors • Review tender returns and prepare tender queries • Attend tender interviews • Provide a technical tender assessment report on the tenderers' submissions

• Technical Evaluation and Assessment report

3.4 Construction Stage – Post Award Following scope of works are applicable upon façade contract award, during this stage the contractor will carry out façade design which will be reviewed by façade consultant.

3.4.1 Design Reviews and Approvals

• Review and approve contractor’s shop drawings for compliance with the design requirements.

• Review and approve structural calculation, glass and material submissions • Propose and witness critical site tests, review of contractor’s QA plans • Review contractor’s method statement and QA plans.

3.4.2 Mock-ups & Testing

• Attend the inspection of the visual mock-up(s) with the Architect and client. • Review visual mock-up drawings and identify any deviation by the contractor. • Identify the visual issues on mock-up and suggest improvements on details • Advise test criteria and test methods. • Witness Performance Mockup tests as applicable • Review and conclude test results • Recommend improvements and quality control measures based on test results

3.4.3 Quality Control -Façade Fabrication & Site works

Our scope is aimed to bring expected quality at the façade works construction and help the site to implement quality system and monitor. On this subject we will cover the following scope. • Perform periodical factory and site inspection for quality control checks and compliances. • Witness critical components and material testing for verifications • Identify QAQC deficiencies and advise, • Provide technical expertise to resolve any site challenges • Follow-up inspections and close outs

3.5 Exclusions

Following are excluded • Design or checking of supporting main building structure. All façade loads and interfaces

will be under BES scope • Wet cladding / tiles / concrete finishes / Metal roofs • Any type of Internal glazing • Any submissions to local authority or statutory boards. • Design or project management, manage RFIs, progress reporting

4 Project Team Following project team members are nominated for this project, supported by a wider design team. Team members are senior level positions and well experienced with specialist’s skill set. The Project Director has the responsibility to ensure that the Client is obtaining the level of

service required in a timely manner.

Rajan has > 28 years of international experience within the facade industry, out of which Rajan has served more than 11 years at Arup. With Structural engineering background Rajan has good overall façade specialist experience. Rajan has worked in various markets such as Asia, Middle East and Australia. During his time at Arup, he led India façade team for Arup (Singapore facade group). He is a Certified SGMM (Singapore Green Mark Manager), enable him to understand sustainable designs and practical perspectives. Rajan has greatly involved in several landmark projects completed such as The Park, Indiabulls Blu, Waverock, Mondeal Heights, Eco City, Grand Hyatt, Pan Pacific Hotel Singapore Good knowledge with Chinese factory, procurement, supply chains for facades works, inspected various factories around China. Familiar with design and built China based contractors. With his extensive International and regional experience, he has attained high level knowledge on façade and construction industry in the region.

Naveen has 16 years of overall facade industry experience, with 3 years working experience at Arup (Singapore Office) He has worked with leading international façade contractors and involved with design and implementation of complex projects. He has mechanical engineering and industrial background, this unique skill set enable him to deliver greater level of details for bespoke facade systems, interfaces with good understanding of practical aspects. He has good 3D design, Advance Geometry and integration skills using cutting edge design and 3D tools. He works at advance level on several leading 3D software such as Revit, Rhino, Grasshopper, etc,.

His multi discipline skills and advance level of knowledge and creative thinking, enabling him as a specialist design integrator for complex façade engineering / Building Envelop Designs. He has lead design and site team for the successful completion of several iconic projects such as Esplanade Mall, Lupin Research Park, The Park involving high rise building, complex facades and interesting designs.

Jeff has more than 22 years of façade design and implementation experience within Singapore façade industry including 11 years with Arup. Strong familiarity with civil and industrial structural engineering and façade design application. Good experiences with leading International Code of practices for structural engineering of Architectural and building steelworks, facades, glazing and cladding works. He has been actively working in the Singapore Façade region and has gained very good knowledge and specialist experience on building facades. Jeff has specific experiences in implementation and fabrications, which helps in reviewing contractor’s shop drawings and resolving site and complex interface issues. He has worked on several projects in China such as Raffles City, Beijing and has good knowledge on design and implementation of projects in China.

He has frequently visited several factories in China and has good knowledge of China based facade contractors and practise.

5 Commercial Offer

5.1 Fees The fees stated in the table below is a lump sum for the scope of services as defined in section 2 of this proposal, BES has right to revise fees if any major changes to scope elements.

5.1.1 Fee Basis

The fee quoted above is based on the following assumptions: 1. Above fees Includes all taxes applicable at Singapore 2. Client will be responsible for remitting fees through TT to our company bank account in

Singapore, any bank charges (out of Singapore) are to be paid by the client. 3. Payments to be made within 30 days of invoice. 4. Project related out of Singapore travelling expenses (Travelling and Hotel) are to be

reimbursed on actuals. Above fees excludes travel expenses.

5.3 Duration of Service This proposal has considered our services completing by 20 Months upon agreement date. Any further involvement on the project beyond this period is subject to 10% fee escalation on remaining fees and subject to mutual agreement

5.4 Terms and Conditions Following are our terms and conditions

1. Our proposed agreement will be between the client and BES Consultants Pte Ltd (Singapore registered entity)

2. We have exercised and will continue to exercise in the performance of the services all reasonable skill, care and diligence to be expected of a properly qualified consultant experienced in carrying out work of a similar size and scope to the project.

3. You will appoint a nominated project representative to act on your behalf in relation to the project and this proposal, and we shall liaise with, and comply with, his/her day to day instructions to us.

4. It is acknowledged that you and/or your representative shall have prime responsibility in relation to the obtaining of approvals, permits, licences or other authorisations necessary in relation to the project. We shall aid you in seeking such approvals as further described in this proposal.

5. Professional Indemnity Insurance shall be SGD 1.0 Million in aggregate, subject to fees and agreement terms are followed

6. We shall not in any circumstances be liable in contract, in negligence, for breach of statutory duty or otherwise for (a) any loss of investment, loss of contract, loss of production, loss of profits, loss of time or loss of use; and/or (b) any consequential or indirect loss sustained by you. We shall have no liability under, or in connection with this proposal after completion of our services.

7. We shall be entitled to suspend performance of the Services upon giving 15 days prior written notice should you fail to pay our fees in accordance with the terms of this Agreement.

8. Copyright in all drawings, details, plans, specifications, reports and other work (referred to as the "Proprietary Material") and the designs contained in them which have been, or are to be written, originated, or made by us in the course of performing the services remain vested in us but you shall have a royalty free non-exclusive licence to use the Proprietary Material for any purpose in connection with the project, subject always to payment of our outstanding fees from time to time.

9. You shall not assign or transfer any right or obligation in relation to the services without our prior written consent.

10. We or you entitled to suspend performance of the services upon giving 30 days prior written notice what so ever reasons.

11. The terms of this proposal supersede any previous agreements or arrangements between us in respect of the services. Nothing in this proposal confers or purports to confer on any third party any right to enforce any term of this proposal

12. This proposal and subsequent contract shall be in all respects be governed by and construed in accordance with the laws of Singapore. Any dispute controversy or claim arising out of or relating to this contract, or the breach termination or invalidity thereof, shall be settled by arbitration
